Atmospheric River to Bring Heavy Rainfall

Merced Emergency Services:

Late Thursday into Saturday, an atmospheric river will bring significant rainfall to Merced County and the neighboring foothills, resulting in the potential for flood events in the area.

Currently, forecasters are calling for up to three inches of rain in portions of Merced County and up to four inches of rain for portions of the foothills during this storm event. Additional runoff could occur as some of the lower elevation snowpack is washed away in the rain. Wind gusts could reach upwards of 40 mph Thursday night.

In response, the Merced County Emergency Operations Center began conducting advanced planning this week and will officially activate Thursday morning in an effort to mitigate potential flooding issues and prepare residents with resources.

Since the prior flooding events in January, the Merced County Department of Public Works has continued to fortify waterways in unincorporated areas that were problematic, including Miles Creek and Bear Creek. Under the local emergency proclamation, the County has also cleared out a significant amount of vegetation and overgrowth from our waterways. Weakened levees are always a concern during major storm events, and preparation will continue as we move through this storm system.

During major storm events, residents are asked to avoid unnecessary travel and be prepared for any potential evacuations. Being ready to put together a "go-bag" is one way to be prepared, and can include items such as wallets, purses, keys, cell phones, chargers, important documents, toiletries, medication, changes of clothes, etc.

When traveling, residents are asked to avoid flooded roads, remain clear of fast-moving creeks and rivers, and follow all emergency signage. When driving in the rain, always turn on your low-beam headlights.

Merced Police Department Conducts Minor Decoy Operation, One Business Sold to a Minor Decoy

Officers with the Merced Police Department worked conducted Minor Decoy Operations on Monday, Feb. 20.

The purpose of the sting operations was to ensure that businesses are not selling to***co products to underage customers.

Under the direct supervision of the officers, minor decoys (juveniles under the legal age to use/purchase to***co products) entered businesses that are licensed to sell and then attempted to purchase.

The following businesses did not sell to***co products to the minor decoys:

• AM/PM, McSwain Rd
• AM/PM, E Childs Ave
• AM/PM, G St
• Shannon’s, S Hwy 59
• Merced Liquors, E Main St
• Bernie’s Liquors, G St
• Bi-Rite Liquors, Martin Luther King Jr Way
• California Liquors, R St
• Village Liquors, G St
• Gas-N-Save, W 16th St
• 7-11, G St
• Ci******es And Ci**rs, G St
• AM/PM, N Hwy 59

The following business did sell to***co products to a minor decoy:

• Mel’s Liquors, V St

Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980’s. When the program first began, the violation rate of retail establishments selling to minors was as high as 40 to 50 percent. When conducted on a routine basis, the rate has dropped in some cities to as low as 10 percent or even below. In 1994, the California Supreme Court ruled unanimously that use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law.

More operations are planned throughout the grant period that runs through June 30, 2024. The operation is funded through a grant from the California Healthcare, Research and Prevention To***co Tax Act of 2016 Proposition 56.

The City of Merced Community Storm Watch

The City of urges community members to be mindful of current and upcoming weather conditions.

Bear Creek's water height is anticipated to be above the flood monitor stage. However, flood waters are not expected to exit the creek. Therefore, creek flows are projected to be fast.

January storms have made areas of our community's waterways unsafe for pedestrians and cyclists on pathways. The City of Merced urges all residents to avoid the waterways and walking paths. This includes Bear Creek under crossings and all areas of the bike paths.

Localized flooding can be expected on city streets, and potholes may be made worse with the increased rain. The Public Works Department will be working to address issues as they arise.
