An interview with the secretary of Falam Township IDPs Management Team (FTIMT) (Kale Branch) about the current situation of people displaced from Falam

It has been over two months since the Chin Brotherhood (CB) forces launched their operation to capture Falam town on 9 November 2024, as part of Operation Chin Brotherhood.

During these two months, the CB forces have captured all military junta bases in Falam town except for Infantry Battalion-268, which remains the only target left. Daily offensive attacks continue against this position.

The junta is currently mounting fierce resistance to prevent IB-268 from falling, using air support day and night. As the battle for Falam continues to intensify, the CB forces have restricted travel on roads leading into the town since early January for civilian safety.

All residents of Falam town, with a population of over 10,000, had evacuated before the start of the offensive. Most of them are now taking refuge in Kale. Others have sought shelter with relatives and friends in Hakha, Yangon, and rural areas.

Initially, Falam residents were able to manage with the food and money they brought when evacuating, they report facing increasing difficulties as their displacement continues. Khonumthung Media Group interviewed the secretary of FTIMT (Kale Branch) about the current situation of people displaced from Falam.

An interview with a local resident of Khampat about the aerial bombings and the current situation.

The military council launched airstrikes on Khampat, a town held by the National Unity Government (NUG), situated between Tamu and Kale in Sagaing Region near the Myanmar-India border, over a span of two days this week.

The two-day aerial bombings destroyed homes and buildings, claiming the lives of civilians. As a result, many locals have fled to India, no longer feeling safe in their town.

Shanni Voice interviewed Ko Hmaing (a pseudonym), a local resident of Khampat, about the recent aerial bombings and the current situation in the town.

Q: Please tell us about the aerial bombardment of Khampat as much as you know.

A: The junta carried out two rounds of aerial bombings on Khampat—one on 16 January and another on 20 January. On 20 January, at around 7 pm, there were three consecutive airstrikes. One bomb landed near a house, another near a coal mine, and four near the town's entrance signboard. Fortunately, there were no reported casualties. The locals, familiar with the threat of aerial bombings, quickly took shelter in bomb shelters upon hearing the sound of approaching aircraft. Some buildings were damaged.

Q: How many people were killed in the aerial bombing on 16 January, and who were among the victims?

A: On the night of 16 January, the junta carried out aerial bombings, targeting a monastery in Kanan village near No.1 Ward in Khampat. A three-year-old child and a member of the People’s Security Team were killed in the attack. In addition, twenty people, including an abbot, were injured, with some still receiving medical treatment. Some of the injured are being treated in Kale. Over 20 houses were also destroyed in the bombing.

On 18 January, the junta targeted Sawbwar Yae Shin village in southern Kale Township, near Khampat. The bombing resulted in the deaths of three PDF members and left more than 10 others injured.

Q: Are the locals still displaced at present?

A: Many locals have fled to India due to the junta's ongoing aerial bombings over several consecutive days. They are deeply concerned about the possibility of further attacks. The displaced people are from around 15 villages such as Khampat, Kanan, Kyun Taw Yae Shin, Hpet Yar Yae Shin, Kan Ma Gyi, Wi T**e and Saw Bwar Yae Shin. The locals from the villages along Kale-Tamu road have fled.

Q: Is there ongoing fighting in Khampat?

A: At present, there is no fighitng.

Q: In the absence of ground fighting, the junta has increased its aerial bombings of villages in Sagaing. What is your opinion on this?

A: As everyone knows, the junta wants to instill fear among the people. In the absence of ground fighting, they are conducting bombings and attacks that primarily target civilians. The junta seems to be closely monitoring reports that the NUG plans to open offices in the area. As a result, they have intensified attacks on all locations controlled by resistance forces. Regardless of the reasons the junta provides, their actions represent a blatant violation of human rights, with civilians consistently being the primary targets, both in the past and now.

Kale Prison Officers Sexually Harassing Prisoners’ Families

Prison officers at Kale Prison in Kale (Kalay) Township, Sagaing Region are sexually harassing prisoners’ family members and extorting money from them.

Prison Director U Aung Soe Hein and Prison Security Officer Han Win Aung from the Kale Prison have sexually harassed the wives of several inmates by claiming they would improve their husband's living conditions and reduce their sentences in return for sexual favours from the wives, according to an unnamed relative of an inmate.

She said to Khonumthung News: "I gave them my phone number because they said I needed to stay in touch with the Prison Director to help improve my husband’s conditions in prison. After visiting him, I received a call. During the call, the Prison Director told me that if I dated him privately he would reduce my husband's sentence. I was terrified and so embarrassed. I had never experienced anything like this before. When I looked into it, I learned that other women had been verbally harassed in the same way. I also found out that he and Han Win Aung often made inappropriate comments to female prisoners.”

Adequate Healthcare Unavailable in Samee Town, Chin State

Healthcare services have been greatly reduced due to a shortage of doctors and medicines in Samee Town in Arakan Army (AA) controlled Paletwa Township in southern Chin State.

In Samee Town, the only healthcare facility available to locals is a cottage hospital, which is currently being operated by two doctors and four nurses who have been assigned to work there by the AA. There is also a shortage of medical equipment at the hospital.

Residents of Samee Town have to rely on medicines shipped in from Kyauktaw Township or imported from India. But currently, the price of medicines in Samee Town is so high most residents cannot afford to buy them.

A resident of Samee Town said: “There are Arakan (Rakhine) doctors assigned by the AA in the town, working with minimal resources at a small cottage hospital. They do what they can to treat patients, but without an X-ray machine or ultrasound, performing surgeries is impossible. Their only tools are a stethoscope and a limited supply of medicine. With no electricity, they are forced to improvise and care for as many people as possible.”

Junta launches another airstrike on resistance-controlled Khampat

The military junta conducted another airstrike on Khampat town in Tamu District, Sagaing Region, around 10 am on 22 January, according to residents.

The residents reported that what appeared to be cluster bombs were dropped on Ward-4 of Khampat, and investigations are ongoing to determine if there were any casualties.

A local resident who wished to remain anonymous said: "We noticed the aircraft coming. It arrived just after 10 am. They dropped bombs only once, but there were about five secondary explosions once they hit the ground. We don't know what type of bombs they were. We can't say if there are any casualties yet because we're still afraid to get close to the area."

Chin Refugees Trapped in Malaysia by Trump Executive Order

Chin refugees in Malaysia who were due to go to the United States (US) because their refugee applications had been approved had their flights and visas cancelled by Donald Trump, the new US president.

After his inauguration as US president on 20 January 2025, Donald Trump signed an executive order suspending the U.S. Refugee Admissions Program (USRAP) as of 27 January 2025. This means that many refugees who had been granted asylum in the US and were due to soon enter the US, such as the Chin refugees in Malaysia, cannot now go there.

James Bawi Thang Bik, the chairman of the Alliance of Chin Refugees (ACR), a coalition of 17 ethnic groups working to improve the lives of Chin refugees in Malaysia said: “Many who had high hopes were dealt a crushing blow. I can sympathise with how deeply hurt they must feel. A friend of mine was in the shower, preparing to visit a United Nations (UN) agency office for the final steps of his journey to the United States, when the news of the cancellation reached him. Some, believing their trip was secure, had already returned their rented homes to landlords and quit their jobs. In such a situation, this devastating turn of events leaves everyone heartbroken.”

Many of the Chin refugees in Malaysia who had just had their asylum applications for the US recently approved face having those approvals suspended and their flights to the US cancelled.

Many who had their flights to the US cancelled contacted ACR when they received notification of their flight cancellation, whilst others contacted the United Nations High Commissioner for Refugees (UNHCR) office. The number of Chin refugees who have had their flights cancelled is still unknown, according to James Bawi Thang Bik.

Previously, Chin refugees in Malaysia applied for asylum in the United States through two main channels: the UNHCR's refugee resettlement programme and the Welcome Corps programme, which enabled Chin individuals to join family members already in the United States.

However, under Trump's order, all applications for entry through both programs were revoked.

Now, the Welcome Corps has stopped accepting new asylum applications and the Resettlement Support Centre (RSC), an organisation that assists migrants, has cancelled interview appointments for Chin people applying for asylum in the US.

James Bawi Thang Bik said: “The RSC has cancelled interview appointments. So many people have been affected by the United States’ policy shift. Everyone is in shock and deeply depressed. The chances of any change we can hope for seem very slim. It's clear that there is an overwhelming silence amongst the Chin community in Malaysia these days.”

The US is the country that accepts the largest number of Chin refugees. Other countries like France and Australia also offer Chin people asylum, though in relatively smaller numbers.

Currently there are about 80,000 Chin refugees in Malaysia. Of those, 20,000 hold a UN Refugee Card which is issued by the UNHCR (United Nations High Commissioner for Refugees) and internationally identifies the holder as a refugee.

The Malaysian authorities are currently making a large effort to detain refugees. Whilst the authorities usually release refugees in possession of a UN Refugee Card, on some occasions they have repatriated UN Refugee Card holders back to their country of origin, according to several Chin people now living in Malaysia.

James Bawi Thang Bik pointed out that denying Chin refugees entry to the US will lead to more Chin refugees in Malaysia.

He said: “Let's consider what will happen next: the number of Chin refugees stranded in Malaysia will continue to rise. Many of them are not eligible to return home, nor can they leave for the United States as asylum seekers. They will be stuck, forced to have lives of struggle under the constant threat of being hunted down by authorities.”

Some of the Chin refugees whose asylum permissions were suspended first applied for asylum as far back as 2013, though others had applied more recently in 2019, 2020 and 2021. They included orphaned children, people with underlying health conditions and elderly people.

Trump’s executive order suspending the U.S. Refugee Admissions Program (USRAP) has affected refugees from around the world, not just those from Myanmar.
The USRAP will be suspended from 27 January 2025.

Under the new regulations “Refugees may be admitted to the United States on a case-by-case basis, once the secretary of state and secretary of homeland security jointly determine that the entry of such aliens as refugees is “in the national interest and does not pose a threat to the security or welfare of the United States.” Within ninety days of January 20, 2025, the secretary of homeland security will submit a report regarding whether or not it would be in the interests of the United States to resume allowing refugees to enter the United States. These reports will continue every ninety days until the USRAP program is resumed,” according to the National Law Review website.

Samee residents face healthcare challenges

Residents of Samee town in Paletwa Township, southern Chin State, which is currently under the control of the Arakha Army (AA), are facing difficulties in accessing healthcare due to a shortage of doctors and medicine, according to local residents.

One resident of Samee said, "We have a doctor from the AA's side in town. They treat patients at the clinic if they have medicine matching the disease. But it's difficult because we don't have facilities for surgery - no X-ray, no ultrasound. To be honest, they're kind of treating blindly. There's no electricity, nothing - the doctor can only use their stethoscope to diagnose, and medicine supplies are not enough either."

Since taking complete control of the entire Paletwa Township on 14 January 2024, the AA has been managing administrative functions in both Paletwa and Samee towns.

After two Chin resistance forces announced plans to launch separate operations to capture Tedim Town in Tedim Township, Chin State, around 60 percent of the town's population was preemptively evacuated, according to town residents and resistance groups.

Residents of Skawlam Ward, home to the junta's Infantry Battalion 269 (IB 269) base in Tedim Town, along with those living along the town's main road, began evacuating two weeks ago, leaving only around 40 percent of the town's total population remaining.

“As of yesterday, most of the town's residents had already evacuated. Nearly all of those living in Skawlam Ward and around the army base had fled in advance. However, some people remain in the town, particularly in areas farther from the main road,” a Tedim Town resident said on January 16.

CDF-Asho captures 12 junta soldiers fleeing from Ann

21 January 2025

Twelve junta soldiers who had fled from Ann town in Arakan State were captured within two days, said Salai Rochin, an official of Chinland Defense Force-Asho (CDF-Asho).

The CDF-Asho captured them on 13 and 14 January, according to Salai Rochin.

“I would like to call on the fleeing junta soldiers that both Arakan State and Magway Region will be safe for them and their families if they defect in the right way. I want to emphasize that there is a chance for them to live,” said Salai Rochin.

"If they surrender after being defeated in battle, even as prisoners of war, they reach their lowest point. Therefore, I urge them to surrender only after careful consideration," he added.

On 13 January, five junta soldiers who had fled from the camp near Kyat Yay San village in Ann Township were surrounded near Gote Si Yoe village in Ngape Township, but they did not surrender, said Salai Rochin.

While the junta soldiers who refused to surrender were shot and arrested, the two wounded soldiers were captured during the exchange of fire. However, they died while receiving medical treatment, he said.

On 14 January, CDF-Asho said that it clashed with around 100 junta soldiers fleeing from the battle near Taung Zauk village in Ann Township, close to Shauk Taung village in Ngape Township.

During the clash, three junta soldiers were killed. Eight junta soldiers were captured while being pursued after the fleeing soldiers and as the area was being cleared.

According to CDF-Asho, 15 small arms, mortars, along with ammunition and military equipment, were seized during the fighting.

On 20 December 2024, the Arakan Army (AA) took full control of the Western Command in Ann. Since then, the AA has continued its offensive against the junta's camps along the Ann-Magway Region border, with junta soldiers fleeing on a daily basis.

PDA-Tedim officially announces planned offensive to capture Tedim

Khonumthung News: 17 January 2025

The Tedim Township Council has announced that the People's Defence Army-Tedim (PDA-Tedim) and allied forces will launch an offensive to capture the towns of Tedim and Khaikam in northern Chin State, issuing a notice for civilians to prepare in a timely manner.

The township council released a statement titled "Notice to the public within Tedim Township for timely preparation" on 14 January.

The council emphasized in their statement that since PDA-Tedim, as the township's official force, will be conducting the offensive alongside allied forces, no other organizations have the right to object to this operation.

The statement noted: "Since we're taking back our own town, we're calling for and requesting help from any resistance organizations who want to join forces and fight to eliminate the military council troops."

Mindat now free of junta presence; 13 political prisoners rescued during operation

The Chin Brotherhood (CB) announced on 22 December that Mindat Township has become free of military council presence following the complete capture of Infantry Battalion 274, the last military junta foothold in southern Chin State's Mindat town.

The offensive operation on Mindat began on 9 November as part of the Chin Brotherhood Operation, culminating in the complete capture of IB 274, the junta’s last camp in Mindat, on 21 December.

According to the CB’s announcement, during the operation, the resistance forces successfully rescued 13 political prisoners who had been arbitrarily detained since the 2021 military coup.

An interview with Salai Mang Hre Lian from CHRO about the military council’s violations of human rights and the human rights situation in Myanmar nearly four years of the coup.

In a few days, the year 2024 will come to an end, marking the upcoming 4th anniversary of Myanmar's Spring Revolution, which began in response to the military coup.

In the current military situation, the military council has lost significant territories and camps, including the Northeast Command and the Western Command. In response, the military council is primarily relying on airstrikes.

Despite the ongoing military setbacks, the military council has not stopped the human rights violations it has consistently committed. According to Salai Mang Hre Lian from the CHRO, the military council continues to carry out civilian killings, as well as the burning of homes and religious buildings.

Salai Mang Hre Lian from the Chin Human Rights Organization (CHRO) was awarded the 2024 Human Rights Defender Award by the US State Department. The CHRO has been instrumental in identifying and documenting the serious human rights violations committed by the junta forces since the 2021 military coup in Myanmar.

Chin revolutionary forces claims control of Kanpetlet

Khonumthung News: 3 January 2025

The Chin revolutionary forces have captured and taken control of the town of Kanpatlet town in southern Chin State, according to Chin Brotherhood (CB) and Kanpetlet Council.

The military council and police stationed in Kanpetlet town departed the area around 12:00 on 21 December, following negotiations led by local residents, according to the Kanpetlet Council and the Chinland Defense Force (CDF)-Kanpetlet Battalion.

The people of Kanpetlet have regained control of the town. On 22 December, the participation of the local population was evident, according to a statement from the Kanpetlet Council's information team.

The Chin Brotherhood (CB) also said that the military council forces fled their camp while the CB and allied forces were preparing to launch an operation, referred to as "Operation CB," to capture Kanpetlet town.

CB claims capture of 12 junta camps during operations to capture Mindat and Falam

The Chin Brotherhood (CB) announced that it has seized control of 12 junta camps in Mindat and Falam Townships, Chin State, during its offensive, and nearly 270 soldiers and police officers, along with their family members, have surrendered to the CB.

“We took all the surrendered prisoners of war to a safe place. They were taken to a place away from the battle. We keep them safely and securely,” said Ko Yaw Mann, Spokesperson of the CB.

During the operation to capture Mindat, the Chin Brotherhood (CB) took control of seven military camps where soldiers and police were stationed. These included the San Min Thiri Pagoda Hill, the staff quarters in Sanpya Ward, the District Construction Compound, Tower Hill, Ho Tat (Mindat), Mya Lay Pwint Pagoda Hill, and the 4th Mile Hill.

The military bombed the battle areas in Mindat with 120mm bombs using Y-12 aircraft around 2am on 19 December, one Mindat resident said.

"They carried out an airstrike around 2am this morning. They're conducting airstrikes in the battle areas of Mindat, dropping 120mm bombs with Y-12 aircraft. Since it's not nearby, I can't say much about the exact situation," said the Mindat resident.

Junta increases arrests of youths in Kalay under pretext of military service

Local residents report growing concerns about increased arrests of young people in Kalay town, Sagaing Region, citing the military service law as a reason for these arrests.

This December, the military council has intensified its arrest operations. In recent days, two 18-year-old men who had just returned from work were arrested, according to sources close to their families.

"He was just a young man living in Taung Zalat Ward. He was arrested while returning home from work. His friend was arrested the next day, and his family had to pay 2 million kyat to secure his release the same day. But he doesn't have enough money to pay this time, so he was sent to military training. All we can do now is pray for him," a family member said.

Chin resistance forces lose control of Kiamtlang camp near Hakha

The military junta has recaptured the Kiamtlang hilltop camp near Hakha using hundreds of troops after a week-long intense offensive, which had been previously seized by the joint forces of the Chinland Government, according to Chinland Defense Force-Hakha.

Located on the Hakha-Thantlang road, Kiamtlang hilltop camp is strategically crucial and has been the subject of repeated offensives between the military junta and Chin resistance forces to control the area, Chin resistance forces explain.�
The joint Chinland Government forces had previously attacked the Kiamtlang camp three times between October and November, successfully seizing it twice.
