Sikkim Artists under the banner of NEZCC (North East zone Cultural Center) performed at Adhoya during the inauguration ceremony of Ram Temple on 22nd January.

Total fifteenth Artists from Folk Lok Academy, Gangtok travelled to Ayodhya to perform representing State Sikkim.They performed the folk dance which belongs to Manger Community's dance "KAUDA". They started their journey on 15th January and reached Adhoya on 16th January.They performed from 17th to 21st January at Ayodhya.

"At the Aayodhaya Ram Utsav, the enchanting performance by Team 'FOLK LOK,' led by the charismatic Deepak Darnal, transported the audience into a realm of cultural richness. Through vibrant folk expressions and rhythmic beats, the team brought to life the essence of our heritage, captivating hearts and leaving an indelible mark on the celebration.

Deepak Darnal's leadership shone brightly, guiding the ensemble to create a mesmerizing tapestry of tradition and joy.The performance of Team 'FOLK LOK' at the event not only celebrated our cultural roots but also echoed the spirit of unity and diversity that defines our heritage."

One of the Artist, Pradeep Luwagan addressed that we the team Sikkim (folk lok) felt honoured to represent our State in the grand opening of Ram Mandir at Ayodhya, Uttar Pradesh.
We witnessed and we experienced so many new things and we got to explore so many new places.
Talking about Ayodhya, It was a very clean and peaceful place. Swachh bharat mission has done a really great job by maintaining the cleanliness all over the ayodhya.The people out there were very welcoming and we really appreciate that they don't believe in one religion, they believe in humanity.

At Ayodhya we found another home, away from home. The team folk lok was led by Deepak darnal along with other 14 members (Manisha Chettri, Nisha Tamang,Bidhya Lama, Sonu Magar, Shriya Darjee, Kaushila Chettri, Prakash Sherpa, Sujan Tamang, Landup Sherpa, Dinesh Dahal,Lawan Sundas, Pradeep Luwagun, Rohan Pariyar and Binod Darjee.

We were glad and honoured to represent one of our community's dance form namely 'kauda', performed by 15 members. We got to share our stage with various other State's where we shared our culture, experiences, languages, Pradeep added.

Raksha Mantri Inaugurates 35 Projects Across Country, Two in North Sikkim

Defense Minister Rajnath Singh inaugurated 35 infrastructure projects from Joshimath by Video Conference simultaneously across seven states/ Union Territories bordering China. These projects include construction of 6 vital roads and 29 Bridges at the cost of Rs 670 Crore rupees by Border Roads Organization. With an aim to boost defense preparedness, India is rapidly developing vital infrastructure opposite to China Border. Amongst these vital projects, two roads namely Katao-Bump IV and Tamze-Pt 4685 were recently completed in Sikkim by Border Roads Organization. Both roads are constructed at an altitude more than 12000 feet under challenging and harsh weather conditions. These roads are also vital from strategic point of view as they will facilitate speedy deployment of armed forces and their logistic sustenance close to LAC in Sikkim.

Governor and Chief Minister attend 71st Plenary of the North Eastern Council in Shillong

Shillong, Jan 19 (IPR): Chief Minister Mr Prem Singh Tamang alongside Governor Mr Lakshman Prasad Acharya attended the 71st Plenary of the North Eastern Council (NEC) at the State Convention Centre, Shillong, Meghalaya today.

The meeting was chaired by Union Home Minister Mr Amit Shah, and had the presence and participation of Governors and Chief Ministers of North Eastern States, Union Minister of Doner Mr G Kishan Reddy, Minister of State, DoNER, Mr BL Verma and senior officers of the Ministry of Home Affairs and Ministry of DoNER, Government of India.

Chief Minister Mr Prem Singh Tamang was accompanied by Mr VB Pathak, Chief Secretary, Government of Sikkim, Mr SD Dhakal, Secretary CMO, and Mr Rinzing Chewang Bhutia, Secretary, Planning and Development Department, Government of Sikkim.

Extending his warm greetings to the Union Home Minister and Chairman of the North-East Council Mr Amit Shah, Chief Minister Mr Tamang expressed gratitude to the Central Government for continuous support and guidance in the development of the North-East region.

Speaking on the recent crisis in Sikkim due to a catastrophic flood that occurred on October 3-4, 2023, the Chief Minister further expressed his heartfelt thanks to the Prime Minister, Union Home Minister and the Central Government for the thorough and timely support.
A joint memorandum has been submitted to the Government of India for temporary restoration and permanent reconstruction of the affected areas, and prompt action is anticipated, added the Chief Minister.

Further, he appealed to the Ministry of DoNER and the North-East Council for additional funds to expedite the restoration activities crucial for the State's economy, especially considering the extended timeline for completing PMGSY work until March 2024.

Highlighted transport connectivity concerns, stressing the need for NH 10 upgrade, rail line completion, and improved digital connectivity.

The Chief Minister also discussed global connectivity initiatives, emphasizing the importance of policy shifts for economic integration in the BBIN region.

He further described the transformation of the tourism sector in Sikkim, emphasizing technology, ecological practices, and heritage revival.

He proposed streamlining the process of obtaining Restricted or Protected Area Permits for foreign tourists, considering on-arrival issuance.

Drawing attention to the weakened Retaining Wall and visible cracks at Pakyong Greenfield Airport leading to suspension of flight services, the Chief Minister urged the Government of India for an early solution.

The Chief Minister highlighted the "Mero Rukh Mero Santati" programme, a unique initiative of the Government of Sikkim, symbolizing environmental conservation with the planting of 108 trees for every new born child. The campaign also garnered global recognition during COP' 28 held in Dubai in November-December 2023, he informed.
The Chief Minister also briefly highlighted other notable programmes of the Government of Sikkim.

Highlighting the importance of the Multi-Modal Corridor connecting Sikkim and Eastern Nepal, the Chief Minister highlighted its significance for national security.

In the context of Sustainable Development Goals, Sikkim stands as a leader in the overall index, thanks to the State Government's proactive steps to fulfill citizens' goals and aspirations, he mentioned.

To encourage vital manufacturing employment in the North-East regions, the Chief Minister called upon the Central Government to adopt a new industrial investment policy.

He also proposed the creation of an export-oriented Organic Food Park cm Free Trade Warehousing Zone (SEZ-FTWZ) with NEC and DONER support.

He addressed shortcomings in health delivery and civic amenities, sharing Sikkim’s initiatives like the CATCH program and healthcare partnerships.

He also reiterated the demand for the inclusion of Limbu-Tamang community into the Scheduled Tribe category and bringing the 17th Gyalwang Karmapa Ogyen Trinley Dorjee to Sikkim.

Chief Minister Mr Tamang extended gratitude to Prime Minister Mr Narendra Modi and the Central Government for the "Viksit Bharat Sankalp Yatra," which has actively involved the government agencies.

He also extended heartfelt congratulations on the historic consecration of Ram Lalla in the newly constructed Ram Mandir at Ayodhya, which is scheduled for 22nd January.

Rare Tibetan Brown Bear Discovered in Sikkim

Wildlife enthusiasts and conservationists are celebrating the discovery of the rare Tibetan Brown Bear in the pristine landscape of Sikkim. This awe-inspiring find not only marks a significant moment for biodiversity in the region but also underscores the importance of preserving and protecting the state’s precious wildlife. In the first-ever confirmed record of the Tibetan brown bear (Ursus arctos pruinosus) in India, camera traps installed by the Sikkim Forest Department and WWF-India recorded this rare species in the high-altitudes of North Sikkim. The Lachen Dzumsa also supported the team in the discovery that has now shed new light on the distribution and conservation of this elusive bear. This discovery adds a new subspecies to the mammal diversity of the country.

Over the last many decades during interactions with the Dokpas - the nomadic herders from the high-altitude areas of Tso Lhamo plateau and Muguthang, there was always a mention of a large unidentified animal stealing sugar and oil stored in the herder camps. This creature, due to its elusive nature, has also inspired the folklore of the Yeti across the Himalayas. Many surveys were conducted in the past to discover this elusive animal but were unsuccessful. This breakthrough came through an extensive camera trap exercise conducted by a joint team of experts from WWF-India and the Sikkim Forest Department. The camera traps that recorded the bear were placed by Phuchung Lachenpa, Tashi Palden Lachenpa and Palden Lepcha in the high altitudes of Mangan district and caught this elusive bear in December 2023. These photos highlight the characteristic yellowish scarf-like collar of this bear that broadens from the shoulders to the chest. It is an omnivore with its diet generally consisting of marmots and alpine vegetation. This rare bear is very different from the more commonly found Himalayan Black Bear in terms of its appearance, habitat and behaviour. It inhabits high-altitude alpine forests, meadows and steppe above 4000 m. Also, it is very shy of human contact and therefore very seldom observed. In contrast, the Himalayan Black Bear has a distinctive ‘V’ shaped white chest mark, inhabits temperate forests below 4000 m and comes in frequent contact with humans often resulting in conflict.

The Tibetan brown bear also known as the Tibetan blue bear is one of the rarest subspecies of bears in the world, and is rarely sighted in the wild. It is uniquely adapted to the harsh conditions of the Tibetan Plateau. Until now, there were only a few confirmed records from Nepal, Bhutan and the Tibetan plateau. Consequently, it has been accorded the highest protection status under the Wildlife (Protection) Act, 1972 by listing it under Schedule-I. It is also listed in Appendix I of the Convention on International Trade in Endangered Species (CITES) as a protected species.

This record underscores the ecological richness and diversity of the Sikkim region, where even now major wildlife discoveries are being made. The presence of the Tibetan Brown Bear adds a new dimension to the rich tapestry of the region's ecological diversity. Believed to be a previously undocumented population, this discovery has ignited excitement among researchers and nature lovers alike. This finding also highlights the concerted and renewed efforts of the Forest and Environment Department to conserve and safeguard the state’s rich wildlife and their habitat.

Tragic Road Mishap Claims Three Lives in Sikkim's Yangyang

A vehicle en route from Singtam to Neeya Village plunged into a gorge in Sikkim's Namchi, resulting in the loss of three lives and leaving one person injured on Friday. The victims, identified as Lakpa Sherpa (45), Sonam Sherpa (50), and Palden Sherpa (16), were all locals.

Thupden Sherpa, the lone survivor, has been urgently taken to Yangang Public Health Center for treatment. Sikkim Police are actively investigating the accident, marking another somber incident following a fatal road crash on National Highway 10 just a month ago, where two lives were lost near the Teesta river in Likhubhir.

Chief Minister Grants Utility Vehicles and Motorcycle to Zoom-Salghari for Economic Empowerment

At Jan Bhet Karyakram event in Zoom-Salghari, Pipalay, the Chief Minister of Sikkim contributed to local development by donating two utility pickup vehicles for business purposes and a motorcycle for public transportation. CHIEF MINISTER OF SIKKIM CONTINUES TO MISGUIDE THE PEOPLE OF SIKKIM

On the 8th of January, the Chief Minister PS Golay made various baseless allegations against SDF party while addressing the Retired Employees gathering at Saramsa, Pakyong District. These allegations are simply a last-ditch attempt to misguide the people and is thus strongly condemned by the SDF party. His statement with respect to the Glacial Lake Outburst Flood (GLOF) that occurred on the 3rd and 4th of October 2023 lacks consistency. He went to Delhi and declared it a natural disaster only to come back to Sikkim and call it a man-made disaster. SDF party has always taken upon the responsibility to correctly inform the people of Sikkim.

Teesta Stage-lll Dam

Replying to the SKM supremo is difficult as he changes his statements every week. The CM has failed miserably to even state the time he received information about the Lhonak Lake burst on the day of the disaster. On the 6th of October he stated that he received information at 10:40 pm on 3rd October, 2023, the day of the disaster. A few days later he stated that he received information between 12:30 pm and 1:30 pm on 4th October, 2023. Such statements are highly irresponsible coming from the head of the state. This shows that from the beginning of the disaster, the only aim of CM Golay has been to misguide the public and hide the actual facts.

He has continued to lie to the people about the structure of the dam being weak. SDF party has repeated in various press conferences that the technical aspect has nothing to do with the state government. The dam was built as per the technical knowledge and clearance of the Central Water Commission (CWC) and the Central Electricity Regulatory Commission (CERC). Whether a rockfill structure or a concrete gravity structure was suitable was also decided as per the technical research and clearance of the CWC and CERC.

Another point CM Golay stressed on was the specifications and size of the loan taken for the project. SDF party would like to clarify that loan was taken by Teesta Urja Limited on the recommendation of the Government of India and CERC, to complete the project in the interest of the nation. The loan was taken from Power Finance Corporation and other banks, for which the terms and conditions and interest rates were abjugated by the CERC and not the SDF government.

CM PS Golay and SKM government are completely responsible for the disaster that occurred on 3rd October 2023. The main reason for the dam burst was the total failure of the SKM government to follow the guidelines of the Dam Safety Act 2021, and other statutory guidelines under the Disaster Management Act 2005, especially with respect to GLOF. There was also a failure to implement the all-important Early Warning System. Furthermore, no technical personnel were present at the dam the night of the disaster as they were attending to CM Golay at Mangan. In contrast, officials were present at Dikchu dam who opened the flood gates and successfully saved the dam.

3 months have passed, and the victims of the flood are suffering without any relief from the government. This is a total failure of SKM government as the Chief Minister, having met the Union Home Minister and other Union Ministers, has failed to convince them to release the required resources to meet up the compensation and rehabilitation works related to the disaster.

Old Pension Scheme

The National Pension Scheme (NPS) was implemented in most states across India between 2004 and 2010 on the recommendation of the Central Government. It took many years assess the performance of the New Pension Scheme with employees favouring the Old Pension Scheme (OPS) across India after 5 to 10 years of implementation. In 2023 itself five states of India namely Rajasthan, Chhattisgarh, Jharkhand, Punjab and Himachal Pradesh reintroduced the OPS immediately.

SDF party president Shri Pawan Chamling has promised to reintroduce the OPS upon winning the 2024 elections. The question that arises that being in government why is PS Golay not implementing the OPS? He has also stated in Rholu meeting on the 21st of December, 2023, that employees joining after 2005 will not be put under the OPS which is unfair for many government employees. All of this is clearly due to the total financial mismanagement by the PS Golay government. The lack of financial management skills and strong economic policy of the Golay government has led to late salary, dearness allowances and mass terminations across Sikkim in the last five years.

Lastly, SDF party strongly condemns the threatening statements of CM PS Golay. This is not the first case of threats being made by PS Golay. On the 4th of February 2023, he also made such statements inciting violence and carrying out threats after which a streak of unabated violence followed in Sikkim. In his speech he stated that, “I will take account of all those people who have forgotten my deeds after the election. I will make sure they never forget for their entire life for which I’m specially equipped.” The Chief Minister has greatly underestimated the will and courage of the Sikkimese people all of whom are waiting to give a befitting reply on election day.
