The City of Fredericksburg is pleased to announce that Moody’s Ratings has upgraded the City’s General Obligation bond rating, a recognition of our strong local economy and our sound fiscal stewardship. This upgrade moves the City up one notch from Aa2 to Aa1. With this move, the City of Fredericksburg is only one notch below the Moody’s rating of Aaa, which is their highest rating. Higher ratings are an indication by the rating agency to the City’s strong credit worthiness and should translate into a lower cost of borrowing and annual debt service payments.

Moody’s stated, “The upgrade of the issuer and general obligation ratings reflects a trend of improvement in the City’s income and wealth, which are poised for further strengthening due to significant ongoing development.” The City has been highly rated for many years, but this move constitutes the first upgrade in more than a decade.

RATINGS RATIONALE
The Aa1 issuer rating reflects the city's sizeable and growing local economy benefiting from institutional presence and its proximity to both Washington, D.C. (District of Columbia, Aaa negative) and the City of Richmond, VA (Aa1 stable). Resident income is average despite a young median age of 31 years and a large student population, while wealth is strong and benefiting from significant tax base growth. Reserves are ample and expected to remain stable, while leverage is modest and expected to remain manageable relative to the city’s growing revenue base.
“Fredericksburg is challenged by the need for multiple generational projects now to include a new school (now nearing completion), expansion/upgrades at Motts Water Treatment plant, the expansion/upgrade of a new wastewater treatment plant, a new Computer Aided Dispatch (CAD) system, new water meters, and a new Fire Station, among others. These projects will be difficult to execute, but ultimately they are imperative to lay the foundations for a brighter future in the coming decades,” stated Tim Baroody, City Manager.

“We are pleased that Moody’s analysts also acknowledged the City’s ‘strong management and financial results in recent years.’ The City of Fredericksburg continues to balance many needs in a fiscally prudent manner, knowing that strategic investments today are critical to remaining competitive and attractive to business investment tomorrow. Smart business growth can create the revenue increases needed to support the residential quality of life we all desire,” stated Mayor Devine.

Both Moody’s Ratings and Standard & Poor’s were asked to provide ratings on the City’s upcoming bond issue. The City is currently in the process of issuing up to $35 million in debt for several projects, including the City’s share of the cost for the Motts Water Treatment Plant expansion, the purchase of two replacement fire trucks, and design work on several wastewater treatment conveyance system improvement projects.

A young driver has just struck a pedestrian near the stop sign by Slade’s memorial at the entrance to River Club on Tidewater Trail. First responders are on the scene, working on the victim, but it doesn’t look good. 💔 PLEASE PRAY!

This is yet another tragic reminder that we **desperately** need a traffic light and more street lighting in this area!

The City of Fredericksburg is proud to announce Mike Craig as the new Director of Fredericksburg’s Community Planning and Building Department. A ten-year veteran with the City, Mike has spent more than 20 years in the public and private sector focused on planning and economic development here in the Fredericksburg region. He first joined the City in 2014 as Zoning Administrator, and then was promoted to Senior Planner, and again most recently promoted as the City’s Principal Planner.

“I’m thrilled at the opportunity to work in this great community! Fredericksburg has so many positive aspects, most notably a tremendous Community Planning and Building Department team. Having lived and worked in this area for more than 20 years, I truly believe the City’s future continues to grow brighter,” Craig stated.

City Manager, Tim Baroody, is delighted to welcome Mike in this new role. “After a national search, and interviewing multiple candidates, we are very pleased to welcome a local professional with excellent Virginia and City experience. Mike is a consummate professional, and is highly regarded for his ability to take on challenging concepts and topics. As the City continues to evolve, balancing growth, historic preservation and economic development through planning is more important than ever, and Mike has the skills needed to assist in managing all of the above,” concluded Baroody.

Mike has a degree in History from the University of Virginia, a master’s degree in Urban and Regional Planning from Virginia Commonwealth University, and is certified by the American Institute of Certified Planners.
