MANILA NAMED AS A RISKY CITY 👀

Manila was named the fifth riskiest city for tourists among 60 international cities, according to a new Forbes Advisor report.

“Manila has the highest natural disaster risk, the fifth highest personal security risk, and the seventh highest health security risk,” the report stated.

Caracas, Venezuela has been cited as the riskiest city for tourists, while Singapore is the safest.

A SOLID PROOF sa katrayduran ni BBM and MR kay VP Inday Sara Duterte

I used to believe na BBM is just a weak leader. But over time and how things have evolved. I have changed my view on him. Ang pinsan garapalan at harap-harapan lang pero siya patago pero he is vile.

Why?

VP Inday once said: " Ang kontra sa confidential funds ay kontra sa kapayapaan. Kung sino ang kumokontra sa kapayaan ay kalaban ng bayan".

In 2024 she asked for 500M CF for OVP and 150M for DepEd. Alam naman natin lahat the Dutertes' brand about law and order, tapang at malasakit. They exhaust all possible resources and lawful ways para maisakatuparan ang serbisyo at protection ng taumbayan especially the most vulnerable members of the society, like students na posibleng marecruit ng NPA.

What did Congress do? Both the united House and WEAK Senate rejected her request. May majority naman sanang kaalyado ang administration sa both houses. But they let the narrative of the left, yellows, and reds to rule the conversation. Even using pa na may "public clamor" daw kaya they have to give in sa pressure.

What did BBM do? He didn't say anything to defend the VP, did he? Na kung tutuusin it originated from him, kasi di ba ang simula ng budget ay executive thru DBM preparing the National Expenditure Program (NEP), signed and approved by the President, then ipapasa sa Congress for budget deliberation, at dito na na-aaply yong sinasabi nila na ang Congress has the "power of the purse". Kasi they can appropriate, transfer, reject, and remove budget proposed ng executive (thru NEP). So did BBM release a statement asking Congress na si VP Inday malaki ang mandate, let her do her job, alam naman ng lahat how close to her heart na labanan ang NPA.

PAANO NILA PINALAYAN SI INDAY?

So after the budget deliberation, ang NEP ay nagiging General Appropriations Bill, ito na yong version ng House, tapos submit to Senate, then any discrepancies ng version ng House at Senate ay pinaplantsa or being reconciled aa Bicameral Committee (Bicam) composed of different members ng house and senate. THIS IS A VERY POWERFUL committee. Dito nangyayari ang mga milagro sa budget, mga biglang singit, lumulobo na allocation, mga infrastructure allocation, na di napag-usapan either sa lower or upper house. Walang transparency dito. Walang open deliberation dito. No media allowed. At pag "maayos" at reconciled na sila, the budget is submitted to the President for his approval para maging ganap na batas at ito ang tinatawag na General Appropriations Act (GAA). Pag may GAA na, everybody's happy! Programs of different agencies on the roll na kasi may budget na po. You remember the terms SARO, NCA? Link the explanation below. Basta ang budget is translated to pera to programs (kasama na "lahat").

Anyways, PAANO NGA PINALAYAN si Inday? Dami ko ng sinabi. So paano nga? By now if you have been following this page, you must have read na ang CF ni Inday in 2022 for OVP na P125 million was a RELEASE (not transfer) from the CONTINGENT FUND, kaya it's legal and constitutional. NOT THE FIRST TIME TO HAPPEN, it happened already noong 2012 and 2014 sa time ni VP Binay. And at that time walang reklamo ni isa sa Supreme Court or walang ingay sa media (meron ba?).

KAYA NAMAN, this Congress, di na nga nila binigyan ng CF budget si Inday para safe and effective niyang maisakatuparan mga programa niya, ang ginawa pa ng Congress sa Contingent Fund budget for 2024 na may 8 billion for MOOE, 5 billion for Capital Outlay, 13 billion in total! NILAGYAN nila ito ng Special Provision na “IN NO CASE THIS FUND BE USED FOR the provision of CONFIDENTIAL AND INTELLIGENCE FUNDS TO CIVILIAN DEPARTMENTS AND AGENCIES...”

FIRST TIME EVER itong nangyari na nilagyan nila ng provision na ganyan.

And what did BBM do? Of course he signed it. He didn't realize maybe na kahit siya later on kung may mga kailangan na biglaan (purpose ng Contingent Fund), lalo na may kaguluhan involving civilian agencies, malilimita din siya sa paggamit ng Contingent Fund. But message is clear not for OVP or DepEd for example. Oh well, may caveat din naman- unless he certifies it as to it's extreme necessity.

ALL FOR WHAT?

To reject with finality at si Inday mapilayan.
- REJECTED CF REQUEST
- NO ACCESS TO CONTINGENT FUND pag ang office niya, in case of emergency, or halimbawa ginugulo sila sa pag-implement ng mga projects nila, therefore need some help. NO way to go, pagkasyahin mo budget mo Inday.

SAMANTALANG...

1) Billions of budget increase in House and Senate. Wala nga silang Confidential Fund pero ang Extraordinary and Miscellaneous Expenses (EME) and Other Maintenance and Operating Expenses (OMOE) nila are continuously increasing. Magkano dito ang liquidation by certification only?
2) The P500 million increase sa Advertising Expense ng House for 2024. Approved by the President.
3) Approved by BBM, the 2024 UNPROGRAMMED funds na P731.45 billion, ang request lang ng executive through NEP ay P281.91 billion. Ano ang dagdag? Ito na yong mga AYUDA na pinagmalaki ni pinsan. Kasama dito ang AKAP P26.7 billon, etc.. na mukha ni MR nakabalandra. May petition pa nga dito sa SC sa constitutionality dahil ang Congress according to law bawal magdadag o taasan ang proposed budget. Bawasan yes, but not taasaan.

SO KUNG IKAW SI INDAY, WHY STAY?

Maliwanag pa sa sikat ng araw ang katraydurang ginawa sa kanya. Hindi lang ito about not being granted the CF. Prinsipyo po pinag-uusapan dito.

Sino ultimately ang kontra sa kapayapaan?

TAUMBAYAN NGA BA ANG PUMAPASAN?

Tila hindi sinasabi sa atin ni Pangulong BongBong Marcos na umabot na sa
P14.93 trilyon ang utang ng bansa.

P12.79 trilyon lamang ito sa pagtatapos ng termino ni dating Pangulong Rodrigo Duterte.

Ibig sabihin, sa loob lamang ng dalawang taon niyang panunungkulan nadagdagan ito ng halos P2.14 trilyon!

Hindi rin sinasabi sa atin na ang taumbayan ang pumapasan sa pagbabayad ng utang na ito.

Walang pang inilalatag na solusyon ang Pangulo kung paano ito lulutasin ng kanyang gobyerno para gumaan ang mabigat na pinapapasan ng mga Pilipino.

Dapat ay tiyakin ng ating Pangulo na ang pagbabayad ng utang, o ang halagang kinakailangan upang bayaran ang napakalaking pagtaas ng utang ng pamahalaan, ay hindi maka aapekto sa paghahatid ng mga pangunahing serbisyo sa mga mahihirap.

Kabilang dito ang mga libreng serbisyong medikal at pang-edukasyon para sa mga walang pantustos.

Ang pagtaas ng pondong kinakailangan para mabayaran ang mga utang ay magtutulak sa pamahalaan na magtaas ng buwis, kaya dapat tiyakin ng ating gobyerno na hindi tataas ang indirect taxes sa mga kalakal at serbisyo, tulad ng pampublikong transportasyon, paggamit ng gasul, at marami pang iba.

Ang utang ay mag-uudyok sa pagtanggal ng subsidiya ng gobyerno sa mga pangunahing bilihin, tulad ng bigas, na magiging dahilan ng pagtaas ng presyo ng bigas.

Ang mga patakaran ng International Monetary Fund (IMF) hinggil sa pagbabayad ng utang ay maaaring magdulot ng inflation at lalong pagbaba ng halaga ng piso ng Pilipinas, na magreresulta sa lalong pagbaba ng purchasing power ng piso.

Ibig sabihin, mas kakaunti ang ang mabibili ng ating pera at ang ating kita ay hindi sasapat upang suportahan ang ating pamumuhay.

Ang pamahalaang Marcos ay marami pang tatrabahuin para sa kanyang mga nasasakupan. At karamihan sa kanyang mga pangako sa kampanya ay hindi pa nabibigyang katuparan.

Dalawang taon pa lang nang magsimula ang Presidente sa kanyang termino. Sana’y may pagbabago sa susunodna apat na taon.
