After a twenty-five year career in television news, where he served in a number of roles from reporter to general manager, Courtney became Louisiana's First Assistant Secretary of State in 1990. As First Assistant Secretary of State, Courtney led efforts to modernize and fully computerize the state's elections system, helped establish a First Stop Business Shop and headed up the restoration of Louisiana's Old State Capitol, a project that was cited by the National Trust for its coveted honor award.
