Established in 2010, Highland Communication Services (HCS) is a municipally-owned telecommunications company that provides advanced fiber optic services; including voice, data and video, to the Highland community in order to better serve the needs of the local businesses and residents. HCS was developed in response to overwhelming support from citizens to create a fiber-to-the-premises system. The

growing, enthusiastic organization strives to improve Highland’s quality of life and strengthen business opportunities. After the passing of the Telecommunications Act of 1996, much of the private telecommunication service providers that were in the community were bought out by larger corporations. As a result, Highland’s location, just thirty minutes from St. Louis and surrounded by other larger municipalities, began to play a factor in the rate of speed at which telecommunication providers services the community. Because there were larger populations and more businesses located just 5-10 minutes away, these private companies placed a higher priority on servicing the communities that had a higher return on investment.

We were notified at 3:00am central of a fiber cut that has impacted the circuit used to provide Victory TV. We do not know when to expect the cut to be repaired. If we get additional information, it will provider on the website and via the Highland Happenings App

Notice of HCS Preventative Maintenance on HCS Telephone service occurring June 13th between the hours of 12:00am and 6:00am.
You should prepare for a complete outage of phone service however, total outage time us expected to be 2 hours.

V-TV OUTAGE UPDATE:
Thank you for your patience as our upstream provider continues to work to resolve the issue with our video circuit that is impacting other providers as well.
They have narrowed it down to a fiber issue between Collinsville and St.Louis, but have no ETA at this time. We will continue to provide updates as we receive more information.

HCS will begin repairing fiber after storm damaged areas are clear, safe and electric has been restored. The best way to let us know that your power has been restored but your HCS is not functioning is to use the 'Request A Service' feature on our website. We will respond as quickly as possible.
