(CLJD/SFV, PIA Region 3-Bulacan)

CIAC clears surveillance audit, maintains ISO certification

CLARK FREEPORT ZONE (CIAC-PAD, December 3, 2024)—Government aviation firm Clark International Airport Corp. passed the first surveillance audit conducted on November 22 by certifying body TÜV Rheinland to retain its ISO 9001:2015 certification.

The TÜV Rheinland team verified that CIAC’s management system conforms to the audit criteria and is compliant with applicable legal, regulatory and contractual requirements.

CIAC President and CEO Jojit Alcazar said the agency's ISO 9001:2015 Certification is a testament of the organization’s continuous efforts to ensure its operations and activities are at par with global quality and business standards.

“The positive result has determined the effectiveness of CIAC’s Quality Management System, an essential tool needed to achieve our corporate objectives, including the realization of the seven flagship projects of the Clark Aviation Capital,” Alcazar said.

The scope of the audit covered the estate management and processing of lease of land, building and structures under the agency's jurisdiction where the management system was found to have no major or minor non-conformities, with four positive findings, and six opportunities for improvement or OFIs.

As the premier aviation and land development arm of the Bases Conversion and Development Authority (BCDA), CIAC manages the 2,367-hectare Clark Aviation Capital primed to be the country's aviation-centric business center. It is also tasked by the Department of Transportation (DOTr) to exercise oversight functions over the operations of the Clark International Airport.

ISO 9001:2015 is a globally acknowledged standard for Quality Management Systems that outlines guidelines to ensure organizations consistently deliver products and services that meet or surpass customer expectations while ensuring they comply with all applicable regulatory and legal requirements.

In November last year, the CIAC successfully retained its ISO certification also following the recertification audit.

However, in accordance with ISO requirements, CIAC is obligated to undergo and pass mandatory surveillance audits in both the second and third years of the certification cycle throughout the three-year term. Failure to meet the standards during the surveillance audits may result in the suspension or revocation of the certification.

The Manila Electric Company (Meralco), led by Manuel V. Pangilinan, has reaffirmed its dedication to delivering stable, reliable, and efficient electricity services across its franchise areas.

Speaking at the recently concluded Capampangan in Media, Inc. (CAMI) Forum held in Clark, Pampanga, Meralco executives, led by vice president and head of corporate communications Joe Zaldarriaga, outlined the company’s ongoing initiatives to enhance power reliability both within and beyond its coverage, including Pampanga.

Zaldarriaga highlighted that Meralco’s efforts are fueled by strategic investments and collaborations designed to bolster electricity reliability, expand economic opportunities, and uplift community livelihoods. “Stable, adequate, and reliable electricity is critical to national development,” Zaldarriaga noted, emphasizing the essential role of energy in spurring business growth and improving quality of life.

One of the key advancements in the region is the development of a 20-megavolt ampere (MVA) substation in Mabalacat, Pampanga, scheduled to be energized early next year. This facility is expected to significantly enhance service reliability and cater to the area’s increasing energy demands.

Joe-Mel S. Zaporteza, chief management advisor of Pampanga Electric Cooperative II (PELCO II), discussed the benefits of Meralco’s management support and investment in its operations. These include improved customer service and reliability, further supported by acquiring a new mobile substation.

Zaporteza highlighted that the partnership with Meralco has been instrumental in addressing the power needs of PELCO II’s service area, bringing tangible improvements to its customers’ lives.

Meralco’s initiatives involve providing electricity, driving progress, and fostering optimism. Through reliable energy, businesses can thrive, communities can grow, and economic opportunities can expand, reflecting Meralco’s commitment to empowering lives and fueling development.

With a focus on continuous improvement and innovation, Meralco’s projects are set to support long-term regional growth, providing a solid foundation for a brighter future.

14 Central Luzon LGUs among most competitive in PH

By Marie Joy S. Carbungco

CITY OF SAN FERNANDO, Pampanga -- The Department of Trade and Industry (DTI) recognized a total of 14 local government units (LGUs) in Central Luzon that made it in the top 10 of the national ranks in the 2023 Cities and Municipalities Competitiveness Index (CMCI).

DTI OIC-Assistant Regional Director Richard Simangan said CMCI primarily aims to contribute to the growth and success of local economies.

“By measuring and assessing various factors that determine competitiveness, our local government units (LGUs) are able to facilitate effective policy making and highlight areas for improvement. They are able to identify what needs to be strengthened, including the improvement of goods and services, and more efficient processes, cutting the cost and time, or buy and spend for government transactions,” he explained.

Simangan emphasized that cities and municipalities that demonstrate a convenient and seamless service to the clients will be attractive to investors, which provides creation of vibrant ecosystem where creative industries can flourish, attracting investments, stimulating cultural tourism, and enhancing the overall quality of life.

For her part, DTI Assistant Secretary Leonila Baluyut said the CMCI is an important tool that encourages healthy competition among LGUs, pushing each other to achieve higher standards in governance and service delivery.

“Your efforts in improving business environments, enhancing infrastructure, and fostering innovation not only uplift your community, but also contribute to the overall progress of our country,” she pressed.

Meanwhile, Department of the Interior and Local Government Regional Local Government Capability Development Division Chief Lee Allen Pineda congratulated the winners and vowed that the agency will continue to champion good governance, accountability, transparency, and responsiveness principles essential to achieving a more competitive and creative Central Luzon.

“Your dedication, innovation, and tireless efforts are truly inspiring, and your achievements serve as a model for others to follow,” he said to the LGU awardees.

San Felipe town in Zambales which ranked third in terms of overall competitiveness, and innovation; and 4th in resiliency under the 3rd to 4th class municipalities category.

Also, Baler town in Aurora ranked fourth in terms of overall competitiveness, and infrastructure under the 3rd to 4th class municipalities in the country. It also ranked 7th in terms of economic dynamism.

For the 1st to 2nd class municipalities category, Capas in Tarlac bested other municipalities for being the most improved; Limay in Bataan garnered 4th place in government efficiency; while Sta. Maria in Bulacan and Subic in Zambales ranked 10th in economic dynamism and most improved municipalities, respectively.

Meanwhile, Angeles City was adjudged as 5th most improved highly urbanized city; while Bataan placed 10th nationwide among most competitive provinces.

CMCI is a set of indicators which serves as a guide or reference for each city and municipality to determine their level of productivity and competitiveness to propel economic activity.

All participating LGUs were assessed based on five pillars namely economic dynamism, government efficiency, infrastructure, resilience, and innovation.

CMCI is developed by the National Competitiveness Council through the Regional Competitiveness Committees with the assistance of the United States Agency for International Development. (CLJD/MJSC-PIA Region 3, Pampanga)
