The event started at 2:00 AM and had a big turnout, with over 3,000 participants, including people from other parts of the Philippines.

ORDERING THE IMPLEMENTATION OF THE PROPOSED TEMPORARY TRAFFIC SCHEME FOR THE LAUNCHING OF CAGAYAN DE ORO HIGALAAY FESTIVAL 2024 ALONG CDO RIVER BOULEVARD AREA, THIS CITY, ON AUGUST 2, 2024.

SPECIAL TRAFFIC SCHEME on August 2, 2024 from 3:00 PM to 11:00 PM
I. Venue of the Grand Launching of Higalaay Festival 2024
The Venue of the Grand Launching of Higalaay Festival 2024 shall be at the Rio de Oro Boulevard bounded by J.R. Borja - Burgos Street and Abellanosa Street beneath the Marcos Bridge.

II. Entrance and Exit of Light Vehicles
1. The entrance of the VVIP's and VIP's service vehicles towards the Rio de Oro Boulevard, shall be at the Montalban Street while the exit after the program shall be at the J.R. Borja-Burgos Junction.
2. The entrance of the general public service vehicles towards the Rio de Oro Boulevard shall be at the South Abellanosa Street, while the exit after the program shall be at the Puntod-Kauswagan Bridge junction.

III. Designated Parking of Vehicles
a. The parking of the VVIP's and VIP's service vehicles shall be designated at the Southern part of the Boulevard from Montalban Street entrance, on parallel and diagonal position facing South;
b. The parking of the general public service vehicles shall be designated at the Northern part of the Boulevard from Abellanosa Street entrance on parallel and diagonal position facing North.

IV. Temporary Traffic Flow
1. One-way traffic flow shall be implemented along Burgos Street from J.R. Borja Street towards Macahambus Street
2. No Parking for all types of vehicles shall be imposed on both sides along Montalban Street from Burgos Street towards Capistrano Street
3. One-side parking for all types of vehicles shall be imposed along Burgos Street, right side, facing North from Macahambus Street, to South Abellanosa Street.

V. Parking Regulations
4. No Parking for all types of vehicles shall be imposed on both sides along Burgos Street from J.R. Borja Street towards Macahambus Street;
5. No Parking for all types of vehicles shall be imposed on both sides along Montalban Street from Burgos Street towards Capistrano Street;
6. On-side parking for all types of vehicles shall be imposed along Burgos Street, right side, facing North from Macahambus Street to South Abellanosa Street.

VI. Temporary No entry of Joggers
Regular Joggers at the Rio de Oro Boulevard are Temporarily not allowed to enter the Boulevard on August 2, 2024, 3:00PM to 11:00PM only.

The normal flow of vehicular traffic shall resume immediately after the activity;

Further that, the RTA is allowed to impose immediate adjustment of the above-mentioned temporary traffic scheme, so as to harmonize the impact of traffic flow.
