09TH JUNE, 2021 - Concerning a video circulating on social media depicting a male adult with head injuries, it all begun when some PF Cadres, identified as Elisha Simumba aged 31, Kenny Sikaonga aged 36 and Isaac Sinkala aged 30 also reported three (3) Assault Cases alleged to have occurred at Ikumbi Taxi Rank, near Customs Yard that they were assaulted by suspected UPND Cadres identified as Adam Chimfwembe, Jackson Chomba aged 40 also an aspiring Candidate as a Councilor for UPND at Old Fife Ward and Aaron Sichimata 19 all of Ntindi Village.
The three suspects were apprehended and detained in custody and this prompted other UPND Cadres to storm the Police Station in an attempt to forcefully rescue their colleagues (suspects) who were in police detention. At that point, some PF Cadres were still at the Front Office at the police station as they had escorted the victims of the Assault O.A.B.H.
The unruly mob of UPND Cadres armed with Catapults, stones and sticks stormed the police front office and attacked Police Officers and in the process of dispersing this unruly crowd, two police officers sustained injuries.
Also a Toyota Vitz unregistered which was parked at the Police Station, property of one of the police officers was damaged , a stone was used in the act.
During the fracas, the PF Cadres who were at the police station sort refugee within the buildings of the Police Station whilst their opponents were throwing stones using catapults. The one being depicted in the video with head injuries identified as Misheck Kabwe aged 34 years of Ntindi village in Nakonde also Provincial UPND Youth Chairman, was attempting to stop his fellow UPND members from perpetuating their misconduct and was in the process injured.
He sustained a deep cut at the back of the head and on the left eye.
The circumstance under which he was injured has not yet been established.
Acting on this criminal conduct, seven (7) suspected UPND Cadres identified as Handson Muleya aged 3

PeP STATEMENT No. 33 ISSUED ON FRIDAY, 30th APRIL 2021: FOR IMMEDIATE RELEASE
1. As Patriots for Economic Progress (PeP) we are very disappointed with the response that was given by the Minister of Home Affairs Honorable Stephen Kampyongo when asked in Parliament why the Zambia Police Service had detained Mr Ackson Sejani and others for a prolonged period of time without taking them to Court. The Minister’s explanation that the prolonged detention was because Police needed to do detailed investigations does not hold water because the law is very clear that Police must first investigate and gather sufficient evidence before effecting an arrest.
2. As Patriots for Economic Progress our considered view is that by first arresting Mr Ackson Sejani and then investigating later, the Police acted in an arbitrary manner which is against the spirit and letter of the Constitution of our Republic. Our expectation was that instead of supporting and defending the arbitrary and onerous actions of the Police, Honorable Kampyongo as a supervising Minister should have been rendering an apology to Mr Ackson Sejani etal, and assuring the nation that such arbitrary conduct by the Police will not repeat itself going forward.
3. As Patriots for Economic Progress we wish to take this opportunity to remind the Honorable Minister of Home Affairs that his actions and pronouncements today sets a precedent for the future. Therefore if he justifies and supports the arbitrary actions of the Police to detain people for prolonged periods of time without taking them to Court, he is creating a basis for a different future Government to do the same to current Government officials including himself, when they are out of office. It is always beneficial to us all when the law is applied fairly and equitably across the board.
