DO NOT BE SURPRISED IF BRGY OFFICIALS WILL COLLECT PARKING FEES FOR ON-STREET PARKING

Mayor Benjamin B. Magalong signed City Ordinance No. 04, series of 2022, as carried by that of the City Council, on February 17, 2022, establishing the provisions for the implementation of parking regulations within and between Baguio City's 128 barangays.

According to the ordinance, on-street parking fees will range from PHP35 to PHP50 during the first three hours of the day parking duration beginning at 7 a.m. to 7 p.m. and an additional PHP10 for each hour interval per slot; as well as a fixed amount of PHP100 per slot beginning at 7 p.m. for overnight parking.

The executive order means allowing barangays to collect parking charges on a weekly, month - to - month, semiannual, bi-annual, or yearly basis in road side owned or operated by the barangay, as well as on-street parking, if needed. It also prohibits the assignment of on-street parking spaces to a specific individual, declaring that they must be imposed on a first-come, first-served basic principle.

Current barangay parking regulations will still be allowed to put into effect, but they will have yet another year from the commencement of the ordinance to amend them to comply.

This ordinance was amended back in 2020 to restrict the use of such roads/streets within the CBD unless certified by the City Engineering Office - Traffic and Transport Management Division as not being declared for alongside the road parking.

Parking charges accumulated shall be credited to the barangay's sole treasury, and the barangay will henceforth determine the amount of receipts again from city administration.

According to the ordinance, the barangay shall not be held responsible about any damage or loss to vehicles parked.

The ordinance was formulated after the City Council noticed that various barangays were requesting to the Sangguniang Panlungsod their city regulations regarding parking restrictions and traffic schemes with differing fee collection rates.

In keeping with the country's national government's push for a clean and green environment, the Baguio Local government put in place their "Plastic and Styrofoam-free Baguio Ordinance" in May 2018.

Fun Fact: After the initial Bayong Ordinance was carried in 2007, that same ordinance took ten years to develop and became subsequently modified into the current Plastic and Styrofoam-Free Baguio Ordinance.

Stall holders and businesses at the central market were informed of the ordinance's effectiveness and advised to notify their clients to carry one‘s own paper bags. Booths trying to sell plastic shopping bags were also requested to improve their line of business, as attempting to sell plastic bags will be no longer permitted. In addition, establishments must provide reusable bags or containers made of biodegradable materials, either for free or at a cost.

Citizens and travellers alike will be required to carry personal market bags made from paper, fabric, or some other "less environmentally damaging materials" following the implementation of this executive order.

The principal motivation for the implementation of this legislation is that the utilization of polycarbonate bags and polystyrene plastic packaging signifies a proportion of waste, which really is unappealing, burdensome, and can have severe detrimental effects on the ecosystem.

Establishments that violate the ordinance face the following sanctions:
First Offense: Establishments that do not have a business permit will face a rebuke or immediate shutdown.

Second offense: P1,000.00 fine.

Third offense: P3,000.00 fine and eight hours of community service.

Fourth offense: P5,000.00 fine and suspension of business permit for six months.

According to Baguio City's COVID-19 Monitoring of July 18, 2022,
There were 11 new cases contributing to the 137 total cases where 5 of these new cases were said to be reinfections. Through this, we can not totally say that we are completely safe from COVID-19 even though cases that are occuring now are far less concerning than what numbers were recorded duting the rise of COVID-19 infections

So here are some of public health protocols that we still need to follow in order for us to avoid getting infected by COVID-19

2. Maintain Social Distancing
By reducing close contact between people, social distancing aims to prevent this spread. Although it may appear burdensome, it is a social responsibility which we should all strongly consider. Large-scale social distancing can include trying to cancel populated gatherings and closure of public spaces. However, it moreover involves a conscientious, personal initiative from everyone to put COVID-19 standard precautions into action.

3. Always wear a face mask
Wearing face masks as aspect of personal protective equipment and as a public health measure is advised to prevent transmission of the coronavirus disease 2019 (COVID-19) pandemic. Face masks are recommended for single-use only and should be discarded once used (Other available facemask only costs around 10-20 pesos each on our local stores).

4. Stay at home when sick
Staying home throughout this time frame of separation not only protects everyone else, but also protects yourself. This prevents you from being exposed to those who might be bearers of the virus outside our home. When you follow the stay-at-home order, you reduce the risk of transmission of infection.

Reminder to the Public:
Since the passage of City Ordinance No. 34-2017, or the Smoke-Free Ordinance of Baguio City, in April 2017, the use, selling, dissemination, and promotion of to***co ci******es in all public areas and within 100 meters of schools has been prohibited.

On the first offense, individuals who violate the ordinance are fined PHP1,000, whereas premises are fined PHP2,000, as well as those unable to compensate the penalty must perform community service.

So far, only Cholo's Place, Club Myles, Texas Instrument, International Hotels Group (IHG), and Korean Palace have approved designated smoking areas (DSAs).

The primary goal of this legislation is to protect individuals who do not smoke from secondhand smoke, but it could also encourage and assist cigarette smokers in quitting and preventing to***co use from starting to develop into diseases.

Fact Check:

Reminder to the Public:
The city of Baguio has completed the final reading of the dog magna carta, also known as the Responsible Dog Ownership Ordinance, which implies dog owners to register their pets since this law requires the city to keep a registry that includes the dog's registration numbers, owner name, address, and other specific information on both the dogs and the owner.

It is also necessary to have the owner's pets protected against rabies, and owners who fail to register or immunize their dogs against rabies will be fined P2,000.

The Baguio City Veterinary Office (CVAO) will issue a registration certificate worth P50 upon registration.

In addition to this law, the dog must be on the owner's property or under the owner's supervision at all times.

Dogs are only permitted to be unrestrained on their owner's privately owned land or premises. If they are discovered outside without their owners, they must pay P500 to be reclaimed from the city pound.

The main reason for this is that per the bill, a driver who runs over a dog in any public road, including subdivision streets, would not be held legally responsible for the dog's injuries.

The legislation implies that it is the owner's obligation to maintain their dog safe by attempting to keep the dog on their privately owned property.

Also, owners whose dogs bite another person must cover the victim's medical expenses as a result of the bite. Non compliance will result in a P25,000 fine, and failing to place the dog under observation will result in a separate P10,000 fine.

To ensure the safety of our pets and also ourselves and others, all pet owners shall be required to:

1. Have one‘s dog immunised against Rabies on a scheduled basis and keep a registration certificate with all vaccinations performed on one‘s dog for proper accountability.

2. Complete their dogs for compulsory registration.

3. Assume responsibility of their dog and do not let it run loose on the streets or in public places with no leash attached.

4. As a responsible owner, you should provide your dog with appropriate personal care, proper food, and a hygienic housing.

5. Report any Dog biting incident to the Concerned Officials within twenty-four (24) hours for investigative process or any correct measures, and place such Dog under the supervision of a private or government veterinarian.

6. Assist the dog bite victim (if any) right away, and carry all medical costs as well as other momentary expenses related to the victim's damages.

Pets are also a valuable part of our lives, whether they are covered in fur, feathers, or scales. Having a pet is a privilege that brings us many benefits. But since our pets cannot speak for themselves, we as owners must assert for them and provide support and resources they require to live healthy, happy lives. That support begins before we even bring a pet home.

The rainy season has arrived. While this is welcome after such a long and dry summer, the rainy days also signal the peak of dengue infection which is scattered by the bite of an infected mosquito.

Those infected typically experience common cold symptoms such as high fever, fatigue, migraine, distress behind the eyes, muscles, joints, and skeletal aches, dizziness, vomiting, and loss of appetite while some people have flushed skin or rashes that look like flat, reddish spots.

The virus, according to Dr. Caoilio (n.d), doesn't really spread from one individual to another, so you do not need to be concerned about that being transmittable. A clean environment should be your first barrier against dengue.

The Department of Health (DOH) today reminded the public to follow the 4S strategy against dengue as cases have been noted to start rising since 2019 which stands for:

Search and destroy - Mosquitoes lay their eggs in pools of water, ponds, and, most especially, stagnant water. Mosquito eggs can stay alive in sizeable containers like discarded plastic bags, soda cans, bottles, and any other water-filled container. Water-logged trash should be disposed of properly, and water containers should be covered to prevent mosquitos from producing eggs in them.

S - Self protection measures - Wear pants and long-sleeved clothing to help shield your arms and legs from bites and when sleeping, use a mosquito net and keep mosquitos out of your home by installing window screens.

S - Seek early consultations - If you do have a fever and would want to ascertain whether you have dengue, see a general practitioner. If you are diagnosed with dengue, follow your physician's suggestions to avoid further health problems.

S - Support fogging/spraying - Dengue hotspots are areas in which there has been a rise in dengue fever cases for two straight weeks. Fogging or spraying within those regions would then aid in the prevention of a spread.

The best cure is prevention. Stay dengue-free by following the DOH's Augmented 4-S strategy. Be able to recognize the signs and symptoms of dengue and seek medical attention as quickly as possible to prevent complications.

1. Avoid walking in the rain 🌧🚶‍♂️🚫
Taking a walk in the rain or jumping into puddles of water may appear to be enjoyable, but it increases your risk of being attacked by a wide range of bacteria and germs, which can result in a variety of infectious infections.

If you do happen to step in a pool of water, remember to wash your feet with soap and remove wet socks or footwear to avoid spreading microbes. Wearing rubber boots is one of the best rainy season safety tips.

2. Prepare yourself by bringing an umbrella or a raincoat ☂️👍
Prior to actually heading outdoors, watch the weather forecast online and see what is likely to occur. During this season, it is best to be well prepared for rain. Who knows if a sudden downpour will ruin our trip?

If the likelihood of rainfall is 50% or greater, you must keep an umbrella and a raincoat on hand to battle the rainfalls this monsoon. It is one of the ideal rainy-season precautionary measures because it not only keeps you from getting sick but then also keeps your belongings from getting soaked.

5. Drive slowly and cautiously 🚗💨🚫
Going to drive during the rainy season is unarguably difficult, even for professional drivers. Because wet roads can be slippery, drivers should keep a safe distance from the car next to them.
