Buhari speaks: Zulum was my lucky chap when I was President

… He is sound, incorruptible

In his first major interview since leaving office on May 29, 2023, former President Muhammadu Buhari said while his administration recorded huge successes in fighting Boko Haram across the North East, his presidency was lucky that Borno State, which was the epicentre of the crisis, was under Professor Babagana Umara Zulum, a highly dedicated, intellectually sound and incorruptible leader.

Buhari spoke exclusively to ‘NTA News Now’, in a 54-minute interview that was yesterday posted on X (formerly Twitter) by Malam Garba Shehu, who still serves as spokesperson to the former president after working with him for eight years (2015 to 2023) as Senior Special Assistant on Media.

The interview took place at Buhari’s house in his home town, Daura, Katsina State.

Buhari, in his response to a question on whether he was able to achieve some of his goals, said: “I will like Nigerians to reflect on what the condition of the country was when we came in, especially in the North East. Most of the North East was in the hands of what they call Boko Haram… I know the government I led was lucky, and the country was lucky to get the governor. The governor of Borno State is Professor Babagana Umara Zulum. He is very intellectual and sound, he is young, he is virtually incorruptible, because it was fantastic”.

The former president apparently made a reference to Zulum’s several frank interfaces with him over security, the governor’s fearless efforts in stabilizing communities affected by Boko Haram through regular humanitarian visits, mass recruitment of hunters and volunteers, the rebuilding of communities, resettling of victims and inspiring them to discourage them from joining insurgents as well his support for the military to complement efforts of the Federal Government during the Buhari Presidency.

VP Shettima Opens Nort-East Governors Meeting As Zulum harps on Regional Power, Railway

Vice President Kashim Shettima on Saturday, in Maiduguri, declared open the 8th meeting of the North East Governors Forum (NEGF).

Shettima is on a two-day official trip to Maiduguri for commissioning of projects executed by Governor Zulum, flag off of palliatives distribution by the northeast development commission and the opening of the Northeast Governors Forum meeting, all in Maiduguri. The VP arrived on Friday evening.

The VP, while opening the NEGF meeting, called for unity between diverse leaders and other stakeholders across the northeast in order to address challenges facing the geo-political zone.

The host, Governor of Borno State and Governors of Adamawa- Ahmadu Umaru Fintiri, Bauchi- Bala Mohammed, Yobe- Mai Mala Buni were in attendance, while those of Gombe and Taraba were represented by their deputies.

Vice President Shettima commended the northeast Governors for deliberately forging unity amongst themselves despite their differences in political ideologies.

He urged national and state assembly members to uphold same values.

Chairman of the North-East Governors Forum and Governor of Borno State, Babagana Umara Zulum, advocated for a partnership that can give birth to an independent power station and railway network across the northeast.

“Let me draw our attention to the recent amendment to the 1999 Constitution of the Federal Republic of Nigeria which saw the removal of Power Generation and Railway Transportation from the exclusive legislative list to the concurrent list. It is therefore important for us in the North East to partner towards the provision of independent power supply and rail transportation in the sub-region,” Zulum said.

Zulum also called for proactive measures towards curtailing the activities of illegal miners while at the same time maximizing the benefits of those minerals towards the overall development of the people in the northeast region.

The Governor also charged his colleagues from the region to give priority to the issues of youth unemployment and poverty in the region.

“As we are set to deliberate on matters of common interest and shared responsibilities, we should, in addition to the issues of insecurity, floods, illicit mining and North East Development Commission projects in the sub-region, also focus specifically on youth unemployment, the deep-rooted poverty among the majority of our people due to the removal of oil subsidy by the Federal Government,” Zulum said.

The Governor commended the Nigerian military for their efforts in curbing the security situation in the northeast, which saw relative peace.

“Let me use this occasion to commend our brave military in the fight against the insurgency, which remains unquestionable, while their determination to succeed is very glaring. No doubt, they have considered and acted upon a wide range of options in the fight against terrorism,” Zulum said.

Deputy Governor of Borno, Umar Usman Kadadur, senators and members of the House of Representatives, state lawmakers, Secretaries to the State Governments from the northeast States, traditional rulers led by the Shehu of Borno, Abubakar Umar Garbai Elkanemi and senior Government officials from the six States of the northeast attended opening of the northeast governors meeting.

The Governors later went into a closed-door meeting to deliberate, after which they are expected to issue a communique by the evening of Saturday.

Zulum gifts N5m to Borno almajiri who fabricated ‘hand tractor’

Governor Babagana Umara Zulum yesterday, Wednesday, gifted the sum of five million Naira (N5m) to support the innovative skills a talented almajiri in Borno State, who fabricated a farming plough machine, manually pushed for tilling of farmlands towards planting.

Ploughs are usually attached to tractors, other means of transport, or manually dragged in farms.

Zulum, a professor of irrigation farming, was impressed that Laminu Mohammed, a 25-year-old from Gubio Local Government in northern Borno State, had never attended any formal school except traditional Islamic education called Tsangaya in Borno, and popularly called almajiri system across northern Nigeria.

Laminu used components of a lister engine which is originally made for water pump, to construct a plough which works like a tractor that is pushed by hand.

Zulum was informed of Laminu’s talent by a Government official.

Zulum who is an engineer, invited Laminu, and during technical interaction, the almajiri proved his skills for the invention after which he was rewarded with N5m.

The Governor said the amount is aimed to inspire the ‘unschooled engineer’ to produce more ploughs and possibly, other agricultural machineries that can serve farmers in Borno.

Zulum’s support for Laminu came barely two weeks after the Governor approved over N5m for a 13-year old primary school boy who used mud to copy-design Borno’s first flyover located along the Maiduguri - Gamboru Ngala highway.

In another instance, Zulum had presented five mini buses and N20m cash to a young Borno man who specializes in converting buses with petrol engines into solar-powered electric vehicles.

The support was passed to Phoenix Renewable Energy Group owned by the beneficiary.

Borno State Governor, Babagana Umara Zulum on Friday received the United Nation Secretary General’s Special Representatives to the West Africa and Sahel (UNOWAS), Mr. Mahamat Saleh Annadif and his counterpart of the Central Africa (UNOCA) Mr. Francois Lounceny Fall in Maiduguri. The meeting held at the council chamber of the Government House.

The two envoys were in Maiduguri to particularly, reaffirm the support of the United Nations and the EU, to the Lake Chad Basin States in their fight against terrorism, enhance joint high-level advocacy between UN-EU and LCBC in-order to accelerate the implementation of the Regional Stabilization Strategy of the Lake Chad Basin and engage with affected communities to get first hand appraisal of the situation on ground.

Governor Zulum in his remarks, urged the United Nations and the International community to support the states in the Lake Chad Basin to address the root causes of the insurgency within the region.

Zulum made reference to resolution 2349 (2017) adopted by the United Nations Security Council at its 7911th meeting, on 31st March 2017, which called upon the Governments in the region to take further measures to address social, political, economic, gender inequalities among several other problems.

The Governor also called for the international support to recharge the Lake Chad through some identified water sources, which he said, when completed will provide employment opportunities to millions of people across the borders of Nigeria, Niger, Chad and Cameroon.

“ I would like to urge your two distinguished offices to join us in championing the recharging of the Lake Chad through already identified water sources from within Nigerian territory which will not only help rebuilding livelihood in the Lake Chad region, but also reduce flooding in parts of Nigeria and encourage irrigation along the rivers. This reduces other humanitarian crises and increase food security. This is central to attainment of peace and stability in the region.” Zulum said.

Earlier, The Secretary General’s Special Representative-UNOWAS, Mr. Mahamat Saleh said, their mission covers the four countries of the Lake Chad Bsain, Nigeria, Chad Niger and Cameroon Republics.

Meanwhile, Mr. Francois Lounceny Fall who is the Special Representative of the Secretary General to Central Africa (UNOCA) commended Governor Babagana Umara Zulum for his exemplary leadership.

“I would like to commend the leadership of Prof. Babagana Umara Zulum as Governor, I know the positive role he has played to put in place the forum of Lake Chad Governors and recently also, he demonstrated during the third meeting of the Governors in Younde that we have to sustain this forum. The proposal he made at the forum meeting was very relevant. Mr. Lounceny said.

The delegation also consists of the United Nations Resident Coordinator and Humanitarian Coordinator - Nigeria, Mr. Edward Kallon, Senior Political Affairs Officer UNOWAS, William Lifongo, Political Affairs Officer UNOCA, Souleymane Beye, Political Affairs Officer UNOWAS, Franklin Ngochi, Military Adviser UNOWAS, Gerard Nikuze and Military Adviser UNOCA, Patrice Rugambwa.
