NATO Ukraine arms convoys legitimate targets – Russia

Moscow says it will respond to Western interference in Ukraine.

Russia will perceive convoys delivering arms from NATO states to Ukraine as legitimate targets for its military once they reach Kiev controlled territory, Deputy Foreign Minister Sergey Ryabkov warned in an interview published on Wednesday.

Regular contact with the US is impossible for Russia, considering “Washington’s unabashed support for militaristic intentions of the Kiev regime [and] the pouring of modern weapons” into the country by NATO members, the diplomat explained Moscow’s goal now is to make it abundantly clear for the US and its allies that Russia will use harsh methods in response to attempts to stymie its military in Ukraine.

“We are warning that American-NATO transports carrying weapons across the Ukrainian territory are considered legitimate military targets,” he stressed.

Moscow has maintained this position from the early days of hostilities in Ukraine. This week, the Russian defense ministry reported destroying four launchers from a battery of the S-300 air defense system delivered to Ukraine by an unnamed European nation.

US to send $800m more military aid

The US is to send an additional $800m in military assistance to Ukraine.

The announcement follows a phone call between Ukraine’s President Volodymyr Zelensky and US President Joe Biden.

Biden said the support would include new weapons tailored to combat Russia’s expected “wider assault” in the east of Ukraine.

The package also includes helicopters and what Biden called “new capabilities” such as artillery systems and armoured personnel carriers.

Senior US defence officials say the total military aid provided by the US now stands at more than $3bn.

Biden has said the weaponry supplied so far has helped ensure the failure of Russia’s initial war aims.

But he added it was not the time to rest, saying: “I assured President Zelenskyy that the American people will continue to stand with the brave Ukrainian people."

Talks with Ukraine have reached a dead end - Putin

The Russian president said talks with Ukraine had derailed because the Ukrainian side had made "fake claims" about war crimes and extra demands for security guarantees.

"We have again returned to a dead-end situation for us," he said.

He added that Russia would continue its operation to defend the Russian speakers of eastern Ukraine.

However, Ukrainian presidential adviser Mykhailo Podolyak told Reuters that though negotiations were hard, they were continuing.

Putin's remarks are his first in public since Russian troops withdrew from northern areas of Ukraine around the capital Kyiv.

Washington acts based on ad-hoc rules that violate international law, foreign minister claims.

Russia's military action in Ukraine is meant to put an end to the US-dominated world order, Russian Foreign Minister Sergey Lavrov has explained. Washington has been seeking supremacy by imposing ad-hoc rules and violating international law, he claimed, in an interview aired by Russian television on Monday.

He was referring to America's attempts to impose its own so-called “rules-based international order,” which have met with strong resistance from Moscow and China.

“Our special military operation is meant to put an end to the unabashed expansion [of NATO] and the unabashed drive towards full domination by the US and its Western subjects on the world stage,” Lavrov told Rossiya 24 news channel.

“This domination is built on gross violations of international law and under some rules, which they are now hyping so much and which they make up on a case-by-case basis,” he added.

Russia is among the nations who would not submit to Washington’s will, the Russian diplomat added. It will only be part of an international community of equals and will not allow Western nations to ignore its legitimate security concerns, Lavrov said.

Lavrov blasted EU foreign policy chief Josep Borrell for appearing to encourage more fighting in Ukraine. The bloc’s top diplomat said the conflict “will be won on the battlefield” as he announced more military aid to Kiev last Saturday. Lavrov called the statement “outrageous.”

“When a diplomatic chief … says a certain conflict can only be resolved through military action… Well, it must be something personal. He either misspoke or spoke without thinking, making a statement that nobody asked him to make. But it’s an outrageous remark,” Lavrov added.

The EU's role has shifted during the Ukraine security crisis, the minister believes. Previously it didn’t act as a military organization “fighting collectively against an invented threat.” Lavrov said the change was the result of pressure put on the bloc's members by Washington, which has pushed it closer to NATO.

For its part, Russia wants to negotiate peace with Ukraine, Lavrov added.

West wants to ‘destroy’ Russia – Venezuela

President Nicolas Maduro has denounced attempts to start “a big war” with Moscow.

Venezuelan President Nicolas Maduro has accused the West of trying to “dismember” Russia amid sweeping sanctions on Moscow over its military campaign in Ukraine. Maduro’s country has been living under major US embargoes since 2019.

President Putin signs decree imposing visa ban on citizens of ‘unfriendly’ countries

Russia’s President Vladimir Putin has signed a decree imposing visa restrictions on citizens of countries Moscow deems “unfriendly” in retaliation for Western sanctions over his country’s military operation in neighbouring Ukraine.

The presidential order on Monday would suspend visa-free entry into Russia for the holders of diplomatic passports for the entire European Union countries as well as the United States, Britain, Canada and Ukraine.

The decree also mandated the Russian Foreign Ministry and other bodies to decide on introducing personal entry restrictions on “foreign citizens and stateless people who commit unfriendly actions against Russia, its citizens or its legal entities.”

Last month, the Russian government approved a list of what it called “unfriendly” countries that imposed sanctions against Moscow over the campaign in Ukraine.

- Russia to resume flights with 52 ‘friendly’ countries

Russia’s TASS news agency quoted Prime Minister Mikhail Mishustin as saying on Monday that Moscow plans to end its ban on flights to and from 52 countries from April 9 on as Russia continues to lift Covid-19 related restrictions.

“Russia plans to resume flights to and from Argentina, South Africa and other friendly countries,” Mishustin said, referring to nations which did not join the latest wave of Western sanctions.

The Russian government imposed broad travel restrictions at the start of the Coronavirus pandemic in March 2020, many of which remain in force but Moscow has gradually expanded the list of countries deemed safe for air travel.

Other countries with which Russia will resume flights include Algeria, China, Lebanon, Peru and Pakistan, Russia's Coronavirus task force said.

Russia has closed its airspace to airlines from 36 countries, including all 27 members of the European Union, in retaliation for Ukraine-related sanctions targeting its aviation sector, which have forced Western firms to terminate leasing contracts with Russian airlines for over 500 aircraft.

The sanctions also prevent Russian airlines from buying aircraft parts or maintenance services from Europe or the United States.

China says ‘everyone knows’ who is most to blame for Ukraine war

The Chinese Ministry of Defense has called the US “a liar and troublemaker” and said that “everyone knows” which country was “the biggest initiator” of the Ukraine crisis.

Ministry spokesperson Wu Qian on Thursday commented on accusations from unnamed US officials that Beijing knew in advance about Russia’s attack on Ukraine and that China had even asked Moscow to delay it until after the Beijing 2022 Winter Olympics.

Wu condemned the claims, along with reports about China allegedly offering military assistance to Russia, saying there was “absolute disinformation” which only serves the purposes of “shifting blame to and slinging mud at China.”

The accusations show “the true face of the US as a liar and trouble maker,” he said, adding that his country firmly opposes attempts by the US to spread “false and malicious information targeting China on the Ukraine issue.”

The ministry spokesperson stressed that the Ukraine war had resulted from various reasons and within a “complex historical context,” but added that “we all understand which big power bears the biggest responsibility for today’s crisis,” in an apparent jibe at Washington.

Wu said Beijing wants “all parties” to “keep the door open for dialogue, consultation and negotiation to de-escalate” the situation in Ukraine and that China will play a “constructive role in seeking and realizing peace.”

He called for a “a balanced, effective and sustainable European security architecture” and pointed out that since the founding of the People's Republic of China, the country has “never invaded other countries, never engaged in proxy wars, never sought spheres of influence, nor participated in any military bloc confrontation.”

How Zelensky views Western allies

In an interview with the Economist, Ukrainian President Volodymyr Zelensky has given his view on which Western European countries are helping out or not, in his country's fight against Russia:

- He strongly criticises France's President Emmanuel Macron for failing to provide military support. Why? "Because they are afraid of Russia. And that’s it. And those who say it first are the first to be afraid."

- He says the UK's Boris Johnson has been much keener to send weapons: "Yes. To be honest, Johnson is a leader who is helping more. The leaders of countries react according to how their constituents act. In this case, Johnson is an example.

"Britain wants Ukraine to win and Russia to lose, but I’m not ready to say whether Britain wants the war to drag on or not," he adds.

- Germany, meanwhile, is on the fence: "They are trying to be balanced. They have a long relationship with Russia and they are looking at the situation through the prism of the economy. They help out at times. I think they are trying to adjust to the situation as it develops.

- "They are also looking at how the situation affects their own country. They can help, if there is pressure on them domestically to do so, and they can stop when they see what they have done is sufficient."

Ukraine's President Volodymyr Zelensky pleaded Thursday with NATO leaders to send weapons "without restrictions" as the alliance sought to bolster Kyiv and strengthen its eastern flank in the face of Russia's war.

The United States said allies were discussing sending anti-ship missiles to Ukraine as President Joe Biden sought to up the price for the Kremlin at a day-long string of summit in Brussels.

"To save people and our cities, Ukraine needs military assistance without restrictions," Zelensky told NATO leaders in a video address as the war entered its second month.

"The Alliance can still prevent the deaths of Ukrainians from Russian strikes, from Russian occupation, by giving us all the weapons we need."

NATO has rebuffed Ukraine's calls to intervene and impose a no-fly zone to stop Russia's ferocious bombardment -- and Kyiv is now focused on getting more advanced weaponry to defend itself.

NATO chief Jens Stoltenberg insisted the alliance was "determined to continue to impose costs on Russia to bring about the end of this brutal war".

But he ruled out NATO imposing a no-fly zone for fear of getting dragged into a "full-fledged" conflict with Moscow.

"We have a responsibility to ensure that this conflict does not escalate beyond Ukraine that will cause even more suffering, even more death, even more destruction," Stoltenberg said.

The NATO chief accused Putin of making a "big mistake" by attacking Ukraine and underestimating the strength of the Kyiv's resistance as its forces have stalled Moscow's advance.

Stoltenberg said the leaders of the US-led military alliance would "address the need for a reset of our deterrence and defence in the longer term", starting with agreeing new deployments to eastern members Romania, Hungary, Slovakia and Bulgaria.

Wangdue Phodrang Dzong will rise from the ashes to its former grandeur in the next five months. The Dzong reconstruction works were scheduled to be complete by June this year. But the COVID situation in the district hampered the progress delaying the works by two months. More than 90 per cent of the construction is complete.

Russia will achieve its goals in Ukraine: Putin

Putin has said Russia will achieve its goals in Ukraine and will not surrender to what he described as a Western attempt to achieve global dominance.

Speaking at a government meeting broadcasted on national television, Putin said Western countries wanted to turn Russia into a “weak dependent country; violate its territorial integrity; to dismember Russia in a way that suits them”.

In his most explicit acknowledgment of the pain inflicted by sanctions, he said inflation and unemployment would rise and that structural changes to the economy would be needed.

He said Russia was ready to discuss Ukraine’s neutral status in talks. “The question of principle for our country and its future – the neutral status of Ukraine, its demilitarisation, and its denazification – we were ready and we are ready to discuss as part of negotiations.”

Today is the auspicious day when Ugyen Wangchuck was crowned the First King of Bhutan. Long ago, when our country was plagued by wars, internal strife and poverty, it went through a very critical and difficult period of history. But when Ugyen Wangchuck came to the throne, there was for the first time unity, prosperity and happiness, and a new era of great peace and tranquility began. Hence, we celebrate this day as our National Day. Until this year, we have never celebrated our National Day in Southern Bhutan. It is because of this, that it gives me today a special happiness to celebrate the National Day here in Gelephu with our people.

Our country's national policy is to consolidate our sovereignty to achieve economic self-reliance, prosperity and happiness for our country and people. Today, when our country is passing through a crucial stage of development, the most important thing is for the government and the people to work hand in hand in all our country's developmental efforts in order to achieve economic progress, attain self-reliance and strengthen our national sovereignty. This is very important, because some of our people must be thinking that large external aid and technical assistance are easily available. There is, therefore, the temptation for us to lie idle and rely fully on external assistance to accomplish our objectives and fulfill our national aspirations. It is important for us to understand that too much dependency on outside aid will only defeat our national goals and aspirations.

Although we are a small developing country, from the smallest development task, the people and the government are today working together to accomplish and fulfill our cherished national aspiration of economic self-reliance. In this respect, I am very happy to tell you that even developed nations have praised such a policy as ours. I want you all to know that I am very proud of your deep sense of duty, dedication, loyalty, and the ability to sacrifice and show great determination in fulfilling our hopes and dreams for the future of our beloved country.

I have often heard that some of our Southern Bhutanese people do not consider themselves as true Bhutanese. Those of you, who think this cannot be true Bhutanese because our people of Southern Bhutan are not people of Nepal nor are you Indians from Kalimpong and Darjeeling. But there is a great difference and that difference is because you are all people of the Palden Drukpa. All of us are like one family.

From tomorrow onwards, we will be holding developmental meetings and I will be meeting your representatives and Mandals. I would like you to know that as far as the development of Southern Bhutan is concerned in the field of animal husbandry, agriculture, schools, hospitals, cash crops and overall development, I will myself personally look after them. It is our desire to start such development work which will be useful, beneficial and necessary to the people. As far as your individual problems and difficulties are concerned, I want you to know that they will also be looked into personally by me and I will try to solve them as in one family.

Today, for the future of our country, the most important thing is our people, and the destiny of our country lies in our hands. I have full trust and confidence that, if today the people and the government can work hand in hand with determination, fidelity, and unity, and if we can all together develop our country with our own efforts, then our country will march from strength to strength and enjoy eternal bliss.

I would once again like to say how happy I am to be here to celebrate our National Day in Gelephu and I want you to know that it gives me great happiness to be able to see all the development works in Southern Bhutan and to be with our people. I wish all our brothers and sisters Tashi Delek!

Russia and Ukraine war affect is here in Bhutan now!

Fuel prices soared to an all record high from midnight triggered by the Ukraine-Russia conflict earlier this month. Diesel is priced at Nu 100.59 and petrol at Nu 95.21 a litre in Lungtenzampa, Thimphu today.
