HOUSE APPROVES BILL REQUIRING PROPER MAINTENANCE, INSTALLATION OF ELECTRIC CABLE WIRES, POSTS

BAGUIO CITY. okThe House of Representatives approved on Tuesday, August 13 2024 a bill that seeks the mandatory regulation of the
installation and maintenance of electric cable wires and posts for public safety. Once passed, House Bill (HB) 10512 seeks to mandate local government units to oversee the compliance of every electric distribution, cable, and
telecommunication company within their covered area with the standards and regulations provided under the Philippine Electrical Code.

Baguio City representative Mark Go, primary author of the bill, said that HB 10512 sought to ensure the safety and
protection of communities and to implement sound and regular maintenance of utility poles, lines, cables, equipment, and accessories related to electric distribution. “ Low-lying cable wires do not only serve as a massive
eyesore in communities; they pose significant danger to people around them. There have been several accidents,
many of them fatal, that have been attributed to these derelict posts, faulty wiring, and dangling cable wires,” Go said.

The bill would also mandate the forming of an inter agency team composed of local officials from the Department of
Public Works and Highways (DPWH), Department of the Interior and Local Government (DILG), Department of
Information and Communications Technology (DICT), National Telecommunications Company (NTC), National Transmission Corporation (TransCo), National Electrification Administration (NEA), Department of Human
Settlements and Urban Development (DHUSD) and representatives from the LGUs and public utilities to set and implement standard height, volume, and capacity of electric and cable wires, and posts. Companies found to be in
violation of the act would be fined between P250,000 and 500,000 for the first offense, up to P1 million for the second offense, and up to P2 million for third and succeeding offenses.

LALAMOVE TO SET UP TYPHOON RELIEF OPERATIONS FOR FARMERS IN RECENTLY LAUNCHED BAGUIO CITY SERVICEABLE AREA

After recently launching its on-demand delivery services in Baguio City, Lalamove has been in talks with the local government to aid over 80 farmers during times of typhoon and produce oversupply. With the support of City Mayor Benjamin “Benjie” Magalong, the leading on-demand delivery platform aims to ensure farmers’ earnings are secured in times of crisis and to reduce produce waste.

As a critical hub for the distribution of vegetables from the Cordillera Administrative Region, Baguio City’s farmers
are vulnerable to oversupply issues especially during typhoon season and “Ber” months. Lalamove’s aid comes
during crucial times when farmers’ produce are left unsold, spoiled, and thrown away, resulting to the farmers’ loss of earnings. According to Djon Nacario, Lalamove Philippines Managing Director, the platform is working hand in-hand with the Baguio local government to support the farmers’ needs during such incidents.

“The agricultural sector is vital to the Philippines. Amid the typhoon season, we have discussed with Mayor
Magalong that should the farmers need assistance, Lalamove is ready to rescue buy their produce, which will be donated to repository markets and communities in need,” explained Nacario. Magalong expressed his support, saying, “Lalamove’s support to the Baguio City farmers cultivates hope and growth for our community, contributing to a more sustainable agricultural sector in the region.”

Lalamove is determined to extend this initiative to more farmers and markets across Metro Manila in collaboration
with LGUs and other parties interested to serve as repository markets for the rescued produce. “Lalamove is not just

EXPERIMENTAL EXEMPTION OF SENIOR FROM CODING WHEN GOING TO HOSPITAL, WORKPLACE STARTING AUG. 19

BAGUIO CITY. The exemption of private motor vehicles transporting senior citizens of the city to and from clinics, hospitals or place of work from the city’s number coding scheme will be put on experimental run starting Aug. 19. Mayor Benjamin
Magalong issued Executive Order No. 82-2024 setting the schedule of the traffic experiment which aims to determine the effects of the exemption contained in a proposed ordinance of the city council.

The experiment will be done in two phases – the first to run from Aug. 19 to Oct. 18 covering vehicles being driven
by the senior citizens coming to and from medical facilities and workplaces; and second from Oct. 22 to Nov. 22 for vehicles whether private or taxi units ferrying senior citizens to health facilities or workplaces even if the driver is not a senior citizen.

To be able to avail of the exemption, seniors aged at least 60 years old whether male or female must have proofs of
Baguio City residency senior citizen status and purpose of travel such as valid IDs proving residency, senior citizen status or documentary proofs of medical appointments or check ups or if working, ID showing the place of work.
Traffic enforcers appealed for senior citizens to be patient and cooperative when signaled to stop.

Ordinance No. 40, series of 2024 further amending Section 6 of Ordinance No. 1, series of 2003 or the Baguio Number Coding Scheme as amended by Ordinance No. 31, series of 2004 and Ordinance No. 107, series of 2008 to exempt motor vehicles transporting senior citizens who are residents of the city, either as driver or passengers, to and from a medical clinic, hospital or place of work from the city’s number coding scheme was approved by the city council recently. The mayor however vetoed the ordinance to allow the conduct of a proper traffic impact study like the traffic experiment to gather data to determine its effect on our overall traffic situation.

SC ACQUITS BENGUET ALDERMAN, FORMER MP GOV. DALOG AND 8 OTHERS

BONTOC, Mountain Province. The Supreme Court has acquitted 9 former officials of Mountain Province and a private supplier now elected Municipal Councilor of Buguias, Benguet involved in the 2006 purchase of an allegedly overpriced government vehicle for Bontoc General Hospital. The High Court reversed the decision of the Sandiganbayan 2nd Division convicting them of Violation of Republic Act 3019 (Anti-Graft and Corrupt Practices Act).

The Graft court sentenced the accused to imprisonment of six to eight years, and perpetual disqualification from holding public office. The court also ordered the forfeiture of their retirement or gratuity benefits under the law. The case against their co accused former Governor Maximo B. Dalog, had been dismissed on account of his death in June 2017.

The Sandiganbayan found that the former officials purchased a Mitsubishi L-300 Versa Van at P843,700.91 on
March 29, 2006 despite irregularities in the procurement process, such as specifying the brand of vehicle to be purchased and deviating from the purpose of procurement. The prosecution said that undue injury was caused to the
government in the amount of P87,700.91 which represented the difference between the amount paid to Ronhil and the lesser amount stated in the Vehicle Sales Invoice and Delivery Receipt.

The National Bureau of Investigation found that a vehicle with the same license plate, chassis, and engine numbers was bought by Kimakim from Motorplaza on March 29, 2006, for P756,000. In a decision promulgated recently, the high tribunal’s Second Division said the Anti graft court failed to prove the accused acted with partiality and evident bad faith in carrying out the transaction.

Acquitted were former provincial accountant Theodore Marrero, provincial health officer Nenita Lizardo, provincial nurse Helen Macli-ing, bids and awards committee (BAC) chairman Paulo Pagteilan and vice -chairman Lily Rose Kollin, BAC members Florence Gut omen, Edward Likigan and Soledad Theresa Wanawan, budget officer II Jerome Falingao, executive assistant and BAC secretariat Abdon Imingan, technical and inspection group member Abelard Pachingel and then private defendant Ronaldo Kimakim. NEW GUARANTEE CEILINGS FOR LOW-AND MEDIUM-COST HOUSING PACKAGES SET

MANILA. The Department of Human Settlements and Urban Development (DHSUD) have approved new guarantee ceilings for low- and medium cost housing packages through Joint Memorandum Circular No. 2024-001, according to the
Subdivision and Housing Developers Association (SHDA). The recommendation was based on NEDA’s price
inflation analysis which led to the establishment of new guarantee ceilings, setting at P4.9 million for low-cost
housing and P6.6 million for medium-cost housing.

Pursuant to the mandate to jointly determine price ceilings for socialized, low-cost, medium-cost, and open housing every two years, the DHSUD and NEDA have set the ceilings as follows: Level 1 A (Socialized) – P 300,000 and below; Level 1-B – Above P 300,000 to P 500,000; Level 2 Above P 500,000 to P 1.25 million; Level 3 – Above P 1.25
million to P 3.0 million; Medium Cost – Above P 3.0 million to P 4.0 million; and Open Market Above P 4.0 million.

It provide a more realistic framework for housing developers and make it easier for potential homeowners to
purchase properties within their budget, NEDA economic analysis pointed. Rising material costs, labor expenses, and overall inflation trends were among the factors considered in these adjustments. The adjustment was actually in response to a request from the Subdivision and Housing Developers Association (SHDA) which addresses the need to align housing costs amid economic conditions.

FYI | The provincial government of Benguet announced that the 9th leg of the HEALTHIER Benguet Caravan will proceed on Wednesday, August 14, 2024, in Sayangan, Atok, Benguet.

The caravan spearheaded by Governor Melchor Diclas is in partnership with the local government of Atok, led by Mayor Franklin Smith, to bring the different programs and services of the government closer to the people.

BAGUIO CITY. Some 18 Baguio journalists, mostly photographers will stage a month-long photo exhibit at the Luisa’s Café starting August 17. Baguio Correspondents and Broadcasters Club president Thomas Picaña said that each photographer will have their works on display during the 48 day exhibit featuring their works as photojournalists. Cover to cover is actually a “publication (newspaper/ magazine) type exhibition were photos are either for headline or the front page, city, regions, people, lifestyle and culture, features and sports” said Picaña, a photojournalist and the founding president of the Baguio Press Photographers and Videographers Club.

Noted and award-winning Baguio photojournalists like Andy Zapata, Jr. of the Philippine Star, Dave Leprozo of Business Mirror, Harley Palangchao, Mauricio Victa, Edgardo Espiritu of the Philippine Daily Inquirer, Manila Bulletin’s Zaldy Comanda and JJ Landingin, Roland Rabang, Noli Gabilo and Richard Balonglong are some of the artists whose works will be featured. PRO-COR STRENGTHENS CAPABILITY: NEW PNP EQUIPMENT TURNED OVER TO ABRA PPO

BANGUED, ABRA. To enhance the operational capability of the police, PRO-CAR Regional Director, PBGEN DAVID K PEREDO, JR, led the turnover of newly procured police equipment during a blessing and turnover ceremony held at Camp Juan Villamor, Brgy. Calaba, Bangued, Abra on August 7, 2024. As a highlight of the ceremony, PBGEN PEREDO, JR,
handed over 22 units of 5.56mm Basic Assault Rifles “Galil” to the Provincial Director of Abra PPO, PCOL JEREMIAS G OYAWON, and two motorcycles to the Bangued Municipal Police Station (MPS), which were blessed by Rev. Fr. (PCOL) DIONISIO WILLIAM BELENO, Ret.

In his message, PBGEN PEREDO, JR, emphasized the importance of this equipment in enhancing the capability of
Abra’s police force and achieving a more effective and credible law enforcement presence. “I am turning over these 22 units of newly procured 5.56mm Basic Assault Rifles ‘Galil’ to strengthen the firepower of Abra PPO, along with 2 motorcycles specifically allocated to Bangued MPS, which urgently requires such equipment. I expect that this equipment will always be kept serviceable to maximize its utility and serve its purpose,” PBGEN PEREDO, JR, added.

Also present during the activity were the Chief of the Regional Logistics and Research Development Division, PCOL
