CELESTIAL event!!!

NASA on Saturday shared an image of a seemingly unique spiral galaxy located 120 million light-years away in the constellation Cepheus.

The huge spiral galaxy appears to be a little lopsided to the right due to a neighboring galaxy pulling its arms off young stars.

"Galaxies are not solid objects, so gravitational pull distorts their shape in a manner similar to pulling off a piece of cotton candy," the caption read. (Instagram/NASA)

LOOK: United States Seventh Fleet Navy Commander Vice Admiral Karl Thomas together with his delegation, paid a courtesy visit to the Provincial Government of Palawan on Tuesday, August 8.

Vice Adm. Thomas discussed several concerns that will be brought to the United States - Philippines Mutual Defense Board and Security Engagement Board and some information exchange that aims to strengthen existing mutual defense cooperation and partnership between the US Navy and Palawan.

“These are various companies facing complaints and their corporate officers face the possibility of imprisonment. This is apart from the civil liabilities, the tax liabilities that they failed to pay,” Bureu of Internal Revenue Commissioner Romeo Lumagui Jr. said in connection with the filing of a total of P6.1 Billion tax cases.
In February of this year, it filed 74 criminal cases over tax dues amounting to P3.58 billion, also at the DOJ.

Commissioner Lumagui said the BIR found out that some of the corporations did not remit withholding taxes, or the money deducted by the employer from their employees’ salaries, to the BIR which was among the reason of the cases filed.

According to the Commission on Audit, Bangko Sentral Governor Felipe Medalla earned a total of P9.3 million for his basic salary as the BSP governor for six months and as Monetary Board member for three months. He received a total of P24,000 for his honorariums; P11.8 million for his allowances; another P11.8 million for bonuses, incentives and benefits; and discretionary, extraordinary and miscellaneous expenses (EME) amounting to over P1 million.
Finance Secretary Benjamin Diokno, on the other hand, earned a total of P7.6 million for his basic salary both as BSP governor under former President Rodrigo Duterte and as finance chief under President Marcos.
He had the same amount of honorariums as Medalla. Diokno also received P7.2 million worth of allowances from both his tenures, a total of P11.5 million from his bonuses, incentives and other benefits, P89,000 listed as other of his emoluments and his discretionary/EME worth P2.19 million.

The Philippine national government’s debt stock hit a fresh record high of P14.15 trillion at the end of June 2023, after it borrowed another P51.3 billion.

Of the total outstanding obligations, 31 percent or P4.45 trillion is owed to foreign lenders while 69 percent or P9.7 trillion was borrowed from domestic lenders.

Foreign borrowings decreased by 1.4 percent or P63 billion as gains from the appreciation of the Philippine peso against other currencies more than offset the inflow of fresh debt.

The peso ended June at 55.20 against the US dollar, gaining 95 centavos from 56.15:$1 at the end of May.

Domestic borrowings increased by 1.2 percent or P114.3 billion as the government issued more bonds than it redeemed.

According to the Commission on Audit, the local accounts of the National Youth Commission (NYC) showed that its training expenses amounted to P31.4 million, while travel expenses reached P5.43 million which "could not be ascertained.”

The COA said that NYC’s local travel expenses jumped by 321 percent from P1.29 million in 2021 to P5.43 million in 2022. Training expenses, on the other hand, surged by 575 percent from P4.65 million to P31.4 million during the same period.

Auditors also said there was a “lack of proper planning” in NYC’s various activities resulting in the “excessive payments” for hotel reservations amounting to P1.28 million. There were also disbursements worth P675,842.20, which were processed and paid without complete documentation.

The NFA said the buffer stock stood at 1.22 million bags or 60,819.95 metric tons (MT), good for just two days.
A safe buffer stock should last nine days, according to an official.
The NFA pegged the daily rice consumption rate at 679,670 bags or 33,983.5 MT for the period.
The figure was significantly lower than 3.14 million bags or 157,154.85 MT, equivalent to 4.68 days, recorded in the same period a year ago.
For last year, the food agency noted the daily rice consumption rate was estimated at 671,720 bags or 33,586 MT.
With the declining buffer stock, the Marcos administration is set to decide this week whether or not to import rice through a government-to-government (G2G) deal, according to Agriculture Assistant Secretary Rex Estoperez.

HAZARDS AFFECTING COASTAL WATERS
In the next 24 hours, the Southwest Monsoon enhanced by FALCON will bring moderate to rough seas over the coastal waters along the northern (1.2 to 2.8 m), western (2.5 to 3.5 m) and southern (1.5 to 3.0 m) seaboards of Luzon. Mariners of small seacrafts are advised to take precautionary measures when venturing over these waters. If inexperienced or operating ill-equipped vessels, avoid navigating in these conditions.

• Over the Philippine Sea, FALCON is forecast to slightly accelerate north northwestward or northwestward in the next 24 hours then turn west northwestward tomorrow afternoon. On the track forecast, the typhoon may exit the Philippine Area of Responsibility (PAR) between tomorrow afternoon and tomorrow evening. Outside the PAR region, FALCON will turn west northwestward and pass close (landfall not ruled out) over Okinawa Islands in the Ryukyu Archipelago between tomorrow evening and Wednesday morning while gradually decelerating.
• FALCON is forecast to further intensify over the next 1 or 2 days and may reach its peak intensity tomorrow or on Wednesday.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The Commission on Audit (COA) has found P1.992 million in cash advances for a 2022 trip to Canada by four city officials, including the mayor as "irregular" which includes Mayor Rama and three other city officials.
In its 2022 annual audit report, COA said the trip of the four officials contravenes provisions of Executive Order (EO) No. 77 which prescribes the rules, regulations and rates of expenses and allowances for official local and foreign travel of government personnel.

China has proposed to hold joint military exercises with the Philippines as proposed by Chinese Ambassador Huang Xilian during the 96th People’s Liberation Army (PLA) anniversary celebration in Mandaluyong City on Wednesday night. This according to Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. in an apparent effort to convey its friendship with its smaller neighbor amid tensions in the West Philippine Sea.

According to Education Undersecretary Michael Poa, the DepEd is undertaking a two-tracked approach to solve the issue of classroom shortage.
1. Building more classrooms in partnership with the Department of Public Works and Highways to address the shortage of more than 165,000 classrooms nationwide.
However, under the 2023 General Appropriations Act, the agency allocation is P15.6 billion for classroom construction, equivalent to only 6,421 new classrooms.
2. Institutionalization of blended learning, or the use of technology and alternative learning modes.

“We want to tap into technology to really help with congestion in our schools. We believe that by institutionalizing blended learning, this is the more effective way to quickly decongest our schools, not only by shifting schedules,” Poa said.
