Jay hails from North Carolina where he started cooking at just 13 years old. His passion and love for cooking grew out of catastrophe when Hurricane Bertha passed through his neighborhood destroying nearby houses. His family was spared, and thankfully his mother was prepared. For decades, Little Rock’s West Ninth Street was the heart of the city’s African American community, home to businesses, schools and fraternal organizations. The Mosaic Templars of America was a black fraternal order founded by John E. Bush and Chester W. Keatts, two former slaves, in Little Rock, Arkansas, in 1883. Under the Bipartisan Infrastructure Investment and Jobs Act of 2021, the U.S. Department of Commerce’s Minority Business Development Agency's (MBDA) was charged to develop the Minority Business Enterprise Advisory Council. This council will advise and assist MBDA in their mission to promote the growth of minority-owned businesses.

The Federal Home Loan Bank of Dallas recently reappointed Dr. Calvin King of Brinkley to the FHLB Dallas Affordable Housing Advisory Council (Advisory Council).

The FHLB Advisory Council is comprised of 13 representatives from state, community and nonprofit organizations in FHLB Dallas’ five-state district, including Arkansas, Louisiana, Mississippi, New Mexico and Texas. Each council member is appointed by the FHLB Dallas Board of Directors (Board) and advises the federal board on affordable housing and economic development issues.

The pattern we see today of Blacks living primarily east of Interstate 30 and whites to the west of Interstate 430 is a result of post-World War II housing practices that sought to “redevelop” blighted areas.....
