How many of us receive text messages from unknown numbers promising quick cash or claiming that our bank accounts are on hold? We are then asked to click a link to collect a prize or regain our account access.

We know the motive behind these messages very well: they’re social engineering schemes that seek to deceive us into giving out sensitive information that scammers can use to access our accounts. Unfortunately, many Filipinos fall prey to these scams.

In 2022, Kaspersky Security Network reported that the Philippines ranked second among countries most attacked by Web threats worldwide. The report further disclosed that the most preferred attack method includes social engineering schemes.

It’s clear that cyber scams remain rampant in the country. Where do we go from here?

Assessing the SIM Registration Act

A holistic approach to addressing cyber scams is important. In the banking industry, we implement measures that secure our customers’ data, and we constantly inform the public about the latest scams for awareness.

We have also known that these efforts alone are not enough – we need new laws in fighting financial cybercrimes. One such legislation that has sprung to address this need is the SIM Registration Act.

This policy can help authorities track down scammers as they can’t simply buy SIM cards without registering with their telco. Scammers can no longer hide behind the veil of anonymity. But as in any national policy, there have been challenges in its implementation.

Upon its effectivity last December 27, SIM card owners have been encouraged to register before the April 26, 2023 deadline. As of March 2023, the Social Weather Stations (SWS) reported that 56% of Filipinos are registered while 44% have yet to comply.

There was also a petition to halt the law’s implementation over privacy concerns. While the Supreme Court junked this petition and ordered relevant government agencies and other entities to comment on the petition, the law is still in effect, although the registration deadline had been extended to July 25, 2023.

SIM registration laws, admittedly, do raise concerns about privacy. Requiring citizens to disclose personal information theoretically introduces privacy risks. On the other hand, it should, if implemented correctly, mitigate scams which, by their nature, violate the privacy of their victims.

To gain a better understanding of how these concerns can be tackled, let’s look at how other countries have implemented similar measures.

Global practices

The Groupe Speciale Mobile Association (GSMA) reported that there are 157 other countries with SIM card registration laws. Some countries have similarly encountered challenges and found solutions in the implementation of their respective laws.

For example, GSMA’s case study on Tanzania showed that when the law was introduced in 2010, the country used a paper-based system in validating a customer’s ID. In 2015, electronic records were accepted which simplified the process, ensured that data storage is more secure, and improved the overall customer experience.

In addition, research by Comparitech (a cybersecurity and privacy company) showed that countries like Italy, Japan, South Korea, Singapore, and Switzerland have data privacy frameworks (detailing data storage and usage) included in their mandatory SIM registration to address privacy issues.

Clearly, the Philippines is not alone when it comes to dealing with the challenges of this law. What’s important is to continuously assess the implementation’s effectiveness, consult with stakeholders should improvements be needed, and remain transparent about how the data will be used.

Other policies needed

The SIM Registration Act isn’t a silver bullet for financial cybercrimes as cybercriminals can always come up with new ways to deceive customers. It is necessary to implement other measures that target their operations.

The proposed Anti-Financial Account Scamming Act criminalizes money mules and social engineering schemes (i.e., various phishing tactics). The bill was approved by the House of Representatives on May 8, 2023, and it is now awaiting progress in the Senate.

Along with the SIM Registration Act, we believe that this bill, when it becomes a law, can only help in protecting our countrymen from being scammed.

Customer protection

Let’s remember that at the core of these financial cybercrimes are the damages inflicted upon victims. They suffer significant financial loss, shame, and emotional trauma.

An instance of fraud is one instance too many. Enough of these can lead to the public’s loss of trust in electronic payments that so much of our society – and our economy – depend on. We can prevent these problems from worsening through key policies that can help create a society where Filipinos won’t fear losing their hard-earned money from scams.

Alden Richards is aware of his “Steve Harvey” moment at the Miss Universe Philippines (MUPh) coronation night, when he accidentally messed up the announcement of candidates during the Special Awards portion.

During the national tilt’s coronation last May 13, Richards caught the attention of pageant fans after he mistakenly named Agusan del Norte’s Jannarie Zarzoso as Miss Friendship — even if the winner was actually Capiz’s Shayne Maquiran. It turned out that Zarzoso was the winner of the pageant’s Face of Social Media Award.

The slip-up is akin to Harvey’s infamous mistake at the Miss Universe 2015 pageant, where he accidentally announced Colombia’s Ariadna Gutierrez as the winner, even though Philippines’ Pia Wurtzbach was supposed to be crowned.

Weeks after the MUPh coronation, Richards apologized for the error during an interview with showbiz writer Ogie Diaz, as seen in a vlog uploaded on the latter’s official YouTube channel last Saturday, May 20.

“Nasa ilalim po [kasi] ‘yung Friendship, tapos nasa taas po ‘yung Social Media. Eh, Friendship po ‘yung una kong binanggit,” Richards explained, when asked about accidentally mixing up Zarzoso and Maquiran’s special awards.

“Wala naman pong may kasalanan, ayoko rin naman pong manisi ng tao. Na-address naman po, nasalo naman po natin siya nang maayos,” he further added.

The Kapuso star, who served as an “Eat Bulaga host prior to the MUPh coronation, expressed his gratitude to the noontime show for being his training ground.

“‘Yun din po ang pinagpapasalamat kong training sa ‘Eat Bulaga,’ kung paano ko sasaluhin [ang aking mga mali]. So, naayos naman po, nasalo naman, at pareho naman silang nanalo,” he said.

During the interview, Richards revealed that the pageant’s production stuff found his blunder to be amusing, and praised his way of moving forward from the error.

“More on natatawa po ‘yung [production team], kasi parang kung paano ko raw po na-handle ‘yung ganoong situation,” he said. “Pero kung pangit po kasi ang pagkakasalo nun, medyo ka-bash-bash po ‘yun, eh. Pero kung hindi po natin naitawid nang maayos, which is naitawid naman po. Naging maayos naman po ‘yung delivery ng awards.”

During the interview, the “Hello, Love, Goodbye” star hoped that he would host more pageants in the future.

“Masarap po sa pakiramdam eh. Different experience po siya, kaya lang may sablay noong una. [Pero], sana hindi ‘yun ang huli. Sana makapag-host pa tayo ng ibang prestigious pageant,” he stated.

Aside from Richards, actor Xian Lim and Miss Universe 2019 Zozibini Tunzi also served as the pageant’s main hosts; while Tim Yap and Miss Globe 2021 Maureen Montagne hosted from backstage.

Michelle Dee was crowned as Miss Universe Philippines 2023 at the end of the pageant, while Pauline Amelinckx and Krishnah Gravidez were named as Miss Supranational Philippines 2023 and Miss Charm Philippines 2024, respectively. EDV

MANILA, Philippines — The Land Transportation Office (LTO) on Monday announced that it had lowered to P300 the maximum fee for medical examinations required for student permit and driver’s license applicants.

In a statement, the LTO said the policy was based on recommendations of its committee which conducted studies and a series of consultations to determine the most reasonable fee for accredited health facilities.

“Hindi po natin maisasantabi ang maraming reklamo kaugnay ng sobrang mahal ng pagkuha ng medical certificate na ang iba ay nagbabayad ng P500 hanggang P700. Mabigat na ang halaga na ito para sa ating mga ordinaryong mamamayan,” LTO chief Assistant Secretary Jose Arturo Tugade said.

(We cannot ignore the many complaints related to the high cost of obtaining a medical certificate that others pay P500 to P700. This cost is too much to ordinary people.)

LTO memo

Based on LTO memorandum circular 2023-2397 signed by Tugade, the new maximum fee applies to all LTO-accredited medical facilities where physicians conduct medical, physical, optical, and other examinations required for student driver’s permits, new non-professional driver’s licenses and new conductor’s licenses, as well as renewals and upgrades from non-professional to professional driver’s licenses.

Medical clinics or health facilities that violate the policy will face a 90-day suspension of accreditation and a P10,000 fine for the first offense, while subsequent offenses will carry a 180-day suspension and P15,000 fine.

Meanwhile, a third violation will result in revocation of accreditation and permanent disqualification as an accredited medical clinic or health facility.

Regulate, monitor medical exam fees

LTO explained that under Memorandum Circular 2018-2157 dated November 27, 2018, the agency is permitted to regulate and monitor medical examination fees is permissible to ensure reasonable and non-excessive charges.

The new policy will take effect 15 days after the publication of the memorandum circular, or once a certified copy of the policy is forwarded to the Office of the National Registry at the University of the Philippines Law Center in Diliman, Quezon City.

MANILA, Philippines – One of the arrested suspects in the killing of Negros Oriental governor Roel Degamo said he was forced to admit taking part in the crime through threats, suffocation and strangulation.

Jhudiel Rivero, also known as Osmundo Rivero narrated in his counter-affidavit how he was forced by law enforcers to admit his participation in the March 4 Pamplona massacre where Degamo and nine other persons were killed.

“Tinorture po ako. Sinoffucate din ako sa pamamagitan ng pagpasok sa plastic ng aking ulo at gumamit ng alambre upang sakalin ako. Ako ay nahimatay at nang ako ay nagkamalay na, aking napansin na lumobo ang aking leeg na hanggang ngayon ay aking dinadamdam,” Rivero, one of the first suspects arrested said.

[I was tortured. I was also suffocated by having plastic put over my head and using wire to strangle me. I fainted, and when I regained consciousness, I noticed that my neck had swollen, which I am still nursing to this day.]

Aside from Rivero, earlier arrested were Joric Garido Labrador, Joven Calibjo Javier, and Benjie Buladola R. Rodriguez.

They were initially charged with illegal possession of fi****ms and explosives before the Bayawan City Regional Trial Court (RTC).

Initially, Justice Secretary Jesus Crispin Remulla said the arrested suspects expressed willingness to cooperate with the government’s investigation. They pointed to suspended Negros Oriental Rep. Arnolfo Teves Jr.’s former aide Marvin Miranda as one of the main persons behind the attack.

Then, on May 17, the National Bureau of Investigation (NBI) filed complaints before the Department of Justice (DOJ) against Teves for 10 counts of murder, 14 counts of frustrated murder, and four counts of attempted murder.

During the preliminary investigation, Rivero denied knowing Teves.

“Hindi rin totoo na aking tinuro ang litrato ni Cong. Teves nang ipaturo sa akin sa apat na litrato sapagkat hindi ko siya kilala at kailanman ay hindi ko pa siya nakikita,” Rivero said in his affidavit.

[It is also not true that I pointed at the photo of Cong. Teves when it was shown to me with four other photos because I do not know him and I have never seen him before.]

“Hindi rin totoo na alam ko ang mga naging pagpa-plano sa pagpatay kay Gov. Degamo at hindi rin totoo na pamilyar sa akin ang mga ginamit na baril at kasuotan dahil kailanman ay hindi ko ito nagamit o nakita,” he added.

[It is also not true that I knew about the plans to kill Gov. Degamo, and it is also not true that I am familiar with the guns and attire used because I have never used or seen them before.]

Rivero said he was taken by the police to the Philippine National Police’s Provincial Intelligence Unit on March 5, 2023, after three suspects identified him as one of those involved in the March 4 attack.

He said aside from physically being tortured; he was also threatened that his family would be in trouble if he will not implicate Teves.

Rivero said the lawyer from the Public Attorneys’ Office even told him just to obey the police so that he won’t be harmed.

Rivero said he was informed that members of his family were taken into custody last March 8, and since then, he has not been informed of their whereabouts.

He said lawyers informed him that what happened to him was in violation of his rights under Section 12, Article 3 of the Constitution, Republic Act 9745, the Anti-Torture Act of 2009, and RA 7438, the Act Defining the Rights of the Person Arrested.

He also denied making the March 9 and April 3 sworn statements. He said the signature on the March 9 statement was not his, while he did not sign the April 3 statement.

Earlier, Remulla said he was not bothered by Rivero’s recantation because every step that they have taken was properly documented, including video footage.

MANDAUE CITY, Philippines — Some elementary students in Mandaue City will be more aware of what to do while they are on the streets.

This is after the Traffic Enforcement Agency of Mandaue (TEAM) will finish conducting the Basic Road Traffic Safety Education for elementary students in different schools in the city.

The program is conducted in cooperation with the Department of Education and aims to educate students to be more aware of what they must do while on the streets.

Pedestrian lane, traffic signal lights

Some of the topics discussed during these sessions were the pedestrian lane and traffic signal lights.

TEAM Executive Director Edwin Jumao-as said that the program started in January 2023, which the traffic agency targets to finish this year, and move on to high school students in 2024.

“Muingun na ni sila, dili pa pwede dira molabang, ari ta sa pedestrian. So, kita’ng mga ginikanan mura sad ta’ng ma-engganyo nga kahibawo man sad diay ni akoang anak, para musunod ta kay bawal man gyud ang molabang sa dili pedestrian,” said Jumao-as.

(They will now say that we won’t cross there, we’ll cross here in the pedestrian lane. So, we parents we are encouraged that our children now know how to follow traffic rules because not crossing on the pedestrian lane is really prohibited.)

Barangay safety officers

Moreover, Jumao-as said that they also continued to orient barangay safety officers about this and the traffic hand signals.

“Naa man guy usahay inyo’ng maobserbaran nga kanang naay lubong unya mo-es**rt ang tanod. So, kahibawo na sila unsaon paggiya ang driver ngadto sa highway,” he said.

(Sometimes, we can also observed that a tanod will es**rt a funeral procession. So they will also know how to guide the driver of the hearse in the highway.)

The TEAM wants to authorize barangay safety officers to issue citation tickets.

But Jumao-as said that these would only be for illegal parking to help the Mandaue City Enforcement Unit in maintaining obstruction-free roads.

CEBU CITY, Philippines — Cebu Football Club kept its title hopes alive in the Philippines Football League (PFL) after beating Stallion Laguna FC, 1-0, in their home pitch at the Dynamic Herb-Borromeo Sports Complex, on Sunday afternoon.

“Man of the Match” Jeremiah Borlongan scored the lone goal for Cebu FC at the 40th minute.

Cebu FC now has 47 points

Borlongan scored the lone goal from Rintaro Hama’s blocked attempt by Laguna’s goalkeeper Patrick Deyto.

The ball bounced in front of Borlongan after Deyto blocked Hama’s attempt. Borlongan easily flicked the ball past Deyto’s hands, to score the lone goal.

Laguna tried to retaliate, but failed to convert 21 shots, with nine on point. Cebu FC had 14 shots with 12 of them on point.

Laguna rematch, Azkals match

Despite the win, Cebu Football Club will try to hold off Laguna in their rematch on Wednesday, May 24. It will be Cebu FC’s second to the last match of their entire season. They will host the Azkals Development Team on May 27, Saturday, at the same venue.

If Cebu FC wins both matches, they’re insured of six points, enough to nose out Kaya FC in the total points and team standings.

However, they have to pin their hopes on Laguna as the latter faces Kaya in one of their last remaining matches. Laguna will be Kaya’s last remaining match on May 27.

If Kaya wins the match, they’re insured of winning the PFL title and the rights of representing the Philippines in the AFC Champions League, while Cebu Football Club will finish second and will play in the AFC Asian Cup.

LAPU-LAPU CITY, Philippines — The Lapu-Lapu City government has already prepared its disaster funds to mitigate the effect of the El Niño phenomenon.

This was confirmed by Nagiel Bañacia, head of the Disaster Risk Reduction and Management Office (DRRMO), wherein the city still has a P78 million disaster fund.

“Nag-preparar na ang atong dakbayan. Gisugo ta ni Mayor Junard “Ahong” Chan to prepare our disaster funds. We have available P78 million disaster funds para sa atong El Niño preparedness program,” Bañacia said.

He said that they were expecting that El Niño would intensify at the start of the “Ber” months.

Rent bangkas, water tankers

He said they were also monitoring islet barangays, such as Caubian and Caohagan, for their supply of potable water since they were dependent on the main Olango Island and in the mainland Lapu-Lapu.

“Kay diha, ang ilang mga tubig sa Caubian, they source it from Olango Island and mainland. The strategy is mo-rent ta og bangka nga maoy mohakot sa tubig padung sa Caubian,” he added.

(Because the drinking water in Caubian, they source it from Olango Island and the mainland. The strategy is to rent a bangka that will bring the water to Caubian.)

Bañacia said that they would also purchase water tankers that would supply water to barangays on the mainland that would experience scarcity of water supply.

Aside from this, Bañacia also advised the Oponganons to ensure the cleanliness of their supply of potable water to avoid water-borne diseases.
