Exciting Internships are available – help spread the word! We are offering summer internships in wildlife rehabilitation during the 2024 nesting bird season. A limited number of full-season (12 week) internships with stipends is available. Full season, six-week, and part-time internships without stipends are also offered. Interns provide care to our wild patients in the Wild Bird Clinic alongside staff and our rehabilitation volunteers. Knowledge and experience will be gained in the husbandry and rehabilitation of a wide variety of species of wild birds from the mid-Atlantic region. FULL I-95 CLOSURE for construction - Detour through Newark

Be prepared for extra traffic in Newark next week as I-95 will be closed for construction. This construction will require the complete closure of I-95 at SR 896, in both directions, starting Tuesday 2/13. Traffic from I-95 will be detoured THROUGH Newark.

Work will take place over four nights — February 13-15, and February 19.

Heavy traffic is expected on Elkton Road, Christina Parkway (SR 4), and South College Avenue (SR 896) during the closures. Be sure to plan accordingly and expect delays. Police officers will be stationed along the detour route to help facilitate the flow of traffic.

The Delaware State Bar Association and the Delaware Office of Defense Services (ODS) are hosting the Clean Slate Delaware Expungement Clinic on Monday, January 15th at the Chase Center on the Riverfront.

Delawareans can find out if they are eligible to have convictions expunged from their records and receive assistance in navigating the expungement process.

CITY OF NEWARK SPECIAL ELECTION
The City of Newark will hold a special municipal election on Tuesday, January 9, 2024. This election is for the office of Mayor. Candidates on the ballot for Mayor are:

Jerry Clifton – verified by the Board of Elections on October 25, 2023

Michael O’Neal – verified by the Board of Elections on October 27, 2023

Demitri Theodoropoulos – verified by the Board of Elections on November 13, 2023

James Carley – verified by the Board of Elections on December 11, 2023

Any individual who is at least 18 years old and is registered to vote with the State of Delaware at a residence within the City of Newark is eligible to vote for Mayor. If you are unsure if you are registered, please call the City Secretary’s Office at (302) 366-7000 and a staff member can look up your registration. You may register to vote through the State Department of Elections.

For additional information on obtaining absentee ballots, serving as a poll worker, or other information call (302) 366-7000 or email [email protected].

Polling locations (open from 7 a.m. - 8 p.m.) are as follows:

HOLIDAY SCHEDULE CHANGES

Due to the upcoming Christmas and New Year holidays, Newark Municipal Offices and Alderman's Court will be closed on December 25, December 26, 2023, and January 1, 2024.

Due to the Christmas Day holiday, trash normally collected on Monday, December 25 will be collected on Tuesday, December 26. Trash normally collected on Tuesday, December 26 will be collected on Wednesday, December 27.

Due to the New Year’s Day holiday, trash normally collected on Monday, January 1 will be collected on Tuesday, January 2. Trash normally collected on Tuesday, January 2, will be collected on Wednesday, January 3.

Please note: The last “Green Wednesday” yard waste collection for the Winter Season will be on December 6, 2023, and will not resume until March 6, 2024.
The City will have scheduled collections during this time, please call (302) 366-7000 to schedule. Carts that are put out for collection that are not scheduled will not be collected.

The Leaf Collection Program will continue through Friday, December 29, 2023. All leaves must be raked to the grassy plot between the curb and the sidewalk by Friday, December 22.

Crews will collect Christmas trees placed at curbs beginning Tuesday, December 26, 2023, through Friday, January 26, 2024. The crews will sweep through the entire city once per week during this time-period. Please make sure trees are out for collection each week by Monday at 7:00 a.m.

Trees will not be collected after January 26, 2024.

Snowplow & Emergency Route—In order to make the most effective and efficient use of our personnel and equipment during snow events, our Snow Plan divides roadways into two priority levels. The maps, found at cityofnewarkde.maps.arcgis.com, show roads of each designation, as well as “Snow Emergency Routes,” where parking is not allowed during declared snow emergencies to make way for plowing and treatment operations. Please note that some streets are part of several priority levels due to necessary truck routing.
Sidewalk Snow Removal—Please be a good neighbor (and comply with the City Code) by clearing your sidewalk of snow and ice (sidewalks must be cleared three feet in width) within 24 hours of the end of a snow event. The end of a snow event is when all roadway cleanup is completed by City plow crews, not when the last snowflake falls. Snow should be piled on your property and not left in the roadways. For specific details, see Sec 26-3 of the Code.
Parking During a Snow Emergency—During a declared snow emergency, (check newarkde.gov/snow), homes or businesses on snow emergency roads must remove all vehicles to avoid being towed. Arrangements may be made with the University of Delaware to allow those impacted by a snow emergency to park their vehicles at the Trabant garage at the end of Main Street (across from the Deer Park). The duration of this availability will depend on the duration of the storm.
Snowplows Hard at Work—During a snow event, the primary focus of our plow crews is to ensure the safe passage of emergency vehicles. The plow crews work hard to keep roads clear, focusing attention on main roads first, before addressing secondary and tertiary roads. To help them perform their jobs more efficiently, please utilize off-street parking during a storm, if possible. In cases of extreme snowfall, plows are limited in where they can put snow removed from the streets. We appreciate your patience and understanding as they clear the roadways.

PRESENTS WITH POLICE AND HOLIDAY TOY DRIVE
Over the past few years, many families have struggled to provide for their children during the holidays. The Newark Police Department in the past has received toy donations which allowed us to provide toys for those in need. New unwrapped toy donations will be accepted from November 13 to December 14 and can be dropped off in the Lobby at the City of Newark Municipal Building located at 220 South Main Street, Newark, DE 19711.

This year the Newark Police Department, Newark PAL, and Newark Parks and Recreation have teamed up to assist those in need who are residents of Newark or whose children attend schools in the city limits of Newark. If your family or a family you know needs assistance for children up to 14 years old and would like to receive presents for the holiday season, please register with the City of Newark Parks and Recreation Department at www.newarkde.gov/play. Pre-registration is required starting November 13.

The holidays are coming! Get into the spirit by joining Santa on Saturday, Dec. 2 from 9:30 - 11:30 a.m. for snacks, crafts, games, and a relaxed visit to the George Wilson Center. We encourage you to bring your camera to capture some special moments. Come and start the season off right! Children must be accompanied by a paying adult. Children are invited to participate in Santa’s Secret Shoppe at the George Wilson Center on Saturday, December 2 from 9 a.m. - 12 p.m. This unique and cost-effective holiday event gives children the opportunity to purchase gifts for family and friends with a pint-sized price tag. All items will be priced $10.00 and under and will be gift-wrapped for free. Volunteers will be on hand to assist children with shopping.

WINTERFEST
Winterfest promises to be a wonderful addition to the holiday season on Friday, Dec. 1 from 6 - 8 p.m. on the Academy Building Lawn. Holiday entertainment, roasting chestnuts, caroling, tree lighting, ice carving demonstrations and much more will fill this wonderful evening of fun for the whole family. Winterfest is a joint effort by the Newark Parks and Recreation Department and the University of Delaware. The Delaware Special Olympics will be holding their Annual Reindeer Run in conjunction with Winterfest (www.sode.org). Raindate is December 2.

SPECIAL ELECTION INFORMATION
A special election for the office of Mayor has been scheduled for Tuesday, January 9, 2024. The successful candidate will complete the remainder of the vacated term, which ends in April 2025.
Residents of Newark who have not been convicted of a felony within fifteen years and have resided within the City for at least one year preceding the election are eligible to hold the office of Mayor. Nominating petitions can be obtained by visiting the City Secretary's Office Monday through Friday, between the hours of 8:30 a.m. and 5:00 p.m., or via email at
[email protected]. Petitions must be signed by the candidate and must bear 10 additional signatures of qualified voters residing within the City limits. Completed petitions must be submitted to the City Secretary's Office by 5:00 p.m. on Monday, December 11, 2023, to be eligible for candidacy in the January 9, 2024 special election.
