Anambra: Cooking Gas Outlets in Residential Areas Flout the Law - Awka Capital Boss

The Managing Director/ Chief Executive Officer of the Awka Capital Development Authority (ACTDA) said that those setting up and operating cooking gas outlets near residential areas within the Awka Capital Territory are flouting the laws of the state, adding that . agency is taking measures to checkmate them and ensure a mishap does not occur.

Venerable Bar. Okwuosa made this assertion at the Meet-the-Media programme, a weekly interactive session organized by Governor Obiano's Media Team at the Head of Service Conference Hall, Jerome Udorji Secretariat in Awka where he was a guest.

He stated that proliferation of cooking gas outlets is an ever present danger, saying that most of them got approval before the present government came into office. "Most of those operating the cooking gas outlets had got approvals before we came into office. But even at that they still flout the law by not working within the limit given to them". "Some people who got approval many years ago might be unlucky not to be able to build certain things now that most of those areas are built up. But we are taking the bold step to remove those sited in built up arear to ensure people are safe."

Okwuosa noted that "every filling station has a right to keep some amount of cooking gas in their station. However, we are engaging the Department of Patroleum Resources (DPR) to ensure that they don't grant approvals indiscriminately. So we try to regulate their operation and ensure things are kept in place for it to operate freely. By next year, we'll intensify efforts to ensure our people are safe and gas plants are out where they are supposed to be." He emphasized.

On the status of the much talked-about Masterplan, Okwuosa explained that what the previous administration did was a skeletal structural plan not a Master plan. "We don't have a complete Master plan at the moment. As we speak everything about getting a Master plan ready is in place,but it's quite Capital intensive and we hope to achieve that too. We have done the Arieal photography and we have a structural sketch which has guided us pending when we have a Master plan."

According to the ACTDA Boss, water ways are easily identified by the agency within the plan and it advises the ministry of lands with respect to allocation on how to go about it. According to Venerable Okwuosa the agency has also adopted laws on motorway (express). "For instance, you have to observe 55.5 meters setback from the road, before you build and we enforce that, you don't need a Master plan to know that.

Okwuosa reiterated that the State government is committed to ensuring the safety of the people, urging residents of the state to report building of gas plant any where within the Awka Capital territory.

The Secretary of African Development Studies (LEADS Africa), Osisiogu C. Tony, described the Managing Director of Awka Capital Territory Development Authority (ACTDA), Ven. Amaechi Okwuosa as an innovative and a gallant leader, a generous and passionate investor in youth and community development ventures.

Osisiogu made the above statement at the Managing Director's office ACTDA while presenting the ACTDA Boss with an award of Africa's Patriotic personality.

He described LEADS as a body for all the Democratic student Unions which came into being since 1985 at Gwari University ,Kano Nigeria, with the objective of sensitizing members on Democratic safe practices.

Mr Tony stated that the Award is to recognise his commitment to Capital City development. For his philanthropic and charitable gestures to the less privileged, and also for the restoration of Master plans, as well as Urbanization of Awka City, through the mandate of ACTDA.

He further described Okwuosa as a patriotic Nigerian clergy personality who empowers people with hope from all walks of life and places.

In response, the highly elated Boss of ACTDA, urged them to take their studies serious. According to him, "the character you mould in the university, will determine what you will be in future". He wish them the best in their endeavours.

PLAN YOUR BUILDING STRUCTURES WITH ACTDA TO ESCAPE DEMOLITION – OKWUOSA

The Managing Director of Awka Capital Territory Development Authority (ACTDA), Ven. Amaechi Okwuosa have warned developers to desist from erecting structures without involving the Authority in their plans in other to escape demolition.

Okwuosa issued this warning yesterday(24th September, 2020) at Iyiagu/Crescent close Awka, during the demolition of illegal structures erected on water ways and those obstructing Access roads.

Speaking to news men, he disclosed that those demolished structures have been marked since 2 years ago and that one of the duties of ACTDA is to build a Cosmopolitan City with excellent infrastructure and a preferred investment destination in Africa,adding that the Authority cannot achieve the aim without carrying out building control."We are moving to other areas to effect the necessary laws and actualise what we stand for".

The ACTDA Boss further said that according to federal law,any structure Close to water ways should have a certain Set back because blocking the way will lead to a Catastrophic effect.

In reaction, Mr Jude Nwofor ,a resident within the demolished area ,praised the effort of the state government in ensuring that the blocked Access road is re opened.

Also speaking, Mr Akunekwu who owned a structure in that area,said that the re opened road network in that area will make the price of lands and property in that area to appreciate.
In conclusion, Okwuosa warned Ndi Anambra to obey the mapped out setbacks for building on water ways, under high tension cables and motor ways as anybody found wanting in those areas will have themselves to blame.

ANAMBRA ASSEMBLY PASSES AWKA CAPITAL TERRITORY DEVELOPMENT AUTHORITY RE-ENACTMENT BILL


The Anambra House of Assembly has passed a Bill for a Law to repeal and re-enact the Awka Capital Territory Development Authority.
The authority would be responsible for the preparation and implementation of the capital territory master plan.

The assembly passed the bill after a third reading at plenary on Tuesday and the lawmakers took turns to perfect some corrections in the 35-clause bill before it was finally passed.

The Speaker, Mr Uche Okafor, conducted a voice vote on each of the sections of the bill before the passage.

Okafor said: “haven considered the third reading of a bill for a law to repeal and re-enact the Awka Capital Territory Development Authority and to provide for other related matters 2020, the bill is hereby passed.”

The speaker after the passage of the bill directed the Clerk of the House, Mr Pius Udo, to forward a clean copy of the bill to Gov. Willie Obiano for his assent.

According to the bill, the authority shall prepare and implement a master plan of the Awka Capital Territory and of land use with respect to town planning within the capital territory.

It also stated that the authority would have the exclusive responsibility to enforce compliance in building control as well as enforce compliance with appropriate standard within Awka capital territory.

The bill also stated that the authority would make and formulate building regulations subject to the approval of the governor.

It will also have exclusive responsibility to direct infrastructure development of the Awka capital territory.

It stated that the authority should also coordinate all building development activities of the private sector, government departments and agencies within Awka capital territory.

“The authority shall construct and maintain roads, railways, sidings, bridges, reservoirs, water courses, recreation facilities, buildings, plants, machinery and such other works as may be necessary for the discharge of its functions.


“(It) shall approve all building plans as well as approve and control developments within the capital territory.

“(It) shall coordinate the joint city development committee to provide infrastructure services within the capital territory.

“Any person who carries out any development without a written approval or develops contrary to the terms of approval or disregards a ‘Stop Work’ issued, commits an offence and is liable on conviction to a fine of ₦150,000 or have the structure demolished even where the development is near completion.

“Any officer of any ministry, department or agency who conveys an approval for development within the Awka capital territory without the prior approval of the authority, commits an offence and is liable on conviction to a fine of ₦100,000 or a term of one month imprisonment,” it stated.

The News Agency of Nigeria reports that the bill repeals the Awka Capital Development Authority Law 2009 and Awka Capital Development Authority Amendment Law 2014.

ACTDA EMBARKS ON MASSIVE DEMOLITION

On Tuesday, the 28th day of July 2020,the Awka Capital Territory Development Authority ( ACTDA) in a joint operation with the Nigerian Civil Defence Corps(NCDC), Anambra Transport Management Agency (ATMA), OCHA Brigade and Nigerian Police Force embarked on massive demolition of illegal structures and shanties at Ifite road axis.

Addressing news men, the Managing Director of ACTDA, Ven.Amaechi Okwuosa stated that the aim of the exercise is to safeguard the lives and property of people trading and dwelling under the high tension and not to inflict pains and hardship on people.

He also said that there is a certain setback required before one can build around the high tension, adding that the government is not complacent on enforcing the rules.

Okwuosa also said that Ndi Anambra is by this exercise made to know that ACTDA does not base on infrastructural development alone but also effect control over building and development.

In reaction Mr Jude Azubuike ,a trader whose shop was demolished, lamented that he just renewed his tenancy rent on his shop and feared if his landlord will agree to refund his payment.

Mrs Jecinta Okika,a beer parlour seller, explained to newsman amidst tears that though they have been warned severally to vacate the premise, she never imagined that the government will carryout the threat.

In conclusion, Okwuosa reiterated his stand in making sure that the Authority tries its best in ensuring that Awka Capital Territory and its environs, follow the development plans in other to achieve the plans of the state government, of having a developed city.

A WELL MANICURED FLOWER GARDEN IS A WONDERFUL WAY TO BEAUTIFY YOUR HOME AND ENVIRONMENT – OKWUOSA

The MD/ CEO of Awka Capital Territory Development Authority (ACTDA), Ven. Amaechi Okwuosa has said that a well manicured flower garden is a wonderful way to beautify ones home and environment because it creates a warm and welcoming vibe.

Okwuosa said this on Wednesday, the 8th day of July 2020 at Regina Caeli Junction where the Authority is carrying out Landscaping and Flowering project.

This is even as the Authority have recently completed the land scaping and flowering project at Amawbia roundabout axis and Onitsha governor's lodge respectively.

Speaking further, the ACTDA Boss said that the plants will help to reduce the rate of pollutants in the air and create a healthy environment.

Okwuosa also said that at the completion of the garden, ndi Anambra will have a beautiful environment that can also attract tourists,this he said is in line with his Excellency's mandate of ACTDA turning Awka and its environs to Dubai look alike.

WE'LL NOT STOP REMOVING SHANTIES FROM AWKA CAPITAL TERRITORY - ACTDA

Anambra State Government says it will not back down from demolishing shanties and illegal structures that deface Awka Capital City and other major towns in the state.

This is part of efforts at beautifying and promoting the aesthetics of the capital territory as well as keeping the state clean.

Managing Director and Chief Executive Officer (CEO), Awka Capital Territory Development Authority (ACTDA), Ven. Amaechi Okwuosa made the declaration while briefing newsmen in Awka.

Ven. Okwuosa observed that the some developers erect structures without regards to regulation; drainages and in other unauthorised places, thereby causing obstruction to free flow of water.

The ACTDA boss vowed to continue to remove illegal structures as one of the options to check erosion in the city.

"Anambra is battling erosion as a result of the illegal structures. Some erosion sites have claimed lives and the state government is initiating measures at checking the menace and recovering lands being subsumed".

"We cannot tolerate such illegal acts to the detriment of our loved ones. We advise prospective builders to visit ACTDA office or relevant agencies for proper guideline".

"The vision of the state government, under the leadership of Gov. Willie Obiano is to transform Anambra, especially Awka City into a Smart City".

"With this vision, we are working toward that direction; our desire is to turn Awka into modern City and an enviable town,’’ Okwuosa stressed. (MOI)

LOCKDOWN NOT A BARRIER FOR ACTDA TO TACKLE EMERGENCY – Okwuosa

Managing Director, Awka Capital Territory Development Authority (ACTDA), Ven. Amaechi Okwuosa has cautioned developers against hiding under the ongoing lockdown to erect illegal structures in the state.

"I am saying this to reinforce my earlier position that the total lockdown by Government is not an opportunity for perverse developers to embark on construction of illegal structures,’’ Ven. Okwuosa cautioned developers in Awka early this week.

The ACTDA boss said this while supervising seal-off of buildings without requisite approvals as well as those obstructing access roads at Nodu Okpuno, Juhel Filing Station, Government House Area and Zik’s Avenue.

Okwuosa, also a lawyer, announced that "the function of ACTDA duties falls under the purview of essential duties, considering the neg*tive environmental and hazardous impacts of failing to act on emergencies’’.

"I have provided all my staff members with face masks, sanitizers, hand gloves.’’

The organisation also carried out complete medical awareness with regards to steps necessary to be taken to assure safety in the face of the Coronavirus pandemic.

Ven. Okwuosa, who was at the site with Head of Development Control, Mr Charles Ekwunife was assertive in his resolve to rid the state of illegal structures as well as indiscriminate encroachment in public facilities.

He, then, also cautioned developers that ACTDA was poised to control the spate of unapproved and illegally sited structures in order to enforce the set building standards already mapped out by the agency.

In reaction, the CEO of Juhel Nigeria Ltd., Dr Ifeanyi Eric Okoye confirmed that his establishment had yet to remit fencing permit but gave ACTDA enforcement team assurances of willingness to comply as soon work resumed.

The proprietor of Christ Kids World School at Commissioner’s Quarters Awka, Rev. Fr Edwin Obiora, whose establishment was listed among defaulters, expressed readiness to visit the agency for their building plan approval, while promising to stay action until further notice.

The team also inspected flood-prone area of Zik’s Avenue, Awka for re-appraisal with a view to providing palliative measures but realised that the occupants were already embarking on self-help approach to cushion the effect of the disaster. (MOI)

STOP OBSTRUCTING ACCESS ROADS – ACTDA Boss warns.

The Managing Director of Awka Capital Territory Development Authority (ACTDA), Venerable Amaechi Okwuosa have warned developers to desist from obstructing access roads in the state.

The ACTDA Boss said this recently at Abakaliki street during the sealing off of some buildings that obstructed access road from express way to the street.

Venerable Okwuosa spoke through the head of development control, Mr Charles Ekwunife.

He also said that it has become necessary to seal off those structures in other to create more access roads in the state and also to serve as a deterrent to other developers who could ursurp the opportunity of stay at home order to contravene with the development order.

He further warned that anybody building on access road is building at his own peril as such building will soon be demolished by the Authority.
