In the first year of his second tenure, Zulum delivered 54 education projects across 23 local governments (LGs) and established 36 new schools, comprising mega and regular senior/junior secondary and primary schools and high Islamic and integrated Tsangaya schools.

Zulum's administration established 95 new and 10 renovated classrooms, with admin blocks, and provided education and teaching support facilities like teachers’ quarters, laboratories, sporting facilities, and solar systems.

The Zulum-led administration also built and equipped new ICT laboratories in 3 LGs and 88 science laboratories in 22 schools; procured 58 vehicles for monitoring and evaluation by the local education authorities; and procured over 6,529 furniture for schools and education offices.

These initiatives demonstrate Governor Zulum’s unalloyed commitment towards improving education in the state, providing better learning environments, and enhancing the capacity of teachers.

Borno SSG: Zulum Consolidates 5th Year with 238 Projects

… Delivers 1,195 Developmental Projects, Programmes and Policies in 5 Years

Borno State Governor, Babagana Umara Zulum has continued his commitment towards transforming the state in the first year of his second tenure of office. He consolidated on democratic gains by delivering 238 additional projects in the first year of his second tenure, from May 29, 2023, to May 29, 2024.

In 5 Years, Zulum has cumulatively accomplished no less than 1,195 developmental projects and capital-intensive programmes and policies that are people-oriented.

Secretary to the state government, Malam Bukar Tijjai, disclosed this in a press release on Tuesday night.

The SSG recalled that over 900 projects, programmes and policies were delivered during Zulum’s First Tenure from May 29, 2019, to May 29, 2023.

He also said 238 projects delivered in the first 365 days of Zulum's second tenure comprised 220 capital projects and 18 capital-intensive programmes and policies, most of which were completed.

He added, the achievements included 54 projects on Education, across 23 Local Government Areas, including 36 new Mega and Regular Senior/Junior Secondary and Primary Schools, High Islamic College and Integrated Tsangaya schools, including admin blocks, teachers’ quarters, laboratories, sporting facilities, solar systems, new ICT laboratories and 88 science laboratories in 22 schools, 58 vehicles for monitoring and evaluation of schools, 6,529 furniture sets for schools and education offices, among others.

The release also stated that in the health sector, Zulum delivered 19 projects in 10 LGAs across all the 3 Senatorial Zones, including six new primary healthcare centres (PHCs), new General Hospital, 2 new Eye and Dental Hospitals, block of classrooms at a Nursing School, construction of 2 new Colleges of Nursing, the rehabilitation of 3 General Hospitals, and state-wide initiatives [solar systems in 22 PHCs and a General Hospital, supply of medical equipment, essential drugs, and consumables, etc]. Works and Housing got 20 projects across 6 LGAs, transforming urban and rural landscapes.

On Works, Zulum constructed Borno’s second flyover and an underpass pedestrian bridge, while the third flyover is under construction.
The construction of 32.77km of urban and rural roads, including dual carriageways, drainages, and road networks, is underway; procured tracked paver and bulldozer to facilitate direct labour works in the state and ensure judicious utilisation of scarce resources.

On Housing, the government has constructed 2 separate estates, comprising 500 units and 72-unit 3-bedroom flats with road networks delivered for civil servants and residents.

On Security, Zulum supported the post-insurgency operations with 94 brand new Hilux, 62 Toyota Land Cruiser (Samsara) patrol vehicles, assorted security gadgets, equipment and logistics; procured 300 new motorcycles; repaired/upgraded 49 vehicles; and built a new office complex with support facilities for the Borno State Security Trust Fund to support security architecture and operations.

On Vocational and Entrepreneurship skills, the government has completed and equipped 5 vocational institutes across Borno’s 3 Senatorial Zones in 10 LGAs; it has also constructed 3 ICT centres, trained 832 youths and empowered them with start-up kits, as well as training of 200 youths as agricultural extension workers and 400 farming households.

On Trade, Investment and Tourism, 4 capital-intensive projects in 3 LGAs, including the complete reconstruction and rehabilitation of Maiduguri Monday market, which was razed by fire in February 2023, were carried out. He also constructed 176 shops [8 blocks of 22 open shops] with solar power at the new Tashan Bama market [Phase II], established a new Agro Logistics Hub, rehabilitated the Gamboru Ngala cattle market, and remodelled the Borno State Hotel to boost revenue and tourism.

The SSG highlighted that there were also 7 projects on Transportation and Energy in 4 LGAs to cushion the effects of the fuel subsidy removal, comprising 150 vehicles [50 buses and 100 E-Star hatchback electric cars.

Tijjani said that to subsidise metro city transport, Zulum's administration procured 500 electric tricycles, 300 electric and 10,000 manual bicycles.

The administration also procured and installed electricity transformers [across 14 locations] and 7,675 solar streetlights for roads in 9 locations in 2 LGAs. To support and boost economic livelihoods, Zulum’s government purchased five J5 vehicles, 30 tricycles and 10 Golf Wagon for Baga’s resettled communities.

In Agriculture, Zulum initiated 29 new projects and resuscitated moribund ones in 13 LGAs, including the procurement and distribution of 2 swamp buggies for waterway desilting, typer grass clearing, hundreds of water pumps, about 2,000 assorted irrigation/hand pumps and tube wells, irrigation farm inputs, hundreds of assorted fertiliser trucks, assorted agro-chemicals, spray equipment, improved seedlings, livestock feeds and vaccines.

Mr Tijjani noted that the administration also established 225 hectares of solar surface and sprinkler irrigation systems; constructed 2,060 irrigation tube wells/wash boreholes and solar/petrol tube wells; 10 hectares of drip irrigation scheme, established agro logistics hub, livestock investigation/breeding, poultry demonstration and holding centres, and poultry production unit. Zulum also resuscitated about 100 hectares Jaffi and Ngulayi irrigation schemes, among others.

The SSG said, Zulum has continuously ensured food and nutrition security for the whole Borno population while supporting farmers to return to farming as part of livelihood restoration

Other sectoral achievements include 26 new, rehabilitated and upgraded projects in the Urban and Rural Water Supply sectors; 6 new and rehabilitated Rural and Urban Electrification projects; 35 newly completed and rehabilitated projects on Reconstruction, Resettlement and Civil Authority Restoration; and 8 new and ongoing projects on the Environment.

Zulum also executed 18 capital-intensive programmes and policies on investments in human capital development, education, and public service, providing humanitarian support and social protection to vulnerable populations, as well as the payment of gratuities to retirees.

The SSG states that Borno State Government is poised to support the return of its indigenes’ from Niger, Tchad and Cameroun. At the same time, it concentrates on the voluntary resettlement of IDPs in their ancestral homes in a dignified manner following the Kampala Convention.

He said Governor Zulum is also working tirelessly to actualise the Borno Model, applauded even by the United Nations for finding Durable and sustainable for Borno Communities in his quest for reconstruction, resettlement and rehabilitation, thus “Building Borno Back and Better.”

Abuja: Zulum meets EU ambassador, UNHCR rep to Nigeria

Borno State Governor, Babagana Umara Zulum, on Tuesday, met with the European Union and ECOWAS Ambassador to Nigeria, Ms Samuela Isopi, and the new representative of UNHCR to Nigeria, Arjun Jain, in Abuja.

Both meetings were held separately behind closed doors after the initial opening where newsmen were allowed.

Zulum’s meeting with the EU focused on collaboration in the health sector, education and social services for the people of Borno State.

Governor Zulum expressed appreciation to the European Union for supporting Borno during over one decade of insurgency that resulted in a humanitarian crisis.

Meanwhile, in the meeting with UNHCR, Zulum discussed modalities for the repatriation of Borno indigenes taking refuge in the neighbouring countries of Chad, Cameroon and Niger Republic.

The meeting also discussed the welfare of IDPs and plans to support them in reducing their dependency on food aid from NGOs and government palliatives.

Vice President Shettima inaugurated the new Government House building constructed by His Excellency. The Executive Governor of Bauchi State, Senator Bala Abdulkadir Mohammed CON Kauran Bauchi Jagaban Katagum, commended the governor and members of the executive council for a job well done.

The Vice President urged governors from the Northeastern subregion to prioritize infrastructure and economic growth initiatives in their collective struggle to establish legacy projects in their respective states.

Speaking at the inauguration ceremony, Vice President Kashim Shettima said effective leadership required a conducive working environment that would facilitate the formulation and implementation of laudable policies and programs.

The aim of the newly constructed complex is to update and revamp the governor's office to better align with contemporary architectural style. Modern office amenities were featured in the refurbished office building. The edifice houses nine office buildings, including the governor’s office, his deputy, and the state first lady, as well as an expanded governor’s residence, mosque, and clinic, among others.

The Vice President commended the political commitment demonstrated by Governor Bala, which has ensured the timely ex*****on of the project. He noted that the remodeling of the government house with state-of-the-art equipment would provide a conducive working atmosphere for government officials and staffers to operate optimally and be able to provide good governance most efficiently.

Alh. Ahmed Adamu Muazu and former military admistrator Maj. Gen. Chris Abutu Garba, the former Bauchi State Governor, commended Governor Bala for his giant strides, which he said have brought back the lost pride and glory of the state. He declares Governor Bala's administration's transformation agendas; he says Governor Bala has performed far beyond his watch.

Governor Bala expressed happiness and delight in his address, considering the goals and objectives of his administration since ascending into power was to bring about massive, significant development and transformation in Bauchi State. This gigantic project is one of them.

Governor Bala Mohammed, who explained that the former government house was characterized by inadequate space, dilapidated structures, and an unfavorable working environment, said he was inspired to reconstruct the seat of power under his administration's urban renewal initiative.

Various distinguished personalities at the event appreciated Governor Bala for such a remarkable development considering the state of the government house in the past few years. Prayers and best wishes were offered to the governor and his administration for the further growth and development of Bauchi State.

Vice President Kashim Shettima has said the Renewed Hope Agenda of the President Bola Ahmed Tinubu's administration is a transformative policy thrust aimed at repositioning Nigeria as a prime global investment destination.

He said with the agenda hinged on the core pillars of democracy, development, demographics, and diaspora engagement, the present moment serves as the opportune time to remind both Nigerians and the global community that Nigeria stands ready to embrace the future and conduct business.

Speaking on Friday during a High-level Dialogue on Delivering the Renewed Hope Agenda on the theme, “Nigeria's Global Ambitions: From Hope to Reality,” in Abuja, VP Shettima outlined the administration's ambitious roadmap, noting President Tinubu's commitment to bold reforms and strategic partnerships to revive the nation's economy and enhance security.

He said, “Our reason for this gathering is less about the certainty of our vision for this nation. This has never been in doubt. We are here because of our place in a world of opportunities—a world that can’t afford to neglect or underestimate our place.

"The Renewed Hope Agenda is not just a policy framework; it is a statement of commitment, a covenant between us and the people.”

VP Shettima pointed out that at the heart of the administration's foreign policy approach, dubbed the 'Tinubu Doctrine,' is a '4-D Diplomacy Strategy' centred on promoting democracy, driving economic development, harnessing Nigeria's demographic potential, and engaging with the diaspora community.

He lauded the vital role of Nigerians in the diaspora, who contributed over $168 billion in remittances between 2015 and 2022, surpassing Overseas Development Assistance.

“This is further evidenced by the recently announced $10 billion Diaspora Fund—a multi-sectoral investment initiative set to be launched soon and expected to strengthen ties with our diaspora community while boosting forex inflows to support our national development plans,” the Vice President said.

Shettima also highlighted President Tinubu's interventions on the economy, including a ₦75 billion investment initiative to revolutionize the manufacturing sector and the Renewed Hope Infrastructure Development Fund to facilitate effective infrastructure development across key economic sectors.

On security challenges, VP Shettima affirmed the administration's commitment to guaranteeing the safety of lives and properties through regional and national interventions.

The Vice President extended an invitation to international partners, emphasizing the need for collaboration in the post-COVID-19 era, saying, "This is the time to partner for democracy, for development, for peace, and for security."

Earlier, the United Nations (UN) acknowledged that there had been remarkable progress in Nigeria under the Tinubu administration in the last one year, following the reforms targeted at stabilizing the economy and tackling insecurity.

UN Deputy Secretary-General, Hajiya Amina Mohammed, who gave the global body’s position, said, “Over the past one year, Nigeria has witnessed progress from the reforms introduced by this administration to stabilize the economy. And we can see that the country, creditably, has improved. The Nigerian government has also been proactive in addressing security challenges in the country and the sub-regions as demonstrated by the hosting of an African counter-terrorism meeting last month.

“There have also been other notable initiatives such as the nationwide digital literacy programme and the expansion of the broadband infrastructure to bridge the digital divide and empower our people in this digital age”.

In his goodwill message, the British High Commissioner to Nigeria, Dr. Richard Montgomery, said the United Kingdom is impressed by the security strategies President Tinubu has put in place, even as he restated the support of the United Kingdom for the Nigerian government in this direction, including transparency and accountability in governance.

“I’d like to use this opportunity to express the whole lot of support of my government to the Renewed Hope Agenda of His Excellency, the President of the Federal Republic of Nigeria, Bola Tinubu. We commend his agenda for its focus on priorities and delivery. We acknowledge that you have done a lot to put in place transparency and accountability.”

Also, the Minister of Industry, Trade and Investment, Dr. Doris Nkiruka Uzoka-Anite, while declaring the forum open, extended warm appreciation to participants, noting that their presence underscored the importance of the efforts towards advancing Nigeria’s economic agenda under President Tinubu.

She stated that the gathering, initiated by the Office of the Vice President, highlights the role of the international corporation in delivering the remarkable goals of the President’s laudable Renewed Hope Agenda.

Also, the Minister of Information and National Orientation, Alhaji Mohammed Idris, commended the stakeholders’ efforts led by Vice President Shettima which led to the convening of the high-level forum to mark the first year anniversary of the Tinubu Administration.

He said the gathering was both to reflect on the last one year and look ahead to the next three years, placing emphasis on the role of the International Corporation in achieving Mr. President’s Renewed Hope Agenda.

On his part, the Minister of Budget and National Planning, Alhaji Atiku Bagudu, said the past one year marking President Tinubu’s one year in office had been successful despite being challenging, assuring that the Tinubu-led government is an administration that will renew the hope of Nigerians.

Noting that the event highlighted the importance of international cooperation, Bagudu thanked VP Shettima for gracing the occasion, saying, “Not surprisingly, you chose to come in person to show importance, particularly to partners in the diplomatic and development world, that Nigeria appreciates them and that international cooperation is important to us and it is rooted in our constitution, is rooted in our development plans and is rooted in our Renewed hope agenda.

“Not surprisingly, Mr. President, Asiwaju Bola Ahmed Tinubu, and Vice President Kashim Shetiima, over the last one year, have engaged globally and locally with institutions that represent development partnership, multilateral institutions, and bilateral institutions, consistent with our development agenda”.

The Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, represented by Senior Special Assistant to the President on International Cooperation, Mr. Dapo Oyewole, reiterated Nigeria's commitment to long-lasting partnership with the global community.

"President Bola Ahmed Tinubu's foreign policy will continue to accommodate the interests of all Nigerians and ensure mutual and beneficial partnerships with all nations," Oyewole said.

AT INAUGURATION OF NEC’S HUMAN CAPITAL COMMITTEE:

* VP Shettima Tasks Members On Education, Jobs, Healthcare Delivery

* Says investing in human capital, an economic necessity

Vice President Kashim Shettima on Friday inaugurated the revamped National Economic Council (NEC) Human Capital Development (HCD) Steering Committee, saying the federal government reconstituted the committee to reflect the new leadership of the nation and bring all stakeholders together.

Senator Shettima also noted the determination of the President Bola Tinubu's administration to bolster labour force participation, even as he issued a fervent call to action.

Delivering his speech titled, "The Burden of Trust in Leadership Transition," the VP tasked the new committee with the solemn responsibility of delivering tangible progress on the three core pillars of health and nutrition, education, and labour force participation.

He said each phase of their obligation to serve the nation reminded them of the impacts of their choices, pointing out that the current day was no exception.

“This is the future we seek, a future where every Nigerian has the opportunity to fulfil their dreams and contribute to the prosperity of our nation.

“I believe that this alignment of interests signals the approval of what HCD sets out to accomplish—the addition of 24 million healthy, educated, and productive Nigerians to our expanding population by 2030,” VP Shettima stated, declaring that "every Nigerian must thrive under the new administration's visionary agenda.

"Our human capital remains our greatest asset, and investing in its development is not only a moral responsibility but also an economic necessity,” he added.

Aligning the HCD programme's objectives with President Tinubu's eight-point agenda, including eradicating poverty and creating jobs, the Vice President said that "every Nigerian must thrive" for the country to realize its true potential.

"We are going to rely on defined frameworks and data to pursue investment in healthcare systems that are resilient, accessible, and responsive to the needs of our citizens," Shettima added.

He noted that the Tinubu administration is committed to prioritising preventative care, reducing child mortality and stunting, tackling malnutrition, and improving maternal health.

The Vice President further said it is imperative to ensure access to quality schooling for every Nigerian child, noting that education is a catalyst for unlocking opportunities and fostering a skilled workforce capable of thriving in the 21st-century economy.

"The HCD programme invites each of us to participate in ensuring that every child has access to quality schooling," he affirmed.

On his part, Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, lauded the move, saying, "It is extremely gratifying that the Vice President has deemed it fit to inaugurate this very important group.

“For many years, a lot of Nigerians have been yearning for the resuscitation of this group, having seen the modest contribution it made in the previous administration," he added.

Speaker Tajudeen affirmed the National Assembly's commitment to legislative collaboration, noting that "our take in the House of Representatives and, by extension, the National Assembly is to say we would be a worthy collaborator legislatively.

“Coincidentally, most of the sectors captured under this particular group are also embedded in our legislative agenda and the President's Renewed Hope Agenda," he further noted.

Also, Kwara State Governor and Chairman of the Nigeria Governors' Forum (NGF), AbdulRahman AbdulRazaq said their presence at the event signified the governors’ commitment to human capital development.

“The need for upward integration of various HCD programmes, especially in education, healthcare, and social protection, cannot be overemphasized. The ultimate aim is to improve the lives of our citizens. We are ready to trickle down and right to the local government all the programmes that are necessary to uplift our citizens."

For his part, Coordinating Minister of Health & Social Welfare, Professor Muhammad Ali Pate, underscored the strategic importance of the initiative, saying, "If you don't know where you are going, any road will take you there.

“We know where we are today, and we know where we should be. There is very good evidence that investments in education, health, women, and girls are the right investments," he maintained.

Prof Pate emphasized the need for a "whole of government and whole of society approach to governance where every individual's productivity is optimized," calling upon state governors to develop subnational HCD indices to measure progress.

Present at the meeting were Anambra State Governor, Prof Charles Soludo; Edo State Governor, Mr. Godwin Obaseki; Kaduna State Governor, Uba Sani, and Minister of Finance and Coordinating Minister of the Economy, Wale Edun.

Others are Minister of Budget and Economic Planning, Senator Abubakar Bagudu; Minister of State for Labour and Employment, Nkeiruka Onyejeocha; a representative of the Minister of Education, and representatives of development organisations, including the World Bank, Bill & Melinda Gates Foundation, ECOWAS, Foreign, Commonwealth and Development Office (FCDO); Tony Elumelu Foundation and Dangote Foundation.

Meanwhile, after the inauguration of the Steering Committee, the Core Committee went into a working session where Vice President Shettima told them that they “have a window of opportunity to rekindle hope for the millions of destitute Nigerians.”

He said whatever solutions they bring before the table, “President Tinubu has the courage of conviction to implement, otherwise he couldn’t have taken the far-reaching reforms that he took.”

The VP continued: “As we set the ball running I am confident that I can count on the technical expertise that each of you brings to this critical programme. The task ahead is immense, and so are the stakes. The stakes are very high, but I’m absolutely certain that with the calibre of people we have here

“I must also remind us that the responsibility of the Core Working group – the responsibility that you carry- is not just that of the government. It is a collective burden of an entire nation, of an entire continent, of an entire race. Millions of Nigerians look up to us for solutions to our areas of focus, progress in our delivery and a better tomorrow.”

Afterward, the Core Committee went into a closed-door deliberation, which was presided over by the Special Adviser to the President on NEC and Climate Change/Acting Coordinator, Core Working Group (CWG) HCD; Rukaiya El-Rufai.

Borno State Governor, Babagana Umara Zulum, alongside Governors of Adamawa, Bauchi, Gombe, Taraba and Yobe states, have pleaded with the federal government to address some critical issues affecting the northeast region.

The governors made the plea on Friday in a communique signed by the North East Governors Forum Chairman, Babagana Umara Zulum, after the NEGF’s 10th meeting in Bauchi.

The NEG Forum presented the following Communique:

1. The Forum acknowledges that the Team has come of age; holding its 10th meeting is a pointer that the states and the governors are on the right path, and it should be sustained.

2. Forum commended Bauchi State Government for hosting the Northeast Trade Fair following the decision of the Forum at the 8th Meeting in Maiduguri. The Trade Fair is an important tool for promoting regional commerce, opening the region to investors and, above all a proof that the decision once agreed by the Forum can be translated into action.

3. The Forum reiterates its concern over the seeming neglect of the Northeast in the allocation of Federal Government Capital Projects. It noted with dismay that despite its cry for attention on the state of infrastructure in the region which has been consistently echoed in all its communique over the years, especially the poor road and railway infrastructure along the economic corridors that link the northeast subregion to the rest of the country, nothing serious seems to be happening. The roads from Enugu to Maiduguri are in a deplorable state, and the railway from Enugu to Maiduguri has been destroyed. This is a major route for regional trade and is very important for integration, peace-building and improving national unity. The region is also not included in the National Infrastructure Plan for the transition from PMS to Compressed Gas. The Forum is calling on the Federal Government to look into the situation and consider the reconstruction of these basic infrastructure along the Enugu-Maiduguri Economic Corridor and the inclusion of NE in all National Development Plans and initiatives.

4. Forum notes with dismay the blackout experienced by the region over the last one month and the nonchalant attitude exhibited by the TCN in addressing this issue of national importance for the security and development of the country. The Forum is watching keenly the commitment made by TCN to restore power to all the states of the region by the 27th of May, 2024. Accordingly, the Forum urged the Federal Government to direct TCN to take immediate action. The Forum has resolved, in the short term, to set up a solar power plant that can generate a minimum of 10 Megawatts per state.

5. Forum notes with deep concern that the northeast is the only region in Nigeria that has one transmission line supplying six states with a land mass of nearly 300,000 square kilometres and a population of over 35 million people. This has made the region the most vulnerable and most disadvantaged for industrial development and economic growth, with over 70% of its population below 35 years of age. Forum therefore calls on the Minister of Power and indeed the Federal Government as a matter of urgency to implement the extension of the 330KV transmission line from Makurdi – Gassol – Jalingo linking to Adamawa – Gombe - Bauchi and the extension of the 330KV line from Kano- Bauchi- Yobe, linking to Borno.

6. Forum resolved to maximise the existing hydropower generated in Kashimbilla and Dadin Kowa dam which the region has not been benefitting from because the Ministry of Power has failed to extend the 330KV line of Makurdi – Gassol- Jalingo line.

7. Forum notes that climate change and environmental degradation remain a reality in the region. It appreciates the various states for the policies they are putting in place to reclaim the environment. It called for a more sustained and coordinated regional onslaught to reverse the speed of desertification in the region.

8. Forum charges the Northeast Development Commission (NEDC) to be consultative in its dealings, operation and project prioritization. It calls on the NEDC to work with the states in the region for Energy Development to unlock the energy potentials of the region and lessen the energy paucity burden of the people.

9. Forum notes that the world is passing through a horrific food security crisis, especially with the war in Ukraine, climate change and poor agricultural practices. In the northeast, member states resolved to continue to invest in agriculture value chain and encourage the transformation of subsistence farming into SMEs. The member states of the forum will support the procurement of improved drought-resistant and short-maturation seedlings, subsidise fertilizers and ensure that the region specialises in the production of such seeds.

10. Forum resolved to partner with OCP Africa to support Agriculture in the northeast.

11. Forum reaffirmed its commitment to strengthening the partnership of member states with UNICEF on investing in sustainability for improved Water and Sanitation Coverage (WASH) in the region.

12. The Forum appreciates the Government and People of Bauchi State for hosting the meeting. It resolved to hold the 11th meeting of the Forum in Damaturu, Yobe State, between 30th-31st August, 2024.
