Sen. Imee distiributes AICS to Borongan residents

Borongan City, Eastern Samar - Close to two thousand residents of Borongan City received P3,000 financial assistance on Saturday, June 3, from Senator Imee Marcos at the Capitol Gym, this city.

Senator Marcos was in the city as the keynote speaker of the 60th Commencement Exercises of Eastern Samar State University main campus.

Marcos is the eldest sister of President Ferdinand Romualdez Marcos Jr.

The financial aid or Assistance to Individuals in Crisis Situation (AICS) is a program of Department of Social Work and Development (DSWD).

The recepients were mostly members of sectoral groups and people's organizations in the city.

Eastern Samar Governor Ben Evardone expressed gratitude to the senator for visiting the province and for spearheading the financial distribution as this is among the top priortiy programs of his provincial administration.

The governor has called on all provincial employees to be social workers.

The senator also commended the provincial government for implementing initiatives that will pluck the people of Eastern Samar from poverty.

ESSU holds 2nd round of baccalaureatte conferment to 2023 graduates

Almost a thousand students will be confered various academic degrees to close 1000 students of Eastern Samar State University (ESSU) Main Campus.

Senator Imee Marcos will be the commencement speaker. The senator is also slated to distribute financial assistance to various groups and individuals in the city of Borongan and and municipality of Guiuan.

The event will also be attended by Eastern Samar Governor Ben Evardone. Evardone will be accompanying Marcos in her activities today.

Also present is Commission and Higher Education (CHED) Regional Director Maximo Aljibe.

Eastern Samar Lone District Representative Maria Fe Abunda and House Minority Leader Marcelino Libanan are also expected to attend.

DepEd Eastern Visayas RSPC kicks off in Dolores town

Borongan City, Eastern Samar – Over two thousand student-journalists, coaches and school officials from the Department of Education Eastern Visayas Regional Office (DepEd Region 8) and the twelve Schools Division Offices all over the region gathered on Wednesday, May 31, for the first time after three years to conduct the 3-day Regional Schools Press Conference (RSPC) in the municipality of Dolores in this province.

The annual conduct of RSPC was forcefully halted when mass gathering restrictions were implemented by the government as a result of the global pandemic brought about by corona virus commonly known as Covid-19.

DepEd is required to foster schools press conferences as part of its mandate in Republic Act 7079 or the Campus Journalism Act of 1991. This law directs the schools to provide training on campus journalism and the organization and development for school publications. Schools press conferences is a journalism competition for both private and public elementary and secondary schools in the Philippines

Deped Region 8 coordinators and facilitators recorded a number of 2,500 participants of this year’s RSPC including elementary and high school division qualifiers, coaches, school officials and facilitators.

During the opening ceremonies, Dolores Mayor Rogrigo Rivera expressed his gratitude to the educators for choosing his municipality as the venue for the biggest school-based regional journalism event. He invited the visitors to see and explore the wonderful natural sceneries of the town.

Eastern Samar Schools Division Superintendent Dr. Gorgonia Diaz, also articulated he is cheerful that after a long hiatus, school journalists congregated again for this intellectual exercise. He reminded the participants to give the best they have as only 127 will be declared winners and will represent the region in the upcoming National Schools Press Conference which will be conducted in Cagayan De Oro City in Misamis Oriental.

Dr. Ronelo Al Firmo, DepEd Region 8 Assistant Regional Director, during his keynote address, emphasized the importance of this activity not only on the educational development of the students but as well as the impact of free expression in a democratic community. “We come to celebrate the power of the word,” he stated.

He also thanked the local government units including the Province of Eastern Samar through Governor Ben Evardone for the collaborating with DepEd in this conference and in many of its programs. Firmo represented Regional Director Evelyn Fetalvero who could not make it to the opening ceremonies.

Meanwhile, Philippine Councilor’s League Regional President Ralph Vincent RV Evardone challenged the participants to be serious in their role as campus journalist. Evardone represented his father Eastern Samar Governor Ben Evardone.

The younger Evardone, who serves as an ex-officio member of Sangguniang Panlalawigan, narrated that his father was inspired to become a journalist since newspaper during his elementary and high schoold days was the only reading resource during that time. Governor Evardone’s first job after college was a national newspaper writer. “Journalism is the backbone of democracy,” he said.

Among the categories that participants will contend on are Radio Scriptwriting and Broadcasting, TV Scriptwriting and Broadcasting, Collaborative Desktop Publishing, Online Publishing (for secondary level only) News writing, Feature Writing, Editorial Writing, Copy Reading and Headline Writing, Photo Journalism, Editorial Cartooning and Sports Writing. All categories will have English and Fiipino versions.

The 13 Schools Divisions that will be pitting against each other are Borongan City, Eastern Samar, Catbalogan City, Calbayog City, Samar, Northern Samar, Leyte, Tacloban City, Ormoc City, Baybay City, Biliran, Southern Leyte and Maasin City. (BMA)

Eastern Samar guv assures ESSU graduates of continued financial support

Eastern Samar Governor Ben Evardone assured the first batch of Eastern Samar State University graduating students that his administration will continue to provide financial support for them.

818 students were conferred acedemic degrees during the 60th Commencement Exercises of the said university.

In his congratulatory speech, the governor cited that education remains an important ingredient in uplifting the lives of Eastern Samarenos prodding him to extend the financial interventions for students even after their graduation.

For this batch of graduates, the province will be providing financial assitance to those who will be taking professional board examinations.

Evardone also announced that aside from the professional examination support, the province will also help graduates who are seeking jobs in other places. According to him this will ensure that job seekers will have a higher chance of landing a job.

In his message, he urged the students to take the (professional board) exams. "Take exams and find a job," he said in vernacular.

He also assured assistance for law students who will be taking the bar examinations.

Meanwhile, the governor reiterated his commitment to Isang Pamilya, Isang Propesyonal Program, which aims that every family in the province should have at least one college graduate and become professional worker. A student enrolled in this program is provided a monthly stipend of P3,000 per month until graduation. "This project is my flagship project," he said.

He further stressed that students should study hard and strive to finish. "These schools officials are examples of those who studied hard," he said referring to the key officials of the university.

The conferment were given to graduates of various acedamic courses in College of Agriculture and Fisheries, College of Engineering, College of Education, College of Criminal Justice Education College of Arts and Sciences and College of Computer Studies.

ESSU holds 60th Commencement Exercises

818 sudents were conferred academic degrees today as Eastern Samar State University Main Campus holds its 60th Commencement Exercises.

Senator Ronald 'Bato' Dela Rosa is the guest speaker. He is, however, represented by Marrianne Kristel Dela Rosa - Estoesta, daughter of the senator and serves as his Chief-of-staff.

This year's commencement theme is Innovating for Sustainable Generation through Excellence, Accountability and Service.

Estoesta explained that her father could not make it as the senate is busy deliberating with the Maharlika Fund Bill.

Eastern Samar Governor Ben Evardone is also present as one of the guests of honor.

Also present were Cora Basada who represented Eastern Samar Lone District Representative Maria Fe Abunda. Estella Maris Ellado - Libanan also graced the event representing 4PS Partylist and House Minority Floor Leader Congressman Marcelino Libanan.

The graduation rites at the university's main campus will be conducted in two batches. Borongan City, Eastern Samar – No clouds, all sun, was the striking scene at Baybay Boulevard of this city where thousands of Boronganons and residents from other municipalities gathered for the launching of Project KLEAN (Kalikasan Linisan Estehanon Action Na!), a multi-sectoral initiative of Eastern Samar provincial government to save and protect the ocean and other bodies of water in the province.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), recorded the dry-bulb temperature at 31.6 degrees Celsius but heat index was pegged at 42 degrees Celsius, enough to scorch the entire area where a kick-off ceremony and massive coastal clean-up drive were conducted that lasted until 12 noon.

Participants, however, did not waiver in their drive to be part of the ecological protection activity. The launching was participated by employees and members of provincial and city government, national government agencies, non-government organizations, people’s organizations, sectoral organizations and private individuals.

Eastern Samar Governor Ben Evardone, in his statement, said that the increasing atmospheric temperature is now almost unbearable. “It’s too hot already,” he said in vernacular. He said that even the senior citizens can testify that they have not experienced this same kind of heat in their younger years.

The governor emphasized that the hotter temperature is already a manifestation that the global climate has already changed indeed. “Climate change is here and if we are not able to do something about it now, we might not be able to fight it, or even mitigate it in the future.

The global warming is primarily attributed to carbon emissions but the unabated garbage disposal including plastic wastes being thrown into seas and other bodies of water are also attributed to environmental destruction.

“What fears me most is that during warmer climate, tropical cyclones will be much stronger based on scientific studies,” he said. He stressed that if nothing will be done to combat the climate degradation, destruction to environment and livelihood will be inevitable.

The provincial government is taking this matter seriously. As a gesture of support, it will conduct a province-wide coastal clean-up drives involving all sectors of the society to be spearheaded by Local Government Units. To this effect, the governor issued an executive order on May 3, this year, urging all LGUs and NGAs to participate in the celebration of the Month of the Ocean.

As a shoot-up, a simultaneous clean-up activity was held in all the 22 component municipalities and one city of the province.

The province allocated 800 sacks of rice which will be distributed to groups or individuals who will bring in the garbage they collected from the activity. One kilo of plastic, aluminum and paper trash will be swapped with two kilos of rice. Meanwhile, a kilo of bottle, tin cans other non-plastic wastes will be traded with one kilo of rice. 4Ps partylist also contributed 100 sacks of rice.

Borongan City Mayor Jose Ivan Agda, in his statement of support, said that the city will continue to be a constant partner of the province. “This is in line with our environmental programs,” Agda said.

The city mayor also called on to protect the rainforests in the province as this is also important in protecting the environment. “If we probably have no forest in our backyard, the heat index in our area will be very unbearable,” he stated. 60 percent of Borongan’s land area is covered by virgin forest.

Borongan City, Eastern Samar – Eastern Samar Governor Ben Evardone highlighted his call to all Eastern Samareños to work together and contribute in saving and sustaining the ocean from the ill-effects of plastic garbage during the launching of Project KLEAN (Kalikasan Linisan Estehanon Aksyon Na!) on Tuesday, May 9, 2023, this city.

Project KLEAN is a coastal-clean up drive initiated by the provincial government in celebration of the Month of the Ocean. As a kick-off, a simultaneous clean-up drive was conducted in all of the 22 municipalities and one city in the province.

To encourage wider public participation, the provincial government allocated 800 sacks of rice that will be exchanged for the trash or garbage that will be collected. One kilo of plastic, aluminum and paper trash will be swapped with two kilos of rice. Meanwhile, a kilo of bottle, tin cans other non-plastic wastes will be traded with one kilo of rice. 4Ps partylist also contributed 100 sacks of rice.

In Borongan, more than a thousand individuals attended the said rites coming from various national government agencies, provincial offices, faculty and staff of Eastern Samar State University, and non-government agencies.

In his speech, the provincial chief expressed alarm over scientific studies that the number of plastic waste will outnumber the fishes in the ocean by year 2050. At present, according to him, there are 14 million tons of plastic comprising 80% of all garbage scattered in different bodies of oceans across the globe. This volume translates to 5.23 trillion pieces of macro and micro plastics in the ocean.

“This situation is alarming,” Evardone said while emphasizing that these plastic wastes can poison or even cause death of fishes and marine life.

Because of this, the governor said, that the provincial government initiated this coastal clean-up activities to raise awareness among the public the necessity to conserve and protect our environment including marine ecology.

“Let us work together, contribute in our own litte way to save our environment,” he said. He also underlined the importance of discipline as key to the success in protecting the oceans. “What is important is our heart, our way of life,” he said.

Prior to this, the Local Government Unit of Sulat conducted the launching of Clean-up Dive inviting professional divers from Catbalogan City, Borongan City, Cebu City and Metro Manila to help in salvaging garbage from deeper sections of its territorial waters.

The local officials also invited Miss Earth 2023 Yllana Marie Aduana, other Miss Earth finalists, and actress Elizabeth Oropesa, an environmentalist herself, to grace the event. Noel Cabangon, an acclaimed song writer and singer also known for his environment protection advocacies, was also present for the said kick-off ceremonies.

Evardone said that the environmental initiatives being undertaken now will not be felt immediately but he is hopeful that the next generation will benefit from it. “If we are not able to arrest this kind of situation, we don’t know what will happen to our grandchildren and the next generations to come,” he said.

The governor also expressed fear over the alarming temperature increase noting that scientists are predicting stronger typhoons as a result of this. “We will no longer be able to stop the destruction to our environment and livelihood,“ he continued.

Meanwhile, Borongan City Mayor Dayan Agda expressed support to the project of the provincial government. “I am happy that the governor spearheaded this initiative for the love of the environment,” he said in his speech. “We will support this because this is in line with the (environmental) programs of the city,” he continued.

The city mayor noted that aside from the environmental impact, diving sites in the city and the entire province are also being promoted. “Very soon our coral reefs will be recognized since we have alive corals here,”

Former Balangkayan Mayor Allan Contado who represented Lone District Representative Maria Fe Abunda, reiterated the need for the public to cooperate in this endeavor. “Nothing will happen to the initiatives and activities of the provincial government if we will not cooperate and do our part,” Contado urged the public.

Criminal case filed vs driver in Salcedo road tragedy, death rises to two

The Philippine National Police disclosed that a criminal case has already been filed against the driver involved in the tragic road accident in Brgy. Naparaan in the muncipality of Salcedo in Eastern Samar.

According to PCapt. Julio Quildo, Chief of Police of Salcedo Municipal Police Station, a case has been filed against Manuel Waniwan, driver of Isuzu D-max, that raked a dozen of students of Salcedo Vocational School.

Around 11:55 in the morning of Wednesday, May 10, while traversing the national highway southbound along Brgy. Naparaan, when his vehicle suddently swerved to the opposite road hitting a dozen of students before crashing at the road rails.

April Macajeta, a senior high student of SVC, was instantly killed while 11 others were injured. Another victim also succumed to death due to severe injuries incurred while receiving treatment in a hospital in Tacloban. Death toll of this incident has already risen to two.

Initial investigation points that the driver fell asleep while driving which resulted to the tragedy.

Quilbo said that the parents of Macajeta filed the complaint against the suspect with reckless imprudence resulting to homicide and multiple serious injuries. Waniwan already underwent inquest proceedings at a fiscal's office in Guiuan town.

DepEd Region 8 names 12 victims in deadly Salcedo road mishap

The Deparment of Education Eastern Visayas (DepEd Region8), in an incident report, revealed that there were 12 students who were involved in the deadly road accident that occured in Salcedo town in Eastern on Wednesday morning, May 10, this year

According to the incident report, the accident happened around 11:55 in the morning just while the students of Salcedo Vocational School were dismissed for the noon break and were either waiting at the road side for utility vehicles or going to nearby carenderia to take their lunch.

A pick up, an Isuzu D-max with plate number YJN 484, was traverssing the highway southbound when it suddenly swerved to the opposite side of the road eventually hitting a group of students on the roadside. One student was killed on the spot.

Local authorities are still to determine why the vehicle suddenly swerved.

Emergency responders of the municipality of Salcedo immediately reponded after school officials reported the incident.

Mayor Rochelle Mergal also provided immediate assitance in the incident. Most of the victims were rushed to Salcedo Doctor's Hospital for treatment.

Two students, however, were rushed to Tacloban due to their critical condition after sustaining severe injuries.

The parents and guardians of the victims were immediately informed by the school officials and teacher-advisers.

The pick-up driver was identified as Manuel Rosales. He is now detained at Salcedo Municipal Station. The vehicle is also at the custody of the said MPs.

▪️Mariel Cabugawan y Catugda, 18 years old, student and resident of Brgy. Naparaan, Salcedo, Eastern Samar;

▪️Reby Garcia y Bantilan, 19 years old, student and resident of Brgy. 2 Salcedo, Eastern Samar;

▪️Jessa Samarro y Macasa, 18 years old, student and resident of Brgy. 2, Salcedo, Eastern Samar;

▪️Bea Amor Macapanas y Sibalon, 17 years old and resident of Brgy. Naparaan, Salcedo, Eastern Samar;

▪️Nor-Ain Soledad y Cabuyaw, 17 years old and resident of Brgy. Naparaan, Salcedo, Eastern Samar;

▪️Maria Nita Cadisal y Codiro, 17 years old and resident of Brgy. Caga-ut, Salcedo, Eastern Samar;

Vehicular accident in Salcedo town leaves 1 student dead, injures others

A vehicular accident along the national highway in Brgy. Naparaan, Salcedo in Eastern Samar resulted in death of at least one victim and causing serious injuries to 7 other high school students.

According to inital reports, a pick-up truck swerved violently while traversing the highway while students of Salcedo Vocational High School were going out for their noon break to take their lunch.

The students were swept by the swerving vehicle instantly killing one student. Two other victims sustained serious injury and were transported to Tacloban for medical attention.

The rest of the students were brought to a hospital in Salcedo and are receiving treatment.

As of press time, the incident is still under investigation.
