UPPZ Leader Charles Chanda Calls on Government to Reevaluate Unbeneficial Treaties for Zambia's Development and Prosperity

(Kitwe), [12.11.23] - Charles Chanda, the Leader of the United Prosperous And Peaceful Zambia (UPPZ), urges the Zambian government to critically review and withdraw from treaties and agreements that do not serve the best interests of our beloved country. Chanda, speaking on behalf of UPPZ, expresses concern over the lack of benefits derived from certain treaties, such as the double taxation treaty signed between Zambia and Ireland many years ago.

It is with great disappointment that we note how this particular treaty has been advantageous to Irish companies established within our borders while not reciprocating similar benefits for Zambia. The agreement exempts Irish companies from paying taxes to the Zambian government, as mutually agreed upon in the treaty. Sadly, our country has scarce representation in Ireland's corporate landscape, translating into minimal advantages for Zambian enterprises or government revenue.

In light of this unfair imbalance, UPPZ appeals to the Zambian government to take swift action in reassessing this and other treaties that prioritize foreign interests at the expense of our nation's development and prosperity. We firmly believe that it is crucial for Zambia to establish mutually beneficial agreements that promote economic growth, facilitate technology transfer, encourage investment, and enhance job creation for our people.

As responsible leaders, we cannot turn a blind eye to these discrepancies any longer. It is our duty to advocate for a fair and inclusive economic landscape that empowers local industries, boosts our economy, and ultimately improves the livelihoods of all Zambians. By revisiting and renegotiating unbeneficial treaties, we can ensure that the agreements we enter into are focused on maximizing advantages for our country, respecting our sovereignty, and fostering genuine partnerships.

UPPZ urges the Zambian government to prioritize the long-term well-being of our citizens and take decisive steps towards creating a favorable business environment that allows our nation to prosper. We stand ready to support and collaborate with the government and all stakeholders in this important endeavor, promoting transparency, accountability, and the best interests of Zambia.

‘GHOST’ ASSAULTED SON OF ZAMBIA ARMY OFFICER, COURT HEARS

The Lusaka Magistrates Court has heard that a four year old boy of Appollo Barack was assaulted by a ghost of the deceased biological mother. This is according to the testimony of an arresting officer of Matero, Barbara Mutelo.

In this matter, A 21 year old woman of a Zambia Army Officer, Langiwe Ngosa of Appollo Barack in Lusaka is facing assault charges for allegedly assaulting her 4 year old stepson.

In her testimony, the arresting officer says when she warned and cautioned the accused, Langiwe Ngosa, she denied ever beating the child but accused the boy’s biological mother who died two years ago.

After the officer's testimony, the defense could not cross examine the witness and asked for an adjournment.

However, during the cross examination against the victim's father, the defense asked him if he believes in ghosts and his response was in the affirmative.

In another court matter, a 24 year old man who is facing murder charges for allegedly killing a 10 year old boy, Chikondi Banda has told the Lusaka High Court that he was tortured by the police to admit the offense.

This is during his testimony in a trial within trial.

A 52 year old police officer who was recently transferred from Mufulira to Ndola Copperbelt Province has committed su***de by taking doom in his quantum bus.

The deceased identified as Inspector Evans Simweemba decided to take his own life after a marital dispute with his wife whom he suspected of cheating.

Inspector Simweemba who left his house on Sunday around 14hrs was only discovered on Monday around 10hrs near Newtan garage within Mufulira by members of the public.

Copperbelt police commanding officer Peacewell Mweemba confirmed the developement adding that his body has been deposited in Ronald Ross hospital mortuary.

Former government Chief Whip in the patriotic front regime, Stephen Chungu says that there is no country in a democratic society that is ran without an opposition.

Mr. Chungu who is also former member of parliament for Luanshya Constituency, has told Roan Fm News that silencing the opposition is not acceptable, as they will be no one to speak for the people.

And commenting on the events unfolding in the opposition PF Party, Mr. Chungu advised the New Dawn Administration to stay aware from the wrangles and confusion happening in the opposition patriotic front party if at all they have an hand in it..

A pastor in Luanshya is battling for his life after a failed su***de attempt where he took doom insecticide.

Anthony Mambeu had earlier informed his wife and the church leadership of his intention to resign as pastor then he left home without stating his whereabouts.

He was later discovered lying unconscious at the pulpit with foam coming out his mouth.

Also found at the site was a bottle mineral water, polytgene rope,doom insecticide bottle, his ulcer medication and a su***de note.

According to police, the pastor stated in the su***de note that the wife had been mistreating him for 25 years.

Copperbelt police commissioner Peacewell Mweemba in a statement stated that Mr. Mambeu was admitted at Thompson District Hospital in unstable condition by press time.

IMMIGRATION APPREHENDS 22 AT KANYELELE GOLD MINE

The Department of Immigration has, with assistance from other security wings, apprehended 22 suspected prohibited Immigrants in a clean-up operation conducted at Mpika's Kanyelele Gold Mine.

The Department conducted the operation following complaints from the public of an influx of suspected foreign illegal Gold Miners at the Mine

The operation began at 03:00 hours and ended at 15:00 on Saturday, 4th November 2023, with an initial 172 persons nabbed, most of whom were found in makeshift tents at the Gold Mine. After screening, 148 individuals, mostly Zambians, were released unconditionally. At the same time, two persons, a Zambian and a Tanzanian, were handed over to the Drug Enforcement Commission after being found in possession of a substance suspected to be cannabis.

Meanwhile, 22 suspects have been detained at Mpika Police Station pending prosecution. Those detained are 12 Tanzanians, four Congolese, four persons claiming Zambian citizenship, one Malawian, and one Mozambican. The Officers seized a portable mineral detector found in the possession of one of the suspects.

Many more suspects could have been apprehended during the operation, but members of the community assisted them to escape and harboured many others. The Department wishes to urge members of the public to cooperate with Immigration Officers in executing their duties. We also want to advise foreign nationals coming to Zambia to ensure they have legal immigration status and to avoid engaging in any occupation that their immigration status does not permit.

Woman graduates three times as best student from three different schools!

The expanding narrative of 'the future is female' appears to have an impact on the academic world as female students continue to break records in their fields of study.

In the story of Jacqueline Songa, a hardworking, disciplined, and goal-oriented lady who has graduated from three different institutions as the top Environmental Health student, it is proved that impossible is merely a word that translates as "I'm possible."

Jacqueline, the first of three children, grew up partly in a village in the Kaputa district of Northern Province. Although she never went to preschool, her upbringing was remarkable. She passed number two in grades three and four, but it didn't set well with her, so she grieved.

According to her, her education background was not so strong; she did not attend preschool but went directly into grade one, since she used to get compliments about her brilliance and wanted to keep it that way.

At grade 12, her results went missing; she was delayed in enrolling in college and had to attend night classes to earn her first graduation, but despite these setbacks and weaknesses, Jacqueline has distinguished herself as extraordinary. She lived a life of noble character that is worthy of emulation.

Prior to college, she spent her junior and senior years at Laura Girls Secondary School, a small mission school for Salesian sisters (Catholics) in Kasama, Northern Province. At Laura Girls, it was all about hard work; if a pupil didn't do well, they had to redo a grade or find another school.

Being a well-behaved and diligent pupil, Jacqueline found it easy to get by; her main problem was adjusting to the town females. She did well in grade nine despite being in an unfamiliar setting with schoolgirls who came from affluent backgrounds and spoke strong English.

In addition, she has a sibling who is dumb and deaf. She said that her brother is quite brilliant as well, and she is proud of him. He can't hear or speak, yet he will graduate from Kwame Nkrumah University this month with a merit.

Fast forward to Evelyn Hone College, where, due to her late enrollment, she was placed in another class known as an extension class or part time, where classes began at 16 hours. This hurt her, but she knew it was better than starting the following year.

“So basically we were two classes and we were so many I have just forgotten the number, but we were subjected to the same exam and at the same time.” She said. “My academic performance was outstanding that I emerged the best student from the 2 classes.”

In December of 2016, she enrolled at Rusangu University under distance learning programme to pursue a Bachelor of Science in Environmental Health. She got two awards for being the best student in environmental health and natural sciences, defeating both full-time and part-time students.

Her winning streak of distinctions extended to Lusaka University, where she completed her master's degree and was recognized as the best graduating student making it three times in a row of her environmental health course. The phase of Jacqueline's master's degree path is astounding that has surprised many.

She made the decision to leave her workplace and joined for an NGO. Her sponsor advised her that if they get school fees from them, she should receive a merit and more.

The condition was that she reimburse them money if she obtained anything less than merit. She became pregnant during her final semester of studies, thus she admitted that it was not easy for her and she did not see it coming because others were better than her.

POWER DYNAMOS SEEK FIRST AWAY WIN OF THE SEASON AGAINST LOG LEADERS RED ARROWS

Power Dynamos, who are still coming to terms with the departure of their head coach Mwenya Chipepo after their Week 9 1-1 draw against Zanaco at home in Kitwe, will today take on log leaders Red Arrows as they continue to search for their first win of the season away from home.

The last two meetings between the two teams last season produced 10 goals, with Power winning 4-0 at home and losing their final match of the season 5-1 away to Red Arrows.

The defending champions have found it difficult to record their first win of the campaign away from home in all competitions so far this season. Out of the six games they have played away from home, they are yet to secure maximum points.

With the departure of Chipepo, it will be interesting to see how the team will perform today against Red Arrows, the 2021/22 champions, who are enjoying a good start to this campaign, with just one loss in their opening nine games and managing to secure a draw in Week 9 even when they played the majority of the match with a man down against Konkola Blades in a 1-1 draw.

ZAMMSA LAUNCHES DISTRIBUTION OF SECOND BATCH OF HEALTH CENTER KITS

Lusaka, Friday 3rd November 2023 - The Zambia Medicines and Medical Supplies Agency (ZAMMSA) has officially commenced the distribution of the second batch of the recently procured 7000 Health center kits.

The 7000 Health Center kits were subjected to a mandatory quality control and assurance process conducted by Zambia Medicines Regulatory Authority (ZAMRA) before they could be distributed to the health facilities across the country.

The distribution of these kits will start with public health facilities in North Western province, as they seem to be in fundamental need of essential medicines and medical supplies. These areas will subsequently be followed by the rest of the facilities across the country.

According to our schedule, we intend to conclude the distribution of these health center kits within a period of two months. This implies that we would have delivered the 7000 health center kits to the over 3000 public health facilities in Zambia by the 23rd of December 2023.

ZAMMSA is determined and fully committed to ensuring that we seal all the gaps in the public health supply chain and ensure that Zambia has a seamless supply of quality, affordable and effective medicines and medical supplies.

The distribution of these health center kits will bring to total 14,100 kits distributed this year. We intend to distribute 42,000 health center kits in Zambia by march 2024.

LUANSHYA DISTRICT RECEIVES ALL THE AGRICULTURE INPUTS

Luanshya district has received all the inputs allocated to the district for the 2023 /2024 farming inputs.

The District has received all the urea, D compound fertilizer, maize seeds, soya beans and groundnut seeds.

Flagging off the agriculture inputs Luanshya District Commissioner Oncemore Ng’onomo said the district has over 38 000 registered farmers and over 1000 cooperatives all wanting to benefit from 7521 FISP packs allocated to the district.

Mr. Ngonomo did not hesitate to warn cooperative leaders and benefit members fond of sharing and selling packs, that they risk being blacklisted once found wanting, as it is considered a criminal offence.

He said Government has observed that the Food Reserve Agency - FRA - is struggling to reach the targeted maize purchases, hence the new dawn administration has heavily subsidized the FISP input, to guarantee food security, not only at household level but at national level as well.

And some farmers talked to by Roan Fm News expressed gratitude to government for ensuring that agriculture inputs were delivered on time.

LUFUMA CLARIFIES US$15BN KABOMPO CHINESE INVESTMENT

Defense Minister AMBROSE LUFUMA has clarified that the 15- billion dollars investment commitment from China will finance the setting up of the biggest Copper Smelter plant in Africa, development of a green field copper mine, solar power and electric car assembly plants.

Mr LUFUMA says the money will also finance a fertilizer plant, value addition factory gas station and fuel storage plant alongside investments to enhance production of maize, rice, beans and cassava.
Speaking when the China Asia Economic Development Association paid a Courtesy call on him at his Office in Lusaka today, Mr LUFUMA said the committed funds are meant to be released over a period of five years.

Meanwhile China Asia Economic Development Association Vice President Dr WANG HAIPENG said the signed Memorandum of Understanding on transport and logistics with ZNS is looking at the new mines which will need cargo transportation.

PRESS STATEMENT BY THE CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 18TH CABINET MEETING HELD ON MONDAY, 30TH OCTOBER, 2023.

The President of the Republic of Zambia, Mr. Hakainde Hichilema, called for the 18th Cabinet Meeting in the Year 2023, on Monday, 30th October, 2023, at State House, to deliberate on policy and legislative matters that would foster national development and improve the general livelihoods of the people.

Cabinet made the following decisions:

1. Statutory Instrument on the Review of Minimum Wages and Conditions of Service.

Cabinet approved the issuance of a Statutory Instrument on the review of the minimum wages and conditions of service for domestic workers, shop workers and employees covered under the General Order, following the recommendation of the Tripartite Consultative Labour Council meeting at which the Government, Trade Unions and the representatives of employers, agreed to review the existing minimum wages and conditions of employment.

The proposed revision in minimum wages has been necessitated mainly due to the changes in the cost of living, the average national earnings, inflation, unemployment rate and capacity of employers to pay. Further, the revision of the minimum wages and conditions of service is also in line with the International Labour Organisation Convention No. 131, the Minimum Wage Fixing Convention for Protection of Vulnerable Workers.

Cabinet is of the view that this category of employees needs some kind of relief to enable them meet their needs and support to their families.

2. Statutory Instrument on the National Pension Scheme (Penalty Waiver) Regulations, 2023.

Cabinet also approved the issuance of the National Pension Scheme (Penalty Waiver) Regulations, 2023. The regulations aim to operationalise the provisions of the National Pension Scheme (Amendment) Act No. 20 of 2022 on the Penalty Waiver.

The Statutory Instrument on the Penalty Waiver is intended to reduce the debt burden for businesses and allow employers to clear their outstanding dues with NAPSA with the incentive that part of the debt will be written off; provide relief to businesses that were hard hit during the Covid-19 pandemic; encourage small-scale businesses including employers from the informal economy (such as employers of domestic workers) to register their employees with the scheme without worrying about high penalties for non-payment of past contributions; and enhance compliance levels, thereby stimulating the growth of businesses as freed-up resources will be used for reinvestment.

Cabinet realised that as of 31st December, 2022, a number of employers owed NAPSA huge sums of money in penalties. Further, NAPSA has, by law, been prosecuting some employers annually for failure to remit contributions which also results in additional operational costs to the Authority.

Therefore, granting the Penalty Waiver will provide companies with financial relief and stimulate business growth and employment creation. This will also encourage high compliance by employers in meeting their Statutory obligations leading to the sustainability of the Scheme.

3. The Revised National Micro, Small and Medium Enterprises Policy and its Implementation Plan.

Cabinet approved the Revised National Micro, Small and Medium Enterprises (MSMEs) Development Policy and its Implementation Plan, in order to provide a framework for enterprise development that will create a prosperous and resilient MSME sector that will significantly contribute to country’s socio-economic development.

In 2008, the Government developed the Micro, Small and Medium Enterprise Development Policy. However, the MSMEs participation in commerce and industrial development through backward and forward linkages has remained unacceptably low due to a myriad of challenges. Therefore, it has become critical to review the MSME Policy to address emerging issues at the local, regional and global levels, especially with the creation of the Ministry of Small and Medium Enterprise Development.

The revised Policy builds on the Vision 2030, the Eight National Development Plan and international best practices in micro, small and medium enterprises development.

4. Ratification of the Protocol Amending the Agreement for the Establishment of the Intergovernmental Standing Committee on Shipping.

During the meeting Cabinet also approved Zambia’s ratification of the Protocol amending the Agreement for the Establishment of the Intergovernmental Standing Committee on Shipping (ISCOS), in order for the Protocol to enter into force and ensure that membership of the Organisation grows to include Eastern, Northern and Southern African States using the Indian Ocean as their international trade route.

An estimated 90 percent of Africa’s international trade is transported by sea and primarily by foreign carriers. Many countries in Eastern, Northern and Southern Africa utilising the Indian Ocean as their main trade route share similar interests, and challenges, which include high shipping costs, exploitation and cargo being subjected to foreign policies that African nations have little, to no control of.

It was for this purpose that the Ministers responsible for maritime and shipping affairs collectively agreed to expand the scope of ISCOS. The Protocol is not yet in force as it requires ratification by at least two thirds of the Contracting Parties including Zambia.

5. Hosting of the 39th Regular Session of the Governing Council of Ministers for the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA), 09 – 10th November, 2023 in Lusaka, Zambia.

On hosting of international conferences and meetings, Cabinet approved the hosting of the 39th Regular Session of the Governing Council of Ministers for the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA), from 9th to 10th November, 2023 in Lusaka.

The Red Locust is a very hazardous insect pest to agriculture in Eastern, Central and Southern Africa. The insect breeds in specific grassland areas located in Malawi, Mozambique, Tanzania and Zambia. Two of its eight outbreak areas, Lukanga swamps and the Kafue Flats, are found in Zambia while the rest are in other neighbouring countries. The Kafue Flats, in particular, have high levels of locust activity, occasionally forming swarms. Zambia has experienced outbreaks of the African Migratory Locust with the last two outbreaks being in 2016 and 2020.

It is also in the interest of Cabinet that Zambia should host as many international conferences and meetings, also as a way of promoting tourism.

6. Legislation Matters:

(a) The Zambia Institute of Procurement and Supply Bill, 2023.

During the Meeting, Cabinet approved in principle, to the introduction of a Bill in Parliament to repeal the Zambia Institute of Purchasing and Supply Act No. 15 of 2003, so as to revise the law that regulates the procurement and supply practitioners.

The objectives of the Bill, among others, are to continue the existence of the Zambia Institute of Purchasing and Supply and re-name it as the Zambia Institute of Procurement and Supply as well as re-define its functions; register and regulate the conduct of its members and re-constitute the Council of the Institute and also redefine its functions.

Cabinet has since observed that the current legislation is inadequate in dealing with many issues related to the procurement and supply profession.

(b) Zambia Institute of Architects Bill, 2023.

Cabinet also approved in principle, to the introduction of a Bill in Parliament to repeal the Zambia Institute of Architects Act No. 36 of 1995, in order to streamline the operations of the Zambia Institute of Architects and to make the Institution more responsive to current trends in the sector.

The Zambia Institute of Architects Bill will establish a comprehensive legal framework for the regulation of architectural services and provide for the registration of architects, allied professionals, technologists, technicians and student members. The current Act only provides for the Institute to only admit and register degree holders as members, excluding a lot of Diploma and Certificate Holders. The Bill will also allow for registration of foreign architects under joint venture with local architects, so as to allow for enhanced local capacity and transfer of skills.

Another legislative matter approved by Cabinet in principle is the introduction of a Bill in Parliament to repeal the Quantity Surveyors Act Cap 37 of 1995, in order to streamline the operations of the Zambia Institute of Quantity Surveyors and to make the Institution more responsive to current trends in the sector.

The current Act is limited to registering and regulating only practicing Quantity Surveyors (Consultants). The majority trained Quantity Surveyors, who include trainees, graduates and associates rendering services to both Government and private sector institutions, are not recognised by the Act, therefore, not regulated by any law, hence creating inconsistences in the professional code of conduct.

COST OF LIVING IN LUSAKA CONTINUES GOING UP

The cost of living for a family of five in Lusaka as measured by the Jesuit Centre for Theological Reflection –JCTR- Basic needs and nutrition basket for the month of October 2023, has increased byKk148.70 from K9, 146.06 in September 2023 to K9,294.76.

The upward adjustment has been attributed to an increase in food items such as roller mealie meal which increased from K217.14 per 25kg bag to K229 per 25kg bag and beans which increased from K35.21 per kg to K48.55, among other escalations of commodities.

JCTR Social and Economic Development Programme Manager Muchimba Siamachoka says it is essential to closely monitor factors such as inflation, fluctuating commodity prices and overall economic conditions which have impacted the overall pricing dynamics in the country.

Ms. Siamachoka suggests that to effectively tackle the high cost of living, government should proceed with its plans to distribute maize grain directly through the food reserve agency to communities as a short-term measure to mitigate the impact of the rising cost of mealie meal.

ZAMBIA HOCKEY WOMEN'S TEAM RECORD FIRST WIN AT THE ONGOING AFRICA ROAD TO PARIS 2024 QUALIFIERS.

Zambia women's hockey team has recorded their first win at the ongoing Africa Road to Paris 2024 qualifiers after beating Namibia 3-2.

The goals came from Martha Kalomo in the 8th minute, Carol Nakombe in the 36th minute and Christine Kaluba in 50th minute.

Tisha Semedo scored for Namibia in the 37th minute and Adore Meyer gave them a second 10 minutes later.

This win is of great importance as it was the determinant of whether the team remains in contention or not after losing 4-0 to Kenya in their opener.
