SPD WEEKLY OPS YIELDS 1.6M WORTH OF ILLEGAL DRUGS

From August 26 to September 1, 2024, Southern Police District conducted 65 operations and made 89 arrests in its anti-illegal drugs campaign..

SPD Director PBGEN Leon Victor Z Rosete reported that these operations led to the confiscation of 235.80 grams of shabu, 3.00 grams of ma*****na and 3.70 grams of kush, with combined street value of ₱1,609,350.00.

FOREIGNER ARRESTED AFTER BRINGING IN MA*****NA V**E

An operation of NAIA IADITG resulted in the arrest of one (1) individual and the seizure of v**e cartridges containing suspected,d ma*****na oil on August 31, 2024, Sunday.

Based on the report submitted by PDEA RO NCR, the operation happened at NAIA terminal 3, Pasay City, where authorities arrested a 52-year-old American passenger, and seized v**e cartridges containing suspected ma*****na oil with a street value of Php7,000.00

Further, cell phones, Identification cards, and travel documents were confiscated from the suspect during the operation.

Cases of Violation of Article II of RA 9165 are being prepared against the arrested suspect.

Lumagui: BIR and AMLC will work together in the fight against Tax Evasion and Money Laundering

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. had a fruitful discussion with the Anti-Money Laundering Council (AMLC) last August 29, 2024. The AMLC was represented by Executive Director Matthew M. David, and several officers of the AMLC. The meeting involved the topic of interagency cooperation and coordination between the BIR and the AMLC, with the purpose of strengthening enforcement activities against the crimes of tax evasion and money laundering.

"Tax evaders are now using sophisticated ways of evading taxes and storing their illegal wealth. This interagency cooperation between the BIR and the AMLC will pave the way for future investigations on tax evasion and money laundering. The law is clear, all sources of income, whether from legal or illegal means, are taxable," Commissioner Lumagui stated.

An example of a sophisticated tax evasion scheme is the use of Ghost Receipts. Buyers of these receipts use it to lower their tax liabilities illegally because the sellers or issuers of such receipts do not have legitimate business activities. The seller or issuers are merely companies that were created so their receipts can be used to pad the expenses of buyers, thereby creating a scheme that directly endangers the integrity of our financial system.

The BIR and the AMLC will work hand-in-hand to run after criminals engaged in violations of our tax and anti-money laundering laws. These two agencies are uniquely situated because their expertise in catching tax evaders and money launderers complement each other.

DOH WARNS AGAINST LEPTOSPIROSIS AMIDST HEAVY RAIN BY ENTENG

With the heavy rain and expected flooding brought about by Tropical Storm Enteng, the Department of Health (DOH) issued a public health advisory against Leptospirosis.

"Madumi ang tubig baha. Iwasan hanggat kaya. Hugasan ang katawan ng tubig at sabon pagkaahon. Anuman ang dahilan, basta napalusong, kahit walang sugat o nararamdaman, kumonsulta agad sa doktor o health center sa loob ng 1-2 araw," warned Secretary Teodoro J. Herbosa.

The latest epidemiologic data has already registered the spike in Leptospirosis cases following floods by Typhoon Carina and the enhanced monsoon rain. As of August 17, 2024, a total of 3,785 cases have been recorded nationwide. While this is only 5% higher than the 3,605 cases reported in the same period lasy year, the DOH cautions that rain brings floods that leads to Leptospirosis.

From July 7-20, only 251 cases were recorded. This went up almost five times to 1,184 from July 21 to August 3 (the height of Typhoon Carina and enhanced monsoon floods). While the count has since gone down to 699 cases from August 4 to 17, DOH epidemiologists anticipate that, without proper precautions like prophylaxis, the number of cases will most likely go up again due to floods brought about by T.S. Enteng.

"Mayroon pa ring antibiotic prophylaxis (pag-iwas), at libre ang konsulta at reseta sa government health center. The Northern Police District (NPD) under the guidance of PBGEN Rizalito Gapas, District Director, lauded the effort of the Caloocan City Police Station under the Supervision of PCOL Paul Doles, Acting Chief of Police.

At about 2:05 p.m. September 1, 2024, at Block 7 corner Kaagapay Road, Barangay 188, Caloocan City, Operatives of SDEU-CCPS conducted a buy-bust operation that resulted in the arrest of the suspects and confiscation of three (3) pieces of medium heat-sealed transparent plastic sachet containing white crystalline substance believed to be "shabu” with total weight of Fifteen grams (15 grams) with Standard Drug Price of Php 102,000. Army unveils reality series featuring future Army leaders

The Philippine Army unveiled its first-ever reality series ‘Life in the OCS’ featuring the training journey of seven Army officers in a premier screening at the University of Makati Auditorium, West Rembo, Taguig City on September 1, 2024.

‘Life in the OCS’, which is produced by the Army Personnel Management Center, features the journey of seven Army officer applicants from their oath-taking until they are commissioned as Second Lieutenants. Episodes 1 to 3 were screened onsite and streamed online during the premier day while episodes 4 to 7 will be posted online through the ‘Join the Army’ and the 'Philippine Army' pages and YouTube channels.

The said reality series aims to inform and educate the Filipino youth about the Officer Candidate School, the Philippine Army’s premier training institution for future Army leaders. The school facilitates the Officer Candidate Course (OCC) which is a one-year rigorous training program for all qualified baccalaureate degree holders who aspire to lead and serve as Commissioned Second Lieutenants in the Philippine Army’s regular force.

The premier at the University of Makati Auditorium was attended by around 200 ROTC students from the University of Makati and other universities under the NCR Regional Community Defense Group of the Reserve Command, Philippine Army.

Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are expected especially in areas that are highly or very highly susceptible to these hazards as identified in official hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.

Furthermore, the enhanced Southwest Monsoon will bring moderate to intense rainfall in other areas of Luzon and Visayas (especially along the western portions). For more information, refer to Weather Advisory No. 4 issued at 11:00 PM yesterday.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from strong winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest possible Wind Signal that may be hoisted during the passage of ENTENG is Wind Signal No. 3.

The enhanced Southwest Monsoon and Tropical Storm ENTENG will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Ilocos Region, Zambales, Bataan, Pampanga, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas

HAZARDS AFFECTING COASTAL WATERS

In the next 24 hours, ENTENG and the enhanced Southwest Monsoon will bring the following conditions over the coastal waters of the country:

• Gale Warning is in effect over the eastern seaboard of Luzon and the southern seaboard of Southern Luzon. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 2 issued at 5:00 AM today.
• Moderate to rough seas over the northern seaboard of Northern Luzon and the western seaboard of Central Luzon (1.5 to 3.5 m), the western seaboard of Southern Luzon, the remaining southern seaboard of Southern Luzon where gale warning is not in effect and the seaboards of Western Visayas (1.5 to 3.0 m). Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
• Slight to moderate seas are expected over the rest of the country (1.0 to 2.5 m). Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• ENTENG is forecast to move generally northwestward in the next 24 hours. ENTENG may possibly make landfall over Isabela or Cagayan this afternoon or tonight. Shall the forecast track shift further to the west, landfall over the northern portion of Aurora is not ruled out.
• From tomorrow early morning (3 September), ENTENG will generally turn west northwestward. Possible landfall over Babuyan Islands is also not ruled out. A period of deceleration from tomorrow to Wednesday (4 September) is expected while ENTENG is slowly intensifying over Luzon Strait. ENTENG will continue to move west northwestward while accelerating and is expected to exit the Philippine Area of Responsibility by Wednesday evening to Thursday early morning (5 September).
• There may be a further westward shift in the track forecast due to the developing ridge of high pressure north of ENTENG, which may increase rainfall amounts over mainland Luzon.

Heavy Rainfall Outlook

Forecast accumulated rainfall: Today (2 September)
• > 200 mm: Camarines Norte, Camarines Sur, Albay, Polillo Island, and the southern portion of mainland Quezon
• 100-200 mm: Aurora, the rest of Quezon, Catanduanes, Masbate, and Sorsogon
• 50-100 mm: Isabela, Quirino, Bulacan, Metro Manila, the rest of CALABARZON, Marinduque, Romblon, and Northern Samar

Forecast accumulated rainfall: Tomorrow (3 September)
• 100-200 mm: Isabela, Cagayan, Abra, Apayao, and Ilocos Norte
• 50-100 mm: Aurora and the rest of Ilocos Region, the rest Cordillera Administrative Region, and mainland Cagayan Valley

Forecast accumulated rainfall: Wednesday (4 September)
• 100-200 mm: Babuyan Islands, Apayao, Ilocos Norte, and Ilocos Sur
• 50-100 mm: Batanes, mainland Cagayan, and the rest of Cordillera Administrative Region and Ilocos Region.

Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are expected especially in areas that are highly or very highly susceptible to these hazards as identified in official hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.

Furthermore, the enhanced Southwest Monsoon will bring moderate to intense rainfall in other areas of Luzon and Visayas (especially along the western portions). For more information, refer to Weather Advisory No. 4 issued at 11:00 PM yesterday.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest possible Wind Signal that may be hoisted during the passage of ENTENG is Wind Signal No. 2 or 3.

The enhanced Southwest Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, and Caraga Region.
• Tomorrow (3 September): Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas.
• Wednesday (4 September): Zambales, Bataan, Aurora, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas.

HAZARDS AFFECTING COASTAL WATERS

In the next 24 hours, ENTENG and the enhanced Southwest Monsoon will bring the following conditions over the coastal waters of the country:

• Gale Warning is in effect over Catanduanes, Camarines Norte, the eastern coast of Camarines Sur, the eastern coast of Albay, the eastern coast of Sorsogon, and the northern and eastern coasts of Northern Samar. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 1 issued at 5:00 PM today.
• Moderate to rough seas over the eastern seaboards of Central Luzon and Southern Luzon outside Gale Warning areas (1.5 to 3.5 m), the eastern seaboard of Eastern Samar, and the seaboard of Kalayaan Islands (1.5 to 3.0 m). Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
• Moderate seas are expected over the southern seaboard of CALABARZON, the remaining seaboards of Bicol Region, Palawan, Eastern Visayas, the seaboard of Western Visayas, the northern and eastern seaboards of Caraga Region, and the eastern seaboard of Davao Oriental (1.5 to 2.5 m). Slight to moderate seas are possible for the eastern seaboard of mainland Northern Luzon, the remaining seaboards of MIMAROPA, Visayas, Caraga Region, the seaboard of Northern Mindanao, and the eastern seaboard of Davao Occidental (1.0 to 2.0 m). Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• ENTENG is forecast to move generally northwestward in the next 24 hours. ENTENG is forecast to be over the coastal waters of Isabela and Cagayan by tonight.
• From tonight to tomorrow morning (3 September), ENTENG will generally turn west northwestward. Possible landfall in the vicinity of mainland Northern Luzon or Babuyan Islands is likely. A period of deceleration from Tuesday to Wednesday (4 September) is expected while ENTENG is slowly intensifying over Luzon Strait. ENTENG will continue to move west northwestward while accelerating and is expected to exit the Philippine Area of Responsibility by Wednesday evening to Thursday early morning (5 September).
• There may be a further westward shift in the track forecast due to the developing ridge of high pressure north of ENTENG, which may increase rainfall amounts over mainland Luzon.
• ENTENG is forecast to maintain tropical storm category until Tuesday and will intensify into a severe tropical storm by Wednesday. It may also reach a peak category of typhoon by Thursday or Friday. Changes in the intensity forecast is still likely over the Philippine Sea due to favorable conditions.
