PUBLIC AND PRIVATE COLLEGES OF EDUCATION OPENING DEFFERED TO 29TH JANUARY 2024.

Lusaka 13th January 2024. The Ministry of Education has announced that government has postponed the opening of public and private Colleges of Education to 29th of January, 2024.

Ministry of Education Permanent Secretary – Administration Ms. Noriana Muneku has announced this in Lusaka on Saturday 13TH January 2024.

Ms Muneku said on 4th January, 2024, the Minister of Education, Hon. Douglas M. Syakalima, MP, announced the postponement of opening of primary and secondary schools for the first term from 8th to 29th January, 2024 due to increased cholera cases.

“The public is hereby informed that government has decided to extend a similar postponement to public and private Colleges of Education.” Ms. Muneku said.

She reiterated that all Colleges will therefore have their opening dates moved to the 29th of January, 2024.

She said all Principals of public and private Colleges of Education are therefore advised to comply with this directive.

The Permanent Secretary said the first term holiday for Colleges of Education under the Ministry of Education will only run for two (2) weeks instead of four (4) weeks.

“This implies that the Colleges of Education will close on 26th April, 2024 and open on 13th May, 2024 for the second term as scheduled.” Ms Munwku said

The Education Permanent Secretary said during the extended holiday all College Principles are advised to ensure that their respective institutions are thoroughly cleaned and install all hygiene requirements before the said date of opening.

Dear Sir,

RE: WITHDRAWAL OF PENSION AND OTHER BENEFITS FROM THE SIXTH PRESIDENT OF THE REPUBLIC OF ZAMBIA.

We refer to the above and advise that we act for Dr. Edgar Chagwa Lungu, the 6th President of the Republic of Zambia (our client).

We draw your atention to a letter dated 30th October 2023 from the acting Secretary to the Cabinet which was copied to you (enclosed for ease of reference), wherein our client was informed that Government has with immediate effect from 1st November 2023, withdrawn the pension and other benefits conferred by the Benefits of Fomer President Act Cap 15 as read together with the Benefils of Former Presidents Act No. 21 of 1998, from our client.

The aforementioned Government action was ostensibly pursuant to sections 2 and 3 of the Benefits of Former Presidents (Amendments) Act, 1998 No. 21 of 1998, and apparently instigated by our client's announcement that he has returned to active politics on 28th October 2023, whilst attending the 9thMemorial Anniversary for the late Fifth Republican President, Mr. Michael Chilufya Sata.

The position that our client should lose his pension and other benefits, on account of indicating an intention to hold elective or appointive office, or if he actualy holds elective or appointive office, in a polilical party, imposes resticions or disadvantages on our client, which restictions or disadvantages are not imposed on other reirees or other persons who have either completed their fixed term engagements or contracts (of employmen), You will no doubt agree that judges of the superĂ­or courts in Zambia, constitutonal office holders, Members of Parliament, Direclors, chief executive officers in public, quasi - government and private sector, are not subjected to such onerous restrictions.

You will appreciate that the impugned provisions of the law (referred to above) fly in the teeth of Articles 20, 21 and 23 of the Constitution, which protects and guarantees our client's rights to freedoms of expression, association and assembly, and the right not to be discriminated against on grounds of among other, political opinion.

We have taken the liberty to re - acquaint ourselves with the derogations allowed under Article 20, 21 and 23 of the Constitution and can confirm that the restrictions which are imposed on our client by the Benefits of Former Presidents Act

Former Presidents (Amendment) Act, No. 21 of 1998, are outside the realim of allowable derogations, and that, they are not reasonably justifiable in a democraic society.
Please note further that, pension and other benefits due to a person who has served in any office, are an accrued right for which the person to whom they accrue, has already provided consideration in that he has already laboured for those benefits. Such benefits cannot subsequently be taken away on account of events which occur long after a person has ceased to hold office. In casu, its been over two (2) years since our client ceased to hold the office of Republican President.
In the circumstances and in the view of the conspicuous and blatant violations of our client's constitutionally protected and guaranteed fundamental human rights and freedoms, we urge your good offce, being the custodian and chief defender of public interests, to prevail upon the Secretary to the Cabinet, so as to have the full compliments of pension and other benefits due to our client, reinstated.

We also urge you to ensure that section 4A of the Benefits of Former President (Amendmen) Act, No. 21 of 1998, is immediately implemented by the assigning to our client a furnished executive house to be buit or bought by the State at a place of our client's choice, as it is over the prescribed 2 years since our client ceased to hold office of Republican President.

Our client has also informed us that the State had neglected to avail him the full compliments of the pension and other benefitis due to him even before the withdrawal of benefits, was effected.

Going forward, our client demands that the State accords him the full compliments of the benefits he is entitled to, including a fully functional Sixth Republican President's office, vehicles and a full staff compliment as provided for in the relevant legislation.

Please note that should we not receive reasonable representations on the steps taken to reinstate the pension and other benefits due to our client, within 3 days hereof, our instructions are to instilute appropriate court proceedings to safeguard our client's fundamental rights and interests herein.

It is my displeasure to see how the worst things are happening in the constituency especially concerning the way/speed we have lost lives and the rate at which CDF procured machinery is getting destroyed.

In shortest possible time we lost the soul of a council worker in a terrible accident involving the CDF tipper. Not long enough, we lost a driver of the council who was assigned to drive the CDF monitoring vehicle, shortly after, our grader whilst on duty on road maintenance works killed an individual in Masumba area, as if that is not enough, our newly procured CDF Police Land Cruiser has been involved in a Road Traffic Accident and the extent of damage is something unexplainable.

How do we explain this to our citizens of the Constituency? What really is happening in the Constituency? What is it we should do? Are our Ancestors not happy that we want to develop the constituency?

Help us understand please. It is a very difficult situation we have gone through with a lot of questions left unanswered.
We seriously need a quick solution to all these challenges we're facing. God needs to intervene and we need prayers on a serious note.

ABOLISHING OF IMPOSITION OF DEATH PENALTY AND CRIMINAL DEFAMATION OF THE PRESIDENT.

Fellow citizens,

Please be informed that this afternoon, we assented to the Penal Code (Amendment) Bill number 25 of 2022, abolishing the imposition of the death penalty in the Republic of Zambia, and the offence of Criminal Defamation of the President.

The Penal Code Act Chapter 87 of the Laws of Zambia by the President's assent have been ammended to repeal all provisions of the Penal Code Act which provided for the imposition of mandatory death sentence in the absence of extenuating circumstances.

Similarly, by the President's assent, the provisions of Section 69 of Penal Code Act Chapter 87 of the Laws of Zambia which provide for the offence of Criminal Defamation of the President have since been repealed.

Fellow Zambians, during our campaigns for the Presidency, we promised to amend all laws that inhibit the growth of democracy and good governance, impede human rights and basic freedoms. Today we have delivered.

150 Years From Now

150 years from now, none of us reading this post today will be alive. 70 percent to 100 percent of everything we are fighting over right now will be totally forgotten. Underline the word, TOTALLY.

If we go back memory lane to 150 years before us, that will be 1872, none of those that carried the world on their heads then are alive today. Almost all of us reading this will find it difficult to picture anybody's face of that era.

Pause for a while and imagine how some of them betrayed their relatives and s0|d them as $|aves for a piece of mirror. Some ki||ed family members just for a piece of land or tubers of yam or cowries or for a pinch of salt. Where is the yam, cowries, mirror, or salt that they were using to bragâť“ It may sound funny to us now, but that is how silly we humans are sometimes, especially when it comes to power or trying to be relevant.

I remember those days in my secondary school, how some people fought and did so many unimaginable things just to have their names shortlisted among those to be made school Prefects. Ordinary school Prefects ! It is just about 18 years since I left secondary school, nobody in that school right now remembers that I even schooled there despite my popularity then. Now, imagine what happens after 150 years?

Even when you claim the internet age will preserve your memory, take Michael Jackson as an example. Michael Jackson died in 2009, that was just 13 years ago. Imagine the influence Michael Jackson had all over the world when he was alive. Gosh, he was like a god. How many young people of today remember him with awe, that is if they even know him? In 150 years to come, his name, when mentioned, will not ring any bell to a lot of people. This is even because he was popular, imagine the majority of people who will never be known worldwide like him?

Let us take life easy, nobody will get out of this world alive. . . The land you are fighting and ready to kill for, somebody left that land, the person is dead, rotten, and forgotten. That will also be your fate. In 150 years to come, none of the vehicles or phones we are using today to brag will be relevant., take life easy!

Let love lead. Be genuinely happy for each other. No malice, no backbiting. No jealousy. No comparison. It is not a competition. At the end of the day, we all have the same destiny in the grave. It is just a question of who gets there first, but surely we will all go there.

Zambia U17 Women’s National Team coach Naomi Phiri has named her final 20-member squad ahead of the 2022 COSAFA Women’s Under-17 Championship that will be held at the Region 5 Games from December 1-10 in Malawi.

The coach has retained seven members from last year’s COSAFA U17 Women’s Championship winning squad led by the tournament’s best player and top scorer Lubasi Pumulo and Lucy Kajiya respectively.

UPDATE ON THE DISTRIBUTION OF INPUTS FOR THE 2022/2023 FARMING SEASON

1. Fertiliser distribution to all parts of the country is progressing well and standing at above 57%.

2. Seed Companies are busy transporting Seed (Maize, Soya beans and Groundnuts) to all parts of the Country.

3. There is a negative campaign to discredit the ongoing FISP programme. This campaign is discouraging farmers from paying their K400.00 contribution.

The following facts are important:

3.1 The quantity of fertiliser being distributed has not changed and remains at a total of 307,330.20 Metric Tonnes in equal halfs of 153 665.10 of Basal Dressing (D Compound) and 153 665.10 of Top Dressing (Urea).

3.2 The number of beneficiaries has not changed. It remains at 1,024,434 Farmers.

4. In order to decongest relevant Banks and offices that are involved in the FISP programme:

4.1 Payment of the K400 by farmers can now be made by a Co-operative representative;

4.2 Collection of the inputs can also now be done by a nominated representative.

(5) That all farmers who paid the beneficiary contribution last year but did not collect their inputs will:

5.1 Be given their inputs this year;

5.2 Will not be expected to pay again for the inputs.

5.3 Be given fertiliser this current season but on modalities independent of the ongoing 2022 FISP documentation.

Government will ensure that the matter of undelivered and unredeemed quantities of inputs of the previous farming season is sorted out.

(6) Districts are now ready to release inputs to farmers. Redeeming of inputs commenced on 10th November, 2022.

Farmers are encouraged to pay their K400.00 Contribution on time to avoid delays in input collection.

Kick-off Time Changed for Copper Queens Fixture

The second international friendly match between Zambia and Colombia has been given a new kick-off time of midnight, on Tuesday, 15 November 2022.

According to a notice of change of fixture by the Colombian Football Federation, the match that was initially supposed to be played at 02h30 will now be played earlier at the Pascual Guerrero stadium, west of Cali.

In the first-ever match between the two sides on Saturday, Mayra Ramirez struck from close range in the sixth minute to give the hosts a 1-0 victory at the Pascual Guerrero.

Copper Queens coach Bruce Mwape believes his side put in their best performance and makes them in strong position to grind out a win on Tuesday.

“We generally played very well and in particular, (Rachael) Kundananji was outstanding among the professionals, she created some chances and also missed a number of them but the juniors like the ones that replaced Lushomo (Mweemba) and Martha (Tembo) played well, we are happy with their performance because they were able to contain the strong girls from Colombia,” Mwape said.

“They were some players who did not play because we only made one substitution; Prisca (Chilufya) came in and Ochumba (Oseke Lubanji) was taken out. Going forward, we intend to give chance to other players and see how they will also perform.”

Zambia and Colombia are using the match to prepare for the 2023 FIFA Women's World Cup to be co-hosted by Australia and New Zealand.

FAZ SHORTLISTS 10 FOR CHIPOLOPOLO JOB

The Football Association of Zambia (FAZ) has made progress in the selection of the next Chipolopolo coach with 10 candidates making the shortlist for interviews.
A panel of experts comprising FAZ representatives, government, and the Zambia Football Coaches Association (ZAFCA) is currently milling through the candidates.

The shortlisted candidates are Avram Grant, Hossam Albadry, Antoine Hey, Peter Butler, Sebastian Migne and Gert Engels.
Locals Wedson Nyirenda and Honour Janza have made the shortlist with Roberto Blanchi and Goran Stankovic completing the candidates.
The Chipolopolo job fell vacant following the departure of Croat Aljosa Asanovic.

FAZ has committed to overseeing a highly transparent process from the beginning to the end. Interviews for the top 10 selected candidates are underway with the top three making out the final list.

“We are greatly encouraged by the number of people that showed interest in the Chipolopolo job. As FAZ, we will ensure that the process is seen out transparently from the beginning to the end,” says FAZ General Secretary Adrian Kashala.

“We also wish to thank government for taking interest in the process by having a representative on the panel alongside ZAFCA and the Technical Committee.”

We gather, former PF Media Director turned lawmaker, Sunday Chanda is making very good use of the Constituency Development Fund (CDF) made possible by the UPND Government.

COPPER QUEENS COLOMBIA DEPARTURE DELAYED
Following a visa glitch, the Zambia Women National Team itinerary to Colombia for the FIFA international friendly matches has been adjusted with the team set to leave today.

The team was initially scheduled to leave on Wednesday night aboard Qatar Airlines but stringent transitory visa arrangements in the United States of America where the team was set to connect from have forced the adjustment of their itinerary.

FAZ General Secretary Adrian Kashala says the team will now leave today (Thursday) after securing an alternative route for the contingent.

Zambia plays Colombia on November 12 and 15 in Cali in FIFA A grade international friendly matches.
Meanwhile Kashala says Green Buffaloes defender Martha Tembo who has lost her mother will be excused from the Colombia assignment.

Tembo who was on duty with Green Buffaloes Women Football Club in Morocco for the CAF Champions League lost her mother in Lusaka.
“FAZ sends it condolences to the Tembo family in this hour of an agonizing loss. The player will be excused from the Colombia assignment to allow her to mourn her mother,” Kashala says.
The Colombia assignment is part of preparations for the 2023 FIFA Women’s World Cup to be hosted by Australia/New Zealand.
