Good Morning, Liberia,

Last evening, I announced Executive Order No. 126, establishing the Office of Assets Recovery. This is in response to widespread concerns regarding the unlawful acquisition of wealth by some past government officials at the expense of the Liberian people.

The Office of Assets Recovery will spearhead efforts to identify, trace, and retrieve assets that have been illegally acquired or converted to private use. The task force will collaborate closely with agencies such as the General Services Agency and the Ministry of Justice, as well as all security agencies.

I have mandated the task force to include initiating criminal prosecutions and civil litigations against individuals implicated in asset misappropriation, both domestically and internationally.

Additionally, travel restrictions will be imposed on suspects, and efforts will be made to extradite individuals residing outside Liberiaโ€™s jurisdiction.

Let's THINK LIBERIA, LOVE LIBERIA and together BUILD LIBERIA.

The Honorable House of Representatives- HOR, has overwhelmingly passed a resolution, seeking the establishment of a War and Economic Crimes Court in Liberia.

According to a statement issued Tuesday, March 5, 2024, by the House Press Bureau, the plenary was decided after more than forty members voted in favor of the resolution.

The resolution recounted how the civil wars from 1989 to 2003 resulted in the death and destruction across Liberia, including the displacement of nearly half the population, horrific abuses, including summary executions, massacres, r**e, and other forms of sexual violence, mutilation, and torture and forced conscription and use of child combatants.

"WHEREAS, Article XIII of the Liberian Comprehensive Peace Agreement signed on August 18, 2003, provided for the establishment of a Truth and Reconciliation Commission (TRC) to provide a forum that will address issues of impunity, as well as an opportunity for both victims and perpetrators of human rights violations to share their experiences in order to get a clear picture of the past to facilitate genuine healing and reconciliation", the resolution stated.

The resolution said the Liberian legislature enacted the Act to Establish the Truth and Reconciliation Commission of Liberia (TRC ACT) in 2005, formally creating the TRC with a mandate to promote national peace, security, unity, and reconciliation by investigating gross human rights violations and violations of humanitarian law, sexual violations, economic crimes that occurred between January 1979 and October 2003; and the Liberian TRC submitted its final report to the National Legislature on December 19, 2009, recommending the establishment of an Extraordinary Criminal Court of Liberia, an international domestic court with authority to prosecute individuals accused of gross human rights violations, serious humanitarian laws violations, and certain domestic crimes.

It says, section 48 of the TRC Act provides that "The Head of State shall report to the National Legislature within three months of receipt of the report of the TRC, and on a quarterly basis thereafter as to the implementation of the Commission's recommendations," and "All recommendations shall be implemented," and "Where the implementation of any recommendation has not been complied with, the Legislature shall require the Head of State to show cause such non-compliance.

The resolution added that the Government of Liberia has not fully implemented the recommendations of the Truth and Reconciliation Commission to date, including the establishment of an Extraordinary Criminal Court for Liberia, despite being obligated to do so under the TRC Act; and, Resolution for Establishment of War Crime Court.

The instrument also added that Liberia has not prosecuted a single person for the grave crimes committed during its
armed conflicts from 1989 to 2003; and the United Nations (UN) and other international partners have experience with the creation and functioning of war crimes courts, including courts with international and domestic participation and expertise.

The resolution further stated that the UN Human Rights Committee in July 2018, expressed, with regard to Liberia,
"concerns that none of the alleged perpetrators of gross human rights violations and crimes mentioned in the TRC report has been brought to justice" and urged Liberia to establish a process to bring about accountability from past crimes and report back to the issue of impunity and accountability for civil wars -era crimes by 2020.

"NOW THEREFORE, it is resolved by the House of Representatives of the Republic of Liberia in Legislature assembled: Expresses its support for full implementation of the TRC recommendations, including the
establishment of an Extraordinary Criminal Court in Liberia and commits to working with President Joseph Nyumah Boakai for the Court's establishment", it said.

The resolution maintained that based on Section 48 of the TRC Act that provides that "The Head of State shall report to the National Legislature within three months of receipt of the report of the TRC, and on a quarterly basis thereafter as to the implementation of the Commission's recommendations," and "All recommendations shall be implemented, and "Where the implementation of any recommendation has not been complied with, the Legislature shall require the Head of State to show cause for such non-compliance," therefore this matter before us is overdue, and that the president should act effectively, immediately on said legislative enactment without seeking advice from the legislature because, the TRC is already and Act of enacted by the Legislature that is awaiting full implementation.

"Committed to providing funding for the conversion of the records of the Liberian Truth and Reconciliation Commission.

Conserving the records of the TRC would be crucial in serving the following purposes.
Resolution for Establishment of War Crime Court ensure the availability and ownership of the country's collective memory on the conflict,
the TRC is just but a fraction of the colossal information contained in these records", the document is quoted.

The instrument said from an indispensable part of the implementation of the TRC recommendation, promote
the culture of justice, rule of law and bolster the ongoing democratization process in Liberia.

"Be a lasting legacy and tribute to the thousands of victims and witnesses whose selfless contribution to the process led to the generation of these records. Ensure that state and international resources put in the TRC process were worth the exercise", the material stated.

The resolution calls on President Boakai to work with the United Nations, international partners, institutions, and civil society organizations for assistance in establishing the Extraordinary Criminal Court in Liberia in a manner that allows the trial of international crimes in accordance with international standards and best practices.

It says, recognizing that economic crimes are the progenitor of war crimes, call for legislative action to establish the Economic Crimes Court for the swift and speedy trial of corruption and economic crimes.

Meanwhile, the instrument has been submitted to the Liberian Senate for concurrence.

CENTAL wants Boakai to establish an Ombudsman Office

The Center for Transparency and Accountability in Liberia (CENTAL) has urged President Joseph Nyumah Boakai to exert all efforts to establish the office of the Ombudsman to adequately address constitutional breaches.

CENTAL said the Office of the Ombudsman should be constituted and fully supported to allow for investigation of possible breaches of Code of Conduct provisions regarding political canvassing and campaigning.

It noted that these breaches could constitute grounds for removal from tenured positions, especially those of public integrity institutions like the Governance Commission.

In a news conference held at the weekend, the program manager for CENTAL Atty. Gerald D. Yeakula said CENTAL believes that in the absence of a determination by the Ombudsman, officials in violation of the Code of Conduct cannot be lawfully removed.

"Due process must be followed in all cases of removal for cause,โ€ he said and reminded President Boakai of CENTALโ€™s recently published open letter to him.

He said that letter outlined key anti-corruption reforms and efforts he should pursue to succeed in his anti-corruption efforts.

He further asked President Boakai to lead by example by publishing his assets, income, and liabilities declared with the Liberia Anti-corruption

Commission (LACC) and set very high standards for other officials and others to follow.

Yeakula also urged President Boakai to provide adequate financial, moral, logistical, and other support to public integrity institutions.

He urged former government officials sanctioned for corruption by the US Government should be investigated and prosecuted.

According to him, Liberia cannot afford a continuation of disregard for the rule of law and promotion of political interest at the expense of Liberiansโ€™ hard-fought and growing democracy.

โ€œWe cannot continue to repeat the same mistake of yesterday when such can early be avoided,โ€ he pleaded.

Totota struggles with stigma following Tanker Tragedy

The December 26, 2023, devastating explosion of a tanker in the lower B**g County city of Totota has unleashed a profound psychological impact on the residents.

They are grappling with grief and emotional trauma in the aftermath of the tragedy as the death toll surpasses 100.

The community finds itself burdened not only by the weight of loss but also by accusations they term as baseless from outsiders, who claim that the victims died because they were allegedly stealing gasโ€”a stigmatizing narrative that further compounds the residentsโ€™ psychological distress.

The incident which occurred on December 26, 2023, just after the celebration of Christmas, rocked the city, engulfing the vicinity in a blaze of flames.

Some residents were seen with empty containers and buckets collecting gas from the tanker which accidentally fell about three hours before it exploded.

However, the loss of lives has left families shattered while subjecting the community to unwarranted criticism and claims.

External sources have propagated the narrative that the victims were involved in gas theftโ€”a habit allegedly attributed to residents who allegedly exploit accident victims along the route.

These allegations have sparked outrage within the community, intensifying their grief and amplifying the psychological burden they bear.

Patience Sinyea, one of the Survivors said not everyone who went there had the intention of taking gas.

โ€œWe are not criminals, we do not take advantage of accident situations, so all those who are spreading lies about us should stop,โ€ she said.

โ€œFor me, I was standing and watching from a little distance that is the reason I even survived,โ€ she said.

Adolphus Joe, a local community leader, expressed deep frustration, stating, โ€œThey keep making us shame, everywhere I go, I keep hearing these things about us.โ€

โ€œWe deserve respect and an end to these lies. I agree that there were some people taking gas from the tanker, but it was because of the leakage. When it started leaking,โ€ he concluded.

Alexander Flomo, a graduate of Cuttington University whose brother died in the explosion said, โ€œWe are shattered by the loss of our loved ones, and instead of finding solace and support, we are subjected to unfounded accusations and scorn.โ€

โ€œIt feels like salt on our wounds, making it even harder to cope with the pain,โ€ he continued.

In response to the profound psychological impact on the residents, local authorities have swiftly initiated essential support measures.

Counseling services, helplines, and support groups have been established to assist survivors in navigating their grief and trauma.

As the healing process unfolds, leading human rights defender, Jessic B. Cole said society must rally together, providing empathy, understanding, and unwavering support to the affected residents.

He said by fostering a sense of collective healing, dispelling stigma, and nurturing resilience within Totota, it is hoped that the profound psychological impact can be gradually overcome.

ARSON ATTACK ON NEW UP CHAIRMAN?

Reporter says some Unknown men allegedly burned down to ashes the Unity Party newly elected Chairman Rev. Luther Tarpeh house and Car ๐Ÿš— early this morning.

The report added that the UP chair elect is still in shock of the incident while calling on the Police to speedily investigate.

Gbarnga TV has not been able to independently verify this report.

Dr. Tarpeh won the just-ended Unity Party Convention in B**g county as chairman, relieving Armin Modad of his position.

Police in Margibi County have arrested Eric Peterson, a 45 year-old man for allegedly slashing the neck of his friend, Mulbah Sulunteh.

The situation occurred on Tuesday, 2 August in Boakia Viallage, Margibi County.

According to KMTV Liberia, the perpetrator accused Mulbah of planing evil against him.

He said he consulted a traditionalist who told him that Mulbah was planing to kill him and as such, he needed to carry on the act in protecting his life.

The Police are currently investigating the matter.

President GEORGE MANNEH WEAH Statement on July 26, Violence

My Fellow Citizens:

I want to first express my heartfelt thanks and appreciation to all Liberians and friends of Liberia alike, for the beautiful celebration of the country's 175th Independence Day on July 26, 2022.

I am also grateful to neighboring heads of state and other dignitaries who joined us to mark this very important milestone in our nation's history including President Umaro Sissoco Embalo of Guinea Bissau, President Mohammadou Buhari of Nigeria and President Adama Barrow of The Gambia.

I also seize this opportunity to thank the government and people of the United States of America for the historical gift of solidarity and to President Biden for his invitation to join him in Washington DC in December to discuss peace and development along with other African leaders.

Fellow Liberians, the main purpose of my address today, is to denounce in the strongest terms, the violence which was perpetrated by some youth in the early hours of July 26, when Liberians at home and abroad were just preparing to celebrate such an important day for the country.

Violence is totally unacceptable.

I have stressed in all my public engagements the need to maintain the hard-earned peace that we now enjoy. This is a cause for which I have lent personal sacrifice - as an Ambassador of peace.

So if you claim to love me or follow my political ideology, you can not do so with violence.

Anyone or group that has my image on a banner in support of me and my Government has to be peaceful, respectful and tolerant.

You cannot support a man of peace by being violent.

I also want to stress, as the founding father of the Congress for Democratic Change, now the Coalition for Democratic Change, that we do not have any CDC-COP within our organization.

When you come to join us, you become a CDC partisan of peace, democracy and development.

Therefore, I have mandated the Ministry of Justice and the entire national security apparatus to immediately arrest all those involved in the violent incident on July 26, 2022 and ensure that they face the full weight of the law.

I have also instructed the Minister of Health to ensure that all those who sustained injuries during the violent attack be given the best medical treatment at the expense of the government.

Liberia remains a country of laws.

Despite our political differences, we are one nation, one people united under God's command.

LNP Arrests Man, 32 for Alleged So**my

The Liberia National Police on Thursday, June 9, 2022 arrested a 32 year-old man identified as Mathew Kerkulah, a resident of Old Road Community for allegedly Sodomizing a 16 year old boy.

Suspect Kerkulah is said to be a domestic staff working in the compound of Mr. Alexander Cummings as Security.

The suspect is currently in Police custody undergoing investigation.

Meanwhile, the 16 year old victim is in the care of his parents while the investigation continues.

Suspect Kerkulah will be duly charged and forwarded to Court to face the full weight of the law based on the outcome of the medical report.

The People of Lofa County Will once again go to an election to elect another person at the Senate.

This is as a result of the Liberian House of Senate declaring the Countyโ€™s Senatorial seat vacant.

Brownie J. Samukai was elected in December 2020 but was denied certification due to an indictment by the state.

He and two other Co-Defendants are to be jailed.

Little over a year now, Lofa has had only Stephen Zargo at the upper house of the Liberian Legislature

LNP Investigates Suspect for Aggravated Assault

The Liberia National Police has arrested and is investigating suspect Dairus P. Siryon, 25, a resident of the Outland Community, Police Academy for alleged Aggravated Assault.

On Saturday, February 5, 2022 at 4:30 PM, complainant Angeline Peabody, 37, of the same residence reported meeting her son, Henry Giddings, 17, lying unconscious in a pool of blood by 2:00 AM after she was informed by the community Chairman and neighbour only identified as Roosevelt.

During Police preliminary probe conducted, suspect Siryon told investigators that on Friday, February 4, 2022 at 1:00AM, he was attacked by Three unknown persons while on his way from a wake keeping.

He furthered that, they succeeded in taking away his Tecno Pop 5 phone valued at USD120 and his wallet that contained his Liberian citizen ID Card plus Four Hundred Twenty Liberian dollars (LRD420).

Suspect Dairus Siryon continued that Two of the attackers escaped, while they left victim Henry Giddings in a fist fight with him who later attempted to bite him. According to the suspect, victim Giddings' tongue mistakenly entered his mouth and he (suspect Siryon) bit it off.

Meanwhile, victim Henry Giddings was rushed to the John F. Kennedy Hospital for medical treatment by his mother as the suspect remains detained at the headquarters of the Liberia National Police pending prosecution.
