Highlights of Federal Executive Council decisions on Monday, 26 February
Here are some of the highlights of the far-reaching decisions taken today at the Federal Executive Council meeting chaired by President Bola Ahmed Tinubu.
1. FEC approved the Lagos-Port Harcourt-Calabar Coastal Superhighway construction to Messrs Hitech Construction Africa. The First phase, made up of 47 km, will begin in Lagos.
2. Social security payments to vulnerable households to begin immediately. Recipients will be those with NIN and BVN.
3. Social security payments to be extended to graduates from NCE and upwards
4. Consumer Credit is to be established very urgently. Chief of Staff to lead a committee that includes the Budget Minister, Attorney-General, and Coordinating Minister of the Economy and Finance to make the scheme a reality.
5. The Council, in order to enhance efficiency in the Federal service and reduce the cost of governance, decided to implement the recommendations of the Steve Oronsaye panel on the restructuring and rationalisation of Federal agencies, parastatals and commissions.
The implementation involves merging, subsuming and scrapping agencies with similar functions.
The Oronsaye report was submitted in 2012 to the Jonathan administration. In 2014, the Jonathan government released a white paper on the report. The Buhari administration, after re-examining the white paper, also released a second white paper in August 2022 but did not implement the report.
However, the Tinubu administration has decided to confront the monster of high governance cost by implementing elements of the report.
An eight-man committee has a 12-week deadline to ensure that the necessary legislative amendments and administrative restructuring needed to implement the reforms are effected in an efficient manner.
The committee comprises Secretary to the Government of the Federation, Head of the Civil Service, Attorney General and Justice Minister, Budget and Planning Minister, DG Bureau of Public Service Reform, Special Adviser to the President on Policy Coordination, Special assistant to the president on National Assembly. The Cabinet Affairs Office will serve as the secretariat.
Key recommendations for implementation:
National Salaries, Income and wages Commission to be subsumed under Revenue Mobilisation and Fiscal Commission. The National Assembly will need to amend the constitution as RMAFC was established by the constitution.
Infrastructure Concession and Regulatory Commission to be merged with Bureau of Public Enterprise and be rechristened as `Public Enterprises and Infrastructural Concession Commission

The Forty-Fifth Greater Sin: HOARDING And Black-Marketing
Hoarding of essential items like wheat, barley, rice and oil etc during periods of shortages with the intention of selling them at higher rates to people who are compelled to purchase them is Haram and a Greater sin. It is promised Hell-fire.
The Messenger of Allah (S) says that he heard from Jibril (âa) that there was a valley in hell and fierce fire blazed in it. When he asked the caretaker of Hell about those who would be put there he said that it was for Three groups: The hoarders, the drunkards and those who earned commission on unlawful deals.1
He (S) also said that only the sinful people resort to hoarding goods. Also that if a person buys food items and hoards them for forty days so that prices rise in the Muslim markets, he has committed such a serious sin that if he were to later sell all the hoarded material and donate all the income it will not expiate for his sin.2
Some traditions have called the hoarders accursed. The traditions also say that one night divine retribution descended on Bani Israel. By next morning four groups of people had died: The drummers, the singers, the hoarders and those who ate pork.3
The Prophet (S) also says that one who hoards some goods for forty days will not be able to perceive the fragrance of Paradise, while the fragrance of Paradise reaches upto a distance of five hundred yearâs journey. When even the fragrance of Paradise is prohibited to him there is no question of his entering Heaven.4
He (S) also said that one who hoards food items for forty days in anticipation of rise in their prices has distanced himself from Allah and Allah tires of him and breaks off connection with him.5
Hoarding is not Haram under Three conditions. A person can hoard essential commodities when people do not need those items or if the need arises it is possible for people to fulfil their needs. Also when hoarding is done to fulfill the future needs of your family and not with the intention of selling it at a higher price. Other than this it is Haram and a Greater sin. It is the duty of the Hakim al-Shara to convince him to sell at a reasonable rate. But if he does not agree the Hakim al-Shara has the authority to purchase it at moderate rates and sell the food grains to the needy people.

Protests:
Gbajabiamila, NSA, Ministers in closed-door talks in A*o Rock
The Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila is currently meeting behind closed doors with the National Security Adviser, NSA, Mallam Nuhu Ribadu, and some ministers at the Presidential Villa, Abuja.
The meeting which began at about 05:30 pm also has in attendance the Governor of the Central Bank of Nigeria, Yemi Cardoso, Ministers of Education, Dr Tahir Mamman; Finance, Wale Edun; Budget and National Planning, Atiku Bagudu, Agriculture, Abubakar Kyari and State for Agriculture, Sabi Abdullahi.
Although the agenda of the meeting is not yet made public, presidency source told Vanguard that it was not unconnected with food security, especially the rising prices of food items that is causing unrest in some states.
Vanguard reliably gathered that the meeting was for the Presidential Committee on Emergency Food Intervention, convened by the Chief of Staff to the President.
The meeting is coming on the heels of the protests by women in Minna, Niger State and that of the angry youths in Kano over the rising cost of living in the country.
Recall that a group of women in Minna, Niger State had on Monday blocked the ever-busy Minna-Bida Road at the popular Kpakungu Roundabout and called on the administration of President Bola Tinubu to address the problem of âhunger in the land.â
Attempts by security operatives to quell the protest by firing tear gas cannisters into the crowd and making some arrests were rebuffed by the mob.
The youths in Kano also protested over the hardship in the country and the state governor, Abba Yusuf assured them that he would take their complain to the President.
