NEWSBIT: DA STARTS CONTROLLED VACCINE ADMINISTRATION TO COMBAT AFRICAN SWINE FEVER SPREAD

The Department of Agriculture (DA) today, (August 30) kicked off the controlled trial of a Vietnam-developed African Swine Fever (ASF) live vaccine in Lobo, Batangas, a municipality with one of the highest cases of ASF.

According to DA, the vaccine's rollout will involve inoculating healthy pigs to curb the spread of the disease that has been hounding the multibillion-peso hog industry since 2019.

The department said only healthy pigs will be injected with the live but weakened virus.

The introduction of this vaccine is a significant step forward in the fight against ASF, which has severely impacted both large and small-scale hog farmers across the country.

In a statement, DA Assistant Secretary for Swine and Poultry Constante Palabrica, a doctor of veterinary medicine, said developing hog immunity from ASF infection is critical to limiting the spread of the virus that has resulted in the death of millions of the country’s hog population.

“ASF has severely affected both large integrators and backyard farms. While larger farms can invest in biosecurity measures, 60% of our hog population in backyard farms struggle with insufficient funding for effective protection,” Palabrica noted.

DA’s new strategy includes using controlled and monitored vaccinations to help pigs reach 25 weeks and attain 100 kg, providing a new approach to tackling the disease.

“We must embrace innovative solutions like this vaccine to improve outcomes for our hog industry,” Palabrica said.

Agriculture Secretary Francisco Tiu Laurel, Jr. said finding a suitable vaccine against ASF is essential to saving billions of investments, revitalizing backyard farms, and ensuring food security.

“This effort highlights DA’s commitment to safeguard the swine industry and enhance national food security amid the ASF crisis. We’re dedicated to support hog farmers and ensure wthe sustainability of our agriculture sector,” Tiu Laurel noted.

DA set aside P300 million for the procurement of 600,000 ASF vaccines and is ready to find additional funds if the controlled tests prove successful in shielding growers from infection.

In addition to the vaccine, the DA is exploring additional vaccines for breeders and growers to further support the industry.

The ASF outbreak has caused widespread havoc in the swine industry, resulting in the loss of millions of pigs and threatening farmers’ livelihoods.

Currently, 32 provinces are still grappling with the ASF virus. Batangas has already declared a state of calamity due to the ASF outbreak.

The vaccination was attended by DA and Food and Drug Administration officials as well as representatives from the Bureau of Animal Industry, Provincial Veterinary Office, and the local government of Lobo.

The Philippine government is spending P200,000 each month for milk to support children abandoned by their Chinese fathers employed in Philippine Offshore Gaming Operators (POGO) hubs, according to Senator Risa Hontiveros, citing information from the Presidential Anti-Organized Crime Commission (PAOCC).

Hontiveros made this revelation during yesterday’s plenary session, as she was reminded by Senator Pia Cayetano’s privilege speech on the importance of breastfeeding to ask PAOCC whether the milk given to the children was either infant milk formula or breastmilk.

“Nagsimula tayo mag-inquire kung breastmilk kaya iyong ibinibigay sa baby or infant milk formula? Kaya naman naging posibilidad na magmobilize ng mga breastmilk banks o kaya wet nurses din para tulungan din itong mga baby at mga nanay nila,” the senator said.

Dahil dito, pumalo na sa lima ang aktibong kaso ng mpox sa Pilipinas na na-detect ngayong buwan.

Ayon sa DOH, ang mga bagong mpox cases ay isang 26-anyos na babae mula sa NCR at isang 12-anyos na lalaki mula sa Calabarzon.

NEWSBIT: SHIELA GUO CONFIRMS SHE AND HER SIBLINGS ALICE AND WESLEY GUO ILLEGALLY DEPARTED TO SABAH BY BOAT

Shiela Guo, the sister of suspended Mayor Alice Guo of Bamban, Tarlac, admitted that they left the Philippines illegally to Sabah via boat, Bureau of Immigration (BI) Commissioner Norman Tansingco today said.

Tansingco, who attended the Senate Committee on Justice and Human Rights hearing, noted that the story corroborates with their theory that the Guo siblings departed illegally without formal inspections.

“They allegedly deliberately evaded immigration inspection by leaving on board a small boat from a resort somewhere north, then transferred to a bigger boat,” said Tansingco.

"She then said that from the bigger boat, they transferred to another small boat and went straight to Sabah,” he added.

Shiela currently faces a deportation case for undesirability and misrepresentation as a Filipino national, as she was found to have a valid Chinese passport under the name Zhang Mier.

Tansingco said that Shiela will only be deported only after the resolution of all pending criminal cases filed against her and completion of all other liabilities in the country.

He added that once returned, Alice and Wesley Guo may also face the same cases against them.

“We are in close coordination with our Indonesian counterparts in monitoring the movements of Alice Guo,” said Tansingco.

"We are glad that this piece of the puzzle has been found, but Alice’s return to the Philippines would ensure that justice is served,” he added.

Ito ay matapos may tumawag sa kanila para magpatulong na mai-alis ang ahas sa isang bahay sa Lower Belderol Street sa Cogon District, Tagbilaran City.

Mabilis naman rumisponde ang mga tauhan ng BFP at isinecure ang area. Pagkalipas ng ilang minuto, nahuli rin ang malaking ahas at inilagay ito sa isang sako.

Ang Senate Bill No. 2798, o ang "Defensive Driving Act of 2024" na itinutulak ni Ejercito ay may layuning amyendahan ang Article 124 ng Revised Penal Code.

Ito ay naglalayong i-exempt ang mga drayber mula sa detention kung makakapagbigay sila ng dashcam footage, CCTV footage, o iba pang video o larawan na nagpapatunay na sila ay inosente o sumusunod sa mga batas-trapiko bago at habang nangyayari ang insidente.

“While understanding the need for authorities to detain individuals involved in accidents, we must ensure that innocent drivers are not unfairly penalized,” pahayag ng senador.

Inihalimbawa ni Ejercito ang isang kamakailang kaso sa Skyway Stage 3 sa Quezon City, kung saan isang lasing na motorcyclist ang bumangga sa isang paparating na Asian Utility Vehicle (AUV) habang nagmamaneho sa maling direksyon ng trapiko.

Sa kasamaang palad, namatay ang motorcyclist dahil sa kanyang mga natamong pinsala. Sa kabila ng pagiging biktima, na-detain ang driver ng AUV na nagdulot ng galit mula sa publiko.

“These incidents persist and will continue to persist, unless we take legislative action," ani Ejercito.

Naniniwala ang senador na ang mga may malinaw na ebidensya ng pagiging inosente sa aksidente o defensive driving ay dapat agad na palayain.

“By prioritizing the swift release of innocent drivers and conducting thorough investigations, we can establish a more equitable and just system that protects the rights of all parties involved in accidents," pahayag ni Ejercito.

NEWSBIT: Authorities rescued two persons from alleged human trafficking at the Kingdom of Jesus Christ (KOJC) compound in Davao City amid the police operation to serve an arrest warrant against Pastor Apollo Quiboloy on Saturday.

In a statement, the Police Regional Office (PRO) 11 yesterday said that the two alleged victims were rescued after their relatives had sought help from them.

In collaboration with the Department of Social Welfare and Development (DSWD), the police said they successfully responded to the call for assistance from the mother of a 20-year-old male who was rescued from the KOJC compound.

The individual reportedly left his home in 2022 with a KOJC member who promised him a scholarship in Cebu.

However, he was brought to Davao and was later not allowed to freely communicate with his parents or go home by the KOJC members.

The police also rescued the mother of one alias May, who sought police assistance after her mother allegedly failed to return home after being recruited and brainwashed by a KOJC member.

The PRO 11 said these incidents will prove that some individuals have been separated from their families after being recruited and becoming members of KOJC.

LOOK: Operatives of the Bureau of Immigration (BI) recently arrested in Cebu a South Korean national wanted by authorities in his country for involvement in telecommunications fraud.

Immigration Commissioner Norman Tansingco identified the captured fugitive as 32-year-old Kang Hyeunok, who was arrested in Mactan, Lapu-Lapu City by members of the BI’s fugitive search unit last August 14.

In a press release, Tansingco said Kang was arrested on the strength of a deportation warrant issued by the BI board of commissioners in October 2021 when it ordered his expulsion from the country for being an undesirable alien.

Tansingco added that the Korean had been overstaying in the country for more than four years as records show that he last arrived here in July 2019 and did not depart since then.

He is also subject of a red notice from the Interpol which stemmed from the issuance of a warrant of arrest against him by the Suwon district court in Korea on September 13, 2019.

Authorities alleged that Kang heads a voice phishing syndicate that operated since 2017 and which has already defrauded its victims of more than US$840,000.

The syndicate’s telemarketeers reportedly disguised themselves as bankers and managed to induce victims into revealing personal information which they used to defraud and gain illegal profits.

Kang is already an undocumented alien due to a canceled passport and he is detained at the BI warden facility in Camp Bagong Diwa, Taguig City while awaiting deportation.

Newsbit: The Quezon City government announced on Wednesday the activation of its own prevention, control, and response protocols against mpox, previously known as monkeypox, following the detection of the first case in the country this year.

Since 2022, a response mechanism in addressing mpox had already been established by the city.

Nurses, doctors, and medical personnel, including healthcare workers in social hygiene and sundown clinics, have been oriented about the virus.

The city has also instituted protocols for sending specimens to the Research Institute for Tropical Medicine (RITM), as well as a referral system to hospitals.

The Quezon City Epidemiology and Surveillance Division (QCESD) of the City Health Department (QCHD) has also organized a Quick Response Team for mpox contact tracing efforts.

Personal protective equipment and other logistical needs for contact tracing are also sufficient.

On Monday, the Department of Health (DOH) reported the first case of mpox in the Philippines. The patient, a 33-year-old man residing in the National Capital Region (NCR), has no travel history abroad.

Based on the initial information provided by DOH and further investigation by the QCESD, the patient, although not a QC resident, had visited a dermatology clinic in the city for consultation, and likewise availed of the services of a masseur in a spa.

The city government said interview with the patient revealed that he had frequented similar spas in other cities within the same period.

The doctor, upon his clinical assessment, noticed skin lesions or rash-like on the arms, face, trunk, back, and other parts of the patient’s body.

He immediately coordinated with the barangay to transport the patient to RITM to collect specimens.

“Mabuti at naging maagap ang naging tugon ng doktor sa pasyente kaya’t naiwasan ‘yung pagkalat pa ng virus. Kasabay nito, patuloy nating paiigtingin pa ang ating sistema sa pagkontrol at pagtugon sa mpox,” QC Mayor Joy Belmonte said in a press statement.

The city government immediately conducted due diligence on the spa visited by the patient.

On August 11, or four days before consulting a doctor, the patient went to the Infinity Massage Spa along E. Rodriguez Avenue.

When the QCHD personnel conducted contact tracing, they found out that the wellness center failed to renew its business permit, violating Section 67, Article 1 of City Ordinance No. SP-91, S-93.

“Base sa aming record, bukod sa wala silang business permit, wala rin silang mga kinakailangang ancillary permits tulad ng sanitary permit, environmental clearance, at fire inspection certificate. Ilegal silang nag-ooperate, kaya mataas din ang tsansa na may iba pang ilegal na ginagawa doon,” Belmonte noted.

The city’s Business Permit and Licensing Department (BPLD) has ordered the temporary closure of AED Infinity Wellness Spa Inc. on August 20 until further notice.

Three spa workers who live in QC and affected by the establishment’s closure will be provided with financial assistance through the QC Public Employment Service Office’s Alagang QC program.

Belmonte also called on establishments to comply with the city’s business regulations and to secure the necessary permits, to ensure the safety and well-being of the city residents.

The QCHD has advised the public to follow the health protocols set by the DOH including proper handwashing and avoiding contact with people exhibiting mpox symptoms, as mpox can be transmitted to a person through sexual contact, and close or direct contact on wounds, body fluids, or sputum.

It can also spread to anyone through contact with objects, fabrics, and surfaces that have not been disinfected after use by someone with mpox.

The city government has put 41 close contacts of the first mpox patient under quarantine after he was found to have visited these two establishments in the city.
