JUST IN: SENATORS DISAGREE ON CALL FOR RETURN TO REGIONAL GOVERNMENT IN NIGERIA

Some southern and northern senators on Saturday disagreed over the agitation for the return of Nigeria to the regional form of government.

They expressed their divergent views at the sidelines of the ongoing two-day retreat on the amendments to the 1999 Constitution organised by the Senate Committee on Constitution Review in collaboration with the Policy and Legal Advocacy Centre (PLAC) in Kano.

While some senators from the northern part of the country who spoke on the issue vehemently opposed regional form of government, their colleague from South-west described it as a welcome development that would improve the economy, tackle insecurity and fast-track infrastructural development.

Nigeria had practised a more regional form of government between 1954 and 1966, in the Western, Eastern, and Northern regions. The Mid-Western region was later carved out of the Western Region in 1963.

The model lasted until 1966 when the military overthrew the civilian government.

Speaking to journalists on the issue at the retreat, a ranking Senator from Bauchi Central Senatorial District, Abdul Ningi, said his people would never support the model because they did not enjoy any form of development when the system of government was practised in the defunct First Republic.

Ningi said: “I have heard so much about regional government or federalism and I have heard people going about, canvassing for such ideas.

“For a start, no matter how you see it, the current document (1999 Constitution) is still the ground norm. It has also stipulated how it is going to be amended.

“Having said that, it is also imperative to also know that it isn’t just enough for anybody to come and say he is the representative of one ethnic group or another at the National Assembly.

“The question that arises is, when was this mandate canvassed? When was it received? You are a representative of a particular ethnic group in Nigeria, at what time were you given the mandate to canvass that?

“The only people that are given this mandate, to look at the Constitution and amend it are, of course, members of the National Assembly.

“Therefore, it is important for those who go about selling these ideas, false ideas in my opinion, that they are representatives of the people to let Nigerians know where they are coming from and in whose mandate and when was this mandate given to them.

“We have seen how the regional government was operated in the past. My part of the country that I am representing didn’t enjoy the development of that so-called regional government that was based in Kaduna.

“We aren’t going back there again! I am speaking for my senatorial district. It is either the Nigerian federation or nothing. We can’t go along; my senatorial district will be satisfied independently with Nigeria if that is what is required.

“As far as regional government is concerned, my constituency, my people aren’t for it. What we need is the reform of the current federal government structure and fiscal federalism because there is nothing like true federalism,” he added.

“I have visited India, Argentina, Singapore, and the United States, all in trying to understand federalism. Federalism is done according to the history of each particular country. But what is important about our federalism is serious reforms but the bottom line is not what you see on paper that is important. It is the practitioners and the implementers, otherwise, the Constitution has been able to sustain us over 25 years. That means that there is something germane and important about it. What it needs is that at every given time you look at it in particular, the devolution of power is so much more important, from the state to the local government level. There is no clear distinction of power between the state and the local government but there is distinctive separation of power between the Federation and the sub-nationals,” Ningi explained.

Also, the Chairman Senate Committee on Tertiary Institutions and TETFund, Senator Muntari Dandutse, representing Katsina South Senatorial District, also disagreed with the proponents of regional government.

He said the essence of the ongoing retreat was to improve on the defects and anomalies discovered in the nation’s constitution over the years.

He said: “We should not have myopic thinking about ourselves. No section of this country is not blessed.

“What is important is that we should have good governance, credible and responsible accessibility of the resources that we have because Nigeria is blessed.

“We have all the comparative advantages that will move this country forward unless of course, we are not serious and determined,” he said.

Similarly, a former Senate Leader, Senator Ali Ndume, said the idea of true federalism was no longer fashionable because many countries in Africa had discarded it.

He advocated the creation of strong institutions that would enhance good governance and curb corruption and insecurity.

“When the government put these in place, there won’t be clamour for true federalism because there will be justice, equity and fairness in all the regions of the country,” he said.

On his part, the Chairman, the Senate Committee on Finance, Senator Sani Musa, also challenged the proponents of regional government to send the bills to the National Assembly and test its popularity.

Musa advised Nigerians not to confuse the establishment of the Zonal Development Commission with regionalism.

He said the various geopolitical zonal development commission was strictly for the social and economic development of their areas.

He said: “It is wrong of anybody to think that the development commissions being established for the six geopolitical zones is a plan towards regionalism. It is not.

“Those who are advocating for it should come up with bills through their representatives in the National Assembly and test the popularity of their proposal.”

However, the Senator representing Oyo North Senatorial District, Senator Abdulfatai Buhari, disagreed with those condemning the regional system of government.

Buhari said: “Recall that the regions were able to harness their resources in the First Republic.

“We were able to harness all our resources. There was no dominance of a particular resource(s).

“In those years, the North was known for the pyramid of groundnuts, the South-west was known for cocoa, we should be able to do that.

“When you make the centre less attractive, you cut off corruption. You can’t wipe it off, but you can cut it off because there is what is called, ‘watch your team’. People will watch their team within their locality or their region.

Asked whether the South-west region has a specific agenda for the ongoing constitution review, he said such a position would be presented at the appropriate time.

He said: “We don’t want to disclose that agenda yet but we have agreed among ourselves that the person that is going to present that is the Chairman of the South-west Forum when the time comes. It will be very unfair for me now as a member to start discussing that.”

However, the Leader of the Senate, Senator Opeyemi Bamidele, advised that no legislative action should be encouraged on the issue of regionalism so that it does not become an exercise in futility.

He added that if the issue of regionalism must come up, the political stakeholders, the civil society, as well as other stakeholders in the country, would have to debate on it and come to a conclusion.

He said: “There are some decisions in the state of which an executive bill cannot come to the parliament unless there are some political consensuses.

“For me, going back to a regional form of governance is something that will go beyond a bill being sponsored, either as a parliament member bill or as an executive bill.

“It’s also not something that you sit down in a public hearing room and organise a public hearing to decide on.

“An example is when people tell us, oh, you know, you are in parliament. As a parliament, you cannot discard the entire constitution. Nigeria needs a new constitution because this constitution cannot work.

“It’s easy for people to make such arguments, but that is not something we can sit down in parliament and do.

“So, we are not changing the constitution, because that would require a political consensus, and that would also require the buy-in of the Nigerian people themselves.

“I mean, why is it so difficult to amend even one section of the constitution, not even talk of discarding the entire constitution?

“So, to amend a single provision in the constitution today, the National Assembly, all chambers, will have to go through this entire process we are going through, which we go through in every legislative assembly, and many of you have been a part of this process.”

Cameroon: President Biya to contest again at 93

President Paul Biya of Cameroon is set to contest the country's presidential election again at the age of 93.

Biya, who is Africa's longest-serving president, is currently 91 years old.

He will contest in the 2026 Presidential Election to seek an eighth term, by which time he will be 93.

Founder of the Foreign Press Association Africa, Kennedy Wandera disclosed this Thursday, August 22, citing TheEastAfrican.

The report read: "Cameroon is due to hold its next presidential election in 2025, longtime President Paul Biya will be 93. He has confirmed that he will contest.

"If he wins the election, and completes the new seven-year mandate, Biya will be 100 years in 2032.

According to the report, Biya's decision to delay the election by a year (postponed from 2025 to 2026), and to allow him to contest despite his age, has angered the opposition in Cameroon.

The report stated that opposition politicians may not be allowed to contest, leaving Biya free to win again and serve for 7 years.

Biya has served as the President for 42 years since 1982. He also served as the Prime Minister for 7 years from 1975 to 1982 before then.

He postponed the Parliamentary and Municipal elections until 2026.

"Cameroon's parliament last month approved Biya's request to postpone parliamentary and Municipal elections until 2026 to allow some breathing space, claiming that the political calendar is crowded," the report said.

This is Yoruba people protesting in 2015 against President Jonathan because he is Ijaw. They tagged him Igbo and hated him for that.

These protesters brought a coffin and wrote the name of a sitting president on it with his pictures in the name of the protest.

No one sent military on them. No one broke prison to bring thugs to stab and destabilise them. No one opened fire on them or imprisoned them.

The then-president listened to them and reversed lots of things in their demand, yet they refused.

Today, things are worse. Both Buhari and Tulumbu they supported have been discovered to be more corrupt.

But today, the Yoruba that did this remained silent when the worst was happening.

Do you now understand why I said the Yoruba is the worst thing that happened to us all?

Without the Yoruba, Fulani would not be doing what they are doing. Fulani are looting, massacring people and destrōying the economy because they have Yoruba who will always support them for selfish gains.

They called their deceptive and chameleonic nature being politically savvy and strategic move.

Without the Yoruba, the Fulani wouldn't be doing what they are doing.

If you are Igbo and you still take because of 5% Yoruba that are good to keep quiet over the evil of 95% of the Yoruba people, then you are naive.

The goodness of this 5% will not save anything. When the evil of the 95% starts, it will cost you everything.

You must stand up to them without minding the 5% good ones. Stop thinking about how they will feel. If they are truly good, they should understand why you are doing this.

Chief Emeka Anyaoku, former Commonwealth Secretary-General, made the call when he led The Patriots on a visit to the President on Friday.

Anyaoku, while briefing State House correspondents after the meeting, said the leaders of thought conveyed to the President the view that Nigeria needed a people’s democratic constitution.

“Nigeria, we affirmed to Mr President, is a pluralistic country, and you know that pluralistic countries exist all over the world.

“Those of them that address their pluralism by having true federal constitutions have survived. The examples are India and Canada.

“But those pluralistic countries that failed to address their basic challenge of pluralism through federal constitution have ended up disintegrating. Examples of that are Yugoslavia and Czechoslovakia. And here in Africa, Sudan,” said Anyaoku.

He said Yugoslavia and Czechoslovakia existed for as many as 100 years as one country but eventually disintegrated because they could not manage their pluralism through a truly federal constitution.

“And we put some proposals to Mr President, and urged him to send an executive bill to the National Assembly; a bill that will call for two essential measures.

“One, the convening of a National Constituent Assembly to be mandated to produce a new draft constitution.

“And we suggested that such a National Constituent Assembly should consist of individuals elected by the people on a non-party basis.

“Say, for example, three individuals per state, each of the 36 states, and one from the Federal Capital Territory,” said Anyaoku.

The group suggested that the National Assembly should be asked to legislate on a national referendum because as our laws stand at the moment, we have no provision for a national referendum.

“And we concluded by saying that the draft constitution to emerge from the Constituent Assembly should be subjected to the national referendum in order to give the people of Nigeria a chance to determine their new constitution,” he said.

He said the Patriots also talked about the current protests throughout the country.

“We suggested to the President, that in our view, the government at the federal and state levels should dialogue with the leaders of the protests.

“The government should take initiative in dialogue with the leaders of the protests.

“And secondly, we advised that the law enforcement agencies, namely the police and the army, should avoid using lethal weapons in the management of the protests so that we do not have casualties,” said Anyaoku.

He said the challenges of national unity, insecurity, poverty and hunger, necessitated the setting up of a constituent assembly with the mandate to produce a new constitution.

“All these challenges that we are currently facing are symptoms of the inappropriateness of the constitution that we have at present, the inappropriateness of the governance system we have at present.

“And I’m sure that when a national constituent assembly looks at all these, and looks at all the recommendations the past national conferences and produce a draft constitution, the country will be better,” he said.

Anyaoku said he believed that the government would consider the views of the Patriots.

“In my personal view, the new constitution can be realised within, say, six to nine months, if the National Assembly passes the bills and the constituent assembly is convened and they deliver it,” he said.

According to him, the difference between the expected new constitution and the present one is that, “what we have now does not make for effective internal security measures.

“It does not make for rapid economic development. It does not make for satisfactory social development, say, in education and health and so on.

“And I believe that a new constitution would make it easier for these challenges to be tackled.”

Anyaoku said a referendum was required to enable the views of the citizens to be captured to confer legitimacy on the constitution.

The Patriots included Chief Olusegun Osoba, former Governor of Ogun State, Sen. Shehu Sani, Mr Mike Ozekhome, lawyer and human rights activist, among others.

Only if the hardliners will listen to the priceless advice!

My esteemed mentor, Prof. Mike Ozekhome, SAN, was honoured to be among The Patriots who met with President Bola Ahmed Tinubu and Vice President Shettima on August 9, 2024. During this meeting, the group encouraged the President to convene a National Constituent Assembly to draft a democratic constitution by the people for the country.

The group also recommended that the National Assembly be requested to pass legislation for a national referendum, as the current laws do not provide for one.

Indeed, there will be light at the end of the tunnel. ✨️

Why fuel importers will frustrate Dangote – Obasanjo

Former President Olusegun Obasanjo has said that those benefiting from the lucrative business of fuel importation are going to make efforts to frustrate the Dangote Petroleum Refinery.

Obasanjo stated this in the wake of allegations by the President of the Dangote Group, Alhaji Aliko Dangote, that some ‘mafias’ were making efforts to frustrate the $20bn refinery.

This came as it was gathered on Monday that the multi-billion dollar refinery and other domestic refineries had yet to purchase crude oil in naira based on the directive of President Bola Tinubu to the Nigerian National Petroleum Company Limited.

In an interview with newsmen, the former President described the Dangote refinery as something that should encourage both Nigerians and non-Nigerians.

“Aliko’s investment in a refinery, if it goes well, should encourage both Nigerians and non-Nigerians to invest in Nigeria.

“If those who are selling or supplying refined products for Nigeria feel that they will lose the lucrative opportunity, they will also make every effort to get him frustrated,” Obasanjo stated.

Officials of the Dangote Group recently cried out that international oil companies were frustrating the refinery by refusing to sell crude or by selling to them at a premium up to $4 above the normal price.

They also accused the Nigerian Midstream and Downstream Regulatory Authority of deliberately granting licences to individuals to import dirty fuel.

The regulator denied this, saying Dangote diesel was inferior when compared to the imported ones.

The NMDPRA Chief Executive, Farouk Ahmed, also stated that the country would not stop fuel importation to avoid a monopoly by the Dangote Group.

Obasanjo, speaking further, disclosed that Nigeria made a deadly mistake by putting all its eggs in what he called one basket of oil, ignoring gas and agriculture.

“I believe we made a very, very deadly mistake. We put all our eggs in one basket of oil. We even ignored gas. We were flaring gas, which is a very important commodity

“We ignored agriculture, which should have been the centrepiece of our economic development,” Obasanjo stated.

He recalled how he persuaded Shell to run the country’s refineries but the International Oil Company refused, saying there was too much corruption in the sector.

“When I was President, I invited Shell and I said, look, come and take equity participation and run our refineries for us. They refused. They said our refineries have not been well maintained.

“We have brought amateurs rather than bringing professionals. They said there’s too much corruption with the way our refinery is run and maintained. And they didn’t want to get involved in such a mess,” he explained.

On the promises that the refineries will be fixed, he asked, “How many times have they told us that? And at what price?

“Those problems, as far as the government refineries are concerned, have never gone away. They have even increased. So if you have a problem like that and that problem is not removed then you aren’t going anywhere.”

The former President also condemned the style adopted by President Bola Tinubu to remove fuel subsidies, stating that the present administration should have first considered the hardship the subsidy removal could cause people and how to ameliorate the same.

“There’s a lot of work that needs to be done. Not just wake up one morning and say you removed the subsidy. Because of inflation, the subsidy that we have removed is not gone. It has come back,” the former President stressed.

He said there must be investor confidence in Nigeria, adding, “You have to go from transactional economy to transformational economy.”

Obasanjo expressed concern over youths’ restiveness caused by unemployment, fearing that Nigeria might be sitting on a keg of gunpowder.

“Our youth are restive. And they are restive because they have no skill. They have no empowerment. They have no employment. We are all sitting on a keg of gunpowder. Yoruba Nation agitator, Chief Sunday Adeyemo, popularly known as Sunday Igboho, has kicked against the nationwide protests planned for August 1 over the hardship in the country.

Igboho in a statement issued late last night, said: “I, Chief Sunday Igboho, am issuing this press release in response to the planned protests by some unknown and faceless individuals, who are working to disintegrate the country.

Since President Bola Ahmed Tinubu’s assumed office on May 29, 2023, he has implemented revolutionary policies, which his predecessors lacked the political will to pursue.

These bold steps have, unsurprisingly, unsettled those who believe it is their birth right to rule Nigeria. And in response, there have been attempts to undermine his administration, particularly on social media, with the aim of creating discord between the government and the people.

Recently, we have become aware of notices from unknown individuals threatening ’10 days of rage’, beginning August 1, 2024, under the slogan ‘Tinubu Must Go!

While the right to peaceful protest is enshrined in our constitution, it does not extend to calls for an unconstitutional regime change. It is worth noting that during President Buhari’s eight-year tenure, there were no such protests for regime change from the Southwest, even when our people faced oppression and atrocities by Fulani terrorists.

Our protests were focused on protecting our communities, not on destabilizing the country.
The Yoruba Nation Movement and I firmly declare that we will not participate in any protest aimed at using the Southwest as a battleground for political upheaval.

We stand resolute in our belief that the Yoruba nation will not be a launchpad for disintegrating Nigeria. We recognize that economic hardship is a global phenomenon, not unique to Nigeria.

Since my release from the unjust detention orchestrated by former President Buhari and his then attorney general of federation, Abubakar Malami, I have travelled extensively across Europe, the Middle East, West Africa, and North America.

Everywhere, people are facing challenges, and governments are implementing palliatives to alleviate these hardships. In Nigeria, PBAT’s government has introduced measures to reduce food prices and increased the minimum wage from ¦ 30,000 to ¦ 70,000, demonstrating a commitment to improving the lives of the working populace.

Let us be clear: the protest is politically motivated. We call on all Yoruba people and well-meaning Nigerians to reject this movement. The Yoruba Nation unequivocally opposes any such protests.

Like President Buhari, President Tinubu must be allowed to complete his term in office. The path to change lies in democratic processes—through the ballot box or a referendum. Those who seek change must wait until the next elections in 2027.

We urge our members and the broader community to resist any temptation to participate in these protests, as they do not serve the interests of the Yoruba people or the nation as a whole.

We also issue a strong and unequivocal warning that we will firmly resist any individuals or groups attempting to instigate violence under the guise of these protests. They are strictly warned to stay off the streets across Yorubaland on the designated protest days and in the future. To be forewarned is to be forearmed.
