7.2 MAGNITUDE EARTHQUAKE HITS MINDANAO, PHILIPPINES

A strong earthquake with a magnitude of 7.2 struck several provinces in Mindanao, Philippines today, November 17, 2023 at 4:14 PM. The epicenter of the earthquake was located 10 kilometers southeast of the town of Matanao in Davao del Sur province. The earthquake was felt in several other provinces in Mindanao, including Glan, Sarangani; General Santos City, South Cotabato; Maasim, Malapatan, Sarangani; Lake Sebu, Tampakan, Polomolok, Banga, South Cotabato; Kidapawan City, Cotabato; Magsaysay, Davao City, Davao del Sur; Don Marcelino, Jose Abad Santos, Davao Occidental; Kiamba, Maitum, Sarangani; Norala, Tantangan, South Cotabato; President Quirino, Lebak, Isulan, Esperanza, Columbio, Kalamansig, Sultan Kudarat.

The earthquake was caused by the movement of the Philippine Plate along the Cotabato Trench. The Philippine Plate is moving westward at a rate of about 6 centimeters per year. This movement causes the plates to grind against each other, which can cause earthquakes.

The earthquake has caused damage to some buildings and infrastructure in the affected areas. There have also been some reports of injuries.

The Philippine Institute of Volcanology and Seismology (PHIVOLCS) is currently assessing the damage caused by the earthquake. The agency is also monitoring the situation for any aftershocks.

The earthquake is a reminder of the importance of earthquake preparedness. PHIVOLCS encourages everyone to have an earthquake plan in place and to know what to do in the event of an earthquake.

OVER P3.6 MILLION WORTH OF SHABU CONFISCATED IN PDEA OPERATIONS IN MARAWI CITY AND SULU

Philippine Drug Enforcement Agency (PDEA)-Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) agents seized over P3.6 million worth of shabu from six alleged drug dealers in separate entrapment operations in Marawi City and Sulu province on Thursday.

In Marawi City, PDEA-BARMM agents, with the assistance of personnel from the Police Regional Office-BARMM, arrested Minsuary Abinal and Ansary Gulman after they sold P3.4 million worth of shabu to undercover agents near the Abdullah Hospital. The two suspects, who are both Maranaws, are now detained in a PDEA-BARMM facility and will face charges for violating the Comprehensive Dangerous Drugs Act of 2002.

Earlier that day, PDEA-BARMM agents, assisted by the Patikul Municipal Police Station and the Sulu Provincial Police Office, confiscated close to P200,000 worth of shabu from four Tausug men in Barangay Latih, Patikul town, Sulu. The suspects, Al Naber Jadjuli, Utal Abdulla, Apalal Padjiri, and Rashier Bakil, voluntarily surrendered after they realized they had sold shabu to undercover PDEA-BARMM agents and policemen disguised as drug dependents.

PDEA-BARMM Director Christian Frivaldo commended the agents and law enforcement personnel involved in the operations for their dedication to combating the illegal drug trade in the region. He also urged the public to continue providing information about illegal drug activities in their communities.

Bitbit ng mga bakwit mula sa Rorogagus Temporary Shelter ang kanilang mga panawagan sa gobyerno na pansinin ang hinaing tungkol sa nakaambang pagpapaalis sa kanila sa kanilang shelter.

Sa darating na October 15 ay paaalisin na raw ang humigit kumulang 230 na internally-displaced families sa Rorogagus Temporary Shelter. Kinumpirma ni Jaslia Abbas, IDP President ng Rorogagus Temporary Shelter, na sinabihan na raw noong September 19 ang mga residente tungkol sa pagtatapos ng kanilang kontrata.

Ayon kay Abbas, marami na silang mga sulat na naipadala sa iba't-ibang opisina ng gobyerno ngunit wala pa rin silang natatanggap na kahit anong konkretong aksyon at tugon.

"Hindi na tama yung puro pangako nalang sila... Sa 3 years na humihingi kami ng tubig dito, wala namang nakarating. Ngayon ang gusto nila mag-renta kami dito, eh wala na nga kaming makain," ani Abbas.

Ngayong araw ay magsasagawa ng pagkilos ang mga bakwit sa opisina ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) - Marawi Rehabilitation Program sa Panggao Saduc, Marawi City.

Sa liham kay NCMF Commissioner Yusoph Mando, humingi ng paliwanag ang ordinaryong mamamayan na si Norodin B. Lomondot sa disposisyon ng cash donation na ginawa ni Mayor Atty. Majul U. Gandamra ng Islamic City of Marawi para sa pagbili ng mga gamot para sa Hajj 2022.

Ang donasyon, na nagkakahalaga ng PHP 500,000, ay itinurn-over sa opisina ni Mando noong Marso 2022. Gayunpaman, sinabi ni Lomondot na ang donasyon ay hindi pa natatanggap ng Hajj Medical Team hanggang sa kasalukuyan.

Sa kanyang liham, sinabi ni Lomondot na siya ay "umaasa na magkaroon ng natutunaw at katanggap-tanggap na paliwanag" sa bagay na ito, dahil ang donor ay "humihiling at umaasa na makatanggap ng mga mapatunayang dokumento ng pagpuksa gaya ng napagkasunduan sa papel."

Hindi pa sumasagot si Mando sa liham ni Lomondot.

Ang isyu ng nawawalang donasyon ay nagdulot ng mga alalahanin tungkol sa transparency at pananagutan ng NCMF sa paghawak ng mga donasyon para sa Hajj. Naglagay din ito ng pansin sa pangangailangan para sa mas mahusay na koordinasyon sa pagitan ng NCMF at ng Hajj Medical Team.

Ang liham ni Lomondot ay isang paalala na ang NCMF ay may responsibilidad na tiyakin na ang mga donasyon para sa Hajj ay ginagamit para sa kanilang layunin. Ang NCMF ay dapat maging transparent at may pananagutan sa paghawak nito ng mga donasyon, at dapat itong magtrabaho upang matiyak na ang mga donasyong ito ay makakarating sa mga nilalayong makikinabang.

Ang NCMF ay dapat ding magtrabaho upang mapabuti ang koordinasyon sa Hajj Medical Team upang matiyak na ang mga donasyon ay ginagamit nang mahusay at mabisa. Ang NCMF at ang Hajj Medical Team ay dapat magtulungan upang matiyak na ang mga peregrino ay may access sa kinakailangang pangangalagang medikal sa panahon ng Hajj.

Ang isyu ng nawawalang donasyon ay seryoso, at mahalaga na ang NCMF ay gumawa ng mga hakbang upang matugunan ito. Ang NCMF ay dapat magbigay ng buong paliwanag kung ano ang nangyari sa donasyon, at dapat itong gumawa ng mga hakbang upang matiyak na hindi na ito mauulit.

PAG-INSPEKSYON SA MGA ARI-ARIAN NG MARAWI SIEGE CLAIMATS, SINIMULAN NA!

Sinimulan na ng Marawi Compensation Board (MCB) ang kanilang mga ocular visit para sa mga claimant ng Marawi Compensation Act. Nagsimula ang mga pagbisita noong Huwebes, Agosto 3, 2023, at magpapatuloy hanggang sa mabisita ang lahat ng naghahabol.

Ang mga ocular na pagbisita ay isinasagawa ng isang pangkat ng mga opisyal ng MCB na mag-iinspeksyon sa mga ari-arian ng mga naghahabol upang i-verify ang lawak ng pinsala at upang matukoy ang halaga ng kabayarang dapat bayaran.

Aabisuhan ang mga claimant sa pamamagitan ng text message tatlong araw bago ang kanilang nakatakdang pagbisita. Pinapayuhan silang linisin ang kanilang mga ari-arian at mag-post ng impormasyon na naglalaman ng kanilang pangalan at numero ng pag-tag ng bahay upang mapadali ang inspeksyon.

Kung ang ari-arian ay ganap na nasira o ang proyekto ay naitayo na, ang MCB team ay ibabatay ang pagtatasa nito sa profile ng DENR ng claimant. Mabe-verify pa rin ang lupa.

Tanging mga bahay, komersyal, at istrukturang kultural ang bibisitahin. Ang mga may-ari ng mga ari-arian ay dapat naroroon sa panahon ng mga pagbisita, o dapat silang katawanin ng isang awtorisadong tao na maaaring magpakita ng patunay ng awtorisasyon.

Ang mga naghahabol na nagsampa ng kamatayan at nawawalang mga paghahabol ay hindi bibisitahin.

Hindi mai-post ng MCB ang mga pangalan ng mga claimant na bibisitahin dahil sa mga alalahanin sa privacy ng data.

Ang mga pagbisita sa mata ay isang mahalagang bahagi ng proseso ng pagtukoy ng halaga ng kabayaran na dapat bayaran ng mga naghahabol. Ang MCB ay nakatuon sa pagtiyak na ang lahat ng naghahabol ay tinatrato nang patas at na matatanggap nila ang kabayarang nararapat sa kanila.

Marawi Compensation Board Posts List of Claimants for Possible Filing of Opposition

Ipinost na ng Marawi Compensation Board (MCB) ang listahan ng mga claimant (Death Claim) na sasailalim sa posibleng pagsasampa ng oposisyon. Ang listahan ay makikita sa MCB social media.

Alinsunod sa Seksyon 50 ng Implementing Rules and Regulations (IRR) ng Republic Act No. 11696, ang sinumang kinauukulang partido ay maaaring maghain ng nakasulat na oposisyon mula sa oras ng paghahain hanggang sa finality ng award para sa monetary compensation. Ang mga sumusunod ay ang mga batayan para sa paghahain ng pagsalungat:

1.Ang claim ay mapanlinlang, kathang-isip, o hindi totoo.
2.Ang naghahabol ay hindi karapat-dapat sa ilalim ng Seksyon 29 ng IRR.
3.Ang paghahabol ay hindi isa sa mga nakatala sa ilalim ng Seksyon 29 ng IRR.
4.Anumang iba pang makatwirang batayan na maaaring ipalagay ng Lupon na nararapat.

Kung walang pagsalungat na isinampa sa loob ng itinakdang panahon, ang gawad para sa kabayarang pera ay magkakabisa.

Ang MCB ay nagbigay din ng isang Claims Opposition form na maaaring i-download. Ang form ay maaaring punan at isumite sa opisina ng MCB.

Ang MCB ay magsisimulang mag-post ng lahat ng nasuri na mga claim na may permanenteng docket sa regular na batayan upang makasunod sa mga kinakailangan ng batas.

Hinihikayat ng MCB ang lahat ng kinauukulang partido na repasuhin ang listahan ng mga naghahabol at maghain ng oposisyon kung mayroon silang anumang dahilan para gawin ito. Ang pagsasampa ng oposisyon ay isang mahalagang bahagi ng proseso ng pagtiyak na ang mga parangal sa kabayaran ay patas at makatarungan.

Nais ipaalam sa publiko na ang impormasyon na kumakalat tungkol sa pagkaubos ng 1 Billion Budget para sa kompensasyon ng mga biktima ng Marawi Siege sa taong 2023 ay hindi totoo.

Ang Marawi Compensation Board ay hindi pa naglalabas ng anumang monetary compensation sa mga claimant nito.

BUDGET NG MARAWI COMPENSATION BOARD NA 1 BILLION PESOS, UBOS NA!?

Marami ang tila nagulat at di maka paniwala sa pahayag ni MCB Chairperson na paubos na raw ang 1 billion budget nila for this year. Pero teka lang, paubos na nga ba?

Ang sagot ay hindi, ni hindi nga nabawasan ni isang kosing. Eh bakit nila sinabi na paubos na? Ganito kasi yon, (Taray!). Simula ng magsimula ang kanilang pag tanggap ng application of claims for compensation naka pag tala na sila agad ng 2073 claims for the whole month ng July (hindi lang July 4).

o ngayun? Anong konek?, base sa initial review nila sa mga naka submit ng papeles (excluding yong may problema, di porket naka submit ka na ay mababayaran ka na, dadaan pa yan sa proseso) halos P800 million na ang halagang maibabayad na sa mga qualified claimants. (take note ah maibabayad, future tense).

Eh kung ganun pala na di nabawasan, bakit hihingi agad ng pondo?, Aba! Bakit hindi?. Sa loob lamang ng buwan ng Hulyo ay paubos na nga ang budget eh ano, kapag naubos saka tayo hihingi? Pwede naman yon, ka*o ayaw ng MCB na maghintay pa ang mga claimants, sabi nga ng ilan pagod na nga daw silang mag hintay (Char!). Pero seryoso, ayaw nila tayong maghintay (Kasama na ako kasi IDP din naman ako).

Kailan ba kasi sila magbabayad? Alam mo, lumalabas na naman ang pagiging mainipin mo, ayon sa aking source (Not a maretes) baka sa mga susunod na buwan ay may maka tanggap na ng kanilang bayad.

Kilala naman natin ang mga namamahala sa MCB, ni isa sa kanila ang may bahid ng coruption o may bad records, mag tiwala tayo sa kanila dahil di nila ipagpapalit ang kanilang magagandang pangalan para lang sa pera na meron na sila.

The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) in collaboration with Bangsamoro Women Commissionโ€“Lanao convened a peace conversation last April 16, 2023, at Camp Jabal Nur, Brgy. Cabasaran, Madamba Lanao del Sur.

The activity aims to provide a venue for women to convene a conversation on the concepts of Women, Peace, and Security (WPS). It discussed the role and situation of women in Bangsamoro especially those who are situated in conflict-affected areas.

Part 1 of the activity which was the Women Conversation with MNLF Community highlights the following: Understanding the situation of the MNLF Women in the Bangsamoro: Concept introduction of S*x and Gender, Peace and Conflict; Context of Conflict in the PH: Quick overview of the peace tables and other sources conflicts in the country; Understanding the situation and Looking for Solution: Study of context, origins, weaknesses, and strengths and understanding the conflict dynamics; Making strategic choices, etc.; Building Blocks of Gender Analysis: The difference between the role of men and women in the community, politics, etc.; and
Manifestation of Womenโ€™s Role in achieving just and lasting peace.

During the women's peace conversation, BWC Executive Assistant Hasana H. Malic-Unda gave an orientation overview of the four pillars of Women, Peace, and Security (WPS) as Empowerment and participation, protection and prevention, promotion and mainstreaming, monitoring and evaluation. She also gave an update on the draft BARMM Regional Action Plan on Women, Peace, and Security and emphasized the importance of women in the community to obtain peace. Later on, an open forum happened. Most of the participants raised their issues and concerns in terms of livelihood and assistance from the BARMM Government. Representatives from different line agencies were also present during the iftar program in the community and delivered their solidarity messages.

The activity was a success and it was able to provide a platform for women to discuss their issues and concerns and to learn more about the importance of their role in peacebuilding. It is hoped that this will be the first of many such activities that will help to promote peace and security in the Bangsamoro region.

May 19, 2023| IMPLEMENTING RULES AND REGULATIONS (IRR) NG MARAWI SIEGE VICTIMS COMPENSATION ACT APROBADO NA NG MCB

Pinirmahan ng Chairperson at 8 members ng Marawi Compensation Board ang Implementing Rules and Regulations (IRR) ng Marawi Siege Victims Compensation Act (RA 11696).

Ang IRR ay epektibo pagkatapos ng 15 days ng pagkalathala nito sa dalawang newspapers na may pagkahalatang sirkulasyon.

Ang IRR ay naglalaman ng pamamaraan at regulasyon ng pag apply at pag aproba ng MCB sa monetary claim ng mga lawful owners ng residential, commercial, and cultural structures or lawful owners ng personal properties or mga missing or legally presumed dead sa Most Affected Area (MAA) at Other Affected Area (OAA) sa Marawi City noong 2017 Marawi Siege.

Pagkapasa ng IRR, ang MCB na siyang magpapatupad ng IRR ay mag aanunsiyo kung kailan magsisimula at magtatapos ang period to file applications for monetary claim.

Matatandaan na ang IRR ay nagdaan sa consultation with 5 agencies namely: DOF, DBM, NEDA, TFBM at BHRC. Pati na rin Public Hearing of Experts noong April 27, 2023, Public Consultations May 15 and 16, 2023, bago ito ma finalize at aprobahan ng MCB.

Suportado ng mga negosyanteng Muslim at Kristiyano ang planong buksang muli ang airport sa makasaysayang bayan ng Malabang sa Lanao del Sur upang umunlad ang lokal ekonomiya na isa sa layunin ng Mindanao peace process.

Sa pahayag nitong Sabado, May 20, 2023, ni Paisalin Tago, transportation and communications minister ng Bangsamoro Autonomous Region in Muslim Mindanao, katuwang nila ang central office ng Civil Aviation Authority sa pagpaplano na muling buksan ang Matling Airport sa bayan ng Malabang sa Lanao del Sur.

Ayon kay Tago, na isa sa 80 na mga kasapi ng interim BARMM parliament, sila ay nagagalak sa suporta ng mga malalaking grupo ng mga negosyante sa Lanao del Sur, sa Maguindanao del Norte at sa Cotabato City sa usaping bubuksang muli ang Matling Airport sa Barangay Matling sa Malabang na mahigit dalawang dekada ng sarado.

Naging paliparan noong dekada โ€™80 ng mga maliliit na eroplano ng Philippine Airlines ang sementadong Matling Airport na sakop ng Cotabato-Malabang-Iligan air route ng naturang airline company.

Ilang mga negosyanteng kasapi ng Cotabato City Chamber of Commerce ang nagpahayag din ng pagpabor sa planong buksan ang Matling Airport na abot sa 1, 360 meters ang konkretong runway.

Ayon kay Mohammad Pasigan, chairman ng Regional Board of Investments ng BARMM, nais nilang mabuksang muli ang Matling Airport dahil sa magiging magandang epekto nito sa โ€œinvestment climateโ€ ng mga magkatabing mga probinsya ng Lanao del Sur at Maguindanao del Norte.

Maliban sa mga agricultural products nito, kilala din ang Lanao del Sur sa traditional handicrafts gaya ng brass wares at mga baul na may mga palamuti, โ€œbaorโ€ ang tawag sa wikang Maranao, na export quality.

Ang Matling Airport ay unang ginawa bilang rough airstrip ng mga Amerikanong nagtatag ng cassava plantation sa Malabang noong 1928.

Naging malawak ang cassava plantation ng kanilang kumpanyang Matling Industrial and Commercial Corporation, nabuwag ng mahati-hati ang mga lupaing sakop nito batay sa Comprehensive Agrarian Reform Program ng pamahalaan, at ipinamahagi sa mga Muslim at Kristiyanong mga manggagawa nito.

Ayon kay Tago kasama sa kanilang ginagawang pagsasaliksik sa muling pagbubukas ng Matling Airport ang kung paano mapapaunlad ang buhay ng mga residente sa paligid nito bilang epekto ng economic improvement na magaganap kung muling gagana ang naturang paliparan.

MARAWI COMPENSATION BOARD HOLDS PUBLIC CONSULTATION TO FINALIZE THE IMPLEMENTING RULES AND REGULATION FOR MARAWI SIEGE COMPENSATION ACT

The Marawi Compensation Board (MCB) held another round of public consultation on the finalization of the Implementing Rules and Regulations (IRR) of the Marawi Siege Compensation Act on March 15 and 16, 2023. The consultation was attended by Local Government Units, Civil Society Organization, non-government organization, academe, private institution , sectors from religious, business, media, traditional and IDP leaders from the transitory and permanent shelters.

The MCB is tasked with implementing the Marawi Siege Compensation Act, which provides compensation to those who were affected by the 2017 Marawi siege. The IRR is a set of rules that will guide the MCB in implementing the law.

During the consultation, the MCB presented the draft IRR to the IDP leaders and invited them to provide their feedback. The IDP leaders raised a number of concerns, including the definition of "affected person," the amount of compensation, and the process for applying for compensation.

The MCB took note of the concerns raised by the IDP leaders and assured them that their feedback will be considered in finalizing the IRR. The MCB also said that it will continue to hold public consultations to ensure that the IRR is inclusive and responsive to the needs of the Marawi siege survivors.

The MCB is expected to finalize the IRR by the end of March 2023. Once the IRR is finalized, the MCB will start accepting applications for compensation.

The IDP leaders who participated in the consultation expressed their appreciation to the MCB for holding the public consultation and for listening to their concerns. They said that they are hopeful that the MCB will be able to provide them with the compensation that they deserve.

The Marawi Siege Compensation Act is a landmark law that will provide much-needed assistance to those who were affected by the 2017 Marawi siege. The MCB is committed to implementing the law in a fair and transparent manner.

The said program aims to help the Bangsamoro who are not able to finance their eye care treatment and to save their eyesight from further deterioration and blindness.

LDS WOMEN LEADERS AND ADVOCATE CONVENED TO REVIEW ON WPS AGENDA IN BARMM

The output of the focused group discussion will be shared and lobbied in the Bangsamoro Transition Authority Parliament for the crafting of programs, services, and legislation of policies and regional laws that will facilitate conflict transformation in the Bangsamoro Government and region. Further, the result of the study will enhance the proposed RAP-WPS program in the BARMM for 2023 and beyond.

The 10 years WPS Agenda of BARMM focuses on capacitating the Bangsamoro Women in the period of transition so that they can be critical participants in the implementation of the peace agreement as their characteristics and observations make them rational contenders in peacemaking and leadership roles with complementary approaches and skills to their men counterparts.

The Regional Action Plan on Women, Peace and Security as a localization of UNSCR 1325 has been implemented in the region from 2012-2022. The objectives of the activity were validate women, peace and security issues in the BARMM particularly in the Province of Lanao del Sur, assess RAP WPS agenda in the BARMM, and recommend WPS policies for the BTA. Also, part of the goal of the research team that lead by Ma'am Jehanne Mutin, Lanao del Sur Commissioner - Bangsamoro Women Commission and Bangsamoro Women Commission - BARMM in partnership with Office of MP Atty. Ra*ol Mitmug, Jr and Rotary Club of Marawi was to examine the regional interventions so far conducted by the ARMM and now the BARMM, to find out if it has been instrumental in alleviating the plight of Bangsamoro women and girls in the grassroots communities in the conflict and post-conflict situations and conflict transformation.

: DOST unveils Mindanaoโ€™s only optoelectronics lab in Marawi

MARAWI, Philippines โ€“ The Mindanao State University (MSU) in Marawi has officially opened Mindanaoโ€™s only specialized laboratory for the study and development of electronic devices that interact with light.

The MSU-Marawi Optoelectronics Laboratory aims to encourage innovations in Mindanao and boost the physics program of the state-run university in Marawi City.

The facility, which cost some P10 million, was unveiled by the Department of Science and Technology-Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD) and MSU-Marawi Campus on Friday, February 24.
