How Soludo Administration Is Promoting Peace And Community Development In Anambra State

The South-East states in Nigeria were abuzz with colourful celebrations and multiple social events during the 2023 Christmas season, as it is now customary in Igboland during festive periods.
In Anambra state, it was more than just Christmas but a carnival of colours, enchanting rhythms, dance steps and ululations of celebrations and expressions of very rich cultural heritage across the 179 communities in the state. All these would not have been possible if not for the peace and tranquillity that has gradually returned to the state. Thanks to the hardwork and efforts of the state Governor, Professor Charles Chukwuma Soludo, his commissioners, aides, security agencies, traditional rulers, Presidents General, and the resilient spirit of Ndi Anambra who are heeding the Governor’s call to take back their communities.

According to Miss Vera Onyia, a native of Odekpe, in Ogbaru Local Government Area of the state, "The turnout of people who came home for the festivities was massive. People returned home from various cities in Nigeria and the diaspora, for what is now a yearly pilgrimage to spend the holiday period with family and friends in Anambra state."

Findings indicate that flights to Chinua Achebe airport in Anambra state, and the entire South-East region were fully booked during the past Christmas celebrations, despite the high air fares. Even the cost of traveling from major cities to the South- East by road was not also pocket friendly, but that didn't deter Anambra state holiday makers from returning home to join in the celebrations.

Interestingly, during the period, wherever one turned to in the 179 communities, there were beehive of activities and celebrants at one event or the other, glowing in brilliant colours of cultural attires and glorious sounds of native flutes, gongs and other traditional musical instruments, that produce soul-lifting melodies that seemingly transformed the whole state into an open carnival, to the admiration of both residents and visitors to the state.

Many people never knew that a beach existed in Anambra state until pictures and videos of Anam Beach Festival in Anambra West LGA surfaced on the internet. There were also other events that were celebrated across the state such as masquerade festivals, chieftaincy, ozo, oba, Iyom and other titles, Ofala, Igu-Aro festivals etc.
Many have attributed this huge turnout of people for different events in the state, to the increasing confidence people now express in the intentional restoration of peace and order in the communities in the state by the government of Professor Charles Chukwuma Soludo, through strategic support to the security agencies, and re- engineering of community leadership system - Town Unions, by the state government.

According to Chief Ikenna Okonkwo, a native of Ogidi, Idemili North Local Government Area of the state, who visited home from Denver, Colorado, United States of America, "Development is not measured only by the provision of physical infrastructure. The soft side of infrastructure - peace and community harmony - also rank among the indices that a responsible government could be evaluated."

Speaking further, Chief Okonkwo said: “In my interactions with many people, even before I made the decision to visit home for Christmas, I can attest to the fact that Professor Charles Chukwuma Soludo, the Governor of Anambra state has been silently carrying out a revolution in the local government system and community development in Anambra state”.
"The Governor has been doing this through the Ministry of Local Government, Chieftaincy and Community Affairs, headed by the Commissioner, Mr Tony-Collins Nwabunwanne and his team”.
"You know that it is only a stable and peaceful community that would provide the right atmosphere for physical and human capital development."

Apparently, in the last 18 months, the Ministry of Local Government, Chieftaincy and Community Affairs has successfully conducted many town union elections without the usual rancour and acrimony. Even during the busy period of December 2023, during the festive period, over 40 of such elections, were conducted.
It is on record that several communities that have not known peace in the last few years, this includes communities where the traditional rulers and the Presidents General are at war with each other have been reconciled.

Observations have shown that the state government does not conduct such elections directly, but rather, it supervises the elections to ensure that it was done in line with the provisions of the constitution of the individual towns and laws of the state, as enacted by the state House of Assembly. And where any town failed to conduct such election successfully, the state government would set up a caretaker committee to oversee the affairs of the town until a proper election is conducted.

Giving more insight into the Town Union leadership system in Anambra state, a prominent businessman from Enugu state, who has been living and working in Onitsha, Anambra state, for a number of years, Mr. Boniface Obeta, said, "In Anambra state, Town Unions function like a fourth-tier arm of government after the federal, state and local governments”.

"Significantly, the state government accords town unions recognition as its agent of implementing development programmes in the communities. So, the state government relies on town unions to generate priority development programmes for every community because different communities have their peculiar development needs”.

"Anambra state has 179 communities. Each of the Communities has a local leadership christened town union executive headed by a President-General (PG), Secretary and other executive members, including Vice-President-General, Treasurer, Publicity Secretary, Auditor, etc, depending on the constitution of individual town union. Every town has its individual town union constitution which defines the composition of the executive, tenure and functions of each executive.

"All the town unions have a central umbrella known as the 'Anambra State Association of Town Unions (ASATU)'. This umbrella co-ordinates for the state government all activities of various town unions in the state. And it has its secretariat in the Government House, Awka. It has a president, secretary and other executive members. ASATU was a brain-child of the late Chief Chimezie Ikeazor (Oboli Obosi), a Senior Advocate of Nigeria, SAN, who emerged as the pioneer president”.

"Town unions maintain security in their respective towns. So, the state government encourages every community to set up a vigilante group to maintain security in the town. The state gives subvention to the town unions to maintain community vigilante, and also supports them with security operational vehicles and other items”.

"The philosophy behind this system is the saying that 'no crime can successfully take place in any community without an insider’s connivance. The state government sometimes uses the town unions to execute direct-Labour projects, they build primary and secondary schools, construct rural roads, provide pipe-born water, electricity, cottage hospitals, etc, either directly or indirectly."

A former member, House of Representatives, who represented Anambra East and West Federal Constituency, Anambra state, in the 7th Assembly, Hon. Chinedu Obidigwe, said that the PG leadership system, when well-coordinated, helps to attract development to communities as it acts as a bridge between the communities and the state government.
According to him, a purposeful PG leadership could also help in bringing about relevant review of some identified traditional practices in some communities that hurt progress or bring individuals under undue societal pressure, such as burial ceremonies or diverse other money gosling social practices. But he added that a meaningful community town union leadership should also work in synergy with the traditional leadership of the place in order to avoid internal conflict.

Beyond the encouragement of transparent and credible Town Union leadership in each community, the Soludo administration, in a bid to protect and preserve the traditional institution from abuse, also insists that traditional rulers must abide by some code of conduct, especially as regards the conferment of chieftaincy titles to individuals, in order to stop the abuse of such practice by conferring such titles to only credible people of integrity who have evidently contributed to the development of the communities.

Some relevant portions of the Traditional Rulers Code of Conduct says: “Igwe can only confer title on indigenes of their community after they must have obtained security clearance from the relevant security agencies and approval from Mr. Commissioner, Ministry of Local Government, Chieftaincy and Community Affairs. If the Igwe must confer title on an indigene of another community, he must get the consent of the Igwe of the recipient’s community. The title must be that of the conferring community.”

Checks made at the office of Anambra Commissioner for local government affairs, Mr Tony-Collins Nwabunwanne, confirmed that since the advent of Soludo administration, 134 PG and town union elections have been successfully conducted, while six traditional rulers - Ndi Igwe - have been issued with certificates of recognition by the state government. There are many more in the pipeline.

One can only hope and pray that the present sweet breeze blowing across Anambra communities continues under the administration of Professor Charles Soludo and beyond.

Ina Nni And Ime Ego Ọjị Traditional Rites In Igboland

An aspect of Igbo culture that is dying gradually is that of not according titled men their rights at social functions or during personal visits.

Traditionally, if you invite a titled man to your function, or home, before he eats, you must fulfil an important rights. This goes by different names in many Igbo communities. Some call it 'Ịkpọ Ngu'. In my home town Enugwu-Ụkwụ, we call it 'Ina Nni'.

This mark of honour and respect requires presenting the titled man with a tuber of yam, or two, and a chicken. Where the native chicken is not available, the agric chicken can serve also. Where neither yam and chicken are available, this could be monetised too.

This reciprocal traditional practice was captured in this Igbo proverb, 'Ogalanya jelu mba anụ jụlụ akpa, ọkwa ndi ọna enye nye lụ ya'.

In picture 1, Nze Willie Nwokoye, Ibobo Amawbia presented a live chicken and tuber of yam to me when i visited him at his Amawbia home during the Christmas season in 2020.

In the second picture, another true son of the soil, Fred Chukwuelobe, Ichie Obiekunie na Adazi did the same when i attended his wife's birthday celebration in Lagos sometime in 2022.

Also, titled men should not be served food in an open place where people will see them eating. Where there is no private place for a titled man to eat, he may decide to go hungry. However, if he must eat, he must first remove his 'okpu mmemme' (red cap). In that case, it would be the individual eating, not the titled man.

Finally, you do not present a titled man kolanuts at a function without 'clothing' it. Else, it will be regarded that the kolanut is 'naked'. Kolanuts should be presented alongside token cash. Some Igbo communities do not subscribe to this. The titled man thus presented with the kolanut and accompanying token cash as a mark of honour and respect is at liberty to share the cash with people around him. This promotes conviviality. It is encouraged that titled men once presented with 'ego ọji' should share with some of the people present, for according to an Igbo proverb, 'Ife afatalu na eze adirọ eju afọ'.

There is no expected minimum or maximum 'ego ọjị'. These two Igbo proverbs serve as guides; 'Ka ọra na ewetara onwe ya', and 'Nnụkwụ azụ kpata nnụkwụ nkụ, obele azụ kpata obele azụ'.

Anambra Police Foils Armed Gang's Plot, Takes Down One Member.

In a commendable display of vigilance, the Anambra State Police Command has successfully intercepted a 4-man armed gang traveling in a commercial bus from Nnewi to Igboukwu on Sunday, January 14th, 2024.

According to a Press Release by the Police Public Relations Officer, Anambra State Police Command, DSP Tochukwu Ikenga, at a routine checkpoint in Aguata LGA, police officers halted the commercial bus for inspection.

According to him, trouble started when one of the suspects disembarked the bus, brandishing a Barreta pistol, but a swift action from the police officers at the checkpoint resulted in the neutralization of the armed individual.

The Police Spokesman hinted that subsequent searches uncovered a concealed dagger within the bag carried by the suspected gang.

The State PPRO said the Commissioner of Police Anambra State Command, CP Aderemi Adeoye, has already lauded the personnel for their prompt response and has directed the State Criminal Investigation Department to conduct a thorough investigation into the incident.

The CP has also ordered the immediate release of two elderly passengers in the commercial vehicle found to be unrelated to the criminal activity.

DSP Ikenga used the opportunity to reassure the public of the command's unwavering commitment to safeguarding lives and property of law-abiding citizens in the state.

Tragic Motor Accident Claims Three Lives in Agulu, Victims Burnt Beyond Recognition

Three persons have been burnt beyond recognition in a motor accident along the Ezinano-Nkwo Agulu section of the Agulu road.

The victims, comprising the driver and two passengers (a male and a female), met their fate on the evening of Sunday, January 14, 2024.

Survivor Mr. Chinonso recounted the harrowing incident, stating, "Our fourteen-seater Mitsubishi bus, loaded at Amawbia to transport us to Ekwulọbịa, although I was headed to Ufuma. After departing Amawbia, a passenger cautioned the driver about the speed as he attempted to avoid a pothole. Unfortunately, the vehicle veered, somersaulted, and caught fire. I, along with other passengers, managed to escape, but our attempts to aid the three victims were thwarted by the intense flames."

As of the time of filing this report, the victims remain unidentified, with security agencies already contacted for assistance.

Anambra State Government Concludes 2-Day Mid-Term Review Retreat

Anambra State government has successfully conducted a 2-day 2024 Executive Council Retreat, which was tagged "Mid-term Performance Review; Changing Gears".

The retreat which held at the International Convention Center in Awka was designed to enable members of the State Executive Council, Liaisons, Local Government Transition Chairmen, Government Agencies, and Boards to reflect on set goals, the journey so far, the challenges faced, and the successes achieved.

The retreat also served as an avenue to usher the Anambra State Executive members into the year of ‘Changing Gears’, which is aimed at accelerating government developmental strategies and delivering good governance.

Anambra State Government Suspends Traditional Ruler Of Neni Over Chieftaincy Title Conferred On Senator Ifeanyi Ubah

The government of Anambra state through the ministry of local government, chieftaincy and community affairs has suspended the traditional ruler of Neni in Anaocha local government, H.R.H Igwe Damian O. Ezeani.

In a letter dated 8th January, 2024, and signed by the Commissioner of local government, chieftaincy and community affairs, Hon. Tony Collins Nwabunwanne, the following was given as reason for the suspension; “We have received confirmed reports that you, as traditional ruler of Neni, conferred such a phantom Chieftaincy title today on one Senator Ifeanyi Ubah in violation of the Code of Conduct and without clearance from the Ministry. Whether or not your action was for pecuniary reasons as being insinuated in many quarters is irrelevant. What is important is that your action is an affront to order and good governance.

In the light of the above, and for order and good governance, I am directed to inform you that Mr. Governor has in the exercise of his powers under Section 2 (C) of the Anambra State Traditional Rulers (Amendment) Law, 2020, suspended your recognition as Traditional Ruler of Neni untill further notice”.

The suspension letter went on to say; “You are also by this letter, required to show cause why your Certificate of Recognition should not be withdrawn in line with the Traditional Rulers Law. In the meantime, you are advised in your own interest, to stop parading yourself forthwith, as the traditional ruler of Neni community”.

It will be recalled that the suspended traditional leader had earlier in his place, on Monday, 8th January, 2024, conferred Senator Dr Patrick Ifeanyi Ubah with the traditional title of Odenjinji Neni.

The Evil Act Of Ima Ntutu In Igboland

Ima Ntutu is a traditional and wicked act of using diabolical means to send small metals or pins into somebody’s body.
Once achieved, the victim falls sick and may even pass on if remedy is not sought.

This practice is known to Ndigbo and was very rampant back in the day. As the old evil men in Igbo villages are dying off, the practice has reduced although with traditional idol worship gradually resurfacing in Igbo communities, there are stories of the younger generation embracing and practicing it.

To remove the pins from a victim, there are known traditional medicine practitioners that are experts in doing that. Modern medicine does not help at all. Many believe that to prevent being a victim and ward off the evildoers, one should simply stick safety pins on his or her clothes. It is not known if this is an effective remedy.

The fear of ‘ntutu’ is the reason many people don’t go home to the village. In these modern times, our people are called upon to discard this wickedly practice and embrace progress, unity, love for others and development.

2024 Umunri Colloquium Holds In Enugwu-Ukwu

In a gathering marked by intellectual vigour and collaboration, Igu-Aro Commission Enugwu-Ukwu and Umunri Colloquium Commission organized the 2024 Umunri Colloquium on Tuesday, 2nd January 2024.

The colloquium was aimed at fostering deeper understanding of Igbo culture and was themed; "Omenana Igbo: Beyond The Killing Of Fowls, Pouring Of Libation And Breaking Of Kolanuts”, took place at the Civic Centre, Enugwu-Ukwu in Njikoka Local Government Area of Anambra State.

The 2024 Umunri Colloquium brought together scholars, experts, cultural enthusiasts and community leaders keen on unraveling the nuanced layers of Igbo tradition that extend beyond stereotypical rituals. It witnessed a confluence of insightful discussions, research presentations, and interactive sessions.

In an opening remark, the Chairman, Umunri Colloquium Commission, Chief Uche Nworah, Ph.D, said the colloquium stands as a testament to the commitment of the community and people of Umunri to promote intellectual growth, cultural preservation, and community development.

In their goodwill messages, the Traditional Ruler of Enugwu-Ukwu Community, Igwe Ralph Ekpeh and his Amesi counterpart, Igwe R. C Okpaleke said the cultural identity of Ndi Igbo and Umunri in particular is a tapestry woven with threads of history, language, traditions, and values, stressing that their roots are living and breathing entities that evolve with time while retaining its essence.

They said that in the spirit of "Omenana Igbo,", they will continue to foster an environment of inclusivity, respect, and mutual understanding by embracing the multifaceted dimensions of their culture, urging all to build a stronger, more united community. They commended the organizers of the event for their immense contributions to the success of the colloquium.

In his insightful exploration of the theme, the Keynote speaker, Chief D**e Ugbaja charged the gathering to reflect on the significance of embracing the entirety of "Omenana Igbo" as it is not merely about the actions of killing fouls, pouring libations, or breaking kolanut, but also about the essence, technology and science of Igbo cultures, its stories, and values that bind them together as a people.

He challenged them to see beyond the familiar customs, inviting a deeper understanding of the cultural heritage of Ndi Igbo.

On their part, the panel of Discussants, Chief Ifeanyichukwu Muorah, Prof. Chukwunonyelum Okpala and Arinze Akwawulu emphasized on the alarming changes of community names, regretting that such emerging attitudes can cause Ndị Igbo to lose their culture and traditions. They called on communities in Anambra state to join hands together to build a culture they will be proud of.

Participants also engaged in a lively exchange, challenging assumptions about Ndi Igbo and collectively contributed to a more profound appreciation of the multifaceted dimensions of Igbo cultural heritage.

Zack Orji Had Brain Surgery, Minister Discloses After Visiting Ailing Actor

The Minister of Arts, Culture, and the Creative Economy, Hannatu Musawa, has called on Nigerians to rally behind the ailing Nollywood actor, Zack Orji, saying he had brain surgery on January 1, 2024.

Musawa appealed during her visit to the actor at a private hospital in Wuse, Abuja.

This information was contained in a statement by the minister's Special Assistant on Media and Publicity, Nneka Anibeze, which was shared on Facebook.

Expressing sympathy for the veteran actor's family, Musawa described him as a national asset and expressed confidence in his recovery.

She said, “God will heal him and he will be well. We will do all we can to support him. We solicit the collective prayers of Nigerians because he is like a part of our families. We have watched him entertain us and we see him as a national treasure. So the best we can do is to ensure that we support him to have the best treatment.

“We will reach out to other well-meaning Nigerians to support Zack Orji through prayers and other means available to ensure that he survives this ailment.

““This is not only about the ministry which I am representing. You know that Zack Orji has been in the industry for decades. This is a man who has given his time and effort to entertain Nigerians.

"He is one of the individuals who laid the foundation for Nollywood and the film industry in Nigeria but now he is sick and the least we can do as an administration is to give him all the necessary support through prayers and otherwise to ensure that we save his life.

"This will also propel the administration to look at the welfare of artistes and others in the industry who have not only given their time and energy, but people like Zack Orji who have become national treasures”.

Zack Orji, 64, reportedly slumped on New Year’s Eve and was admitted to the Intensive Care Unit of the National Hospital in Abuja, before he was transferred to a private hospital for surgery.

The Iconic Honda Motorcycles

This was the real deal back then in Aba. There was the 175 and later 185 series. I think 195 later came out too. Picture the average Igbo guy man on Sunday cruising in one, with his babe or wife at the back and holding on to him tightly. That was the complete look with flared bongo trousers and 7-layers shoes.

To think that many actually robbed, killed and stole to own this bike. This is a serious lesson in life. Onye egbule onwe ya, uwa wu ihe efu.

It was also common to encounter some guys on the highway on their 175 or 185 cruising to the village. It used to be a sight to behold. A thing of pride I must say too for those who owned it. Many pimped out theirs too.

I learnt to ride a motorcycle with one of these. It belonged to James, a trailer driver who was living in our ‘yard’ (LOL) at the time. It was his late brother Osita that actually taught me. We used to take the treasured bike out for a spin whenever James went on one of his long distance journeys. Very heavy piece of equipment to handle and manoeuvre I thought. I was barely out of secondary school then so you can imagine my lean and lanky frame but I had to learn it as it was like a right of passage among the boys living in our area.

Businessman Chief Emma Bishop Okonkwo has described Awka Millennium City (AMC) as the Banana Island of the South-East.

Chief Okonkwo was speaking during the breakfast meeting of subscribers of AMC hosted by the management of the estate on Saturday, 30th December 2023. He said that the quality of infrastructure the promoters have delivered in the estate compares to what is obtainable in similar premium estates in Lagos and Abuja.

ENUGU POLICE OPERATIVES FOIL KIDNAPPING ATTEMPT, NEUTRALIZE TWO KIDNAPPERS, RECOVER AK-47 RIFLE, AMMUNITION AND OTHER EXHIBITS

Police Operatives of Enugu State Command, in the evening hours of 03/09/2023, foiled an attempt to kidnap some road users at Ogbeke-Nike, along Ugwogo-Nike/Opi/Nsukka road. The hoodlums had blocked the road and shot sporadically, before the Operatives, some of whom were on VIPs es**rt duty, gallantly responded. Two of the miscreants were neutralized on the spot, while many others escaped into the forest with fatal gunshot wounds. *One (1) AK-47 rifle with two (2) magazines, eighty-two (82) and sixteen (16) rounds of 5.56 mm and 7.62 mm calibres of live ammunition respectively, one (1) cutlass, two (2) mobile phones and other incriminating exhibits*, were recovered from the hoodlums.

2. However, one of the Operatives who sustained a gunshot wound in the ensuing gun duel was taken to the hospital and later confirmed dead by doctors in the morning hours of today, 04/09/2023. His remains have been deposited in the mortuary for preservation and autopsy.

3. Meanwhile, the Commissioner of Police, *CP Kanayo Uzuegbu, psc(+)*, while mourning the unfortunate loss of the Operative, whom he described as gallant even in death, has commended the entire Police personnel, the Neighbourhood Watch Group and Forest Guards involved in the operation for their courage and job well done. He reiterates the firm commitment of the Police to ruthlessly deal with, and rid the State of unrepentant criminals, especially those involved in violent crimes.

4. The CP, therefore, has enjoined citizens of the State to remain security conscious, law-abiding and promptly report criminals and individuals found with bullet wounds to the nearest Police Station.
