The minister of Transportation, Alhaji Mu’azu Sambo, on Sunday said the Lekki deep seaport would bring more tonnage, and revenue to the port and the country.

Sambo who disclosed this in Jalingo said the Lekki deep-sea port project would create 112,000 jobs to Nigerians upon its completion.

According to him, the port, which is a deep seaport would bring more tonnage, and revenue to the port and the country.

He further said the importance of the project would impact positively on the nation’s economy.

“The Lekki deep-sea port project is a major infrastructural intervention in the maritime sector of the country “

“It is significant because the largest ships in the world can berth at the Port.

“That means, more tonnage, more cargo, more revenue for the port and for the country, more economic activities.

“And above all more jobs like I said, over 112, 000 both direct and indirect jobs will be created as a result of the creation of the Lekki deep-sea port.

“This will be in the first few years and as time goes on and as activities expand, the number of the jobs will even multiply and that is what is good for us.

“For as more jobs we have, the more our ability to put food on the table of many Nigerians,” Sambo said.

*2023: TINUBU CAMPAIGN ORGANISATION INAUGURATES 65-MAN THINK TANK COMMITTEE*

The Asiwaju Tinubu Presidential Campaign Organisation has officially unveiled a 65-man Think Tank Committee that will formulate the expectations of Nigerians if the former national leader of the All Progressives Congress, Bola Tinubu, wins the 2023 general election.

Prof Osareme Osunbor, former Governor of Edo State, Southern Nigeria has been named the head of the Think- Tank Committee that would draft a Rebirth Manifesto to guide Asiwaju Bola Ahmed Tinubu to address the contemporary needs and expectations of the Nigerian People.

Inaugurating the Think-tank/ Resource Person’s in Abuja, the Director General of Asiwaju Tinubu Presidential Campaign Organization (ATPCO), Dr Adebayo Sh*ttu, said the Think -Tank is mandated to seek from the Nigerian electorate and youth in particular, their expectation from the Tinubu Presidency when it resumes in Government.

Sh*ttu also used the occasion to unveil the national and zonal structures of the Asiwaju Tinubu Presidential Campaign Organization, giving details of members of its Executive Directors and Zonal Coordinators.

According to the former minister of Communications, the national officers are to be assisted by zonal and state coordinators, as they oversee over 300 hundred independent electioneering campaign support groups.

The DG also said the Think -Tank is mandated to seek from the Nigerian electorate and youth in particular, their expectation from the Tinubu Presidency when it resumes in Government.

Sh*ttu declared that, “The Group would then formulate these yearnings and expectations into a workable and implementable action plan to be christened THE REBIRTH MANIFESTO, a manifesto seeking to return to Nigerians a Practicable, implementable, realistic and sincere HOPE which guarantees PROGRESSIVE CHANGE and dynamically TRANSFORMATIVE GOVERNANCE within the first term of the TINUBU GOVERNMENT,”.

The Think-Tank is equally expected to attach timelines for proper monitoring of the implementation of the action plan in the area of” Educational Transformation, Total fight against Insecurity, Provision of full Employment for the Millions of hapless youths who have become distraught over the last 20 years or so, Economic Reconstruction, Agricultural Revolution, Rapid Advancement in Technology, Innovation and Digitization, Infrastructural Development and Impactful Leadership that Nigerians can be proud of.

The northeast region and the southeast region come last with the total number of registered voters with 11,289,293 (13.44%) and 10,057,130 voters (11.97%) respectively.

The Story Of Biafra Football Club (1969- 1978)

Indeed there was a country… and there was also the Biafra Football Club.

In the dying months of the breakaway Republic of Biafra, a group of idealistic young football lovers gathered together in Valls, Barcelona (Spain) to honour the heroic struggle of The Biafrans . They created a symbolic pennant and founded the Biafra Football club in order to draw world attention to the plight of Biafra, using one of the most potent methods known to humanity…Football. CF Biafra had about a hundred players from Reus to Pla, from Nulles to Tarragona they settled in El Vilar, within the federated amateur league and rode all the way to the Third Regional League.

Half a century later, the golden anniversary of the Biafra football club was celebrated. Though now extinct, Biafra , to those idealistic young men, was a mirror for their own struggles . In their perception, their own region of Catalunya ( Catalonia) was going through the same situation at the hands of the Spanish government as Biafra was experiencing, at the hands of the Nigerian government. They found a common bond and affinity with the Biafra struggle through the formation of the Biafra football club in Valls. The club existed until 1978 when its activities were truncated by lack of economic resources.

An exhibition on the history of the Biafra Football Club was held at the Patio de Sant Roc in June 2007.

A delegation from CF Biafra in Barcelona led by Ramon Rovira & Oscar Gasso visited Dim Chukwuemeka Odumegwu Ojukwu in Enugu to present to him the official jersey and album of the history of CF Biafra. When the Biafra Hero died, a delegation of CF Biafra also flew into Nigeria and participated fully in the funeral rites of Dim Chukwuemeka Odumegwu Ojukwu in 2012. When they were leaving, they took a stone from Biafra land which they merged onto the commemorative plaque, twinning the Land of the Rising Sun with Valls forever.

On December 29th 2020, This copper plaque was installed on the ground of the square where all the CF Biafra football players met in 1969. It was unveiled by the Mayor of Valls, Dolors Farre , the Administrator of Sports, Enric Garcia in the presence of regional municipal officers, politicians, surviving CF Biafra players and some members of the Igbo community .

NEW REVENUE FORMULA: PRESIDENT BUHARI RECEIVES REPORT, AWAITS CONSTITUTION REVIEW PROCESS

President Muhammadu Buhari says he will await the final outcome of the constitutional review process before presenting the report of the review of the vertical revenue allocation formula to the National Assembly as a Bill for enactment.

The President stated this on Thursday in Abuja while receiving the report by the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), led by Engr. Elias Mbam.

‘‘Ordinarily, I would have gone ahead to table this report before the National Assembly as a Bill for enactment.

‘‘However, since the review of the vertical revenue allocation formula is a function of the roles and responsibilities of the different tiers of government, I will await the final outcome of the constitutional review process, especially as some of the proposed amendments would have a bearing on the recommendations contained herein,’’ he said.

President Buhari listed some of the recommendations in the report as follows:

‘‘Establishing local government as a tier of government and the associated abrogation of the state/local government account; moving airports; fingerprints, identification and criminal records from the exclusive legislative list to the concurrent legislative list, empowering the RMAFC to enforce compliance with remittance of accruals into and disbursement of revenue from the Federation Account as well as streamlining the procedure for reviewing the revenue allocation formula.’’

The President assured members of the Commission that the Federal Government would immediately subject the report to its internal review and approval processes, while awaiting finalization of the efforts by the National Assembly.

According to the President this strategy, rather than issuing an Executive Modification order, as was done in 1992, is more in line with entrenching our democratic tenets.

He commended the RMAFC for a job painstakingly done, pledging his unwavering commitment and support to them in carrying out their constitutional mandates.

The President also thanked Nigerians, especially the State and Local Governments, for making their inputs through the broad stake-holder engagement processes that produced the report.

His words:

‘‘I am aware that the present revenue allocation formula has not been reviewed since the last exercise carried out in 1992.

‘‘Considering the changing dynamics of our political-economy, such as Privatisation, Deregulation, funding arrangement of Primary Education, Primary Health Care and the growing clamour for decentralisation among others; it is necessary that we take another look at our Revenue Sharing Formula, especially the vertical aspects that relate to the tiers of government.

‘‘This becomes more compelling as we need to reduce our infrastructural deficit, make more resources available for tackling insecurity, confront climate change and its associated global warming and make life more meaningful for our rapid growing population.’’

President Buhari said as an advocate for grassroots development, he has always remained committed to ensuring that all tiers of Government are treated fairly, equally and justly in the sharing of national resources.

‘‘I want to let you all know that I have keenly followed most of the discussions held in the geo-political consultative process and one thing that struck me clearly was the agreement that a review of our vertical revenue formula cannot and should not be an emotional or sentimental discussion and it cannot be done arbitrarily.

‘‘All over the world, revenue and resource allocation have always been a function of the level of responsibilities attached to the different components or tiers of government.

‘‘I am, therefore, happy to note that the discussions were held along these lines and rested squarely on roles and responsibilities as spelt out in the 1999 Constitution (as amended).

‘‘However, I also note that in reaching the final decisions at most of these engagements, not much emphasis was placed on the fact that the Second Schedule of the Nigerian constitution contains Sixty Eight (68) items on the Exclusive Legislative List and the remaining Thirty (30) items on the Concurrent List requiring both the Federal and State Government to address’’.

President Buhari, therefore, declared that for the nation to have a lasting review of the present revenue allocation formula, there must first be an agreement on the responsibilities to be carried out by all the tiers of Government.

In particular, he noted that the proposal seeks a 3.33% reduction in the current Federal Government allocation and on the other hand an increase of 3.07% and .44% for the States and Local Governments on the other hand.

He added that with regards to the Special Funds, the report by the RMAFC proposed an increase of .2% for the Federal Capital Territory (FCT) and a decrease of .38% for Development of Natural Resources.

The President recounted that the Federal Government also made its input into the process of reviewing the vertical revenue allocation formula based on existing constitutional provisions for roles and responsibilities for the different tiers of government.

‘‘We must note the increasing visibility in Sub-national level responsibilities due to weaknesses at that level, for example: Primary Health Care; Basic Primary Education; Levels of insecurity, and; Increased remittances to State and Local Governments through the Value Added Tax sharing formula, where the Federal Government has only 15% and the States and Local Government share 50% and 35% respectively,’’ he said.

In his remarks, the Secretary to the Government of the Federation, Boss Mustapha, said the RMAFC followed due process in undertaking the exercise, and sought the opinion of the Federal Government before finalizing the report.

Giving a synopsis of the report, Mustapha said that it was in four volumes, including a summary in the main report.

‘‘Volume 1 contains the various memoranda submitted by the Federal and State Governments as well as the FCT. Volume 2 details the presentation from the academia, civil society, professional bodies, traditional rulers, individuals, as well as women and youth council.

‘‘To complete the inclusiveness of the stakeholder participatory processes adopted, Volume 3 is a research that captures the body of knowledge that supported the review while Volume 4 is a further distillation of submissions by the State and Local Governments as well as NGOs and Area Councils of the FCT,’’ he said.

Also speaking, Mbam said the leading philosophy behind the proposed review was guided ‘‘by the need for distributive justice, equity and fairness as enshrined in relevant Sections of the 1999 Constitution (as amended).’’

He added that the principles took into cognizance the indivisibility of the country, public opinion and weighted Constitutional responsibilities and functions of the three levels of Government.

He announced that the proposed vertical revenue allocation formula advised 45.17 per cent for the Federal Government, 29.79 per cent for State Governments and 21.04 per cent for the Local Governments.

Under Special Funds, he said, the Report by the Commission recommended 1.0 per cent for Ecology, 0.5 per cent for Stabilisation, 1.3 per cent for Development of Natural Resources and 1.2 per cent for the FCT.

In arriving at the new vertical revenue allocation formula, Mbam told the President the commission had wide consultation with major stakeholders, public hearing in all the geo-political zones, administered questionnaires and studied some other Federations with similar fiscal arrangements like Nigeria to draw useful lessons from their experiences.

According to the RMAFC chairman, the Commission also visited all the 36 States and the FCT, the 774 Local Government Areas to sensitize and obtain inputs from stakeholders.

He added that literature reviews were conducted on revenue allocation formula in Nigeria dating back to pre-independence period while the Commission received memoranda from the public sectors, individuals and private institutions across the country.

Explaining the major reasons for the exercise, Mbam noted that since the last review was conducted in 1992, 29 years ago, the political structure of the country has changed with the creation of six additional States in 1996, which brought the number of States to 36.

Correspondingly, he said, the number of local governments councils also increased from 589 to 774.

‘‘There have been considerable changes arising from the policy reforms that altered the relative share of responsibilities of the various tiers of Government such as deregulation, privatization and the lingering controversies over funding of primary education, primary healthcare,’’ he said.

The RMAFC chairman noted that while Section 32(b), Part 1 of Third Schedule of the 1999 Constitution 9 (as amended) empowers the Commission to review from time to time the revenue allocation formulae; the inadequate and decaying infrastructure, as well as heightened widespread internal security challenges across the country also necessitated the exercise, among others.

President Muhammadu Buhari has Signed Executive Order 11 which focuses on national maintenance of public buildings.
The President appended his signature to the document at the Council Chambers of the State House, in Abuja on Wednesday.

1. With the new order, ministries, departments and agencies of government (MDAs) are expected to set up maintenance departments in line with the provisions of the Order.

2. The Order now gives legal backing to the country’s national maintenance policy, following its earlier approval by the Federal Executive Council.

3. The office of the Head of Civil Service of the Federation will establish a department of federal public assets maintenance

4. The Policy is expected to give a facelift to some of its buildings like the federal secretariat, Abuja, and 24 others spread across the country.

5. The Order is the first of its kind in Nigeria with a policy framework for maintenance of national infrastructures.

An indigene of Kabo LGA of Kano State, Hussein Lawal, who is trekking from Abuja to Lagos in solidarity and support for the National Leader of the All Progressives Congress (APC), Asiwaju Ahmed Bola Tinubu, has arrived at Ibadan, the Oyo State capital.

Lawal, who arrived in Ibadan on Monday night, said while on his way, men of the Nigerian Army and commercial drivers supported him financially.

Speaking with reporters in Ibadan on Tuesday, Lawal called on Nigerian youths to support Tinubu to become president in 2023.

He said; “I decided to walk for Tinubu because he remains the only presidential aspirant with the youth in his heart. Tinubu has been supporting youths before he became a governor; he did it as a governor and even after he left office as a governor.

“He remains the only leader who supported Nigerian youths regardless of their religion and ethnicity. Many of the youths who worked under him as a governor are now ministers and even vice president,” he said.

In keeping to their promise to empower every person and every organization on the planet to achieve more, Microsoft Nigeria has launched the Agro-Tech Hackathon NG for Nigerian young entrepreneurs.

The initiative which is targeted at providing homegrown scalable platforms by Nigerian youths for Nigerian farmers and consumers to access farm produce will also help to improve digital value chain process and reduce agricultural wastes and losses.

Also reacting to the initiative, the Technical and Operations Lead of TedPrime Hub, Mr. Adeeko Olalekan, expressed his delight in the partnership drive around this project and lauded Microsoft’s digital investments towards providing Nigerian youths the platform to invent local solutions in the oldest sector in the planet—agriculture. “This project is coming at the time the nation’s economic diversification is now a top priority for governments and all facets of governance and to a larger extent, provide economic opportunities for all stakeholders in Nigeria’s agricultural sector and we are pleased to be part of history of socio-economic transformation of Nigeria through Microsoft Agro-Tech Hackathon” said Olalekan.

The goal of the hackathon is to develop a repository of innovative and inclusive solutions to the myriad of challenges in the agricultural sector. These solutions in the long run will empower farmers economically and improve the profitability of their agri-business by facilitating easier and faster consumer access to farm produce and reduce wastage of perishable farm items.

The competition, which kicks off 28th March 2022, is open to Nigerians between the ages of 18 to 45. Applicants shortlisted in the first phase of the application will be paired to form teams during the Hackathon stage. At the end of the competition, three teams with the most outstanding solutions will be selected for funding and technical support by Microsoft and its partners. Consolation prizes will also be given to the top 20 finalists of the hackathon. I am delighted with your esteemed presence at this epoch-making occasion in the life of our party, the All Progressives Congress (APC), as we assemble here for the National Convention, climaxing the transition process which started with the conduct of ward, local, and state congresses. Today, we are going for the zonal and national offices as well as, the ratification of the amended constitution of Africa’s largest political party, the APC.

I would also like to appreciate the Vice President Prof. Yemi Osibanjo (GCON), the NEC, and members of the Progressives Governors Forum for their untiring support and cooperation to ensure that the Caretaker Extraordinary Convention Planning Committee succeeds in resuscitating the party.

Similarly, the Committee enjoyed generous and tremendous support from the National Assembly APC caucus, other critical stakeholders, committed party men, and women who believed in our mission and ability to deliver the mandate and move the party forward.

Your Excellencies, distinguished personalities, ladies and gentlemen, permit me to quickly reflect on some of the modest achievements recorded by the party under the Caretaker Extraordinary Convention Planning Committee whose tenure is ending today, for us to appreciate how far we have gone in revamping and improving our beloved party.

Upon assumption of office, the committee embarked on a genuine and all-inclusive reconciliation process to give everyone a true sense of belonging, confidence, and reassurance in the collective ownership of the party. We, first of all, visited some critical stakeholders to engage them in resolving the disputes and other hanging disagreements in the party. While some of these visits were made public, others were done out of the public glare and without media publicity. Similarly, we visited some aggrieved chieftains who sincerely shared their ill feelings with the committee. We spoke to each other frankly, placing party interests above personal interests.

I am glad to state that those frank discussions built a new hope in the hearts of the aggrieved persons such that, those who earlier left the party returned back, while those contemplating to forsake the party, never left.

However, when we commenced the assignment, we realized that the problems on the ground had far outweighed our estimation of the time required to resolve the huge problems bedeviling the party. This made the initial Six months dateline grossly inadequate, unrealistic, and not practicable and therefore, the need for extension of more time. Happily, for every extension, we brought in additional values with positive developments into the party.

Having reconciled substantial stakeholders, members and groups, the committee commenced membership registration and revalidation exercise, being one of the mandates of the CECPC, to establish the party’s numerical strength for proper planning and mobilization. The exercise provided our new members the opportunity to register as legitimate members of APC with equal rights, privileges, and opportunities, as well as, to give back the ownership of the party to the members, using the bottom-top approach. I am glad to state with all sense of fulfillment that the membership registration and revalidation exercise, recorded over 41 million members who registered with the details of their Permanent Voter Cards (PVC) and passport size photographs. This unprecedented increase in membership from the previous 11 million registered members to over 41 million registered members, provides the party with an added advantage of winning elections in Nigeria with landslide victories.

Mr. President, distinguished members, ladies and gentlemen, APC under the Caretaker Committee, made history with an unparalleled record of high-powered defections into the party. Three serving governors of Ebonyi State, His Excellency Engr. Dave Umahi, Cross River State, His Excellency Dr. Ben Ayade, and Zamfara State, Alhaji Bello Mutawalle, defected along with Millions of their supporters from PDP into the APC.

I am glad to add that the fortunes of the party were further enriched with the defection of former Speakers of the House of Representatives, former PDP national chairman, member PDP Board of Trustees, several Distinguished Senators and Honourable members of the House of Representatives and state assemblies, and several other heavyweights cutting across all the geo-political zones of the country.

Let me reassure those of you whose defections are being challenged in the courts that you have nothing to fear because your defections did not contravene any law. You will by the grace of God emerge successful and victorious in the superior courts at the end of these litigations. Your wise decision to join APC along with Millions of your supporters shall never be in vain.

I am gratified to inform this gathering that the Caretaker Committee under my watch has finally and fully settled the balance of payment for the National Headquarters. We have taken full ownership of the property. It is named after His Excellency, President Muhammadu Buhari GCFR. The National Secretariat will henceforth be known and addressed as 'BUHARI HOUSE'.

I am pleased to say that the CECPC conducted peaceful and successful Congresses at the ward, local, and state levels and reviewed the party's constitution to clear ambiguities and to provide for the missing lines. The reviewed constitution is ready to be presented to you for ratification.

To promote party governance, teamwork, and inclusiveness, the caretaker committee introduced wide-scale consultations and engaged many stakeholders outside the committee as chairmen and members of various sub-committees on reconciliation, membership registration, Congresses, and Appeal committees among others

In addition, the Caretaker Committee in conjunction with the Presidency, introduced a tripartite consultation forum between the party, the National Assembly APC caucus, and the executive arm of government to build a conducive and healthy working relationship for speedy ex*****on of government policies and programs for the benefit of Nigerians. I am glad to say that, this initiative with support from the leadership and members of the National Assembly and the Executive, has positively redirected the relationship between the three organs from that of mutual suspicion to that of trust, understanding, and teamwork.

As a matter of deliberate policy, the party organized a National Youth summit attracting youth from all the political wards across the country to mobilize the youth and to give them a sense of belonging and to enhance their commitment to the party. Similarly, women party faithful from across the country were assembled in Abuja and sensitized on active participation and generating support for the party. The party also took deliberate measures to give special recognition to People Living with Disabilities and now represented in every function of the party.This is in recognition of the great roles they play in the mobilization of the electorate, and participation in election processes.

Your Excellencies, distinguished guests, ladies and gentlemen, it is pertinent to point out that we are conscious of the anxiety among our members for the conduct of the Convention to elect substantive national leaders. We are also aware of the rising interests among individuals and groups especially those with the ambition to aspire in the 2023 general election.

This anxiety has however translated into some internal wrangling and squabbles recently recorded in the party. Such internal disputes are both normal and common, especially in a growing democracy like ours. The beauty of such disagreements is the ability and resilience to resolve them and emerge out of them stronger.

Once again, l wish to commend Mr. President for the excellent leadership exhibited in resolving the seeming contention with ease, and without adverse effects on the party and the Convention.

As we elect the new national officials, l call on every member of the party to please support and cooperate with the leaders from ward to the national levels. We should please bury our differences and collectively work for the interest and success of our party. This is very necessary for us to approach the 2023 General election with a united front. We can only achieve much in unity, just like the broom which is our party symbol. Our support to the new leadership would no doubt promote internal democracy and the emergence of popular, credible, and generally acceptable candidates to fly the party's flag in the 2023 election for the party to succeed.

Let me once again express my profound gratitude and appreciation to His Excellency President Muhammadu Buhari GCFR, His Excellency the Vice President Prof. Yemi Osibanjo (GCON), His Excellency President of the Senate, Ahmad Ibrahim Lawan, the Honourable Speaker House of Representatives Femi Gbajiabiamila, the founding fathers of the party, former National Chairmen, their Excellencies Chief Bisi Akande, John Oyegun and Comrade Adams Oshiomhole, their Excellencies members of the Progressives Governors Forum and the Distinguished Members of the National Assembly for the amazing support that l personally enjoyed from you all.

The teamwork, cooperation, and unity exhibited by my colleagues, members of the Caretaker Extraordinary Convention Planning Committee in the course of this assignment, have been exceptionally marvelous. This has truly made us extraordinary. We are indeed a family. I sincerely appreciate you all.

Let me also register our profound gratitude to all other stakeholders, our distinguished delegates, staff of the National Secretariat, the Youth, Women groups, and our supporters nationwide for the fantastic support you have extended to the Caretaker Extraordinary Convention Planning Committee.

I am now more confident than ever, that with a population of over 41 million registered members and still counting, APC has the potential and capacity to remain Nigeria’s ruling party and indeed, Africa's largest political party.
