Luacjang Chiefs and the whole commmunity of Luacjang in Tonj East county of Warrap State in South Sudan and in Diaporsa calls for Administrative Area and pulled out of Warrap State government.

Your Excellency, the President Gen. Salva Kiir Mayardit, President of the Republic of South Sudan, Commander in-Chief of SSPDF, Supreme Commander in-chief of all the organized forces, Cde. Chairman of SPLM Party and Chairperson of East African Community (EAC). we hope this letter will find you well and healthy. On behalf of Luac-jang community and on our own behalf as chiefs, we wish to extend our heartfelt gratitude to you, your Excellency and the National government for your exemplary services and dedicated leadership during these challenging times to the people of South Sudan.
You restore peace and normalcy in our beloved country. Your commitment to peace and development in the Republic of South Sudan is highly acknowledged by Luac-jang Community. You have been instrumental in these periods as evidenced by your various peace initiatives and reconciliation enabling South Sudanese to navigate services safely in their own sovereign State.
Your Excellency, we want to bring to your attention pertaining to the Luac-jang community geographically location in Eastern part of Tonj in Warrap state, Republic of South Sudan. Luac-jang is a Dinka Padang situated in the middle of the three larger communities between Rek Communities of Tonj that stretches from South West to the Western direction and to the far north. Agar-pakam of Rumbek North County to the South, Nuer of Mayendit County and of Adol to the East and South-east, whereas Nuer Bul of Koch county to the north East.
Your excellency, we, Luac-Jang Community, just like other Communities in South Sudan actively participated in the liberation struggle for the independent of South Sudan.
However, during the liberation process, Luac-Jang had lost most of her strong Sons and Daughters in the process of achieving independence. Some of these people of which, your Excellency, you familiar with includes: Late Mareek Kur Mum, Late Captain Deng Machol, Late Captain Kuol Mawith Aruop; to mention few.
Your Excellency, South Sudan is an independent state and Luac-Jang Community is still facing several challenges of which we, Luac-Jang Community, thought the government will put us into consideration. Therefore, We Luac-Jang Community are calling for an Independent Administration that will not be under Tonj and Warrap State.
In light of this, however, we chiefs as Luac-jang Community representatives sat for a meeting while in our total of one hundred and fifteen (115) for two consecutive days from August 4th-5th 2024 to discuss “why Luac-jang people” are perishing or going in extinct so easily like this at the hand of some Tonj Communities and Warrap State as evidenced by the following reasons:
Road block and robbery
Some communities in Warrap State, more especially Tonj Communities make
Road blocks/ check points to and from Luac-Jang community as they go to other towns, like Tonj, Wau, Kuajok (HQs). There have been frequent killing and robberies along the road to Luac-jang by other communities of Tonj such as Akook Deng Achuil, Lou Paher, Apuk Padoc, among others. For instance, in the year 2020 – 2021 the road that passes to Luac-Jang through Tonj East County was blocked by Akook Deng Achuil Community and others. Due to the blockage, Luac-Jang Community took other alternative routes to assess their state capital in Tonj North County. Surprisingly in 2020, Apuk Padoc, in place called “Kuel Apuk”, killed and robbed approximately seven people who were coming back to their families back home in Luac-Jang.
Hatred and Segregation
The communities of tonj in warrap state purposely agree to incite violence and hatred against Luac-jang in Tonj East. A case in point was when Luac-jang cattel keepers were moving with their cattle without any intention of violence in April 2009 through Kuacthii, Ajak leer youth raided and looted the cattle keepers of Luac-jang. This was later joined by Awan parek and the government of warrap never brought criminals to justice nor did they returned the looted cows to the rightful owners. Furthermore, in August 2015 when Luac-jang clashed with Jalwau, Aliap community joined the fight in support of Jalwau against Luac-jang. Again, in July 2021 when LuacJang fought with Thiik, Lou-Paher from Tonj North was heavily involved in the fight in solidarity with Thiik. Recently when the minister of general education hon Awut Deng Achuil made a private visit to Ngapagok, a group of armed youth shot people in RAMATHIENG cattle camp hence leading to death of innocent children, women and men in their deep sleep. Why is Luac-jang subjected to this segregation in Warrap State despite the fact we share the same county and State?
Oppression in Warrap State
In 2020 -2021, the national member of parliament as well as the cabinet minister of general education and instruction Hon. Awut Deng Achuil deliberately suspended the primary eight (P.😎 leaving examination in Luac-Jang citing security threats in Tonj East yet the same national exams was sat for in rest of Tonj East. The government of Warrap state and the national government stayed mute without condemning this examination cancellation under the leadership of Hon. Aleu Ayieny Aleu as a Governor of Warrap State. When the Luac-Jang youth reacted and questioned the decision made by the minister to cancel the national examinations from reaching Luac-jang's candidates, they were arrested and put behind bars while others were abducted and airlifted to Juba. Hon. Awut Deng Achuil deviated the Luac-Jang youth intellectual condemnation to be insults. Why would the member of parliament divide the same people she is representing at the National level? A number of youths are currently in court session with her such as; Marcelo Deng Magon, Machiek Dongrin Yap and Ruben Tingjok Dhal to mention but a few. This is a total oppression in the strongest terms. Why
Delayed Justice by Warrap state government in communal conflicts.
The Governement of Warrap State takes long or fails to intervene in the life-threatening issues of Luac-Jang Community and her nieghbouring communities of Tonj. For instances, from 2008 up to 2024 before the killing of Deng Madap, Akook Deng Achuil had killed approximately 116 people from luacjang community in cold blooded war along the road in Tonj East which the government of Warrap did not intervene to solve this inhuman act made by Akook community. However, the failure of the State government to put measures like arresting the culprits and compensating the bereaved families had continued the cycle of revenge. Therefore, if the government of Warrap do not interven to settle this inhumane act of Akook Deng Achuil killing innocent Luac-jieng along the government roads, then we have to be given our own Administrative Area so that Luac-jang can report to and seek justice from the National government.
Lack of service delivery:
The government of Warrap has unevenly distributed resources and employments opportunities to Luac-jang community. for instance, no luac-jang son has been appointed as the governor of Warrap State or even a minister in National since the creation of states in 2005 up to now. There are no essential services such as hospitals, schools and water. This distinctly shows the lack of consideration and unequal distributions of services. Our people are dying of simple illnesses that can be treated if we had had a better hospital.
However, our women are still delivering in grass- thatched houses and this has led to infant and women mortalities at birth. A number of our children are not in school due to lack of enough educational facilities such as primary and secondary schools.
Other services like telecommunication such as radios, networks are lacking making our people less accessible. A mere marram road had not reached Luac-jang up to now. However, the little services that were channeled for Tonj East people are unevenly distributed. For example, A radio Station, Hospital, Secondary School which were meant to be station in Romic Headquarter of Tonj East County in order to serve the entire population of Tonj East County are now built and concentrated in Ngap-agok Payam, the home payam of Hon. Minister Awut Deng Achuil.
Why does the government of warrap state collect taxes from Luac-jang community with little or no service delivery to the local tax payers?
Unfair Disarment
In 2008, the government of Warrap State under the leadership of late Anthony Bol Madut disarmed Luac-jang Community which later resulted into the raiding cattle and loss of lives at Mangar Kongor by Rumbek North armed youth since we were defenseless. Furthermore, in 2009 and 2011 the same scenario happened when guns were collected from the youth popularly known as “gelweng” hoping we would be protected by the government from our warring neighbors after collection and it did not happen. 0ur people were massively killed and cattle was forcefully taken at Nyingong cattle camp by armed youth from unity state.
Why did the government of Warrap state disarm our youth and failed to protect our property?
However, Your Excellency the president, we remain honoured as we surely have confidence in you as being supportive to Luac-jang Community. Luac-jang remains loyal to you, to the Party SPLM and the country. In pursuant to the above-mentioned grievances, we call for our independent administrative area.
Luac-jang community will never be in Tonj East, Tonj and Warrap State but a member of Barh el Ghazal region and South Sudan at large .Therefore, we shall be reporting directly to the National government like any other Adminstrative area.
Your excellency, the commander -in-chief, General Kiir Mayardit, you are the presidents of oppressed, disadvantaged like Luacjang community. If you had known, we would have suffered for long time like this.
