We start with a standard cell phone. For this demo, we are using a low-end Motorola G4. The software used in the cell phone is the Larix Broadcaster. The signal is transmitted using RIST Main Profile. The origin of the signal is a residence in Northern California. Here is a picture of the setup:

In any sort of video compression, there is a tradeoff between three variables: latency, quality, and bit rate. Essentially, you can optimize any two of these at the expense of the third. A good encoder will give you the “knobs” to “turn” and choose the operating point that works for you.

Since its release, the Cobalt 9992-ENC has provided these “knobs”. Where latency is concerned, the most important ones are the CPB (Coded Picture Buffer) delay, and the use of GDR (Gradual Decoder Refresh). With these, you can vary the encoder latency from over a second (for high quality at low bit rate) to about 100 milliseconds. This is available for both AVC and HEVC (and, with some limitations, for MPEG-2 as well).

Cobalt are now releasing an “Ultra-Low Latency Mode” for the 9992-ENC, which is available only for HEVC. This mode combines parallel processing with GDR and a suitable CPB to achieve encoder latencies as low as 10 milliseconds. Note that this is lower than the intrinsic latency of the usual audio encoders, so the 9992-ENC offers LPCM audio support to bypass them.

Cobalt are also releasing updated firmware for the 9992-DEC, with tunable latency. When combined with the 9992-ENC, end-to-end latencies of about 100ms are achievable in HEVC mode, and about 300ms in AVC mode.
