Chin Resistance Battles SAC in Paletwa Township

Resistance groups in Paletwa forced the State Administration Council (SAC) to retreat after suffering at least ten fatalities in the township in southern Chin State.

Chinland Defense Forces from Paletwa and Matupi, and the Chin National Army, exchanged fire with SAC troops at Kapin Creek near Lon Pan village on January 20, killing at least three enemy soldiers and wounding five.

The regime soldiers were forced from Sami after the Arakan Army captured the town.

According to Matupi CDF, during a second clash with the same SAC column the next morning near San Tap, Chin fighters killed seven soldiers.

Following the incidents, SAC destroyed a hospital near the village and set medicine, as well as a generator and some motorcycles, on fire.

On January 22, regime soldiers arrested eight civilians, including five females, near a displaced camp in the area. Everyone was released the next day except three males.

Daai CDF recently arrived in Paletwa to help the other armed groups fighting SAC.

Due to connectivity issues, Khonumthung News was unable to reach Matupi CDF for more information about the fighting in southern Chin.

‘2024 HWPL Africa Unity New Year's Meeting’ Facilitates Collaborative Peace Efforts

On January 20th, the '2024 HWPL Africa Unity New Year's Meeting' was hosted by the international peace organization, HWPL, in various African countries. HWPL organized the event to facilitate discussions on peace activities, collaborating with IPYG officials from each African country to actively encourage their participation in peacebuilding efforts on the continent. The event, conducted through an online ZOOM meeting, saw the participation of 20 African dignitaries, including representatives from South Sudan, Sudan, Rwanda, and HWPL IPYG team members. Together, they discussed the peace activity plans for the year 2024.

In many countries across Africa, autocrats continue to seize power, and coups and civil wars persist. The continent grapples with harsh environments, political instability, as well as ethnic and religious conflicts. Despite these challenges, numerous African youth organizations collaborating with HWPL and IPYG have been actively conducting various peace initiatives both online and offline.

Recognizing the need to prepare peace projects suitable for the post-COVID era, HWPL had discussions with the african individuals to plan diverse peace activities and to address the pressing issues facing the continent in the perspective of peacebuilding, acknowledging the critical moment to bring African leaders together.

At the New Year's Meeting, HWPL presented the results of peace activities conducted in Africa in 2023, along with the peace activity plans for 2024. As part of the New Year HWPL peace activities, they first introduced HWPL's three major events - the Declaration of Peace and Cessation of War Commemoration on March 14th, the Peace Walk on May 25th, and the Peace Summit on September 18th. Additionally, they introduced the Youth Empowerment Peace Class (YEPC) and a Peace Documentary Screening.

YEPC, an educational program under IPYG, has been planned to address the lack of educational opportunities faced by youth worldwide who are practitioners of peace. This NGO-driven education program aims to provide education for citizens worldwide, including youth. Initially, through the IPYG Youth Empowerment Peace Workshop, global youth opinions on the necessary education were gathered and subsequently the IPYG Youth Empowerment Peace Class platform was established, offering courses on HWPL peace education, global citizenship education, youth health education, and parent education.
Furthermore, HWPL has also produced a documentary titled "Great Heritage - Africa Edition," showcasing successful instances of peace education initiatives actively conducted in Africa. Through screening this peace documentary to university students and youth across various African countries, HWPL aims to share successful cases of peace activities, educate young people about the spirit of peace, and contribute to promoting a culture of peace.

Patrice Nsengiyumva, Foundation Saint Dominique Savio (FSDS) and Chief Director, from Rwanda, expressed gratitude for the invitation and passionate involvement in the event for peace saying “Despite some participants facing difficulties with internet connectivity, it was a successful gathering. The presentations were also interesting and concise. Let's unite as peace messengers and work together. Unity for peace is our strength, and our voices will be heard beyond borders.”

Florien Misago, Foundation Saint Dominigue Savio (FSDS) and Chief Derector, from Rwanda, expressed gratitude for the invitation, saying "Despite communication challenges due to the internet, it was good to gather together."

Jean Paul NDEMEYE, Youth Led Musical Therapy (YLMT) and Deputy legal Representative, from Rwanda, said, "The event was great, and I would like to share our projects for peace promotion."
Participants in the 2024 HWPL Africa Unity New Year's Meeting recognized the need for mutual cooperation among dignitaries and HWPL's peace activities for the development and peace-building of African nations. Going forward, African leaders are expected to join HWPL and IPYG, not only in YEPC but also in a broader range of peace activities, contributing collectively to building and sustaining peace.

Chin Resistance Captures Strategic Camp in Tedim Township

Several Chin armed groups captured a military camp in Taingen from the State Administration Council (SAC) on Tuesday morning after a five-day attack on the regime's position in the village in Tedim Township.

Sai Lai Ram Bwi, Chinland Defense Force/Civil Defense Militia-Siyin ( CDF/CDM-Siyin) spokesperson, stated that 30 SAC soldiers and 8 Chin fighters were killed during the clash. The resistance forces attacked the camp four times in 2023 but were repelled each time until now.

"It's really difficult to attack Taingen military camp. Some experienced CNA soldiers told us it was the hardest one for them because the conflict area is so narrow—about 70 meters wide. The soldiers from the Burma army built formidable bunkers in their camp, making it challenging to attack them," he said.

In addition to CDF/CDM-Siyin, the Chin National Army, CDF-Kalay Kabaw Gangaw, CDF-Thangtlang, CDF-Hakha, CDF-Hualngoram, TCDF, and PDA jointly attacked the camp.

"We are currently collecting weapons and military equipment from the camp, so we cannot say how many weapons we will seize," explained an officer from CDF/CDM-Siyin.

SAC launched multiple airstrikes and artillery attacks from Kalay town. Both sides suffered casualties during the big battle.

Sai Lai Ram Bwi said they gave the regime soldiers a chance to surrender. "We told them that we would attack them until we win. But they replied that their family members were living in their battalion headquarters and refused to surrender to us." Their military leaders, holding onto their families, pressured them to keep fighting. In the end, all SAC soldiers were killed, and none escaped.

The 30 deceased SAC soldiers include a captain, a police captain, and 28 regular soldiers and policemen.

The 8 Chin fighters include a soldier from CNA, 4 from CDF-KKG, 1 from CDF-Thangtlang, 1 from CDF-Hakha, and 1 from CDF/CDM-Siyin. Over 40 resistance fighters suffered casualties, many wounded by the artillery fire. The Chin groups lost four drones valued at about 90 million kyat.

The village of Taingen, situated along the Union Highway connecting Kalay town in Sagaing Region to the India border, holds strategic and economic value as it connects all the towns in northern Chin State. Before being overrun, SAC maintained an essential checkpoint to inspect all travelers passing through the area.

SAC blocked the Kalay–Taingen vehicle road for nearly two months, trapping villagers in the area and preventing trucks and busses from traveling between towns.

"Finally, we have captured Taingen military camp. We thank our people for understanding us. We will open this road after we clear the area," said Sai Lai Ram Bwi.

Elderly Woman Killed by Junta Airstrike

A regime airstrike killed an elderly woman in a village in Mindat Township this Monday.

A jet fighter dropped four bombs on two passes on Vumthu at about 2:45 pm.

The 70-year-old woman was killed instantly when shrapnel from one of the explosions struck her in the head. The plane also attacked the village in southern Chin State with machine gun fire.

"There was no fighting in the area, yet they intentionally bombed the village. I was lucky not to be killed in the airstrike," explained a local man, who said he was knocked to the ground by the first explosion. "The blast caused motorcycles, plants, and people to fall on the ground. We ran to hide in a bunker."

He said they haven't had the chance to evaluate the damages from the attack but some homes were destroyed in Vumthu.

In the evening, the regime's Infantry Battalion 274 shelled the village and the general area four times with 120 mm mortar.

AA Captures Paletwa Township from SAC

After capturing key locations from the State Administration Council (SAC), the Arakan Army (AA) has stated it now retains complete control over Peletwa Township situated in southern Chin State.

The turning point came when AA took the Namada strategic hilltop camp in mid-January, the last regime-held camp in the township. Before this, the Arakanese armed group, which is part of the Three Brotherhood Alliance, has taken a number of SAC positions in southern Chin State and Arakan State, after breaking its ceasefire in both states.

AA started a major offensive against SAC in southern Chin State last November. The Chin group Maraland Defense Force (MDF) has supported AA during attacks against SAC troops in Paletwa Township. AA and MDF captured other vital camps called Tarawaing, Num Bu, Meewa, Khan Hka, Shinletwa, and the Infantry Battalion 289 headquarters in Paletwa town.

AA captured Meewa at the border between Kyauktaw township of Arakan State, and Khan Hka camps on January 13, a day before taking the Namada camp. The armed group seized many weapons and ammunition at Khan Hka.

On Sunday, photos posted on social media depicted soldiers hoisting the AA flag in front of several governmental offices, the police station, the fire station and at the Burma army's Union Solidarity and Development Party office in Paletwa town.

AA began operations on eight regime camps, including the ones previously indicated in Paletwa Township on January 1.

The group has captured over 20 military camps, outposts, and police stations in the area since it started fighting in the region after the 1027 Operation began on October 27.

ZRA Ambushes CNA in Tedim Township

Last Thursday, the Chin National Army (CNA), the armed wing of the Chin National Front (CNA), clashed with the Zomi Revolutionary Army (ZRA) after the latter ambushed the former near the small village of Lai Thwi on the Tedim – Rihkhawdar road in Tedim township in northern Chin State.

After minutes of exchanged gunfire, ZRA troops retreated from the clash location, and CNA soldiers cleared the area, seizing some of the military equipment and uniforms left behind by the Zomi armed group.

"Nobody was injured from our side during the clash," CNF/CNA spokesperson Salai Htet informed Khonumthung News. ZRA also came out of the altercation unscathed, he mentioned.

Since the coup, there have been numerous clashes between ZRA and CNA, as well as its allies, Tonzang Chinland Defense Force (CDF) and the other CDFs. According to these groups, ZRA has been assisting the military regime by collaborating with its armed forces in northern Chin State.

Displaced Tamu Villagers Need Humanitarian Aid

After soldiers from the State Administration Council (SAC) torched their homes, no one has been able to return to their village located in Tamu Township in Sagaing Region.

"At this time, we are living in bamboo huts along the (Indian) border. It is impossible to go back, as only a few houses remain standing," a female resident of the Chin-inhabited Htang Tapin told Khonumthung News, while asking to remain anonymous out of fear of reprisals against her.

As the region remains unstable, she said there is no point for them to return and rebuild at this time and plan to remain at the new bamboo huts they constructed along the borderline. Others who have relatives in Tamu town are waiting for the situation to improve before deciding if they will return home.

The villagers from Htang Tapin did not bring much when fleeing and they need rice and other basic food items, as well as medicine, clothing, and tarpaulins, etc.

Burma army soldiers arrived at the village, which is situated on the Kalay – Tamu road, on December 3. They ordered residents to assemble in the football grounds, during which time they burned 230 of the 300 homes to the ground over two days.

Nine Children Killed During SAC Massacre in Village in Sagaing Region

Nine children were killed during the military regime's deadly airstrike on the Chin-inhabited Kanan village in Sagaing Region last week, as confirmed by the National Unity Government (NUG).

On Sunday, January 10, a State Administration Council (SAC) jet fighter bombed a school and a church in the village near the resistance-held Khampat town of Tamu District at 10 am. The jet fighter made two passes, dropping large bombs around the church. Among the deceased were children between the ages of 5 and 17 years old. A total of 19 people suffered injuries from the attack, including minors aged between 3 and 16.

"Villagers were attending the church when the jet fighter attacked the village... All of the villagers feel depressed after this horrific incident happened," explained a local man. He said they fled the church the first time the jet fighter circled, and during its second pass, it bombed them. All of the deceased were cremated the evening of the attack.

Another local source from Kanan said residents concerned about a second attack happening are hiding in their farms or the jungle.

"About 30 to 40 people who lived near the school and the church are hiding in their farms situated about 3-5 miles distance from Kanan village. They are worried about their safety. There are only a few people remaining in the village," he told Khonumthung News.

According to NUG, formed by members of the previous National League for Democracy government, coup leader Min Aung Hlaing is responsible for the deaths of 827 children, 1,017 of whom were killed by his troops since the coup until December 31, 2023. The regime has conducted 583 airstrikes on civilian settlements, killing at least 897 people and destroying 76 religious buildings and 52 schools across the country since its reign of terror began on February 1, 2021.

NUG promised after winning the revolution to hold Min Aung Hlaing and other responsible persons accountable for the senseless attacking and killing of civilians and their homes, farms, and places of worship.

As with many of SAC's airstrikes, the Kanan bombing occurred when no fighting was happening with resistance forces in the area.

The names and ages of the children killed are as follows: Maung Steven (5), Maung Myo Thu Ya Lin (6), Maung Lal Thang Lian (7), Maung Kap Siang Khai (7), Ma Thang Ni Mawi (11), Ma Nuam Nei Mawi (13), Ma Thin Nem (14), Maung Lal Nun Mawia (16), and Maung Uk Lian Thang (17). The deceased adults include Daw Khup Phan (70), U Zalawm (29), U Bual Kham (62), U Thang Tin Sawm (62), U Lalram Uk (39), Maung Aron Thang (29), Daw Sui Cin Par (52), and U Van Pek Awk Thang (42).

Clashes have forced the majority of Paletwa residents to seek refuge from the violence, including government staff.

Salai Myo Hteik, chair of the People's Administration Council for Paletwa District, told Khonumthung News that, as connectivity was suspended, it was difficult to ascertain specific numbers of displaced but was certain that most people in the town in southern Chin State have fled. "A few people, including elderly individuals and those who are unwell, remain in the town."

A local anonymous source, knowledgeable about the military situation, said that nearly 6,000 residents fled the fighting between the State Administration Council (SAC) and the Arakan Army (AA) in and around the town.

"We heard that a jet fighter conducted three passes over the town. A surveillance aircraft also flew over the town," the source said. Clashes have been breaking out in the town for three consecutive days, he said.

At least two local residents were killed, and six people were injured by the clashes, and some houses in the town have burned down.

AA troops have captured the police station in Paletwa, causing police to flee and regroup with SAC's Infantry Battalion 289 on the other side of the Kalandan River.

Salai Myo Hteik reported that over 20,000 people received emergency aid like basic food, healthcare, and shelters. "Probably, people in Paletwa Township will face starvation soon. Some people are already running out of food rations because it is really hard to get supplies. It's also hard to get a hold of a bottle of medicine." He hoped that the aid groups, both inside Chin State and abroad, can provide them with emergency aid soon to alleviate the growing humanitarian crisis.

AA has attacked several strategic SAC hilltop camps of 8 battalions since January 1, seizing at least 20 camps and outposts in the township.

Mindat People's Administration Urges Everyone Join CDM

The People's Administration for Mindat Township has urged all government staff, police, and soldiers to join the Civil Disobedience Movement in Mindat Township within 30 days, as stated in a release on January 1.

The administration has issued a warning of unspecified actions against those who do not comply with the request within the specified time.

Ko Yaw Mang, a responsible person, explained that a plan is being devised to seize all of the regime's camps in the township.

On January 1, 2024, a Mindat Chinland Defence Force (CDF) sniper killed a major in the Burma army in Ashay Pyin Ward in Mindat town.

Following this incident, the regime burned two homes in the ward and shelled Tike Nel 4 with artillery, resulting in the injury of three villagers.

The next day, the area was shelled again, leading to the destruction of at least three homes.

The CDF has initiated an online fundraising campaign called "Project Mindat 2024" to purchase at least 50 assault rifles and ammunition, seeking support from Chins and others in the state, as well as those who have relocated to a third country.

AA Seizes Strategic Hilltop Camps from SAC in Paletwa Township

Arakan Army (AA) soldiers, engaged in combat against the State Administration Council (SAC) in Paletwa Township, have successfully captured two significant camps after prolonged battles against eight battalion camps in southern Chin State since the beginning of January 1.

On January 3, AA seized the Chinnletwa military camp, capturing numerous weapons, ammunition, and military equipment. SAC suffered significant casualties before the camp was ultimately overrun by the Arakanese armed group after three days.

On January 2, AA gained control over Hkamaungwa camp.

The group has already capture at least 20 camps, including some strategic hilltop positions in the township, with support from the Maraland Defense Force, a Chin armed group that has joined the fight against SAC.

AA has been attacking Paletwa 289 and Meewa hilltop camps since January 1. Both of these camps hold strategic value.

The groups are fighting against SAC's Infantry Battalion 233 and 289, and Light Infantry Battalions 211, 217, 220, 308, 374, and 376, according to Three Brotherhood Alliance, of which AA is a part, and has overrun numerous camps and towns in northern Shan State.

SAC Airstrike Kills 17 in Village in Tamu District

On Sunday at 10 am, a regime jet fighter mercilessly bombed a civilian settlement, murdering 17 people, including 6 children, when the plane conducted two bombing missions on the village in Sagaing Region.

“They dropped a bomb on a school, killing two children on the spot who were playing football (nearby). The second bomb hit many people who were attending church,” a local man from Kanan, where the attack took place, told Khonumthung News. Over 30 people were wounded by the bombings.

The jet fighter dropped its second payload on people who had spilled out of the Baptist church after the first attack, another local source explained.

All of the deceased were cremated that same night during a solemn mass cremation, he said. After the tragedy they have been forced to endure, the man said, “the villagers are overwhelmed with anguish.”

The Chin village is located on the Kalay – Tamu road near Khampat town in Tamu District and is controlled by resistance forces.

The HWPL Briefing on the Eco Project in Southernmost Thailand

From December 9th to 12th, in the southern region of Thailand, an 'Eco Project Briefing' organized by the international peace organization HWPL took place.

The purpose of the briefing was to improve the regional image of Pattani in the southern region of Thailand as a symbol of peace and to activate tourism businesses to achieve sustainable peace through the HWPL Eco Project.

The briefing took place on December 9th at 2:00 PM at the Southern Border Provinces Administrative Center (SBPAC) and on December 12th at 2:00 PM at the Pattani Provincial Hall.

During this period, various stakeholders attended the briefing, including SBPAC, the Governor of Pattani Province, the Provincial Tourism Authority, Pattani Islamic Council and Yala Islamic Council, the Association Heads of Civil Society Organizations (CSO), as well as leaders of villages, schools, hospitals, and others. Discussions were held regarding the selection of the Eco Project area and related matters.

The 'Deep South' region of Thailand has a painful history, but recent efforts by the Thai government, including the partial lifting of martial law and emergency decrees issued in 2005, culminated in the passage of a resolution in October 2023.

In November 2023, the Prime Ministers of Thailand and Malaysia met at the Thailand-Southern Border Checkpoint, fostering a peaceful atmosphere for discussions on measures to ease tensions in the region and promote tourism. Despite these efforts, the area, still labeled as a 'conflict zone,' has not garnered sufficient attention as a tourist destination, despite its natural beauty and diverse cultural heritage.
In relation to this, HWPL introduced an image enhancement roadmap aimed at activating tourism and promoting stability and development in the local community to achieve sustainable peace.

The project includes environmental beautification volunteer activities scheduled for early next year, a promotional video competition, and a TikTok challenge.

Chakraphan, the representative of SBPAC, emphasized the groundbreaking fact that the region brings together diverse individuals from three layers—citizens, civil organizations, and local government. He expressed particular joy at the involvement of international organizations. The Governor of Pattani, Patimoh, also expressed expectations that through this project, citizens would achieve economic independence, and a culture of peace would spread. He instructed the Provincial Tourism Authority to actively participate in and collaborate on the project.

The project, currently in the process of forming a committee, is expected to undergo a month-long preparation immediately upon the committee's establishment to facilitate the actual implementation of the project in the village early next year.

Following this project, HWPL plans to continue its ongoing collaboration with local communities by initiating projects tailored to each region, not only in the Pattani area but also in other provinces of the 'Deep South.

Chin Resistance Capture Strategic Camp Between Matupi and Paletwa

Chin resistance fighters are searching for State Administration Council (SAC) soldiers who managed to flee after their camp was captured during an offensive in Matupi Township.

Salai Naing John, working with Matupi's Chinland Defence Force information department, mentioned that due to this development, more fighting could potentially erupt in the area along the Matupi to Paletwa road. “We are working to clear the area for locals to return to their homes as soon as possible,” he informed Khonumthung News.

On the morning of December 18, Matupi, Mindat Lautu CDFs, and the Chin National Defence Force jointly launched an offensive named Vui Bawk (White Elephant), successfully seizing Htebwe camp from SAC's Infantry Battalion 304 a little over 24 hours later.

During the intense fighting on the first day, the resistance deployed improvised drones fitted with explosives for attacks. Salai Peter Ling from the Matupi CDF was killed, and another Chin fighter was wounded during the clashes.

While the regime sustained casualties, the Chin fighters did not discover any bodies in the camp.

However, they did capture heavy and light weaponry from Htebwe, which is strategically located on a crucial transportation route for the movement of food and weapons to other SAC positions in the township and northern Rakhine State.

After taking the camp, SAC utilized jet fighters to launch attacks on both Van Kai and Lay Hsin, resulting in the death of four civilians in the former village and the injury of a villager.

Salai Naing John emphasized that the presence of the camp, housing around 40 SAC soldiers, posed challenges for both locals and resistance fighters to navigate the area because of its position. This is why they needed to eliminate this threat.
