Drowning death of 5-year-old girl in Windsor under investigation.

Just before 9 p.m. on Sept. 9, Windsor police officers were called to a reported drowning at a home in the 4200 block of Barton Crescent.

When officers arrived on the scene, they quickly recovered the child from the bottom of the home’s backyard pool.

Following the rescue, officers and firefighters with Windsor Fire and Rescue Services performed life-saving measures on the unresponsive child before emergency medical services arrived.

The child was later pronounced dead at the hospital.

Police are investigating the death.

Anyone with information is asked to contact the Windsor Police Major Crimes Unit at 519-255-6700, ext. 4830.

Unionized federal public servants in Windsor-Essex are voicing their displeasure over a mandate forcing them to return to the office a minimum of three days per week.

In May, the federal government announced changes to the hybrid work model, increasing it from two days in the office a week to three days. For executives, it’s been upped from three days to four.

The mandate came into effect on Sept. 9.

Members of the Public Service Alliance of Canada, or PSAC, the largest federal public service union, and members of the Canada Employment and Immigration Union, or CEIU, rallied Monday outside Service Canada at 400 City Hall Square off McDougall Avenue to voice their opposition to the move to reduce the number of telework days.

The Treasury Board of Canada says it is a decision based on increasing worker morale and productivity.

The unions argue there are more benefits for public servants working remotely, including less commuting, which is more environmentally friendly and improves mental health.

Kate, the princess of Wales, says she has completed chemotherapy and will return to some public duties in the coming months.

The 42-year-old wife of Prince William is expected to undertake a light program of engagements until the end of the year.

Kate announced in March that she was being treated for an undisclosed type of cancer.

Kate attended a ceremonial birthday parade for her father-in-law King Charles III in June, and the following month presented the men's winner's trophy at the Wimbledon tennis championships.

Officials with Windsor Fire and Rescue Services say they are done handing out warnings when it comes to those caught open air burning without a permit.

Last summer, city council approved a by-law to regulate open air burning within city limits and required residents to purchase a $150 permit.

Other than for the purpose of cooking, open air fires are prohibited in the city, however the by-law allows residents to start campfires, prescribed burns for agricultural and fire hazard abatement uses.

Chief Fire Prevention Officer Mike Coste says residents continue to ignore the by-law.

"The message I want to get out is there is no more warnings anymore. We are not allowing it and there's a hour fee of $150 plus HST if you're caught doing it without a permit."

Whether or not to replace parking meters in Windsor with modern cashless options is up for debate by city council.

An administration report going to Monday's council meeting recommends ending cash payments at all metered on-street parking and moving to the city's Passport app as a way of digitally paying for parking services.

Concerns have been raised about the proposal over the digital divide, as some residents and visitors may not have access to a smartphone or be comfortable with using digital payment methods.

Should council move forward with the recommendation, the program would begin as soon as Oct. 15, 2024.

Kendrick Lamar will pop out on the NFL's biggest stage next year: The Grammy winner will headline the Apple Music Super Bowl Halftime Show in New Orleans.

The NFL, Apple Music and Roc Nation announced Sunday that Lamar would lead the halftime festivities from the Caesars Superdome on Feb. 9.

The rap megastar, who has won 17 Grammys, said he's looking forward to bringing hip-hop to the NFL's championship game, where he performed as a guest artist with Dr. Dre and Snoop Dogg in 2022.

Roc Nation founder Jay-Z called Lamar a "once-in-a-generation" artist and performer.

Travellers will have to check in 15 minutes earlier than usual according to Air Canada's new cutoff time for all flights.

Effective Sept. 4, check-in and baggage drop-off will close 60 minutes before departure — an increase from the previous cutoff time of 45 minutes, the airline confirmed in an email to CTV News Wednesday.

"This change ensures a smoother, more efficient boarding and baggage loading process, and gives everyone peace of mind in preparation for takeoff," Air Canada said in a statement.

According to the airline, the updated cutoff time excludes flights departing from the Toronto Island (YTZ) airport and landline bus services.

Travellers can also choose to check in online, which gives a 24-hour window prior to the flight.

Those who prefer to check in at the airport should ensure they arrive early in advance of the check-in deadlines, Air Canada advised.

"Make sure you've checked in, have your boarding pass and have dropped off your bags before the end of the check-in period for your flight," the airline warns on its website.

"Remember, once the baggage counter closes, we can't accept any more bags," it added.

Air Canada says you can drop off bags as early as four hours before your flight's departure.

The creation of Ojibway National Urban Park now hangs in the balance as New Democratic Party (NDP) Leader Jagmeet Singh says an early election is “more likely” after the NDP earlier this week pulled out of supply and confidence deal with Liberals.

Bill C-248, the private members' bill introduced by Windsor West NDP MP Brian Masse, passed second reading in the senate back in April, with the bill currently under consideration at the Senate Standing Committee on Energy, the Environment and Natural Resources.

Under Bill C-248, the urban park would be created under the Canada National Parks' Act with full protection provided under federal law and the highest level of commitment from Parks Canada.

If the bill does not become law before an election is called, the bill dies and would need to be reintroduced as a new bill, with a new bill number, in the next session of Parliament.

Speaking on AM800's The Shift, Mike Fisher, president, Friends of Ojibway Prairie says it's important to get the bill finalized.

*Update* SIU reports a suspect shot
by police in Windsor has died

Police are investigating an officer involved shooting in downtown Windsor.

On Friday morning, Windsor Police officers were called to the 700 block of Goyeau Street for a report of a person with a weapon.

Police say the suspect with the weapon was shot by an officer.

An employee at the Food Basics on Goyeau Street tells AM800 News that a man with a knife went into the grocery store this morning and asked employees to call police.

The worker said the man then left and walked toward The Beer Store.

The caller says that shots were fired after officers arrived on the scene.

As a result of the shooting, Goyeau Street will be closed from Tuscarora Street to Erie Street East, and Elliot Street will be closed from Windsor Avenue to Dufferin Place.

Police are expected to be on the scene for awhile, and people should avoid the area.

Ontario child-care centres that aren't participating in the national $10-a-day program will soon lose provincial funding to offer fee subsidies to lower-income families and their staff could see a pay cut of $2 an hour.

In a memo sent to licensed operators in Ontario outlining changes to how the province is funding the $10-a-day program, an assistant deputy minister of education wrote that starting in 2025, non-participating centres will no longer receive routine funding such as "general operating, fee subsidy or wage enhancement grants."

Families who already get fee subsidies for child care will continue to benefit until their child ages out or leaves their provider, the memo said, but any new families won't be able to access subsidies for kids aged five and under in centres outside the $10-a-day system.

That money will instead go into funding the $10-a-day program "to ensure the success of that system," according to the memo

The U.K.'s competition watchdog has launched an investigation into the way more than one million tickets were sold for next year's reunion concerts from iconic 1990s Britpop band Oasis.

In a statement Thursday, the Competition and Markets Authority (CMA) said its investigation into Live Nation Entertainment's unit Ticketmaster will look specifically at "dynamic pricing," whereby prices can vary rapidly in light of changing market conditions.

Many Oasis fans who queued online at the Ticketmaster site for many hours on Saturday complained that they ended up paying more than double the face value of the ticket as a result of this dynamic pricing.

Loblaw has officially opened a new ultra-discount grocery store pilot project in Windsor.

Based on the Loblaw No Name brand, the new store is at 1555 Talbot Rd. within the Windsor Crossing Premium Outlet property, not far from St. Clair College.

The Windsor location is the first of three stores opening and will be joined by sites in St. Catharines and Brockville later this fall.

Melanie Singh, President of the Hard Discount Division, says the majority of the products are 10 to 20 percent cheaper than elsewhere.

Convenience stores across Ontario are now allowed to start selling alcohol.

4,200 stores out of an estimated 10,000 have been issued licences to sell beer, cider, wine and ready-to-drink cocktails.

Staff must be trained to sell booze from an approved training outfit such as SmartServe.

The Windsor Police Service is adding two new members to its K9 Unit and preparing to say goodbye to another after eight years of service.

During a news conference Wednesday, the service announced that Link, a 19-month-old Belgian Malinois originally from Hungary, will be joining the unit and partnered with Constable Garret Crichton.

Also joining the unit is Ghost, a 17-month-old German Shepherd originally from Holland, who will be partnered with Constable Ken Meloche.

Ghost will replace veteran police dog Hasko, an 11-year-old Belgian Malinois who will live out his retirement with his partner, Constable Meloche.
