President Dr Arif Alvi on Monday paid a surprise visit to the National Institute of Child Health (NICH) in Karachi to inspect facilities being provided to the patients.

He visited different wards of the hospital and inquired about the health of the under-treatment patients.

Speaking to newsmen, the president said four to five kids are being treated at a single bed of the hospital. The motive of a surprise visit to NICH was to get information about the actual position of service delivery.

President Dr Arif Alvi underlined the need for the establishment of more NICH units across the Sindh province.

Replying to a question, he said the federal government, in the light of the Supreme Court orders, taking back the control of three hospitals from the Sindh government including, NICH, NICVD and Jinnah Hospital.

Government taking steps not to affect the patients while the transition period, the president said and added that NICH needs 500 more beds.

He said though the fire was extinguished within 5 minutes at the hospital, a precious life was lost at NICH’s incubator, which is regretful.

Responding to another query of a journalist, President Alvi said the claims to control over increasing inflation were made before seeing the actual position of the national kitty, steps are being taken to control over the situation, he added.

The Lahore High Court (LHC) on Monday adjourned the hearing of a petition filed by former prime minister Nawaz Sharif, seeking the removal of his name from the Exit Control List (ECL).

A two-member bench, comprising Justice Tariq Abbasi and Justice Chaudhry Mushtaq, presided over the proceedings. When asked by the court regarding Nawaz’s expected date of return, his counsel said that the former premier is currently undergoing medical treatment in London.

He added that all of Nawaz’s medical reports are being periodically submitted to the relevant authorities with due diligence.

At this, the prosecution questioned why Nawaz had not returned despite the fact that his four-week travel allowance had expired. The question prompted Justice Chaudhry Mushtaq to ask the prosecution lawyer to refrain from giving political statements and to stick to the law.

The court observed that according to the order issued by the LHC, Nawaz must return to the country after getting a fitness certificate from his doctors.

The court said that the government can file a separate request if they do not believe reports regarding Nawaz’s health.

However, the prosecution lawyer maintained that if Nawaz wanted an extension in his stay abroad, he should have contacted the government.

The court adjourned the hearing for a later date.

In November last year, the government had given a “one-time” permission to former premier to travel abroad for his medical treatment for a period of four weeks. Minister for Law and Justice Farogh Naseem had said the permission was “not conditional to anyone’s consent” and was granted to fulfill the government’s obligations in view of Nawaz’s “adverse critical medical condition”.

However, the government had asked the Sharif family to submit an indemnity bond “to the tune of Rs7-7.5 billion”. Following this, the Pakistan Muslim League-Nawaz (PML-N) had rejected the government’s decision, terming it “biased” and “based on revenge politics”.

PML-N President Shehbaz Sharif announced that the party’s legal team had approached the LHC against the condition of submitting indemnity bonds and had accused the government of playing “dirty politics”.

Completely failing to understand the reaction of many of his party’s members, workers and voters, the Pakistan Muslim League-Nawaz (PML-N) Supreme Leader Nawaz Sharif on Wednesday asked everyone to ‘eat humble paaye’.

In an exclusive interview with The Dependent, Nawaz said the anger and shock among many of his followers is completely misplaced and needs to be controlled.

“And there is no better way to control mood swings than having a humble plate of siri paaye – or b**g paaye, if you prefer,” said the PML-N supremo while talking to this scribe whom he generously offered a plate as well.

“They see that my narrative has changed, but they do not see that my narrative changed from the previous narrative and that from the previous one. What they do not see is that amidst this labyrinth of narratives the only true narrative that I’ve always upheld is ‘no narrative’” he added.

Nawaz Sharif reiterated that he has been successful in politics because he neither had an ideology, nor created an ideological party, which in turn allows for flexibility.

“And there is no better way to accept this reality than having humble paaye,” the PML-N supremo added, insisting that this scribe have another serving.

The Punjab Food Authority (PFA) on Saturday disposed of 8,636 litres chemically contaminated milk loaded on 1,817 vehicles during a province-wide crackdown to control the sale of tainted milk.

On the directions of PFA Director General Irfan Memon, dairy safety teams inspected 420,773-litre milk at screening pickets set up at the entry and exit points of the 36 districts of Punjab.

In a press release, the PFA director general said the purpose of the inspection was to ensure the supply of pure milk all over the province. He said the PFA teams took milk samples for a screening test on the spot and took action against 1,817 milk sellers after the commodity was found “not up to the mark”.

He said the teams examined 907 vehicles in Lahore, 485 in Rawalpindi, 121, Multan and 49 vehicles in Muzaffargarh Zone.

An accountability court in Islamabad on Monday turned down a request by the National Accountability Bureau (NAB) to extend the physical remand of detained PML-N leader Ahsan Iqbal in the Narowal Sports City case and sent him to jail on judicial remand until next hearing.

At the outset of the hearing, NAB officials presented Iqbal before the judge, requesting a 14-day extension in his physical remand for further questioning in connection with an investigation into the scam.

However, the judge observed the accused has already been in the bureau’s custody for 28 days and asked if they want his 90-day physical remand.

A NAB prosecutor informed the court that Iqbal was arrested on Dec 23 as the probe into the case is underway. He added statements of witnesses have been recorded after the arrest of the PML-N leader.

Meanwhile, the court gave the accused permission to meet his family members inside the jail. He was also allowed to have home-cooked food and access to medical treatment.

Iqbal is accused of using government funds to build a sports city in Narowal. He had already filed a reply to a questionnaire given to him by the bureau previously.

Sources said the NAB Rawalpindi chapter has already received a complete record of the project to investigate alleged financial irregularities, which multiplied the estimated construction cost of Rs300 million to Rs3 billion.

Minister for Water Resources Faisal Vawda was a dual national at the time of filing his nomination papers to the Election Commission of Pakistan (ECP) to contest the general elections in 2018, The News reported on Monday.

The PTI stalwart, who was recently reprimanded by Prime Minister Imran Khan for bringing an army-style boot to a TV show, was a United States national at the time of filing nomination papers, the report revealed.

Vawda submitted his nomination papers on June 11, 2018, which were approved by the election body a week later on June 18, the report said. However, the PTI leader applied for the renunciation of his nationality with the US consulate at Karachi four days after the fact on June 22, 2018, the report revealed.

It merits a mention here that according to the law, dual nationals are not allowed to contest elections unless they give up their second nationality. In 2018, the Supreme Court disqualified two PML-N lawmakers, Haroon Akhtar and Saadia Abbasi, for holding dual nationalities at the time of filing papers to the election commission.

Both the members were disqualified under Article 63(1)(c) of the Constitution, which says that a person will be disqualified from being elected or chosen member of parliament if he ceases to be a citizen of Pakistan or acquires the citizenship of a foreign state.

Nawaz Sharif’s exit from the country on the orders of the Lahore High Court on medical grounds was not an easily digestible proposition for Prime Minister Imran Khan who had championed the PML(N) leader’s disqualification after the Panama Papers leaks, his sentencing and making his subsequent incarceration as uncomfortable as possible. Although it was Mr Khan’s own trustworthy team that provided all the evidence proving Mr Sharif’s ‘critical condition’, as soon as he was seen boarding his air ambulance to fly to London on his own two feet, the PTI began questioning the severity of his condition. A picture has now emerged where Mr Sharif can be seen at a London eatery with his family, which has the PTI riled up, adding to its suspicions. The Sharif camp in London has provided the justification that the outing was on “doctor’s orders”. The Punjab government, that has to decide on an extension in time to Mr Sharif for him continue treatment abroad, is now seeking latest reports from his personal physician. While the PTI government is fixated on how ill Mr Sharif really is, other pressing matters requiring its immediate attention are being ignored.

There is continuous pressure on the government from the business community to provide some relief. A delegation from the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) put forth its demands to the PM asking for a cut in interest rates, reduction in energy prices and withdrawal for the CNIC requirement for purchases of over Rs50,000. Short of this, they claimed, more industrial units would shut down. This is near impossible, as the State Bank of Pakistan has said monetary policy tightening has to continue, the IMF will not allow any reduction in energy tariffs and a failure to meet tax revenue targets means the CNIC condition will remain intact. There are crises on almost all borders starting with India threatening LoC aggression, instability in Afghanistan as US-Taliban talks continue amid regular attacks and the dangerously escalating tensions between the US and Iran. Internal security problems also persist with an uptick in terrorist attacks in Quetta.

Two rockets crashed late on Wednesday into the Iraqi capital’s Green Zone, the high-security enclave where foreign embassies including the US mission are based, security sources told AFP.

Just before midnight, AFP correspondents in Baghdad heard two loud blasts followed by the wailing security sirens of the Green Zone.

The attack came nearly 24 hours after Tehran launched ballistic missiles at Iraqi bases housing American and other coalition forces, which did not cause casualties.

The strikes were in retaliation for a US drone strike that killed top Iranian general Qasem Soleimani and Iraqi commander Abu Mahdi al-Muhandis last week.

Muhandis had been the deputy head of the Hashed al-Shaabi, a web of armed groups incorporated into the Iraqi state but which also have close ties to Tehran.

The United States had accused Hashed groups of being behind a string of rocket attacks on the US embassy in Baghdad and bases hosting American troops across the country.

On Wednesday, the Hashed’s hardline factions vowed they, too, would take revenge for the US raid.

Paramilitary chief Qais al-Khazali — blacklisted as a “terrorist” by the US — said Iraq’s response to the US “will be no less than the size of the Iranian response”. Harakat al-Nujaba, a hardline Hashed faction, vowed to avenge Muhandis.

“To American soldiers: Do not close your eyes. Revenge for the martyr Muhandis is coming at the hands of Iraqis — until the last soldier among you leaves,” it said.

Iran said it launched a missile attack on US-led forces in Iraq in the early hours of Wednesday in retaliation for the US drone strike on an Iranian commander whose killing has raised fears of a wider war in the Middle East.

Tehran fired more than a dozen ballistic missiles from Iranian territory against at least two Iraqi military bases hosting US-led coalition personnel at about 1:30 AM local time, the US military said.

US President Donald Trump said in a tweet that an assessment of casualties and damage from the strikes was underway and that he would make a statement in the morning.

“All is well!” Trump said in the Twitter post.

Meanwhile, Iran’s Foreign Minister Mohammad Javad Zarif said Iran is not seeking escalation or war, adding that Tehran would defend itself against any aggression
Iran’s Islamic Revolutionary Guards Corps confirmed they fired the missiles to retaliate for last week’s killing of Qasem Soleimani, according to a statement on state TV.

The statement advised the United States to withdraw its troops from the region to prevent more deaths and warned US allies including Israel not to allow attacks from their territories.

Pentagon spokesman Jonathan Hoffman said in a statement that the bases targeted were al-Asad airbase and another facility in Erbil, Iraq.

“As we evaluate the situation and our response, we will take all necessary measures to protect and defend US personnel, partners, and allies in the region.”

Trump, who visited the al-Asad airbase in December 2018, was briefed on reports of the attack and was monitoring the situation, White House spokeswoman Stephanie Grisham said.

Democrats in the US Congress and some of the party’s presidential contenders warned about the escalating conflict.

"Closely monitoring the situation following bombings targeting US troops in Iraq,” US House of Representatives Speaker Nancy Pelosi said on Twitter

–ISPR chief says Pakistan desires peace in region but won’t compromise on its national security

–Gen Ghafoor says Pompeo was urged to reduce tensions with Iran to avert conflict

As tensions between the United States and neighbouring Iran touch all-time high in the aftermath of the assassination of a top Iranian general, Pakistan Army spokesperson Major General Asif Ghafoor said that Pakistan supported peace overtures in the region and wouldn’t take part in anyone else’s war.

Speaking to a local media outlet, the Inter-Services Public Relations (ISPR) director general said the country will not become part of any process that will disturb the peace as it “desires regional peace but it will not compromise on its national security”.

The statement followed the killing of Iranian General Qasem Soleimani. Soleimani, the architect of Tehran’s overseas clandestine and military operations as head of the Revolutionary Guards Quds Force, was killed on Friday in a US drone strike on his convoy at Baghdad airport.

Maj Gen Ghafoor said the aforementioned sentiments had been expressed by both the Prime Minister Imran Khan and Chief of Army Staff General (COAS) Qamar Javed Bajwa. “Pakistan will not be a party to anyone or anything but will be a partner of peace and peace alone,” he said, quoting Prime Minister Imran.

General Ghafoor said the regional scenario changed after the killing of the general; however, Pakistan will not become part of any process that disturbs the regional peace.

“In this scenario, Prime Minister [Imran Khan] and the Army Chief [General Qamar Javed Bajwa] has adopted a very clear stance that Pakistan will not allow its soil to be used against anyone and play its strong role for regional peace,” said Ghafoor.

He said US Secretary of State Mike Pompeo had held discussions with Gen Bajwa on two points in the telephonic conversation on January 3. According to Ghafoor, the COAS had urged the US to de-escalate tensions between the countries in the region so that another regional conflict could be averted.

06/01/2020

US President Donald Trump threatened “major retaliation” Sunday if Iran avenges the killing of a key military commander and he warned of massive economic sanctions against ally Iraq if the country expels US troops based there.

The twin threats came as Iran announced it was further reducing compliance with a tattered international nuclear accord, ending limitations on numbers of centrifuges used to enrich uranium.

The latest blow to the accord, which was meant to ensure Iran did not develop a nuclear weapon under cover of its nuclear industry, deepened the regional crisis set off by Friday’s killing of Iranian general Qasem Soleimani in Baghdad.

Trump ordered a US drone to fire a missile at Soleimani, one of the most influential people in Iran’s government, when he was near the Iraqi capital’s international airport.

Angry, black-clad mourners thronged the streets of Iran’s second city Mashhad on Sunday to pay last respects to the remains of Soleimani and chant “death to America.”

Trump bluntly warned Iran against taking vengeance, repeating his insistence that US bombing targets could include Iran’s cultural heritage sites. Critics say that would qualify as a war crime under international law.

“If they do anything there will be major retaliation,” Trump told reporters on Air Force One, as he flew back to Washington — and a looming Senate impeachment trial — from vacation in Florida.

Trump had already threatened to bomb 52 unspecified targets in Iran if Tehran attacks US troops and interests in the region.

In his latest comments, he was adamant that targets could include places of cultural significance in a country boasting an ancient heritage and two dozen UNESCO-listed sites.

“They’re allowed to kill our people,” a defiant Trump said. “They’re allowed to torture and maim our people. They’re allowed to use roadside bombs and blow up our people. And we’re not allowed to touch their cultural site? It doesn’t work that way.”

30/12/2019

The Pakistan Tehreek-e-Insaf (PTI) government is working on a two-pronged strategy to give Chief of Army Staff (COAS) General Qamar Javed Bajwa an extension in his tenure.

Informed sources claimed that besides challenging the Supreme Court’s verdict in the extension matter, the government is also planning to move the parliament for legislation in this regard.

A month after the SC ruled on the army chief’s extension, the government filed a review petition last week raising 26 questions of law against the judgement while pleading for “preservation of two leading institutions” for a “healthy democracy”.

The government also apprised the top court that Gen Bajwa’s contributions to national security “will go down in history” and the “public at large has warmly welcomed” his reappointment.

On Nov 28, a three-judge bench headed by then chief justice Asif Saeed Khosa – had given the government six months to legislate on the tenure and other service terms of a COAS or else appoint a replacement of Gen Bajwa.

According to a source, the government would try to get the law passed to accord extension to the army chief with a simple majority while the court has been moved to restore its moral authority as there were “glaring mistakes” in the judgement.

Commenting on the issue, Advocate Khawaja Shahid Rasool said that moving the SC with a review petition was not a good move as the scope of the petition is too limited to get a favourable verdict.

Rasool said that the prime minister was ill-advised by his legal team and Law Minister Naseem Farogh should be penalised for causing embarrassment to the prime minister time and again.

“I wonder why law minister is giving bad advice to the prime minister. Either he is incompetent or he wants to embarrass the prime minister,” he asserted.

He said that since the government enjoyed simple majority in the National Assembly it should make a move to amend the law.

When contacted, Minister for Science and Technology Fawad Chaudhry confirmed that the government was adopting a two-pronged strategy over the issue by moving the apex court and the parliament.

“Apparently, yes. The government is moving on both forums,” he said.

30/12/2019

Prime Minister Imran Khan on Monday launched the Sehat Insaf Card facility for the transgender community for the first in the country’s history to provide succor to the most vulnerable segments of the society.

Addressing a ceremony held in this regard in the federal capital, the prime minister regretted that the previous governments never took responsibility of the most vulnerable segments of the society, including the transgender community.

The incumbent government, he said, had taken the responsibility of transgender community and would give them ‘a sense of ownership’. Pakistan was created on a great idea based upon sense of justice, humanity and humane feelings for the downtrodden, he added.

Criticising the past regimes, he said that they did not even accept the existence of the transgender community but the incumbent government would, however, provide them full protection in the society by removing negative perceptions about them. The government is determined to provide health cards and insurance to all the weaker segments of the society, he added.

The initiative will cater to the individuals of transgender community registered with the National Database and Registration Authority (NADRA) from the Islamabad Capital Territory (ICT), Azad Jammu and Kashmir (AJK), Gilgit-Baltistan (GB) and all other provinces.

About the economic turnaround, PM Imran highlighted that the government faced the most difficult economic challenges last year, but the year 2020 would dawn with progress and prosperity for the countrymen.

The government took steps for the economic stability during 2019 and now would focus on creating jobs for the youth along with boosting the industrial sector, he said and mentioned that the recently-introduced National Accountability Bureau (NAB) Amendment Ordinance 2019 is a step in the right direction.

The prime minister also referred to the government’s flagship social security programme Ehsaas for the alleviation of the economic ordeals of the poor families.

He said that through the Utility Stores, subsidised food would be provided to the public. “The issuance of ration cards is on the anvil to enable the deserving people to get food items.

30/12/2019

A petition was moved in the Supreme Court (SC) on Monday against the recently approved National Accountability Bureau (NAB) Amendment Ordinance 2019.

Petitioner Farrukh Nawaz Bhatti has sought an immediate suspension of the ordinance until the petition is decided.

In his petition, Bhatti questions whether the amendment is in violation of Articles 8, 9, 10(a), 14, 18 and 25, as well as the preamble and Articles 2(a), 3, 4, 5, 37 and 38 of the Constitution.
It also asks if the NAB Amendment Ordinance is “liable to be struck down and be declared void ab initio being inconsistent with and in derogation of the said articles of the Constitution”.

Terming the amendment “highly discriminatory,” the petitioner says that it is an attempt to create different classes in the society based on “have” and “have nots” on the principles of “might is right” instead of “equality and the “rule of law”.

The petitioner stated that the amendment divides the concept of corruption into “slabs” and “classes” where the definition of what is corrupt for some and not for others is a violation of Article 25 read with Article 3 and 4 of the Constitution.

He questioned whether the PTI government is attempting to “legitimize the corruption and corrupt practices for a selected class of persons having financial power to bulldoze the constitutional order in Pakistan”.

The petition stressed that the amendment is a conspiracy to initiate a “class conflict” in society.

The petitioner prayed the apex court to direct the federal government to “discharge its constitutional and legislative responsibility under Article 212(1)(b) regarding enactment of the law under the said provision of the Constitution to save the general public from tortious acts of the Governments or of any person in the service of Pakistan or of any local or other authority empowered by law to levy any tax or cess and any servant of such authority acting in the discharge of his duties as such servant”.
