Lagos-Ota-Abeokuta Expressway: Three months after FEC approval…For Ogun Govt, it’s motion without movement
By Gbenga Akinfenwa

Gradually, the patience and expectations of road users plying the Lagos-Abeokuta expressway are turning to anger and frustration, as there seems to be no solution yet in sight to the untold hardship faced by motorists and citizens daily.

The road, awarded to Julius Berger Plc by the former President Olusegun Obasanjo in 1999 had suffered perennial setbacks over the years due to paucity of fund, forcing the contractor to abandon the road. Even, the government organ responsible for its maintenance, the Federal Road Maintenance Agency (FERMA), has also completely neglected it.

It is unfortunate that 20 years after, the road, a major artery, which runs through Lagos and Ogun states, has become worse than the contractors met it.

Indeed, the whole stretch from the Brewery bus stop, Abeokuta through Sango to Ile-Epo market, Lagos, is currently in a state of comatose as the road becomes death traps and albatross to all road users.

When the news broke last October that the Federal Government had approved the request of the Ogun State government to take over the construction of the road, there was a wild jubilation across the state that at least in a matter of months, their nightmare on the road would soon be a thing of the past.

The approval was announced by the Minister of Works, David Umahi, after the Federal Executive Council (FEC) meeting at the A*o Villa, Abuja, where it was announced that the state government can embark on the reconstruction of the dilapidated road and toll it, but alas, four months after, there is no sign that the state is ready for the task.

Before this period, Governor Abiodun in conjunction with his Lagos State counterpart, Babajide Sanwo-Olu had pleaded to take over the construction of the road but the requests were rebuffed by the administration of former President Muhammadu Buhari.

The minister said, “On permission to build federal roads, when such requests are made, we give approval within 24 hours but then there are conditions to be met – they must have to use the Federal Ministry of Works standard designs.”

The state Commissioner for Works and Infrastructure, Engr. Ade Akinsanya, who commended the governor for his resilience, declared that the state was ready to take on the project and end the many years of suffering of her people.

“The work will be accelerated so that delivery will be swift. We will give the best standard in the shortest time possible. We appreciate the minister for supporting our quest all along. Governor Abiodun is still working hard for more of this,” he added.

It is sad to note that between October last year and now, the road has further degenerated, especially with the torrential rainfall of last year, turning some of the potholes to craters and ditches of different sizes and depth.

Driving from Sango-Ota to Abeokuta, which normally takes about an hour, now takes about three to four hours depending on the day of the week and the time of the day. The Guardian investigations showed that many of the motorists now prefer driving through the Lagos-Ibadan expressway, to avoid the pain and agony of the stretch.

While this has led to series of robbery incidents that were either underreported or non-reported, especially in the night, investigations showed that between October and now scores of lives have been lost via auto crashes, attributed to the bad state of the road.

For instance, on September 10, 2023, two passengers died, while one person was injured in an accident at Ayedere, in Ewekoro Local Council. On December 29, a female adult was crushed to death by a truck at the Dalemo bus stop, Sango. Also, on January 13, 2024, one person died with three others injured in a devastating accident at the old tollgate, Sango, and many more.

When The Guardian went on the tour of the stretch from Abule-Egba, Lagos to Abeokuta last Thursday, observation showed that it is extremely sad times for motorists and other road users on the Sango end and Abeokuta stretch, which has degenerated beyond comprehension.

Passing through the deplorable road has become a source of great distress, as motorists now resort to driving against traffic once they are at the most deplorable axis.

Driving from the old tollgate through Joju to Iyana-Ilogbo is currently smooth. But from Onihale through Ilepa, Bosun Sawyer, Pakoto, Vulcaniser, Bungalow, Ewekoro to Abeokuta, the road is in a sorry state.

The stretch between Ilepa to Ifo, which shouldn’t take more than 20 minutes, now takes over one hour, 30 minutes. While the portion between the Apostolic Church convention ground, Ilepa junction to Ilepa second bus stop has deteriorated alarmingly in the last one year, the 45-metre stretch at the Bosun bus stop, inward Ifo, has worsened in the last seven months. The crater at the centre of the road is about 23 feet deep, covering the entire lanes.

The Pakoto axis is the worst hit. The stretch immediately after Ayede bus stop, to Folam bus stop, spanning about 1km, has been dotted with craters and potholes. The entire stretch is in a serious state of disrepair, precipitating gridlocks. The area is ridden with potholes and ditches that have taken over significant chunk of the road.

At the moment, only trucks, tippers, few cars and other bigger vehicles dare brave the road. Daily, precious man-hours are wasted on the axis. Beyond the stretch, from Arigbajo rail line through Apomu, Papalanto, Ewekoro, Itori, Wasinmi, Abule Mecho, Olomoore to Brewery junction, ditches of various sizes and depth are the common sight.

As a result, hapless motorists heading to either Ifo or Abeokuta often crawl for more than four hours or more, depending on the time of the day, for a journey that shouldn’t take more than one hour, 20 minutes.

To make the matter worse, almost on daily basis, trucks and heavy-duty vehicles crash at the bad spots. Many innocent lives have been taken in the last few months, while some who survive the accidents are living with scars.

Sadly too, between the Sango garage and Folam bus stop, countless number of pedestrians have been knocked down and killed by erring motorists who have resorted to driving against traffic to avoid the bad portions.

To say a lot of motorists have deserted the axis for the Lagos-Ibadan expressway, is to say the least as the road has not only become a death trap, but a shame to the Federal Government, that has left the road to degenerate to that level.

In October, before the FEC approval, the Senate President, Godswill Akpabio, after a grueling experience on the stretch, while on a visit to Ilaro, had promised to give necessary support to the state government on the reconstruction of federal roads in the state.
Akpabio, who said he insisted on driving to Ilaro to experience what people go through on the road every day, regretted that the trip took his team more than two hours to drive to Ilaro from Lagos.

Towards the end of last year, the Chairmen of Muslim Rights Concern (MURIC), Lagos and Ogun states cried out on the deplorable condition of the expressway, calling on the Federal Government to revisit the road.

The chairmen, Dr. Busari Jamiu Muhammad Ademola and Alhaji Jimoh Tajudeen Alao, in a joint statement, described the condition of the expressway as worrisome, dangerous, and inaccessible.

A commuter driver, Kazeem Ayepe, who lamented the current state of the road, said even if the state is not ready to embark on the project, the governor should have ensured the rehabilitation of the worst portions.

“Prior to commencement of the 2023 general elections, the terrible old tollgate stretch that was abandoned for close to a year was fixed in a matter of weeks. The governor extended the rehabilitation work through the Sango Motor Park, Joju bus stop, Conoil junction, to Ijako market. If that kind of drive is adopted as temporary measure, we’ll be better off than what we are facing now.”

A resident of Pakoto, Mr. Kunle Pedro, who works at the Apapa Wharf, said he was forced to squat with a friend till weekend when there was no respite in sight on the rehabilitation of the road.

He appealed to Governor Abiodun to make true his promise and start work on the road. “After all, he has been asked to toll it, this is not a matter of ‘we don’t have money’, whatever they spend, the state will recoup it. If this is the only dividend of democracy you can give us, please, do it now to stop the untimely death of the road users.”

The Guardian made several phone calls across to the Commissioner for Works and Infrastructure, Akinsanya on his mobile number 08147293211 on Thursday, to get update on plans to commence work on the road, but the calls were not picked. A text message was also sent across to him, but yet to reply as of the time of filing this report.

VIRAL GISTS
Family Of Detained UK-Based Blogger, Dorcas Adeyinka Demands Justice

The case of Miss Dorcas Adeyinka, a UK-based Nigerian blogger who was detained in Lagos for alleged cyberbullying and cyberstalking, has taken a new turn as her family seeks justice. The family has accused the Lagos State Police Command of conducting an unfair and biased investigation into the matter.

UK-Based Blogger, Miss Dorcas Adeyinka
According to the family, Miss Adeyinka has been a victim of relentless threats to her life, cyberstalking, and bullying by a group of suspected Nigerian bloggers.

These bloggers have been using various social media accounts to insult and shame her, but unable to achieve their malicious intentions online, they have now allegedly resorted to using the police to carry out their blackmail.

The blogger’s mother shared her daughter’s side of the story. She emphasised that Miss Adeyinka had never been invited by the police for any crime prior to her detention.

In fact, she had only gone to the police station to report a traffic incident in which someone had smashed her car. To their surprise, a group of individuals accompanied by police officers arrived at the station and attempted to arrest her, claiming that she had insulted the President and the Inspector General of Police.

Furthermore, Miss Adeyinka’s cousin, Toyin Adeyinka, revealed that she had been subjected to cyberbullying and stalking for a considerable period by these Nigerian bloggers.

The situation had escalated to the point where her private and intimate photos were shared on social media, leading the UK police to launch an investigation.

In response to the arrest, the spokesperson for the Lagos State Command, Benjamin Hundeyin, shared his comments on his official social media account.

He stated that the detention of the blogger, along with two other individuals, Folake Adekoya and Sikiru Ayinde, was related to an alleged incident where Miss Adeyinka was involved in a physical altercation with another woman outside a shop owned by one of the bloggers.

The family of Miss Adeyinka firmly believes that the investigation conducted by the Lagos State Police Command is partial and biased.

They argue that their daughter was unjustly detained without any prior invitation and that the accusations against her are merely a ploy to silence her and further harm her reputation.

This developing case has raised concerns about the misuse of power and selective targeting by both online abusers and law enforcement agencies.

The family of Miss Adeyinka is now steadfastly seeking justice and hopes that a fair and thorough investigation will be conducted to unveil the truth behind the alleged cyberbullying and cyberstalking incidents. They are confident that the legal system will provide the justice and protection that their daughter deserves.

Akeredolu
Governor Rotimi Akeredolu of Ondo State is dead.

According to reports, Akeredolu died in Lagos on Wednesday.

The Ondo governor died at the age of 67.

It was learnt that he was managed by State House doctors up to his death because they could not fly him abroad.

“Akeredolu is dead; he died in Lagos,” a reliable source told Parrot News.

“They were looking for dialysis machines to be sent to his secret location in Lagos last week.”

Recall that the ailing governor returned to Nigeria in September following a three-month medical leave in Germany.

Recently, he went on another medical leave after being directed by President Bola Tinubu to hand over power to his deputy, Lucky Aiyedatiwa.

His deputy, Aiyedatiwa, has been standing in as acting governor.

Following his return to Nigeria in September, Akeredolu stayed in Ibadan, the Oyo State capital and tried to govern his state from there, leading to public outrage.

Akeredolu’s wife, Betty announced the suspension of activities lined up to celebrate her 70th birthday.

The Ondo first lady announced the suspension of the activities in Twitter posts after questions were raised over plans to have a fanfare despite her husband’s ill health.

Betty, in a statement via her X handle, said, “Hello Family and Friends. This is to inform you that all activities lined up to mark my 70th birthday are hereby suspended till further notice due to unforeseen circumstances beyond my control. Sorry for any inconvenience caused by this development.

Drivers warned against repairing faulty vehicles on highways
By Abiodun Rauph
The Ogun State Traffic Compliance and Enforcement Corps has warned truck drivers against repairing broken-down vehicles on the highway to reduce road accidents.

The TRACE equally warned them to desist from drunk driving and driving against traffic to avoid mishaps during the festive season.

The South-West Zonal Commander of TRACE, Ajibade Adekunle, who gave the warning in Ota, said that the crash that claimed 10 lives on the Lagos-Ibadan Expressway on Tuesday morning, could have been avoidable if the broken-down vehicle had been towed off the road instead of leaving it on the highway.

He added that the Corps Commander of TRACE, Mr Semi Ogunyemi, has mandated all its personnel to embark on 24-hour surveillance patrol across the state to eliminate road accidents.

He, however, urged motorists to drive carefully during this yuletide, particularly near failed portions of the highway.

He cited human error as a major factor contributing to numerous road traffic crashes that have occurred recently in the state

The TRACE boss said that the two accidents involving motorcycles and trucks on Dec. 8, could have been averted if simple safety rules and regulations had been adhered to.

“The TRACE commander is not happy with the recent crashes in the state and has directed the personnel of the agency to embark on intensive sensitisation to educate the public.

“We are therefore appealing to motorists to contact TRACE and FRSC for appropriate actions to be taken when their vehicles develop fault on the highway to prevent unnecessary loss of lives,” he said.

Ogun musician arrested for defiling his lover’s 16-year-old daughter.

Operatives of the Nigeria Security and Civil Defense Corps (NSCDC), Ogun Command, have arrested a 35-year-old musician, Odewala Iseoluwa Akinleye, for defiling the 16-year-old daughter of his lover.
The suspect was paraded at the command’s headquarters in Abeokuta on Thursday, December 7, 2023.

Spokesman of the command, D**e Ogbonnaya, said the suspect was arrested following a report at the Anti-Human Trafficking Irregular Migration and Gender Unit of the command.
“On Monday, the 4th of December 2023, the Anti- Human Trafficking Irregular Migration and Gender Unit received a matter which was transferred from the Ofada/Mokoliki division of the command, involving one Odewale Iseoluwa Akinleye, male, 35 years (suspect) and a victim (female) of 16 years of age, name withheld,” he said.

“We got to know about the matter through the family members of the victim and our men went after the suspect, got hold of him and brought him to our division. Going through the matter deeply, they saw that it was something they couldn’t handle on their own so it was brought to the state’s headquarters. And on investigation, he confessed to the crime and would be charged to court,”

Ogbonnaya cautioned parents, particularly mothers, to exercise caution when interacting with men when their female children are within the environment because this could have a negative impact on the kids.
Speaking to newsmen, the suspect who is a musician and drummer, said he had been in a relationship with the victim’s mother before she travelled to Israel in 2017.

“We had s*x together. I started sleeping with her around 2017, I knew her through her mother who was my band leader. I play talking drum for her and we love each other and we were sleeping together (mother) and she had a son for me before she travelled to Israel,” he said.
“When her mom was traveling, she handed her over to my elder sister and her two brothers and we gave her a separate room and I had the opportunity to go inside her room. That was when the relationship started.
“When we were at Oke Aregba, I didn’t sleep with her until we moved elsewhere that was when she confessed to me this year August she has a boyfriend and he has been sleeping with her. So, for me not to tell her mom, she asked what she can do; and I told her that whenever she needs s*x she should come to me.

“I can’t remember her age when I started sleeping with her. She’s going to 17 years old by December 14 this year. Her mom travelled in November 2017 and left her with us.
“I didn’t pe*****te her then in 2017, we were just cuddling ourselves. It was just a family relationship.”
The suspect admitted giving the victim lime after having in*******se with her in order to prevent pregnancy.

FG Needs To Learn From Egbaland’s System Of Government — Chief Alani Bankole, Apena Egbaland

Chief Suarau Olayiwola Alani Bankole was installed Saturday, November 18 as the Apena of Egba Land by Oba Adedotun Aremu Gbadebo III, the Alake of Egba Land. He educates our crew in this exclusive interview on the role of the ‘Apena’ and inner workings of the sophisticated Egba system of government.

How does it feel to take the important title of Apena of Egbaland after Chief Toye Coker who we knew was prominent and carried the title very well.

Let me start by thanking Allah for giving me this opportunity to serve for two reasons. The first reason is that the first person who occupied this position between 1898 and 1919 was my great-grandfather. Secondly, the just passed away Apena of Egbaland was my younger classmate in elementary school. I am about a year and a half older than he was. When he was to be appointed, the authorities that be in the palace then wanted me. But for two reasons, I couldn’t take the position. The constitution clearly mandates that the position be rotated within two royal houses. Chief Toye Coker was my cousin, and he came from my own ruling house. But because he lived in London all his life and he was not used to the dealings in the palace, the then Alake thought he would not perform. He thought the position was so important in the palace that he wouldn’t want to hand over the palace to someone who is not knowledgeable enough. Baba was old and he died five years later.

MEDICAL CONSULTANTS REVEALED HOW MEN CAN NATURALLY AND PERMANENTLY CURE POOR ER****ON, SMALL AND SHAMEFUL MANHOOD, AND INFERTILITY ISSUES WITHOUT SIDE EFFECTS. STOP THE USE OF HARD DRUG FOR S*X! IT KILLS!!!..
Number two reason was that I was so busy in Abuja, and I couldn’t leave to come and live in Abeokuta. And the Apena must live in Abeokuta because he must see Kabiyesi every day. So when he was installed as Apena, I thought and believed that I would ever have the opportunity to hold the title because of his age and my age. I didn’t pray a younger classmate should die before me because of a title. It is for these reasons I thank Allah for making me to occupy this position. So, I am both surprised and fulfilled.

Many young people do not understand the significance of titles these days. What does ‘Apena’ mean in this modern age?

There are titles and there are titles. There are titles that are statutory, and there are titles that are honorary. Most of chiefs you see around hold only ceremonial titles, they have no authority or department.

The Apena as established in 1898 made it secretary to the government. In those days, the Egba people had their government independent of Nigeria and the British rule; we were not under any colony then. When the government was established on the advice of Lagos Colony Governor – Mccallum in 1898, the then Alake was the president of the republic, and the other obas then, four of them were ministers. Also, the head of the Muslims, and the head of the Christians were also ministers. The head of the Hausas was also a minster in that government, the Egba United Government (EUG) which was established by the declaration of 1898.
The Apena was meant to be the secretary to the government, the mouthpiece, the representative of Egba Alake section in that government because all the others represented certain interests. Today, the role has not changed a lot. The Apena is the gateman between the Kabiyesi and the other chiefs. There are about 12 statutory chiefs, all on the same rank of second-class obas, but they have different functions, and the Apena is supposed to be their coordinator.

Although we are now under a different rule since the amalgamation in 1914, we have always continued with our own traditions, practice, and culture. The politicians and military have tried as much as possible to suppress and bastardise it, we have kept on doing our thing with submission to the present government. That is why these types of titles are to be approved and recognised by the government. So, we try to run certain things without going against the government regulations and laws to make for peace, unity and progress of our communities.

It is not a coincidence that among all the commity of nations in Nigeria, we are one of the most progressive ones. Ogun State, especially Abeokuta province ranks to Lagos State like New Jersey to New York in the U.S. It has become part of Lagos and Lagos has become part of it. 40 per cent of the present Lagos State is Egba Land. Egba Land stretched up to Alakara, under the bridge at Yaba. In those days, there was Lagos Colony, and the rest was Western Region, Abeokuta Province up to 1967 when the military created Lagos State by fiat.

For education purposes, a lot of people feel that the position of Apena is like the head of traditional worshippers.

The Chief Imam of Egba Land is my cousin and would like to be present at my installation. But he doesn’t want to be present where they would do anything fe**sh. The Ogboni practise in Egba Land is a system of government, there is nothing fe**sh about it. It is not about religion. The man I took over from, Chief Toye Coker was the Baba Ijo of African Church of Nigeria. The position of Apena is purely administrative, it has nothing to do with religion. It is a continuation of the way the Egba run their affairs before the advent of the British who came here first in 1843. All the missionaries arrived in Nigeria through Abeokuta, through my compound in Sodeke, when Chief Sodeke was the Balogun of Egba Land. The first one was Henry Townsend, CMS, Anglican; the second was Birch Freeman, Methodist; and the third was Colonel Bowen, Baptist. They all arrived within one month and they did not come through Lagos, they came through Badagry, which was part of our territory. Lagos was a colony occupied by the Portuguese and the Brazilians. That is why Badagry was part of the Western Region, Egba Province.

In the last few years, you have been involved in the development of Egba Land. What makes the land unique?

I moved into Abeokuta to establish my factory in 1976, four years after the last Alake was installed. When Kabiyesi was installed, he invited some of us who were young and doing very well in Lagos. At the time I was one of the biggest clearing shipping companies in Nigeria. He encouraged us to come back home to come and support him to develop Egba Land. Incidentally, Ogun State was created around that time and Abeokuta was fortunately made the capital. So, there was a lot of rush from Ibadan to Abeokuta by the civil servants and businessmen from other parts of the country to come and establish in the new state capital.

The reason for our development is multifarious. The Alake of Egba Land was one of the first few obas that had contact directly with the British. So we have maintained a very strong relationship with the British which gave us the opportunity to adapt western education before most people. That we are also contiguous to Lagos State that harbours the biggest port in West Africa. We have always traded with people who come through that port.

When Western Region was created in 1957 there about, most people from Ijebu were closer to Ibadan so they moved there to settle. But the Egbas were moving to Lagos. That is why you find most first prominent people in banks are from Egba Land. In railway it is the same. This is what those of us who are young met when we were growing up.

What are the things you have seen at the federal level and would love to bring to Egba Land?

I have seen nothing that I want to bring to Egba Land. It is true since the 1970s I was in the government of Shagari. I was the chairman of the Federal Mortgage Bank for the whole of Southwest, and I was close to the military boys. But Nigeria has been bastardized that there are no more values. The values we were brought up with are no longer there, and I believe that it’s the type of structure of government we run at federal level. We copied the presidential system but are we running it the way the Americans who we copied it from are running it? The major problem is that our system has made us lazy people. In America, it is the federating unit that sends support to the central, but here it’s the other way around, everyone is waiting from the local government, and state government for allocation from the federal. It doesn’t give them the ability to think as to how they can make money, only to divide money. The people we are coping with are always looking for money at the federating unit and sending it to the central, which encourages healthy competition.

If I had the choice or the power, I would ask for the restructuring of Nigeria tomorrow but not in the way people are saying give more money to the federating units. People should be encouraged to make their own money and contribute to the central.

When we had three to four regions, there was competition between the West, East, and North, and later on the East, the Mid-West, and the North.

Awolowo was the first to bring television. The East copied it, followed by the North. Awolowo started free education through Chief Awokoya, and it was copied in the East and then the North later. The first international stadium was built in Ibadan by Awolowo government, then we had Kaduna Stadium and then Enugu Stadium. Today, the competition is about who steals more. So, I have nothing to bring from the Federal to the Ogun State because there’s nothing there. A situation where someone sits in Abuja and wants to tell me the type of education I should give my children in my local government, it can’t work. The same person will tell the people in Sokoto, Maiduguri, Enugu, Aba the type of education to give their children, it cannot work.

On the contrary, I want to advise the central to come and copy a lot of things from Egba Land. The United Nations copied the five permanent members from the Egba system. We have what we call ‘omo iya marun’ in Egba Land, the five townships that decide most of the critical matters. We started it in 1898 and the United Nations copied it in 1945. So, I would suggest that the federal should come to Ogun State to learn how best to run government and have peace and progress in Nigeria.

You are quite passionate about Egba land. What are you putting in place to ensure this legacy continues?

As I said, when Oba Lipede became the Alake in 1972, he invited the young upcoming in those days to encourage us to come back home. Most of us in that set tried as much as possible to encourage our own children to be close to Abeokuta. Most of my children had their secondary education in Abeokuta, including Dimeji Bankole.

I also made sure most of them had their first degrees in Nigeria either schooled in U.I, UNILAG, OOU, or Ogun Poly. Only five did their first degrees outside Nigeria. Also, most of them are back in Nigeria doing their thing. Those outside the country are about 25 per cent. They all have something to do in Abeokuta.

The palace has also tried to encourage a lot of young men to come home and become chiefs. Most of our recently installed chiefs are professionals or successful businessmen, and they are involved in the running of the palace. They are the once we call the palace boys. We have tried to encourage them and support them in their business and politics so that they are still here and would continue the journey. That’s why you can’t find vacant land between Abeokuta and Lagos. About 50 per cent of those industries are either encouraged or brought in by Egba people. So we have tried to inculcate the idea of developing our own place, which has paid off.

As you know the first Yoruba president is from Abeokuta, the second was also from Abeokuta. The one who won and was not allowed to rule was from Abeokuta as well, so it is not a coincidence, it was by planning and encouragement. Their first goal is ‘omoluabi’, not money. You hardly find an Egba person that is very rich, most of them are averagely comfortable. Self-esteem and self-pride is important and these are some of the things we have put in place.

That’s why the last Alake wanted me because he knew I believe in it. Even when my business partners advised me that putting up an aluminium company in Abeokuta would not be as profitable as putting it in Lagos where the market is, I said no and put it here, although I paid for it.

By God’s grace, we are making progress and that’s why it is not a coincidence that we have highest numbers of universities within the county in Abeokuta.
