Gov Zulum expresses worry over non-circulation of new naira notes in Borno

Borno Governor Prof. Babagana Zulum on Friday expressed worry over the non -availability and circulation of the redesigned new naira notes, especially in Borno state, which has left many communities into economic challenges coupled with inaccessibility by financial bodies due to insecurity.

Zulum disclosed this when members of the Central Bank of Nigeria, CBN and committee on implementation, usage and level of compliance of the redesigned new naira notes paid him a courtesy call at the Government House, Maiduguri.

Zulum told the leader of the CBN’s delegation who is Director of Statistics Department of the Apex Bank, Mohammad Tumala that, out of the 27 local government areas, only three, made up of Maiduguri, Jere and Biu have a functional banks, while the remaining ones have been without banks for the past decades, in addition to destructions of telecommunication facilities and financial institutions perpetrated by insurgents.

“His words: ” Borno State Government is really in support of the CBN policy in redesigned new naira notes, as it will have a long run positive effect on Nigerians, but sincerely speaking, all the infrastructures needed to implement this new CBN’s policy are not in existence in many parts or communities of Borno.

“As it is, out of the 27 local government areas, only three, made up of Maiduguri, Jere and Biu have a functional banks, while the remaining ones have been without banks for the past decades, in addition to destructions of telecommunication facilities and financial institutions perpetrated by insurgents.

“If as governor, i do not possess the new naira notes currently, what of a poor person in the village or on the streets?. Just last week, the Borno state government under my leadership has approved the release of the sum of N800 million to cushion the hardship faced by our repentant Boko Haram Terrorists, so how do CBN expect these repentant terrorists who are still under the custody of our security operatives come out to exchange their old naira notes or open an account with commercial banks.

“Secondly, it is disheartening to inform you that there is no vehicle that had access to Kala- Balge local government area for the past seven (7) months due to the terrain and insecurity. There are thousands of Internally Displaced Persons, IDPs in Kala- Balge who are currently faced with hunger. This is because, they only travel about 16kms by canoe to buy food items from neighbuoring communities of Cameroun Republic, unfortunately, i was told last week that these traumatized people could no longer buy food items from neighbouring Cameroun communities who are largely rejecting the old naira notes.

”Goto Kukawa local government area, or Baga, Banki and even some parts of peaceful Southern Borno senatorial district, there are still pockets of insurgents, but i assure you that Borno state government will provide security cover to you people if you are ready to take the new naira notes in exchange with the old notes to ensure that our people are not shortchanged by this policy”. Zulum said.

He however lamented that “even in Monguno where we have over 700,000 IDPs, the Information and Communication Technology, ICT is totally not available, so how can this be possible? I believe as government, we set up a policy to benefit mankind or ease the hardship of the generality of the people, but in this situation, the reverse is the case, especially to Borno and Yobe states which is now coming out from its decades insecurity.”

Earlier in his address, Tumala said, the CBN directed that all its Directors should go back home to all the states of the federation to resolve all issues and challenges associated with the usage of the new currency.

“We are in Borno to ensure level of compliance by commercial banks and its customers for dispatching the new naira notes, and withholding of the old currency in circulation.

“As the sons and daughters of the soil, we are in the state for two mandates which include; to ensure the new naira notes are in circulation in Nigeria, especially in hinterlands and rural communities ahead of the 31st January 2023 dateline for the old currency seize to be a legal tender, as well as ascertained banks and other financial institutions are fully complying with disbursement of the redesigned new naira notes by making them available in ATMs among other channels.

“We have been on ground monitoring the development, as we appeal to the State Government to provide adequate security cover for our Team as we visit communities”. Said the Director who is the leader of the CBN delegation.

Zulum awards N300m scholarship to 300 orphans of CJTFs who died fighting Boko Haram

Borno State Governor, Professor Babagana Umara Zulum on Tuesday flagged-off a scholarship scheme worth three hundred million naira in support of 300 orphans whose parents died as volunteers under the ‘Civilian Joint Task Force (CJTF)’ vigilantes and hunters.

The volunteers were involved with fighting Boko Haram and ISWAP side by side with the Nigerian military and other armed forces in Borno State.

They mostly died at different security operations.

Zulum at the launch, held at the multipurpose hall of the Government House in Maiduguri said the N300 million set aside was to cover all educational needs of the 300 orphans throughout their basic education levels, in the first stage, before further support at future levels of education.

Zulum had during his 2020 budget presentation promised support for the orphans under the “Borno Heroes Support Program”.

Even before that announcement, he had on different occasions, granted support to volunteers at the front lines and to families of their colleagues killed at battles.

… Gifts N15m to mothers of benefitting orphans

Beside the scholarship, Governor Zulum also approved livelihood support of at least N15m to mothers and other guardians of the 300 orphans.

Each of the 300 mothers or guardians received N50,000 along with a bag of rice, a bag of maize and clothing materials.

In separate remarks, Chairman of a committee set up by Zulum for selection of the 300 orphans, Barrister Kaka Shehu Lawan and the Theatre Commander of Operation Hadin Kai, Major General Christopher Musa lauded Governor Zulum’s initiative.

Kaka Shehu who is currently APC’s candidate for the Borno Central senatorial seat ahead of the 2023 election, was appointed while he was commissioner of justice whose ministry oversees affairs of the volunteers through a department dealing with public rights to safety.

Also during Tuesday’s launch of scholarship for 300 orphans of slain volunteers, Governor Babagana Umara Zulum announced a 35% increase of monthly allowances paid to volunteers.

The allowances were raised from 20,000 to 30,000 monthly.

Zulum had in June 2019, increased the allowance from 15,000 to 20,000 and change the payment system from a table to individual account which made the payment faster.

Governor Zulum also approved an end of the year bonus for all the volunteers.

By that, each volunteer is expected to receive additional one month salary as a bonus.

How Zulum offered N10m, house, scholarship to family of Bama’s CJTF commander killed by Boko Haram

Borno State Governor, Professor Babagana Zulum, has approved the release of N10m and a house to the bereaved family of Babagana Mallam Tela famously called Kadau who was overall commander of the ‘Civilian JTF’ in Bama Local Government Area, before he was killed by Boko Haram in June, 2022.

The ‘Civilian JTF’ is a prominent volunteer group of combat ready youths, famous for using their local understanding of Borno’s terrain to fight Boko Haram and ISWAP terrorists.

The ‘Civilian JTF’ works closely with the Nigerian military and has members operating under sectors modeled after military battalions.

Kadau was commander of “sector one” in Bama before he was ambushed by Boko Haram, while his team went on routine patrol outside Bama town.

Zulum, during his meeting with counter-insurgency volunteers in Bama during the week, paid tribute to Kadau for paying the supreme price in defense of Borno and Nigeria.

Before leaving Bama on Thursday evening, Zulum visited Kadau’s deceased family to register his condolence, after he had previously sent representatives.

The Governor directed the release of N10m for the families upkeep over a period of time. He directed that the family opens an account with joint signatories, to which the N10m, he said, was going to be paid.

Zulum also directed that a house worth another N10m be purchased for Kadau’s bereaved family so that they should stop paying rent.

Governor Zulum further directed that all children of the late commander be awarded Borno Government’s scholarship throughout their education which he described as “very small reward for all that Kadau did in his contributions to returning peace in Bama and by extension Borno State and Nigeria”.

Governor Zulum had before that donation, offered cash, food and textiles to all 683 volunteers involved with fighting Boko Haram in Bama and he had paid tribute to all of them for their services.

Zulum had, back in June 2019, increased the monthly allowances of all volunteers across Borno State, approved procurement of more vehicles and security gadgets for them.

The governor also approved massive recruitment of hunters to join volunteer groups and had them deployed to their communities to compliment the efforts of armed forces in fighting terrorism.

… ‘Why Zulum shares cash in communities’

More than 90,000 vulnerable male and female residents as well as community groups on Wednesday in Bama, received combine sum of about N400 million alongside thousands of bags of food and textiles as humanitarian support and social protection on the second day of the visit of Borno Governor, Professor Babagana Zulum.

Zulum arrived Bama on Monday as he approaches his third day of undertaking humanitarian and developmental activities.

According to a 2016 assessment report co-authored by the World Bank, the EU, United Nations and Nigerian Government, Bama is identified as the worst affected by Boko Haram’s destructions and displacement, hence Borno Government’s special attention on areas of reconstruction and humanitarian aid.

Governor Zulum, from early morning (6:35am) on Wednesday, flagged off the distribution in front of the Shehu of Bama’s palace amidst the gathering of thousands of beneficiaries.

More than 60,000 male residents each received two bags of rice and maize while 30,000 female residents each received a wrapper and N5,000 cash.

The Cash and food distributions took place at four locations. Three of these were in Bama town and one at Gurusoye, a village on the outskirt of the town.

Governor Zulum was directly involved in coordinating the aid distribution to ensure substantial reach and transparency.

The governor also met and approved cash and food support to numerous groups including those of volunteers, elders, different levels of traditional rulers who help in intelligence gathering.

Various sums of money were released to the groups depending on their numbers in order to enhance access to livelihoods as residents gradually return to farming and other businesses, which were hitherto hampered by violent activities of insurgents.

Speaking to journalists in Bama during Wednesday’s activities, Governor Zulum revealed that substantial quantity of the food he shared came from the food launched by President Muhammadu Buhari as special support for the North-East, during the 2022 World Humanitarian Day which held on August 18 in Maiduguri.

He said the rice, in thousands of bags, came from the Nigerian Customs Service and the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development through its establishments: the North-East Development Commission (NEDC) and the National Emergency Management Agency (NEMA).

The governor conveyed his deepest gratitude to President Buhari, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar Farouq, Comptroller General of the Nigerian Customs Service, Col. Hameed Ali (Rtd) and heads of NEDC and NEMA for their compassion towards Borno people.

… ‘Why Zulum shares cash in communities’

Governor Zulum is constrained to use cash in humanitarian aids to communities because majority of Borno’s 27 local government areas currently do not have banking services while many of the targeted beneficiaries do not even hold accounts.

The governor’s spokesman, Malam Isa Gusau, in a statement emailed to journalists explained that banks currently operate mostly in Maiduguri, Jere, Biu and portions of Konduga that are located within the metropolis, while more than 20 LGAs do not have banking services following Boko Haram’s destructions and displacements.

Gusau also said that the incentives given by the governor has seriously worked against the ability of Boko Haram to use cash in wooing persons with critical humanitarian needs.

“There were times when Boko Haram used as low as N5,000 cash to pay spies and even pay teenagers to set schools ablaze. After careful analyses, the governor’s massive deployment of cash support was considered as potentially effective and it has really helped”, Gusau said.

He added, that “part of the whole idea is to stimulate local economies in communities through financial
transactions and to help the communities gradually stabilize. At the moment, some of the communities are returning to agriculture and other means of livelihoods and as they attain economic recovery, the governor will gradually change manner of interventions from direct sharing of food and cash aids to other means”, Gusau said.

The spokesman noted that Governor Zulum has regularly explained that distributing food and cash is not sustainable hence gradual return to safe farming, fish businesses and many other means of livelihoods peculiar to different communities across Borno State.

Zulum to NEDC: Let’s move from short-term interventions to long-term projects

Borno State Governor, Professor Babagana Umara Zulum has called on the North-East Development Commission (NEDC), as well as humanitarian and development stakeholders to start shifting the foci on interventions across the North-East from short term humanitarian interventions to undertaking medium and long term capital projects and programmes that can hugely impact on addressing the root causes of the Boko Haram insurgency in the geo-political zone.

Zulum made the call on Thursday, while speaking at the validation of the NEDC’s stabilization and development master plan for the six states in the northeast namely Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe.

The event held at the International Conference Centre in Abuja, and it was chaired by the Secretary to the Government of the Federation, Mr. Boss Mustapha.

The Governor congratulated the NEDC for the development of a master plan, describing it as
one of the commission’s greatest achievement that clearly gave a pathway for the NEDC to make significant contributions towards the recovery, stability, and repositioning of the North-East.

"The pillars of the NEDC's development master plan encompasses all the sectors that need attentional investments to enable the region catch up with the rest of the country and unleash it's potentials.”

“If properly and strategically implemented (the master plan), it will not only complement what Governors are doing in their respective states, by investing in transformational projects, but also serve as tipping points for the transformation of the entire region” Zulum said.

Zulum added that the master plan truly represents aspirations of the people of the six states in the North-East, making it a document that should be the attention of Federal and State governments, as well as development partners in terms of interventions.

The Borno Governor however urged the NEDC to be strategic and realistic in order to deliver on its mandate of supporting the recovery of the north-east region from the huge impacts of the Boko Haram insurgency.

Earlier, in his opening remarks, Chairman of the NEDC, Maj. Gen. Paul Tarfa appreciated the six Governors of the north-east states for their strong support towards the commission.

Tarfa paid tribute to Zulum for providing special support since Borno is host to the NEDC’s headquarters.

He also appreciated developmental partners for their humanitarian activities in the North-East, and for supporting the NEDC.

The event was attended by representatives of Governors of Adamawa, Bauchi, Gombe, Taraba and Yobe States, the Emir of Bauchi, Dr. Rilwanu Sulaiman Adamu, and Chairman of the House of Representatives Committee on Humanitarian Affairs, Hajiya Khadija Bukar Abba Ibrahim amongst other important personalities and humanitarian stakeholders.

Zulum directs urban board to immediately unseal NNPP’s office, calls its wrong timing

Borno State Governor, Professor Babagana Umara Zulum on Friday directed the Borno State Urban Development Board to immediately unseal Maiduguri headquarters of the New Nigeria Peoples Party, NNPP, describing the board’s decision as “wrong timing”.

Zulum’s spokesman, Malam Isa Gusau, confirmed in a statement issued on Friday, that the Governor became aware of the board’s action and has directed that it should be reversed saying, “no matter the justification, the timing is wrong”.

Below is the statement issued by Governor Zulum’s spokesman:

“The good people of Borno State are well aware that in the last three years, the Borno State Urban Development Board has been carrying out series of reforms which included sealing of some buildings operated by individuals, corporate bodies like Banks and even some government institutions which issues contravened laws relating to non compliance with Maiduguri’s town planning procedures.

The Governor became aware that the board sealed an office operated by the NNPP.

Although the board claimed to have acted in the same regard in acted against other offices, by sealing the NNPP’s headquarters for wrongful conversion of residential area for office purpose, Governor Zulum regards the board’s action as that of wrong timing.

Zulum believes that no matter the justification, the board’s decision is bound to be given political interpretation and which could heat up the polity and cause needless distractions.

For that reason, Governor Zulum had already directed that the board should suspend its own rule on this particular instance bordering on the NNPP.

The Governor believes that reversing the decision is in the overall public interest for peace.

Governor Zulum believes that all political parties should be free to lawfully operate and citizens should be free to associate with political parties of their choices without hindrances.

Zulum also advised authorities dealing with issues that could involve political parties to consider the need to invite stakeholders of all existing parties for consultations and to jointly agree on conducts that should align with existing state laws and without undermining the freedom and independence of all political parties to operate in Borno State”

Media aides mark Zulum’s 53rd birthday with 3rd Verdict

Media aides, alongside social media associates, on Thursday unveiled a compendium, the 3rd Verdict, to celebrate the 53rd birthday of Borno State Governor, Professor Babagana Umara Zulum.

The compendium’s Editor-in-Chief, who is also the Governor’s Adviser on Public Relations and Strategy, Malam Isa Gusau, announced the unveiling via a statement.

Gusau explained that the 3rd Verdict is a compendium of published news reports and analysis, features, columns, commentaries, discourses, editorials, selected speeches and updated scorecard in the third year of Governor Zulum’s administration, from May 29, 2021 to May 29, 2022.

The 3rd Verdict came after two previous editions.

On August 25, 2021, a similar compendium, the Second Verdict, was unveiled by Zulum’s media aides and social media associates to mark his 52nd birthday. That 331-page compendium was structured in 17 thematic sections with over 300 articles related to Governor Zulum’s activities from May 29, 2020 to May 29, 2021.

In August 2020, the First Verdict was published. The maiden compendium has 300 pages with 17 thematic sections, the combination of which had 336 published articles on Zulum’s Governor’s activities from May 29, 2019 to May 29, 2020.

Speaking on the newest publication, Gusau highlighted that the 3rd Verdict “has on its cover-page, a unique illustration replicated from a photograph that was snapped at 9:21 am on Monday, the 9th of August 2021 when Governor Zulum was invigilating an impromptu aptitude test he organised for teachers of a primary school in Baga town of Kukawa Local Government Area in northern Borno State.”

He noted that the significance of the cover-page illustration was discussed in the compendium’s editorial titled ‘Our Cover Photo and the Crisis of Public School System’.

The statement further explained that “the 3rd Verdict is a 290-page publication with 20 thematic sections: The Humanitarian; Security News and Discourse; Transport; Infrastructure & Energy; Education; Healthcare; Agriculture, Water Resources & Environment; Religion, Culture & Festivities; Budget, Economic Planning & Commerce; Civil Service, Vocations & Appointments; The First Lady & Women Affairs; Governance & Zulum's 'Unusual' Approach; The Deputy Governor; Witnesses to Service Delivery; Politics; Awards, Tributes & Special Occasions; Foreign, Inter-Governmental & Development Partnerships; Some Sayings of Zulum; North East Governors Forum (NEGF); Newspaper Editorials and The Scorecard.”

These 20 thematic sections, the Editor-in-Chief highlighted, “have a combined number of 196 articles published by dozens of local and foreign news organisations relating to the activities of Professor Zulum in his third year as governor.

“Besides the 196 published articles, the 3rd Verdict also contains a number of selected speeches and updated records of projects, presidential commissioning, programmes and policies as of May 29, 2022”.

These records of projects were updated from the First Verdict, released in August 2020, and the Second Verdict, released in August 2021.

On why the publications are important, Gusau said: “The First, Second and 3rd Verdicts are aimed at preserving Governor Zulum’s legacies to increase access of future leaders to information about government policies and programmes, and to research information.

“Such documentation is important because as years pass by, retrieving information about the activities of leaders tends to get more difficult, especially in this internet age when digital foci are more on newest information than older ones.

“It is our hope that with the First, Second and 3rd Verdicts, accessing sufficient records of Professor Zulum’s activities, whether immediately or in future times, should be as easy as having hard and soft copies of our series.”

“We wish our readers the most informed benefits from these publications as we present to you the 3rd Verdict to celebrate Governor Zulum’s 53rd birthday.

Dear Borno N-power Batch C Stream Two Candidates Read this.

I. Your Deployment is being handled by the Borno state Social Investments Programmes (BSIP) under the able leadership of the State Focal Person.

2. You are being deployed to the nearest PPA to your residential address. This is to avoid posting you to a PPA far from your place of residence.

3. No one is asked to call The Focal Person's Phone number or Programme Manager's. The deployment is based on the residential address you provided during your application.

4. When your Deployment is completed, BSIP will return back to Abuja and NASIMS will upload to your portals.

Zulum asks Adviser to oversee Borno’s Ministry of Justice, pending substantive commissioner

Borno State Governor, Professor Babagana Umara Zulum has directed his special adviser on legal affairs, Barrister Hauwa Abubakar to oversee the state’s ministry of justice, pending the appointment of a substantive attorney general and commissioner of justice.

The Governor’s directive was conveyed by secretary to Borno State Government in a letter dated August 11, 2022, which was addressed to the special adviser.

The directive for overseeing the ministry followed the resignation of the former attorney-general and commissioner of justice, Barrister Kaka Shehu Lawan, who emerged candidate of the APC for Borno Central Senatorial zone, on July 22, 2022, ahead of the 2023 general elections.

“I have the honour to convey to you the approval by His Excellency, Prof. Babagana Umara Zulum, FNSE, mi, Executive Governor of Borno State of your appointment as overseeing Honorable Attorney-General and Commissioner, Ministry of Justice with effect from 15' August, 2022.” the SSG said while conveying Zulum’s directive to the legal adviser.

“As Chief Executive of the Ministry and Chief Law Officer of the State, you are expected to advice Government on all legal matters and work assiduously towards the achievement of Governmental goals. You are also expected to work closely with the Solicitor-General and Permanent Secretary who is the Accounting Officer…” the letter added.
