‘PRIORITIZE WELFARE OF FILIPINOS’ --- B**G GO URGES PHILHEALTH AND PHAPI TO WORK TOGETHER TO FAST TRACK SETTLEMENT OF LEGITIMATE HOSPITAL CLAIMS

Senator Christopher “B**g” Go said he recently raised his concerns with the leadership of the Philippine Health Insurance Corporation and other relevant parties following reports that health care facilities are considering breaking ties with the state insurer over its failure to settle unpaid claims.

He disclosed that he initiated a conference call on Tuesday, November 2, with Executive Secretary Salvador Medialdea, PhilHealth President Dante Gierran, and Private Hospitals Association of the Philippines Inc. President Dr. Jose Rene de Grano to try to help resolve the issue.

“Kanina lang po ay kinausap at pinaalalahanan namin (ni ES Medialdea) ang pamunuan ng PhilHealth na ayusin ang mga isyu sa mga apektadong ospital at makipag-ugnayan rin sa mga grupo, tulad ng PHAPi, para maresolba ang problema sa mabilis at maayos na paraan. Both sides committed to work together in order to protect the welfare of all Filipinos who are affected,” Go said in a statement issued on the same day.

The senator, who currently heads the Senate Committee on Health, reminded PhilHealth to fast-track the processing of the unpaid claims while ensuring that no government funds are lost to corruption. He also urged all health care facilities to cooperate and be honest with their claims in order to prevent any further delays.

“Magtulungan tayo alang-alang sa mga kababayan natin. Hindi pwedeng maantala ang serbisyong pangkalusugan, lalo na’t meron tayong pandemyang pilit na nilalampasan,” warned Go.

“I am again reminding PhilHealth to exert all efforts possible in accordance with our laws to expedite the processing of payments for legitimate claims. Mas bilisan, mas simplehan, at mas iklian ang proseso sa tulong ng teknolohiya at dagdag na tao kung kakailanganin,” he pleaded.

“Umaapela rin ako sa mga ospital: siguraduhing lehitimo ang lahat ng mga claims na isinusumite sa PhilHealth para hindi na magtagal ang vetting process,” he added.

The state insurance agency is currently working with the National Bureau of Investigation to investigate alleged false insurance claims. It is also working with the Department of Information and Communications Technology and other government agencies, under the direction of President Rodrigo Duterte, to streamline its operations and clear up its backlogs.

Moreover, the agency introduced the debit-credit payment method last May, a mechanism which enables it to quickly settle its accounts to the HCFs. An estimated 60% of claims have now been paid under the DCPM while the rest are still being meticulously validated, according to Gierran.

Go reemphasized the need to settle the unpaid claims in timely manner, saying they might hamper the hospitals' ability to provide key health services amid the ongoing pandemic. The funds, he noted, can be used to augment core public health services as well as a community's ability to rapidly respond to emerging COVID-19 clusters.

“Hindi naman kakayanin ng mga ospital na itutuloy ang kanilang operasyon kung wala naman silang kaukulang pondong magamit dahil sa laki na ng pinapasan nila habang hinihintay ang bayad ng PhilHealth,” said Go.

“Bilang Senador at Committee Chair on Health, patuloy kong tinututukan ito at handang pumagitna palagi para walang mapabayaan. Magtulungan tayo para maging protektado ang buhay ng bawat Pilipino," he ended.

GOV’T RAMPS UP INFRASTRUCTURE DEVELOPMENT TO SOLIDIFY DUTERTE LEGACY; B**G GO ASSURES CONTINUOUS EFFORTS TOWARDS PROVIDING A MORE COMFORTABLE LIFE FOR FILIPINOS

As he attended the inauguration of seven seaport projects in Bohol province on Friday, October 29, Senator Christopher "B**g" Go assured Filipinos that he will continue to support and further pursue initiatives aimed at creating a more comfortable life for all Filipinos.

“Sa ating Build Build Build program, unti unti na nating maisasakatuparan ang pangako ng Pangulo na bigyan ng mas komportableng buhay ang mga Pilipino,” said Go.

“Sa tulong ng mga proyektong ito, mas mapapabilis ang daloy ng komersyo at ng mga tao sa Bohol, pati na rin sa buong bansa,” he added.

President Rodrigo Duterte, who led the ceremony, as well as Department of Transportation Secretary Art Tugade and Philippine Ports Authority General Manager Jay Daniel Santiago were all present during the event together with other national and local government officials.

The said seaport developments in Jagna, Loon, Maribojoc, Tagbilaran, Talibon, Tapal, and Ubay projects to improve vessel circulation and reduce traffic congestion at current berths, resulting in increased trip frequency. The ports are part of the 472 seaport development projects accomplished by the Department of Transportation and the Philippine Ports Authority under the Duterte Administration.

They form part of the larger Build Build Build Program which is made up of hundreds of infrastructure projects that are being implemented throughout the country. The program's objectives are to relieve poverty, strengthen the economy, and alleviate traffic congestion in the country.

“Ang tanging bilin ni Pangulo sa mga nasa gobyerno ay tutukan ang pagseserbisyo upang makatulong sa ating mga kababayan na mabigyan ng mas komportable at maginhawang kinabukasan ang ating mga anak,” Go shared.

“Ito ang ating ipinaglalaban at ito ang pangakong tutuparin natin upang maipagpatuloy ang mga magagandang pagbabago na nasimulan ng administrasyong ito para sa ikabubuti ng buhay ng bawat Pilipino,” he added.

The senator, who filed his certificate of candidacy for vice president in the upcoming 2022 elections, has vowed to continue the legacy programs initiated by the current administration, including the Build Build Build Program.

“Itutuloy natin ang kampanya kontra iligal na droga, kriminalidad at korapsyon sa gobyerno. Tapusin at dagdagan pa ang mga Build, Build, Build projects para sa mas mabilis, ligtas at maginhawang pagbibyahe. Siguraduhin nating patuloy na pinapalakas ang ating public health care system,” Go said earlier.

Go shared that he intends to pursue and expand these efforts further toward overcoming the pandemic and achieving economic recovery, providing job opportunities, and addressing hunger and poverty.

“At sa lahat ng ito, sisiguraduhin nating walang maiiwan sa ating muling pagbangon bilang isang mas matatag na bansa,” he assured.

Go also said that the construction of these new airports will bring in jobs and economic opportunities outside urban areas and will provide livelihood to Filipinos, especially those who were left jobless due to the pandemic.

“Bagama’t mahirap ang buhay ngayon, huwag po tayong mawalan ng pag-asa dahil walang tigil ang ating pagtatrabaho upang maproteksyunan ang buhay, kabuhayan at tiyan ng mga Pilipino,” Go said.

B**G GO HIGHLIGHTS IMPORTANCE OF AGRICULTURE TO ACHIEVE ECONOMIC RECOVERY AS HIS TEAM AIDS AGRICULTURAL WORKERS AND HOG RAISERS IN ALUBIJID, MISAMIS ORIENTAL

The Office of Senator Christopher “B**g” Go, together with other government agencies, provided aid to hog raisers and other agricultural workers in Alubijid, Misamis Oriental on Thursday, October 14, whose livelihood was affected by the pandemic as well as the spread of the African Swine Fever (ASF) virus in their area.

In a video message, Go recognized the contributions of the agriculture sector towards improving food security and reminded concerned agencies to deliver on their commitments while promoting the welfare and safeguarding the interests of workers at this time.

“Lalo na sa panahon ngayon na apektado ng krisis ang ating ekonomiya, ‘back to basics’ tayo. Nakita natin kung gaano kahalaga ang agrikultura sa ating bansa at kabuhayan. Mabilis pong maibabalik ang sigla ng ating ekonomiya kung palalakasin natin ang sektor ng agrikultura sa mga probinsya,” said Go.

“Kaya suportahan po natin ang mga magsasaka at mangingisda. Tulungan natin silang malampasan ang paghihirap na dulot ng pandemya dahil ang sektor na ito ang bubuhay sa ating bansa pagkatapos ng krisis na ito,” he continued.

Go's staff distributed meals, vitamins, masks, and face shields to a total of 281 agricultural workers at the Alubijid covered court. They provided new shoes and a bicycle to selected recipients. They also gave a computer tablet to help with their children’s blended learning activities.

In addition, representatives from several government agencies offered further aid to help the farmers cope with the effects of the outbreak. The Department of Social Welfare and Development handed out food packs while the Department of Health gave additional vitamins.

The Department of Agriculture also distributed indemnification payments amounting to P5.98 million pesos or P5,000 pesos per hog culled to each affected farmer.

“Malaki ang pasasalamat ko ngayon araw na ito kay Senator B**g Go at nakatanggap ako ng bike. Natupad niyo po ang kahilingan ng anak ko na magkaroon ng bike! Malaki talaga ang pasasalamat ko,” said Barbara Magdale, 43.

As Chair of the Senate Committee on Health, the senator reminded residents not to neglect their health amidst the ongoing pandemic. To help them avail medical care, he encouraged them to reach out to his office or visit the Malasakit Center located at the Northern Mindanao Medical Center or J.R. Borja General Hospital in Cagayan de Oro City.

“Hindi niyo na kailangan pumila o umikot pa sa iba’t ibang opisina para humingi ng tulong pampagamot dahil nasa loob na sila ng iisang kwarto. Lapitan niyo lang ang Malasakit Center at wala itong pinipili. Karapatan niyo bilang mga Pilipino ang maka-avail ng serbisyo nito,” he continued.

The Malasakit Center is a one-stop shop which streamlines the provision of medical assistance by bringing the relevant government agencies under one roof, namely the DOH, DSWD, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office.

The center’s primary aim is to help reduce a patients’ hospital bill to the lowest possible amount by covering various patient services and expenses through the existing medical assistance programs. Go principally authored and sponsored the measure that became Republic Act No. 11463 or the Malasakit Centers Act of 2019.

In the end, Go recognized and thanked DA Undersecretary Kristine Evangelista, DSWD Regional Director Mari Flor Libang, DOH Regional Director Dr. Jose Llacuna, Jr., Mayor Emmanuel Jamis and other officials for their efforts in assisting the farmers.

As Vice Chair of the Senate Committee on Finance, Go has supported various initiatives to promote the development of the infrastructure and public service delivery in Misamis Oriental. He helped in the concreting of the farm-to-market road in Barangay Tugasnon in Alubijid.

Other major initiatives include the rehabilitation of local roads in Baliangao, Balingasag, Balingoan, Initao, Lagonglong, Laguindingan, Libertad, Lugait, Magsaysay, Manticao, Cagayan de Oro City and El Salvador City; construction of water systems in Balingasag and Jasaan; construction of multi-purpose buildings in Initao, Magsaysay, Cagayan de Oro City and Gingoog City; and flood control projects in Magsaysay, Medina and Gingoog City.

He also supported the construction of a public market in Manticao; development of the public plaza in Lugait; and acquisition of ambulance units for the local governments of Balingoan, Kinoguitan, Libertad, Lugait and Cagayan de Oro City.

On Tuesday, September 14, Go’s team provided emergency assistance to 52 fire victims in Barangays Casinglot, Natumolan, and Rosario in Tagoloan.

B**G GO VOWS TO PURSUE PRRD’S COMMITMENT OF LONG-LASTING PEACE ACROSS THE COUNTRY AS THEY VISIT MARAWI CITY TO COMMEMORATE ITS 4TH LIBERATION ANNIVERSARY

Senator Christopher “B**g” Go, together with President Rodrigo Duterte, honored the state security forces and the people of Marawi City for their sacrifice and courage as the nation commemorates the fourth anniversary of the liberation of Marawi from the Islamic State-linked terrorists who attacked the city in 2017.

On Saturday, October 16, President Duterte and Senator Go attended the commemoration activity held at Rizal Park in the Islamic City of Marawi in Lanao del Sur.

The senator reaffirmed that the government remains dedicated to sustaining President Duterte’s vision of long-lasting peace and development in the country.

“Importante sa amin ni Pangulong Duterte ang kapayapaan, lalo na sa Mindanao. Wala na po dapat na patayan. Sino ba namang gustong magpatayan Pilipino laban sa kapwa Pilipino? Masakit ‘yon,” said Go earlier.

“The government’s efforts in achieving sustainable peace and development across the country must be continuously pursued,” he added.

In his speech, President Duterte commended the Task Force Bangon Marawi for their service and sacrifice. He then assured that his administration will continue to exert all efforts to fully rehabilitate Marawi City and help the community build back better.

“The continued hard work of Task Force Bangon Marawi to accomplish the programs, projects, and activities under the Bangon Marawi Comprehensive Rehabilitation and Recovery Program is truly commendable,” Duterte said.

“By rebuilding the lives of the displaced --- iyon ang pinakaimportante --- families, restoring damaged properties, and revitalizing disrupted socio-economic activities, you have stayed true to your commitment as agents of progress and catalysts for real change,” he continued.

The President also lauded the rehabilitation team, local leaders, and other stakeholders for their efforts to rehabilitate the Grand Mosque of Marawi.

“This place holds a historical and cultural significance in the lives of the Maranaws. We rejoice as a nation as the Grand Mosque of Marawi brings hope anew for our Muslim brothers and sisters,” said Duterte.

He also witnessed the distribution of certificates of titles for permanent housing units to internally displaced person by the National Housing Authority and the turnover of PhP76-million assistance from the Cooperative Development Authority.

Go, as a member of Senate Special Committee on Marawi Rehabilitation, also asked for cooperation among community members for the continuous bayanihan efforts in ensuring that Marawi City remains supported even in the height of the pandemic.

Senator Go also highlighted that the government will continue its efforts to address threats of terrorism. He assured that efforts are being exerted in providing economic opportunities especially in regions in Mindanao to address poverty which becomes a root cause for conflicts.

“Talaga pong magulo noon. Pero nakita naman natin matapos maresolba ni dating Davao Mayor Duterte ang kriminalidad, naging mapayapa na ang lugar at malaki na ang pag-asenso ng negosyo at kabuhayan ng mga mamamayan,” Go previously said.

“Patuloy po akong magseserbisyo sa mga kapatid natin sa Mindanao upang tuluyang makamit ang inaasam na kapayapaan at kaunlaran hindi lamang para sa mga kababayan nating Muslim kundi para sa buong Pilipinas,” he continued.

B**G GO PUSHES FOR SUFFICIENT BUDGET FOR DOH TO ENSURE THE SUCCESS OF PANDEMIC RESPONSE AND RECOVERY EFFORTS

Senator Christopher “B**g” Go underscored the need to ensure that sufficient funding is available to sustain and further enhance efforts to overcome the COVID-19 pandemic. The proposed budget of the Department of Health for 2022 was deliberated on during a hearing by Finance Subcommittee “D” presided by Sen. Pia Cayetano on Wednesday, October 13.

In his manifestation during the hearing, Go, who serves as Chair of the Senate Committee on Health and Vice Chair of the Senate Committee on Finance, particularly called for the inclusion of additional resources to ensure the continuous provision of allowances for the country's healthcare workers (HCWs).

“Sa ating laban kontra COVID-19, isa sa pinaka-importante na dapat nating masigurado ay ang kapakanan ng ating healthcare workers. Sabi ko nga, hindi naman mababayaran ng kahit anuman ang buhay (nila), ngunit mahalaga ito bilang pagkilala sa sakripisyo ng ating mga healthcare workers para sa ating bayan,” he said.

Go reiterated his appeal for the passage of a measure he co-sponsored which provides for a fixed monthly allowance to HCWs throughout the duration of the current state of emergency.

Senate Bill No. 2421 takes into consideration an earlier bill that Go authored and provides a COVID-19 Risk Allowance in lieu of the special risk allowance, active hazard duty pay, life insurance, and other allowances granted under Bayanihan 2. All HCWs deployed in “low risk areas” will be given P3,000; those in “medium risk areas” will be given P6,000; those in “high risk areas” will be given P9,000.

“Sa ilalim ng panukalang ito, mas maraming healthcare workers na ang makakatanggap ng allowances. Hindi na limitado lamang sa mga directly exposed sa COVID-19 patients dahil nga hindi naman talaga natin alam kung sino ang exposed sa virus na ito. Hindi natin nakikita itong COVID-19, (kaya) kailangang maisama natin sa budget para dito,” appealed Go.

In line with this, Go also called for the adequate provision of funds for the implementation of a directive of President Rodrigo Duterte which increased the salary grade of Nurse II positions from SG 15 to SG 16.

“We do not want low morale among the ranks of our nurses. Nagsasakripisyo rin po ang mga ito. We should thus provide them with better pay,” he emphasized.

Given its crucial role in addressing the pandemic, Go likewise sought support for additional funds for the Research Institute for Tropical Medicine which is the pioneer testing center in the country.

“We all know that the RITM was our primary testing center at the start of the pandemic. Naalala ko nga noong 2019 ‘yon pa ang binawasan at nagkataon ito pa ang isa sa pinakaimportanteng opisina ng DOH. Hindi natin akalain na ang RITM na po nauna na nakapag-conduct ng test,” he said.

He earlier fought for additional budget for RITM prior to the start of the pandemic to increase it to P223.8 million for 2020 and P393.8 million for 2021.

Go also called for greater budget allocations for the Epidemiology and Surveillance and the Health Emergency Preparedness and Response programs of the DOH as well as the One Hospital Command Center (OHCC), all of which are crucial to the government response to the pandemic and other infectious diseases.

“Ang OHCC (ang umaalalay) sa mga pasyente para malaman kung saan bang ospital ang may bakante pang k**a. Sila ang isa sa pinaka-importanteng opisina ngayon na nagta-traffic ng lahat ‘dahil gusto ma-accommodate. Hindi na nila kailangan maghintay sa labas ng ospital dahil dito mas nagiging maayos ang referral ng mga pasyente,” he said.

The senator went on to note the P45.4 billion in the Unprogrammed Fund for the procurement of COVID-19 vaccine booster shots and requested that further assessments be made to ensure their efficient procurement as the DOH and Inter-Agency Task Force on Emerging Infectious Diseases study the possibility of giving booster shots to HCWs in the near future.

“Importanteng paghandaan na natin ito. Baka kailanganin natin ng booster lalo na dahil sa mga naglalabasang variants … Dapat din natin masiguro, Madam Chair, na may sapat na pondo para sa mga vaccinators dahil tuluy-tuloy ang pagbabakuna natin hanggang sa susunod na taon. Napansin ko na sa kalagitnaan ng taon naghanap pa sila ng pondo para dito,” he said.

On this note, the lawmaker reminded fellow lawmakers to further ensure that there is enough funding for hospitals and health facilities such as the Lung Center of the Philippines, Philippine Heart Center, National Kidney and Transplant Institute, Philippine Children's Medical Center and other major hospitals.

“Siguruhin din po natin na may sapat tayong pondo para sa pag-increase ng ating testing capacity at dapat may sapat ding pondo ang mga ospital para tugunan ang mga pangangailangan ng mga pasyente,” he said.

Go strongly reminded the DOH to keep working hard to help the nation overcome the ongoing crisis while ensuring that there are no irregularities in its transactions.

“Utilize your budget judiciously. Nagpapasalamat po ako sa inyong sakripisyo para sa bayan. Kayo ang frontline agency ngayong pandemya at alam kong pagod na pagod na rin kayo at nagkakasakit na rin ang iba sa inyo. Pero isipin po natin ang kapakanan ng ating mga kababayan,” said Go.

“Nakapag-sumite na ang DOH sa (Commission on Audit) ng kanilang Agency Action Plan and Status of Implementation. Kaya kung may kakulangan man, dapat iwasto agad at pagbutihin lalo ang trabaho," he ended.
