2023: I’ll Support Anybody Who Can Move Rivers Forward, Wike Vows

The Rivers State Governor, Chief Nyesom Wike says he cannot support anyone who does not have the vision and strength of mind to champion the cause of the state progressively to succeed him in 2023.
The governor said he is more concerned about the steady progress the state can continue to make after his tenure.
Wike stated this during the inauguration of the official residence of the Speaker of Rivers State House of Assembly in the Old GRA, Port Harcourt, the state capital, yesterday.
The governor warned blackmailers and those whose stock in trade was to create confusion within the Peoples’ Democratic Party (PDP) to know that such indulgence will not fetch anybody the governorship ticket of the party.
“I cannot support anybody who cannot move Rivers State forward. I will support those who mean well for this state and have the heart to continue to support the party.”
The Rivers State governor declared that no serious politician who is focused on winning any election can ignore the electoral strength of his political ward in Obio/Akpor Local Government Area of the state.
“You need me. I am a governor that comes from the most populated electable voters. There is nobody in this state that wants to be governor that will not look for my local government. Our local government cannot be underrated.
“Don’t hate me too much. Let’s people know that we must all work together to move Rivers State forward.”
Wike reasserted the status of the Speaker of the Rivers State House of Assembly and said anybody plotting to unseat him will be pitching a fight against the party and should be ready for the consequences.
The governor clarified that he never said all national or state assembly lawmakers were working against him.
He urged contributors to pages of the newspaper to show good understanding of spoken expressions when reporting.
“I never said that Assembly people are plotting against me. I never said so. I said some Assembly people; I know what they’re doing.
“There’s a difference between National Assembly and some members of the National Assembly. There is difference between state Assembly and some members of state Assembly. Those of you writing in the newspaper, I never said National Assembly. Some people don’t understand that simple grammar.”
Speaking about the new official residence built for the speaker, Wike noted how the official quarters was abandoned until his intervention.
According to Wike, the intervention was possible because of the cordial relationship that exists between the Legislature and the Executive.
“Today, you have an Assembly that has a speaker’s official residence. We are building 32 number of 4-bedroom flats for the Assembly members which will be commissioned this year. We have paid 70 per cent of the money.”
Wike also dismissed media reports alleging that the Rivers State Government was indebted to commercial banks.
The governor said the state government was not owing any bank, and challenged anybody with any contrary proof to show it.
Performing the inauguration, former Deputy Speaker of the House of Representatives, Rt. Hon. Austin Opara said the administration of Wike has positively imparted every arm of government, sector and local government.
“This is another plus for you and for your government. You keep making us proud. We are proud of you. Our prayer is that you move from this level to higher level. Indeed, Nigeria needs what you’re doing in Rivers State.”
“You have transformed Rivers State to the level that it has become the envy of the people of this country. We stand tall in the comity of states when issues concerning the nation are being discussed. Today, in PDP, nationally, nobody can take Rivers State for granted. In the politics of Nigeria, nobody can take Rivers state for granted.”
In his speech, Rivers State Commissioner for Housing, ChineduTasieNwobueze said the official residence of the speaker has been built to reflect the taste of quality associated with the governor.
According to him, it is a 5-bedroom duplex that has a private office space for the speaker, boys’ quarters, service quarters, mechanised swimming pool, and standby generating set.

UNIPORT Disowns Fake Facebook Account On New VC

The authorities of the University of Port Harcourt, Rivers State have disowned an online media report seeking for financial support for the inauguration of the newly elected Vice Chancellor of the university, Prof Owunari Abraham Georgewill.
The institution, in a press statement signed by the Public Relations Officer, Mr Sam Kpenu and made available to newsmen in Port Harcourt, yesterday, said the online media report and account did not originate from the institution and should be ignored and disregarded by all.
“The attention of the Management of the University of Port Harcourt, has again been drawn to a fake Facebook account opened with the name of the incoming Vice Chancellor of the university, Prof. Owunari Abraham Georgewill by unknown criminally-minded person(s). “The University of Port Harcourt hereby dissociates itself and the newly-appointed Vice Chancellor, Prof. Owunari Abraham Georgewill from the fake Facebook account.”
The statement further urged members of the public to keep away from the fraudsters and their fake Facebook account as the incoming vice chancellor did not authorise such fraudulent request, adding that “those involved in the unwholesome practice should be aware that the long arm of the law is stretching in their direction, and it will soon catch up with you.”

FEC Approves Additional N79.3bn For Bodo-Bonny Road

The Federal Executive Council has approved the sum of N79.3billion as variation for the successful completion of the all-important Bodo-Bonny Road in Rivers State.
The approval comes about 19 years after the initial contract was awarded in 2002 by the President Olusegun Obasanjo administration, and barely two years after the President Muhammadu Buhari-led Federal Government kick-started the construction work.
The Minister of Works and Housing, Babatunde Fashola, SAN, said this at the end of the council meeting, presided over by President Muhammadu Buhari at the Presidential Villa, Abuja, last Wednesday.
The minister said that he presented three memos to the council, with two on approvals and one as a report on the meeting of the National Council on Lands, Housing and Urban Development, held in Jos, Plateau.
Fashola said that one of the memos included a request for variation of the contract value for the Bodo-Bonny Road in Rivers State.
He said, “Then there was also the contract for the Bodo Bonny road and bridge. That contract was previously awarded at N120.6billion.
“We sought approval from council to augment it by N79.305billion, bringing it to a total sum of N199billion. N199.923billion is now the total revised contract sum and council approved.
“Major highlight of the augmentation was to revise the prices, which were based on 2002 prices when it was awarded, and also to change some of the scope of works and design. Instead of approach roads, we’re constructing more approach bridges.”
“There were also provisions for additional mini bridges. There were also provisional bridges over pipelines that were discovered, instead of relocating the pipelines, which was meant to cause much more money,” he added.
Meanwhile, the contractor handling the road project, Julius Berger Nigeria Plc has confirmed that it has completed some major milestones as part of the construction of the Bodo-Bonny Road, and was already delivering positive results for communities in the Niger Delta.
In a statement, It said, “The company has successfully completed works on the 4.9km Bodo Road leading to the Afa Creek Bridge, which has also been completed.
“Achievement of these two major scope components highlights Julius Berger’s commitment towards the timely commissioning of the first road to connect Bonny Island to the mainland.
“With the completion of the Bodo Road, Julius Berger has delivered a world-class road infrastructure with necessary drainage systems and stone pitched shoulders to ensure a long-lasting and high-performance infrastructure.
“The road has transformed the local infrastructure network, enabling progress by providing neighbouring communities’ much-needed, reliable access to Bodo Town, improving social and economic connectivity and commercial opportunities.
“In line with its planning, the company has commenced works on nine mini bridges as part of the on-going construction of monumental project, with construction of major bridges in Okpobo and Nanabie in view.
“Despite the challenging terrain and environmental factors related to the project location, including low lying marshy land with tidal movements, Julius Berger continues to reliably deliver leading solutions, leveraging on its technical capabilities,” the company added.

NAWOJ Tasks Police On Women’s Protection

The Nigeria Association of Women Journalists, NAWOJ, Rivers State chapter, has enjoined the State Police Command to redouble efforts in the protection of women and the girl-child in the state.
Chairperson of the association, Susan Serekara-Nwikhana, made this known when she led members of the association on a visit to the State Commissioner of Police at his office in Port Harcourt.
Serekara-Nwikhana, who commended the police for their efforts in reducing crime rate in the state, said women and girls were most vulnerable in the kidnapping and killings in the state.
She frowned at a situation where the police always opted for settlement of r**e cases out of court which she said portended danger to the victim and called for stiffer penalties against culprits.
The NAWOJ chairperson while calling for mutual understanding with the police, enjoined the command to treat matters concerning women and girls seriously.
She appealed to the commissioner for the creation of a special desk specifically to handle gender-based issues that affect women and the girl child.
On the alleged ritual killings and sale of human parts, Mrs. Serekara-Nwikhana also appealed to the Police Commissioner to beam the command’s searchlight on activities of minibus drivers and commercial taxis allegedly used for ‘one chance’ and fish out such culprits and where survivors have recounted their experiences to put an end to sale of human parts and organ harvesters and bring perpetrators to book by checking suspected vehicles properly to enthrone a crime-free society.
Responding, the Commissioner of Police, Rivers State Command, CP Eboka Friday assured of his administration’s determination to provide quality service to the people and urged everyone to assist by providing relevant information.
The commissioner promised to look critically at the issues raised by NAWOJ with a view to bringing lasting solution to insecurity in the state.
He further assured the association of the command’s continuous partnership to synergise the working relationship with the media.

: Police Brutality Victims To Get N21bn …As Bayelsa Panel Submits Reports

The Bayelsa State Judicial Panel of Inquiry on Police brutality and other related offences has submitted its final report, awarding a total of N21 billion to victims of extra-judicial killings perpetrated by the police and other security operatives.
Chairman of the Panel, Justice Young Ogola (rtd), disclosed this while submitting the report to Governor Douye Diri at the Executive Chambers of Government House, Yenagoa, last Wednesday.
According to Justice Ogola, the panel received and determined a total of 50 petitions and made recommendations based on their findings.
Out of the 50 cases, he said 11 police officers were recommended for prosecution, one for dismissal, four for demotion, while eight cases were struck out and two adjourned.
The Chairman explained that the N21 billion was awarded as damages out of the 40 cases fully determined, adding that the amount included compensation to communities razed down by the Nigerian Army.
Receiving the report, Governor Diri thanked the Committee and promised to set up a White Paper Committee to look into the report with a view to implementing its recommendations.
The Governor, who was represented by his deputy, Senator Lawrence Ewhrudjakpo, noted that government would look for ways to bring relief to the victims and families within available resources.
According to him, although no amount of compensation could bring back the deceased, but would only assist in ameliorating the sufferings of the victims and families caused by the excesses of misguided security agents.
While acknowledging the enormous task of the security agencies to secure lives and property, Senator Diri called on security personnel to enforce the law within the confines of the law.
“The panel was set up to get to the root of injustice, violation of human rights and the best way with which police and other security agencies in the country will discharge their duties professionally with human face.
“The issues you have raised will be looked into. The 21 billion naira awarded is appropriate, but for the security agencies to pay is another thing. We will within the limits of available resources and procedures see how these victims will get reprieve”, he said.
“Compensation cannot bring back the lives lost, but it will assuage and remediate the pain and sufferings of victims and those affected by the actions of security agencies,
“While the law enforcement agencies have everyday to protect lives and property, they also have a duty to do that within the confines of responsibility and protection of human rights of all citizens”, he added.
Members of the Panel which was inaugurated on 28th October last year in the wake of the EndSars nationwide protest included the Chairman, Bayelsa Council of the Nigeria Union of Journalists, Mr Samuel Numunengi while Mr Alaowei Opokuma served as Secretary.

Senate Upgrades Maritime Academy To University

The Senate on Wednesday at plenary, passed bill to upgrade the Maritime Academy, Oron in Akwa Ibom State into a full-fledged University for Maritime Studies.
Also passed was a bill to establish the Institute of Information and Communication Technology, Ogoja, Cross River.
Both bills were passed after the presentation and consideration of two separate reports by the Committee on Tertiary Institutions and TETFUND.
Sen. Sandy Onuh (PDP- Cross River) in a presentation on behalf of the Committee’s Chairman, Sen. Ahmad Babba Kaita (APC-Katsina) said upgrading the Academy into a university would help Nigeria in achieving the prerequisites of the International Maritime Organisation Convention on standard of training, certification and watch-keeping for seafarers.
According to him, the university will afford students the opportunity to specialise in international shipping and waterways transportation, port operations, management as well as exploitation and exploration of oil and gas as boost for Nigeria’s economy.
He observed that Nigeria presently recorded losses in the maritime sector, a development which was largely due to deficits in manpower and seafarers.
He decried that the country committed resources in search of university degrees, postgraduate research degrees and professionals from all facets of the maritime industry outside Nigeria.
“The maritime environment requires highly trained personnel to manage the country’s enormous natural endowment and resources on our offshore, international shipping, oil and gas and expansion of coastline with waterways for a viable coastal and inland water transport industry,” he said.
He said the upgrade of the Maritime Academy into a university would benefit host communities in the South-South geopolitical zone and the country as a whole.
Senate also received the report of the Committee on Education (Basic and Secondary) on oversight visits to Ministry, Departments and Agencies (MDAs).
The report was laid during plenary by Sen. Eyakenyi Akon Etim (PDP- Akwa-Ibom ) on behalf of the Chairman of the Committee, Sen. Ibrahim Gaidam (APC-Yobe)

Bayelsa Distances Self From Delay In Council Workers’ Salaries

Bayelsa State Government has distanced itself from the delay in the payment of last month’s salaries of local council workers in the state.
This is just as the government also set up a 12-member committee to look into the demands of the immediate past councillors who served in the eight local government areas, including alleged unpaid furniture allowances.
Speaking at a meeting with the former councillors under the aegis of the Restoration Councillors Forum in Yenagoa, the state Deputy Governor, Senator Ewhrudjakpo, explained that the delay was caused by insufficient funds,
Senator Ewhrudjakpo, in a statement by his Senior Special Assistant on Media, Mr Doubara Atasi, disclosed that the state government was looking for ways to assist four of the local councils to pay their June salaries.
He said contrary to unfounded rumours, the state government had not and would not tamper with council funds for any reason, adding that the present administration rather supports them financially on a monthly basis.
According to him, some of the councils currently find themselves in straitened financial circumstances due to high salary wage bills and servicing of loan facilities.
“I’m the one interacting with the local government chairmen. So I know what they are passing through As I talk to you, Ogbia, Nembe, Sagbama and Ekeremor are all in negative.
“In fact, we are trying to look for somewhere to enable them get funds to pay their salaries and other statutory obligations. Right now, part of the councils’ burden is the car loan they collected for their present councillors”, he said.
Addressing the former councillors, the deputy governor expressed displeasure at their approach in making their demands, including threatening to shut down the office of the Commissioner for Local Government, Chieftaincy Affairs and Community Development.
While stressing the need for dialogue, Senator Ewhrudjakpo reminded them that the unpaid arrears of allowances were not owed by the state government but by the various councils.
He however assured that government would play a role to ensure the settlement of the issues agitating their minds.
To this end, he directed the Committee to determine what each council was owing the former councillors and turn in its report 13th, July,2021 for deliberations on how to liquidate the debt.
“The committee is made up of the Permanent Secretary, Ministry of Local Government, one former councillor each from the eight local councils and 3 representatives of the state ALGON.
“It will work out what we are owing and bring its report by Tuesday next week when we will meet to discuss how we are going to spread what is being owed for payment.

Orbih Harps On Electronic Transfer Of Election Results

The Peoples Democratic Party (PDP) in the South South has called on the National Assembly to retain electronic transmission of results in the Electoral Act
National Vice Chairman, South South of the party, Chief Dan Orbih, made the call on Wednesday in an interview with newsmen in Benin.
He was reacting to the purported removal of the electronic transfer of result provision from the proposed amendment Act currently being debated by the National Assembly.
“Nigerians should resist the removal of electronics transmission of election results during elections from the electoral Act because it is an invitation to unending electoral fraud.’’
Orbih noted that the introduction of electronic transmission of election results from the polling units to collation centres during elections was introduced by the Independent Electoral Commission (INEC) to halt result manipulation during elections.
He noted that the initiative was well applauded by all concerned, as over the years Nigerians had been concerned about elections being free and fair in the country.
“It seems that at the moment some people have started saying oh, it will be difficult to manipulate the electoral process if the electronic transmission of results is allowed to remain in the electoral Act.
“Some of our leaders who know they have not done well to win back the confidence of Nigerians through the ballot box are now against electronic transmission of results.
“If you ask them, why they are opposed to it, they will not give you any reasonable answer other than this fear of eradicating possible manipulation of results during the elections.
“So for me, I think everything should be done to ensure that the clause is not removed from the electoral Act.
“Everything should be done to improve our electoral system so that people will have the confidence that their votes will count on election day.
“This to a large extent will help us eliminate the manipulation of results in elections in Nigeria.
“Doing that, we will be strengthening our democratic process and improving the electoral process itself,” he said.
The South South leader also said that leaving the jurisdiction of electoral matters solely on the Federal High Court would not be the best for the country.
He noted that most of the election cases were time bound, and must be disposed off within a very short period of time.
“So when you restrict this challenge to Federal High Courts alone, I’m afraid we may have lots of cases just waiting for the Federal High Courts to decide within the short period that they must be taken care of.
“With this scenario, it means even pre-election matters should go to the Federal High Courts. Honestly I don’t know how that will help our system,” Orbih said.
On the gale of defections from the party by some members, Orbih said that selfish interest on the part of those leaving the party was responsible.
According to him, there is no basis for them leaving the party except for selfish and personal gains.
“Those who are leaving us are those who have something to hide and are looking for where to hide.
“They are those who have personal interest not for the good of all, but personal interest to promote and protect.
“I want to borrow the now famous saying of Gov. Nyesom Wike, “that there is no justification for any person to leave hope for hopelessness”.
The South South leader further faulted the proposed 30 per cent for exploration in the Petroleum Industry Bill (PIB).
According to him, I have never seen anything in practical terms to capture the wise saying that you cannot rob Peter to pay Paul than this PIB.
“It shows the long term marginalisation of the oil producing communities of the Niger Delta.
“It shows the obvious wickedness of our leaders to continue to deny them adequate compensation over challenges arising from the drilling of oil in these communities”.
He stressed that the agitation of the people of the region had always been over the damage from oil prospecting and processes done to their lands.
“Some of their lands are no longer fertile for agriculture; most of their fish farms can no longer survive the fallout of these processes.
“To know that they don’t have any special compensation for having the land where the wealth of the Nation’s comes from shows clearly that our leaders are insensitive to what these people are going through.
“And now you are saying, you want to take 30 per cent of our oil revenue for exploration in the desert land where nobody has come to tell us whether that oil had been struck, and even if there is whether they are economically viable.
“The ones that were discovered in the Niger Delta, did they take a percentage of our National income to develop them.
“Companies that discovered the viability of these wells paid their fees to be allowed to carry out their businesses.
“So, why are you now taking a percentage to go and develop fields in areas not yet confirmed to even have oil, and you are allocating just three per cent to the producing communities?
“It does not make any sense,” Orbih added
