Canadian federal law may allow authors of publicly funded works to receive ‘secondary publishing rights’ or the right to republish their work after first publication in an open access repository, regardless of publisher agreements.

Secondary publishing rights could facilitate immediate open access to publicly funded research and foster global innovation and discovery.

EU members are continuing a push for Open Access without any fees for authors. Because of the rise of APCs, nations like France have had to triple their research spending to 30 million Euros as of 2020.
