Court removes defiant defiler from circulation

The Supreme Court has sentenced a man of Lusaka to 40 years’ imprisonment after he unrepentantly insisted that the girl he defiled informed him she was 16 years old, when she was below that age.

The court, comprising judges Evans Hamaundu, Jones Chinyama, and Nigel Mutuna, noted that the appeal lacked merit, and upheld the conviction and sentence.

In this case, Masautso Banda appealed to the highest court, challenging the decisions of the lower court.

He stated that the trial court misdirected itself in law and fact by not considering his statutory defence that the victim told him that she was aged 16.

GBV LEADS TO THE DEATH OF A 28 YEAR OLD WOMAN.

Gender based violence has led to the death of a 28 year old woman of Chifunabuli District, Luapula Province.

Racheal Chanda, aged 28, was on April 26, 2024, around 22:00 hours, beaten by her husband identified as Nicholas Bwalya aged 26.

Zambia police deputy spokesperson Danny Mwale confirmed that the deceased sustained general body pains and was admitted to Mwewa Clinic but later died on April 27, 2024 around 18:00 hours.

Mr Mwale explained that police investigations revealed that on April 26, 2024, around 21:30 hours, Mr. Bwalya, after a quarrel, fought with his wife in the presence of their Seven-year-old son.

He said as they were fighting, their son rushed to call his grandmother within the same village so that she could separate them.

"The grandmother and the boy found Racheal lying unconscious on the ground outside the house while her husband had run away. She was immediately taken to Mwewa Clinic where she was admitted.

"Fists and kicks are believed to have been used to inflict injuries.

"On April 27, 2024, her condition is said to have deteriorated and around 09:00 hours, she was referred to Lubwe Mission Hospital where she died around 18:00 hours,"Mr Mwale said.

He said police were alerted and instituted investigations leading to the arrest of the suspect.

Mr Mwale disclosed that the suspect is currently detained in custody waiting to be formally charged while the body of his wife is in the Mission Hospital Mortuary waiting for postmortem examination.

K100 million Eurobond vanishes without trace

THE Auditor-General’s report has revealed that K100 million which was drawn from the US$1.25 billion third Eurobond account and deposited into Control 99 for budget support has remained unaccounted for.

Zambia obtained US$750 million Eurobond in 2012, US$1 billion in 2014 and US$1.25 billion in 2015.

The Auditor-General’s report also noted that no tangible investments were done with the Eurobonds that the country obtained.

In 2020, Zambia became the first country to default on its debt leading to a debt-restructuring programme with its lenders, including bilateral creditors.

Kalaba wasn’t breathing when I got to him - Mephrine

THERE are certain moments that define the essence of humanity; instances where selflessness, compassion, and courage intersect to showcase our best qualities.

It’s often the actions of individuals like Mephrine Moonga that stand as beacons of inspiration. Despite going on with her business while on a public bus, she didn’t hesitate to ask the driver to stop so that she could render some assistance to some accident victims, who at the time, were total strangers.

As fate could have it, one of those strangers was football star Rainford Kalaba. Due to her act of selflessness, Kalaba has since been discharged from hospital and is recuperating at home.

Her humility shines through as she downplays her role and simply describes it as doing what she was trained to do.

She narrates that she was on a public bus when she saw Kalaba’s car wreckage, observing how people were taking pictures and videos.

It was then that she requested the driver of the public bus if she could get off and help in some way, and the driver was kind enough to stop. Her decision to leave the bus felt like a calling from God because her conscience couldn’t allow her to just sit on the bus and witness someone battling for their life.

Thus, she thought it better to offer assistance, as in nursing, they were taught to deliver services to all.

And her act of humanity has paid off. With immediate effect, the Civil Service Commission has awarded her employment.

FOOTBALLER RAINFORD KALABA’S FIRST ACCIDENT RESPONDER EARNS JOB IN CIVIL SERVICE

The Civil Service Commission has, with immediate effect, awarded employment in the Civil Service to Mephrine Moonga, a Bachelor of Science graduate from Eden University for bravery.

Moonga, 25, has been awarded employment for performing a Cardiopulmonary Resuscitation (CPR) on renowned former Chipolopolo captain Rainford Kalaba.
Speaking when he handed over the letter of employment to Moonga, Civil Service Commission Chairperson, Dr. Choolwe Beyani, disclosed that the gesture was an extension of the Presidential Initiative on Cholera Volunteers that has seen several volunteers earn space into the Civil Service.

Dr. Beyani said the gesture is not because of Kalaba’s fame but is about a selfless young lady who rose to the demands of her profession.
He said this when he, Members of the Commission and the Commission Secretary met Ms. Moonga in the Commission’s boardroom in Lusaka to deliver the good news.

“I think it is important to understand that this issue is not about Mr. Kalaba because he is known. It is an issue of a selfless young lady who rose to the demands of her profession under very unusual circumstances,” Dr. Beyani said.
And Moonga says she is grateful to the Civil Service Commission and President Hakainde Hichilema for recognizing her small contribution.
She said the opportunity to serve in government will have a great impact on her family being the first out of four siblings to be employed in the family.
Moonga told the media that she had no idea who the victim was and only learned that it was a football icon after getting home and reading on social media.
“What has happened today has changed my life. On 13th April (2024), on my way home in Chikankata from Lusaka, I helped a victim of an accident not knowing that it would come to this. I am very grateful,” said Moonga in an emotional tone.
Ms. Moonga also informed the media that she had never heard of the footballer nor watched him on television as she is not a soccer fan but that her action was based on her passion to serve mankind.

Minutes after a road traffic accident on Kafue Road, in which the football icon Kalaba was a victim, Moonga asked the driver on the bus she was traveling on from Lusaka to home in Chikankata to stop so she could help the casualties. At the scene, she noticed the female victim was lifeless but the male was still showing signs of life. She performed CPR for about 20 minutes till Kalaba showed some positive response.
Ms. Moonga has been appointed into the Civil Service as a Registered Nurse in Livingstone District, Southern Province.

FIVE DOGS MAUL A 3 YEAR OLD GIRL TO DEATH

A 3-year-old girl of Barlastone area in Lusaka has died after she was mauled by five dogs.

Investigations indicate that today, around 11:00 hours, Tumelo Chikote and her 5-year-old brother went to play at their friends' house within the neighbourhood in Barlastone area.

Immediately they opened the gate, they were attacked by five dogs. All of them got hold of Tumelo.

A named female who was inside the house only managed to rescue the boy. She called for help from other members of the community who helped to rescue Tumelo who sustained deep dog bite wounds on her neck and private parts.

She was rushed to Matero Level 1 Hospital where she was pronounced dead upon arrival.

Her body has been deposited in the University Teaching Hospital mortuary awaiting postmortem.

The owner of the dogs, identified as Chanda Bwalya, aged 43, has been detained in Police custody waiting to be charged while his dogs

have been taken by Lusaka City Council officials who visited the scene.

Deputy police spokesperson Danny Mwale who confirmed the incident said officers were informed that when the mother of the two children goes for work, they always go to play with their friends at the same house.

Police in Lusaka have charged and arrested a 74-year-old woman for the offence of Assault on a Child.

Rhoda Munshini, commonly known as C5, a Land Lady in Lusaka's old Kanyama compound, is alleged to have assaulted a 2-year-old boy by whipping him on the buttocks with a belt and a cooking stick. The Child sustained swelling buttocks.

The incident occurred on April 23, 2024 around 05:00 hours in old Kanyama compound.

Deputy police spokesperson Danny Mwale said investigations revealed that the child was whipped because he was crying too much and that the Land Lady had been complaining that the child was disturbing people in the neighbourhood as a result of his unexplained crying.

Mr Mwale disclosed that it is alleged that the suspect requested the mother to give her the child while claiming that she just wanted to scare him so that he stops crying.

"She took the child inside her house and started whipping him. When the 35-year-old mother heard her child crying uncontrollably, she forced her way into the Land Lady's house and grabbed back her child.

"She reported the matter to Police after noticing that her child had injuries.

"Police officers immediately arrested and detained the suspect in Police custody while the child was rushed to Kanyama Level One Hospital where he was treated and later discharged. His condition is said to be stable,'"Mr Mwale said.

Kamanga attributes fraud claims to FAZ politics

FOOTBALL Association of Zambia (FAZ) president Andrew Kamanga has attributed the money laundring charges leveled against him by the Drug Enforcement Commission to FAZ politics.

Speaking when he featured on Prime TV's The Big Hour programme last night Kamanga said some individuals are merely using misinformation as means of campaign ahead of the forth coming FAZ elections early next year.

Yesterday, the Drug Enforcement Commission arrested Andrew Kamanga, FAZ general secretary Rueben Kamanga and two other individuals identified as Madalitso Kamanga and Jairous Siame on money fraud charges amounting to k341, 902 and an additional k99,980 worth of air tickets.

According to DEC's investigations it was revealed that Kamanga and FAZ general secretary Reuben, obtained k341, 902 from government as allowances for Madalitso and Siame to attend the 2023 Africa Cup of Nations (AfCON) in Ivory coast.

Additionally, the duo, Madalitso and Siame obtained return air tickets to Zambia amounting to k99,980.

It was however determined that the duo was not entitled to any funding in the nature of allowances as they do not hold any official or executive seat in FAZ culminating into the charges of money laundering against the FAZ officials and the two other men.

But in his defense, Kamanga expressed ignorance on the charges citing that in his eight years at FAZ, it was his first time witnessing such an occurrence.

He claimed that Madalisto Kamanga and Jairous Siame are part and parcel of FAZ as they have been rendering various services in light of both local and international games for a long time.

"In the last eight years that I have been in FAZ, it was the first time that I got such a query.,"

"We have never been given guidance that advance parties should only be for FAZ staff and ex-committee members and we did qualify that with ministry but most importantly for us these two officials are part and parcel of FAZ," Kamanga said.

"For Madalitso, we share the same surname people have claimed we are related of course we are not related by blood but he has been with power dynamos for many years performing security duties for FAZ and Jairous is an official with the National Assembly," Kamanga explained.

"Even in our constitution it is defined that someone who is working with a club, and are given an assignment, they are part and parcel of FAZ."

Kamaga further said that FAZ considered the duo as part of the association's standing committees, citing team doctors as his examples.

"Outside the executive, outside the members of staff, we also have standing committees such as team doctors who are not FAZ employees so unless someone says even those team doctors when they are paid by government is money fraud, then they shouldn't be paid." he elaborated.

Kamanga attributed the misinformation as means to de-campaign him ahead of the FAZ elections.

"So the long and short end of (the story) is that this is early campaign season, we have elections early next year and anything that can be thrown up is a good story for campaign," added Kamanga.

IT’S A MIRACLE KALABA IS ALIVE- KATUMBI.

TP Mazenbe president Moise Katumbi told journalists on Tuesday that it is a miracle Zambian legend Rainford Kalaba survived the road accident.

Speaking when he visited Kalaba Katumbi paid tribute to the Zambian government, UTH doctors, staff and public for working round the clock to resuscitate the life of the 2012 Africa Cup of Nations winner when he was taken to the facility unconscious.

He says the prayers of Zambians who stood with Kalaba helped give his ‘son a second chance.’

Katumbi dispelled assertions TP Mazembe had separated with the player saying Kalaba was now transitioning to the technical staff with the youth team.

He further said that he strongly reprimanded TP Mazembe website handlers for publishing an unverified article announcing that Kalaba had died.

April 23,2024 - The Zambia Police Service is deeply concerned about the allegations of torture involving some of our officers in Mpongwe District. A video of a woman is circulating on various social media platforms in which she is alleging that she had suffered a broken spine at the hands of police officers in Mpongwe District. We take such allegations seriously and are committed to upholding human rights and the rule of law.

An immediate investigation has been launched into the matter to ensure that justice is served. Any officer found to be involved in the alleged incident will be held accountable and face the full wrath of the law.

We condemn any form of police brutality and assure the public that such actions do not represent the values and principles of the Zambia Police Service. We are committed to ensuring that all officers adhere to the highest standards of professionalism and respect for human rights in the ex*****on of their duties.

Zambian Breweries, the Road Transport and Safety Agency (RTSA) and the Zambia Police Service (ZP) are calling on Mosi Day of Thunder (MDOT) 2024 revellers to adopt a safety-first mindset ahead of this year’s instalment of the festival in Livingstone.

RTSA and the Zambia Police, in partnership with Zambian Breweries, will be undertaking road safety education and traffic law enforcement activities in the leadup to and during the event as a reminder of the safety measures road users must follow. Zambia Breweries has further committed K100,000 towards these efforts.

Zambian Breweries Country Director, Thais Cavinatto said that the safety of festival attendees is a top priority for all the stakeholders involved: “For the thousands of music enthusiasts from across the country and beyond, many of whom will be travelling long distances to attend, rest assured that safety is a top priority for us during this period. Zambian Breweries is once again privileged to have our all-weather friends from the Road Transport and Safety Agency (RTSA) and the Zambia Police Service (ZP) accompanying us to and from the journey to the Mosi Day of Thunder in Livingstone by ensuring that every possible safety measures are in place for the wellbeing of the many fans travelling to MDOT.”

“This year’s theme ‘Thunder Together’, embodies the spirit of unity, collaboration and solidarity. It highlights the importance of coming together as a people to celebrate our shared heritage, culture and achievements,” Ms Cavinatto added.

RTSA Deputy Director of Safety, Eng. Alinani Msisya noted that the risks associated with increased vehicular population is worsened when road users fail to adhere to road traffic regulations.

He further highlighted driving under the influence – along with over speeding, failure to use seat belts, use of mobile phones while driving and other infringements – as some of the major causes of road traffic crashes in Zambia and urged the public to avoid doing so as the resulting impaired judgement puts the life of both the driver and other road users at risk.

“Please don’t drink and drive. Should you drink, ensure that you have a sober driver with a valid driver’s licence to drive you. Most of the road traffic crashes recorded are mainly due to human error, i.e., speeding, the use of mobile phones while driving etc. We therefore wish to implore everyone to be patient on the road, to be courteous to other road users in order to improve the road safety profile of our country,” said Eng. Msisya.

Zambian Breweries in line with its Smart Drinking initiative continues to work hand-in-hand with the Zambia Police and RTSA to promote responsible alcohol consumption as well as to create awareness around driving drunk and binge drinking.

Zambian Breweries Legal and Corporate Affairs Director, Tawanda Hojane reiterated this stance reminding the public to practice the four Cheers Pa Easy tenets that remind consumers to pace themselves, ensure that they eat, drink water in between their alcoholic drinks, and not to drink and drive.

The 7th edition of the Mosi Day of Thunder promises to be an exciting celebration of Zambian talent and culture and continues its tradition of featuring an iconic star lineup of local artists. This year, the stage will also be supported by South Africa’s drum boss, Heavy K.

𝐃𝐫𝐮𝐠 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (𝐃𝐄𝐂) 𝐀𝐫𝐫𝐞𝐬𝐭𝐬 𝐅𝐨𝐨𝐭𝐛𝐚𝐥𝐥 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐙𝐚𝐦𝐛𝐢𝐚 (𝐅𝐀𝐙) 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐀𝐧𝐝𝐫𝐞𝐰 𝐊𝐚𝐦𝐚𝐧𝐠𝐚.

𝐿𝑢𝑠𝑎𝑘𝑎, 𝑇𝑢𝑒𝑠𝑑𝑎𝑦 23𝑟𝑑 𝐴𝑝𝑟𝑖𝑙, 2024.

The Drug Enforcement Commission (DEC) has arrested and jointly charged two (2) Football Association of Zambia (FAZ) Officials and two (2) other individuals for money laundering offenses. The suspects apprehended are:
 Andrew Kamanga, FAZ President, aged 57, residing in Lusaka's Mimosa area,
 Reuben Kamanga, FAZ General Secretary, aged 52, residing in Lusaka's Makeni area,
 Madalitso Kamanga, aged 53, residing in Lusaka's Woodlands Chalala, and
 Jairous Siame, aged 44, residing in Lusaka's Mumbwa Road.

These individuals have been jointly charged with several offenses including:
 Obtaining money by false pretense contrary to Section 309 of the Penal Code Cap 87 of the Laws of Zambia.
 Obtaining pecuniary advantage by false pretense contrary to Section 309 (A) of the Penal Code.
 Conspiracy to defraud contrary to section 313 of the Penal Code.

DEC investigations revealed that the suspects while acting together obtained K341, 902.00 from the Government of the Republic of Zambia under false pretenses. This money was purportedly allocated as allowances for Madalitso Kamanga and Jairous Siame to attend the 2023 Africa Cup of Nations (AFCON). The allowances were transferred into their personal accounts with each one (Madalitso and Jairous) getting K170, 951.00. Furthermore, the duo also obtained return tickets valued at K99,980.00.

It was discovered that the funds were disbursed to two individuals under the guise of being FAZ officials, necessitating their attendance with the advance party for AFCON.

However, investigations revealed that neither Madalitso Kamanga nor Jairous Siame held official or executive positions within the Football Association of Zambia (FAZ).
This fraudulent activity transpired between 1st January and 15th February 2024, coinciding with the dates of the Africa Cup of Nations held in Ivory Coast from 13th January to 11th February 2024.

The suspects are currently finalizing bond processes and will appear in court soon.
The Drug Enforcement Commission (DEC) underscores its unwavering commitment to combating money laundering offenses within Zambia. The recent joint charges against Football Association of Zambia (FAZ) officials and associated individuals demonstrate the DEC's dedication to upholding the law and preserving the integrity of financial systems.

As an institution mandated to tackle financial crimes, the DEC reaffirms its stance against all forms of illicit activities, including those perpetrated under false pretenses. The Commission will continue to investigate and prosecute individuals involved in money laundering schemes, ensuring accountability and justice for all.

POLICE OFFICER DIES IN AN ACCIDENT

A police died after being involved in a road traffic accident at the Kenneth Kaunda International Airport.

Constable Raphael Mupatayi, aged 28,from Airport Division, who was riding a Kawasaki motorbike bearing registration number AEB4638.

Constable Mupatayi was pronounced deceased upon arrival at Levy Mwanawasa Teaching Hospital.

Police spokesperson Rae Hamoonga confirmed the development.

Mr Hamoonga said the incident occurred on Monday April 22,2024, around 07:30 hours along the Airport Road at Meanwood Junction, near Kenneth Kaunda International Airport.

He said another officer Constable John Mulenga, aged 29, also from Airport Division and riding as a pillion, sustained serious injuries in the accident.

He was promptly rushed to University Teaching Hospital for urgent medical attention.

"Furthermore, Dorothy Mulenga Kumwenda, aged 56, residing at Meanwood Ndeke Plot 303 Phase One, was involved in the collision.

"Ms. Kumwenda was driving a Mercedes Benz ML 350, registration number ALL 7169. The vehicle sustained damages to the front right fender, right side view mirror, front windscreen, front right headlamp, and front bumper.

"Preliminary investigations indicate that the accident occurred due to the driver of the Mercedes Benz failing to yield the right of way to the motorbike, which had the lawful right of way,"he said.

He said a case docket has been opened, and thorough investigations into the circumstances surrounding the incident are currently underway.

FRA ASSURES CONTINUOUS SUPPLY OF MAIZE

THE Food Reserve Agency (FRA) has assured the public of continuous supply of maize to the drought affected areas of the country through the implementation of its strategic relief programmes.

FRA executive director Mwansa Chamatete said the program is aimed at making maize available to vulnerable households in the affected areas.

Mr Chamatete explained that this is to actualize emergency response measures following the declaration of a drought emergency by President, Hakainde Hichilema.

"The Agency (FRA) will continue implementing the Community Sales Programme in drought affected areas in order to make maize available to the vulnerable communities to ensure sustained domestic and national food security.

" In this regard, stakeholders responsible for identifying vulnerable households in the affected areas are reminded to be ensuring that only genuine beneficiaries are listed on the beneficiaries lists that are submitted to FRA for the intended beneficiaries to be sold maize,"

He however noted that in order to sustain the programme for a longer timeframe, only one fifty kilogramme bag of maize is being sold per household per month at a price of K330.00.

The executive director said as the exercise continues, they shall be no unnecessary movement of maize from one beneficiary district or identified community locations to the other in order to prevent negative vices such as fraud, theft, trading among others.

He noted that Movements of Maize shall only be undertaken for redistribution from surplus to deficit areas for authorised purposes. The affected communities are advised to avoid panic buying for hoarding in order to rationalise and sustain the utilisation of these stocks from the National Strategic Food Reserves.

"The Agency will closely work with the local leadership, Zambia Police Service and other Government wings to ensure there is no abuse of this well intended intervention.

"Further, the Agency wishes to inform the public that in addition to the Community Sales Programme currently being implemented, other strategic interventions aimed at ensuring sustained national food security are being implemented. These include: the Homegrown School Feeding Programme, maize sales to hospitals, hospices, boarding schools, correctional facilities, and the Disaster Management and Mitigation Unit among others.

"The Agency is also selling maize to Zambia National Service and Zambia Correctional Services aimed at making affordable mealie meal readily available on the local market. These measures will continue being implemented until when the situation normalises.

"The continuous implementation of the above interventions among others will positively impact national food security and result in sustained domestic and national food security," he said.
