The People’s Republic of China has donated $1.7m (SBD) to the government of the Solomon Islands to assist in disaster relief efforts following the recent 7.3 earthquakes in Guadalcanal.

Officers of the Royal Solomon Island Police Force (RSIPF) at Auki in Malaita Province have removed a dead body found underneath Fiu Bridge in Central Kwara’ae this morning (6 December 2022).

The Royal Solomon Islands Police Force (RSIPF) has welcomed 65 new Police officers who have graduated as police constable today (2 December 2022) at Rove Police Headquarters.

The graduates consist of 48 males and 17 females who were selected from different provinces. The patron of the recruit course is Honourable Patterson Oti, Speaker of the National Parliaments of Solomon Islands.

MRD farewell senior officer Lilia

“Allan Lilia, a true servant who has shown leadership and a hardworking spirit in serving the Government and the nation through the Ministry of Rural Development (MRD).”

These are the words of MRD Honorable Minister Duddley Kopu during the farewell function held on Friday last week (29th July 2022) to acknowledge Mr Lilia for his service since joining the ministry in 2013.

Mr. Lilia a Civil Engineer by profession joined the Ministry as the Director of Civil Engineering and Infrastructure Development.

Mr Lilia is leaving MRD to take up a new post in another government ministry.
“Mr. Lilia has shown us a very good example in terms of work and how we should work together as a team for a common goal.

“A very senior person who has worked faithfully till the end and here we are thanking him for his time, effort, and service not only to MRD but the nation as a whole, “Honorable Kopu expressed in his farewell statement.

He further congratulated Mr Lilia and wish him all the best in his new role.
He also added that MRD will continue to work closely with him in his new role especially now that we are working on some of our reforms which will need his inputs.

MRD Permanent Secretary Dr Samson Viulu also shared the same sentiments in appreciation of Mr. Lilia’s contribution to the ministry.
“Even though I joined MRD just recently I come to know Mr. Lilia as a very humble and hardworking person.

“Whenever he walked into the office you can see every other colleague will just smile and this helps brighten up our day,” he added.

PS Viulu further added that Mr. Lilia will leave the ministry with his wealth of experience living a gap for MRD especially when we are working on our reforms.
“I just want to say thank you for your service and all the best in your new position as you will still continue to serve the government and our people,” PS Viulu expressed.
PS Viulu also acknowledged Mr. Lilia’s wife and children for supporting their father.
Meanwhile, MRD staff also took the opportunity to acknowledge Mr. Lilia for his friendship and fatherly role in the ministry.

Mr. Lilia thanked the Minister, PS, and all the MRD staff and assured them that he will continue to support MRD whenever the need arise.

FinTech Innovation a solution to address financial inclusion challenges

“Access to finance is often a challenge for MSMEs in Solomon Islands and Pacific Islands Countries due to lack of credit information and collaterals.”

Governor Dr Luke Forau echoed these findings in his remarks at the Pacific Islands FinTech innovation bootcamp reception in Singapore on Wednesday 27th July.

Governor Luke Forau revealed that our financial inclusion efforts at the moment is far fetched as only 36 percent of the approximately 721,455 population have access to finance, let alone the 80 percent of the unemployed population who are in the informal sector.

“With this, I hope it exemplifies why in our case, innovation is extremely important to address our financial inclusion challenges,” he said.

The arrival of the Coral Sea fibre optic Cable in the Solomons in December 2019, together with the government’s decision to move towards a national digital economy strategy, have put the role of the Central Bank into focus.

There is a need to expand the vital infrastructure to encompass all the citizens and enable access in every corner of the country. This can only be possible through innovation and digitalization.

The Central Bank of Solomon Islands implemented its third National Financial Inclusion Strategy last year 2021 which will lapse in 2025.

Within the strategy, the role of digital finance services & financial technologies has been vastly underscored as a key driver to improve access and usage of financial services.

“With our challenging geography, declining access points and usage, leveraging digital and financial technologies to provide innovative access and usage is the way forward,” Governor Luke emphasized.

While striving to achieve the financial inclusion goals, efforts are also geared towards answering questions such as:

1. How do we enhance access to finance and usage for the unbanked, underserved and the general informal sector?

2. Why do these marginalized segments prefer semi-formal and informal savings avenues?

An example of an informal saving avenue is the Solomon Islands National Provident Funds (SINPF) youSave Micropension savings scheme designed mainly for the informal sector which later digitized its savings collection through a digital airtime payment solution.

This was done so with the technical support of the UNCDF and funding by the Australian Government.

To date, the scheme has 32 thousand members from the informal sector of which 54 percent are women.

“This is an example of the type of initiatives that we’re looking for, one which derives business value proposition that speaks to the minds and serves the needs of the unbanked individuals and MSMEs.

“For this reason, it is an opportune (time) for us to explore other ways in which we can harness alternative data to facilitate access to finance by developing innovative credit solutions.”
Moreover, in these challenging times, it may require us to examine solutions that are beyond conventional purview and augment them to enhance provision of financial services, Governor alluded.”

Governor Dr. Luke Forau and SINPF CEO Mike Wate led a delegation from Solomon Islands to attend the Pacific Islands FinTech Innovation Challenge Bootcamp in Singapore.

“Attending the FinTech Innovative Bootcamp was an invaluable exposure for the delegation to learn, reflect and come back with pragmatic digital solutions emerging out of the Fintech Boot Camp to bolster digital payments, access to finance, and financial inclusion for Solomon Islands and (other) Pacific Islands Countries,” Governor Luke said.

The innovation bootcamp was held from the 27th to the 29th of July. The team had an opportunity to learn and explore the different market ready solutions that will enhance SINPF’s business value proposition and the ones that can be scaled across the financial sector to improve access to finance.

New patrol vehicles for RSIPF

Acting Commander of the Royal Solomon Island Police Force (RSIPF)-Australian Federal Police (AFP) Policing Partnership Program (RAPPP), Heath Davies, handed over six new vehicles to the RSIPF to support its frontline policing operations.
Permanent Secretary of the Ministry of Police National Security and Correctional Services (MPNSCS), Ms Karen Galokale, and the RSIPF Commissioner, Mostyn Mangau, received the vehicles during a brief handover ceremony held at the at Rove Police Headquarters today (29th July 2022).

The marked police vehicles handed over will help address vehicle fleet shortage in the RSIPF. These much needed vehicles will enabled the RSIPF to respond to incidents and maintain its community high visibility patrolling.
The vehicles is part of the RAPPP mobility project which focused on supporting the RSIPF with fleet management and replacement.

During the ceremony, Ms. Galokale said the vehicles delivered to the police is timely as it will boost the RSIPF mobility capability at a time when our security environment continues to evolve necessitating the need to continue investing in police frontline capabilities.
She said the support from RAPPP will ensure the RSIPF remains resourced to conduct high visibility and surveillance in the communities.

“These vehicles will elevate the mobility capability of the RSIPF from where it is yesterday,” the MPNSCS Permanent Secretary added.
RAPPP Acting Commander, Davies, said it is a privilege for the RAPPP to support the RSIPF maintain and grow its capabilities.

He said this is the first six vehicles RAPPP handed to the RSIPF from a total of 22 vehicles to be handed in the coming months.
RSIPF Commissioner, Mangau, thanked the RAPPP and AFP for the continuous support and friendship.

“I appeal to officers to take good care of these vehicles. Use it for its intended purposes. We have our vehicle policy which will guide how officers used these vehicles,” Commissioner Mangau said.

The handing over of these vehicles fulfilled one of the focuses of the RAPPP in supporting the RSIPF to provide high quality policing services to Solomon Islands and the wider community.

Since commencing in mid-2021, RAPPP has been supporting the RSIPF in various areas in the RSIPF including; technical advisory, forensics, investigations, national operations, infrastructure, training, community engagement, health and spiritual support.

The AFP and RSIPF have been partnering for many years. AFP has reaffirm its commitment to support the RSIPF as it prepares for future events like the 2023 Pacific Games.

MRD PS pays courtesy visit to Japanese Ambassador to Solomon Islands

The newly appointed Permanent Secretary for the Ministry of Rural Development (MRD) Dr. Samson Viulu has paid a courtesy visit to the Japanese Ambassador to Solomon Islands His Excellency Miwa Yoshiaki on Wednesday 27th July 2022.

The courtesy visit was purposely to seek common areas of interest where the Government of Japan can assist the Solomon Islands government through the Ministry of Rural Development.
One particular area of need that PS Viulu highlighted to the Japanese Ambassador is in the area of effective Monitoring and Evaluation (M&E) and the Japanese rural model of One Place, One Product Approach.

PS Viulu having spent ten years in Japan as a researcher and employee of several institutes said that the Solomon Islands must learn from Japan on how it transformed its economy into one of the most vibrant economies in the world.

“Solomon Islands can learn from the Japanese experience and customize it to the Solomon Islands context.”
During the brief meeting, H.E Ambassador MIWA also highlighted many areas where the Solomon Islands can learn from Japan including their technology prowess that the Solomon Islands can directly benefit from.

He also emphasized sustainable development for Solomon Islands should be an area of priority to explore.
Ambassador Miwa then assured PS Viulu that he will look at organizing a webinar with some reputable Japanese institutes for MRD and other interested stakeholders in Solomon Islands for further dialogue.

The Permanent Secretary’s visit to the Japanese Ambassador is part of MRD’s outreach to ALL donors to better understand their areas of cooperation in the country.

PS Viulu also used the opportunity and invited Ambassador Miwa to an informal morning breakfast to be hosted by the Minister of MRD Honourable Duddley Kopu. Ambassador Miwa accepted the breakfast invitation and said that he is looking forward to meeting Minister Kopu and his officers.

EZRA FO”ORO NEW COUNCILLOR FOR VAVAEA WARD.

The Vavaea ward 5 in Central Honiara has a new Councillor after counting was completed at the Rove Police Headquarters.

The returning Officer for Vavaea Ward 5, Fred Jones Warereau has declared with the highest votes Ezra Fo’oro as the new Councillor, who won with 368 votes.

His runner up Andrew Manaisi polls 321, followed by Richard Ramoni Fugui with 318 and John Ivan Aruhane with 313.

The newly elected Councillor Ezra Fo’oro said he is very humbled with the win and thanked the people for the trust and support towards him.

He said he is looking forward in serving the people in Vavaea ward to create ways to help and assist them as their Councillor.

“I acknowledge the support and would not do this without the people, and as their newly elected Councillor, I will pick up from where the late Billy Abae has left and continue with the leadership,” he added.

He said he will also come in and help strengthen the current HCC Executive and work together with the Mayor and HCC Management.

He thanked his supporters and advisory committee for the hard work in securing the win.

Total number of votes cast in all 12 Polling stations in the BY Election was 1325.

MAYOR CALLS ON BUS AND TAXI OPERATORS TO MAINTAIN CURRENT FARES

The planned meeting between Honiara City Council (HCC); Ministry of Infrastructure Development (MID); Ministry of Commerce, Industries, Labor and Immigration (MCILI) and Royal Solomon Islands Police Force (RSIPF) was held on Tuesday 5th July 2022.

This is a Working Committee of the Road Transport Board (RTB) as MID, MCILI, HCC and RSIPF are all members of RTB.

The Working Committee agreed to invite representatives of bus owners and taxi owners to the next meeting scheduled for Tuesday 12 July 2022. This next meeting will consider options for bus fares and taxi fares within Honiara City.

During the meeting, the Working Committee agreed that legal or regulatory mechanisms must now be put in place to regulate public transport service within Honiara City.

The Working Committee is pressing towards this in collaboration with bus owners, taxi owners and other stakeholders.’

As part of this expected collaboration, the Working Committee requests bus owners and taxi owners to register as companies so that it would be more effective and efficient to consult and collaborate on issues pertaining to bus and taxi services in Honiara City.

In the meantime, Lord Mayor calls on bus owners and taxi owners to maintain current fares until the Working Committee completes its tasks.

RSIPF prepares for the border reopening on 1st July

As part of the preparation for border reopening on 1 July 2022, the officers of the Royal Solomon Islands Police Force (RSIPF) has gone through a brief training conducted by Solomon Island Immigration and Australian Border Force (ABF) at Kulitanai Police Station in the western border between Papua New Guinea (PNG) and Solomon Islands (SI) recently.
Forward Commander (FC), Western Border Operation, Superintendent Ileen Ukebule said the government agencies that have been benefited from this training are the officers of the RSIPF, Solomon Island Customs, Bio Security and the Ministry of Health and Medical Services (MHMS).
Superintendent Ukebule said this training was provided by Inspector Damien Pollard of the ABF and Chris Akosawa, the Deputy Director of Immigration, Solomon Islands. This training really helps officers to prepare more effectively for the reopening borders. Immigration awareness is important for multi-law enforcement agencies as they will be working together to maintain international border security to protect Solomon Islands from health and other border related risks.
FC Ukebule said the traditional border reopening will pave the way forward for traditional border people at western border including Choiseul Province to re-engage with traditional border activities that encourage cultural ties with both border dwellers on each side.
Ms Ukebule said in line with the existing traditional border framework, multi law enforcement agencies will look after the border communities to ensure communities and border relationships are maintained.
She said the existing framework provides border clearances for Immigration and Police at entry points. Harapa Outer Posts, Kulitanai, Kariki and Taro Police Station are the exit and entry point for the border crossers. The outposts were designated by the Minister of Commerce, Industry, Labor and Immigration under the Immigration Act 2012 to undertake Immigration border clearances for border crossers.
The traditional border crossing days for border trading are Saturdays and Thursdays. There will be other arrangements for traditional border crossings for visiting families, or meetings that may fall outside of the traditional border trading days Ms Ukebule said.
Immigration awareness is important for multi-law enforcement agencies as they will be working together to maintain international border security to protect Solomon Islands from health and other border related risks.

RSIPF denied accusations published in Solomon Star newspaper with title “Who is MA LI PING and High Rank Money Laundering”

The Royal Solomon Island Police Force (RSIPF) has denied claims made in Solomon Star newspaper published on Saturday 11 June 2022 and Monday 13 June 2022 with titles “Who is Ma LI PING and High Rank Money Laundering” as exaggerating and misleading.
RSIPF has no link to Ms Ma’s as alleged in the paper. Should the author and Mr. Chandana Suresh Guanthilaka Karunapedige have any evidence to support their assertion then they are welcome to produce those evidences to the Professional Standards and Internal Investigations Department (PSII) of the RSIPF to investigate those serious allegations other than speculating.

RSIPF is only acting on the formal complaint made by the victim, Ms Vicky Li Ping MA that they responded to arrest Mr. Chandana Suresh Guanthilaka Karunapedige on Thursday 2 June 2022 with the support of the Royal Papua New Guinea Constabulary (RPNGC) officers.
Unfortunately, Mr. Chandana Suresh Guanthilaka Karunapedige avoided police arrest at that time until he was arrested on Tuesday 7 June 2022 and charged with six counts of domestic violence related offences to appear before Honiara Central Magistrates’ Court on Wednesday 22 June 2022.

The RPNGC team were called in to assist the investigators in dealing with this matter at that particular time of the arrest because Mr Chandana Suresh Guanthilaka Karunapedige is a high risk suspect who was allegedly believed to be in possession of fi****ms at that time when he committed these domestic violence offences.

This allegation of threatening and possession of fi****ms is still investigated by RSIPF along with other criminal complaints raised against Mr Chandana Suresh Guanthilaka Karunapedige by the victim and others. The Local investigators and RPNGC teams conduct at that time is professional and does not fall outside of the law as claimed. This is a wild accusation at its fullest.

RSIPF wish to make it clear that there are previous charges laid against Mr Chandana Suresh Guanthilaka Karunapedige as well on the month of February this year (2022) where he was already charged for 3 counts of domestic violence (Physical Abuse) perpetrated against the same victim (Ms Vicky Li Ping MA) which is already before the Court.

In the recent months RSIPF has also investigated a case of assault against Ms. Vicky Li Ping MA reported by Chandana Suresh Guanthilaka Karunapedige as the victim of that case. Ms Vicky Li Ping MA was arrested and charged for common assault and her matter is still currently before the court. This clearly shows that RSIPF is fair and neutral when dealing with any matters that come through for investigation.

Your police, RSIPF is calling on Mr. Chandana Suresh Guanthilaka Karunapedige to come forward with more evidence regarding money laundering activities or whatever as reported in the newspaper for proper investigation. RSIPF is willing to investigate these serious matters with our law enforcement partners.

Police are appealing to Foreigners doing business in Solomon Islands to be honest and respect the laws of this country. RSIPF respects and honour those who truly invest and abide by the laws of this country.
