Nigerlites React to Conduct of LG Elections

- Zahra Muhammad

The conduct of the Local Government Council elections in Niger State has been greeted with mixed reactions following reports of low turnout and alleged malpractices in some areas.

The elections which were conducted across the 25 local government areas of Niger State on Thursday saw the All Progressives Congress (APC) winning 23 out of the 25 Chairmanship seats contested.

The exercise came to fruition after much ado on the part of the state Assembly, the People's Democratic Party, and the Niger State Independent Electoral Commission (NSIEC).

For the Niger State House of Assembly, the state was not financially buoyant to fund the exercise at the time the NSIEC had scheduled it.

A few days before the elections, the People's Democratic Party (PDP) had also announced that it will not be participating in the elections, a decision which came much to the dismay of many party faithful.

This, the party's Chairman, Barrister Tanko Beji attributed to alleged non-compliance by the state government to the laws and regulations guiding the conduct of the elections.

For many, the PDP was diminishing its popularity and in the long run, its chances of returning to power in the state after the 2023 elections by its refusal to participate in the race.

This, coupled with the low turnout of voters, had created the impression that the exercise will be a stroll in the park for any party which eventually emerged victorious at the poll.

Reactions

According to Yusuf Abdullahi, the local government council elections in Niger State were a free win for the ruling party as the main opposition party had refused to participate in the elections.

He however lamented that a few eligible voters had turned out to vote in the election, signaling apathy on the part of voters.

"The turnout was low, which to me is a bad signal for the forthcoming general elections. People are tired of bad governance and have lost hope.

"But the election has also shown candidates, voters, and political parties the importance of choosing a candidate with a good track record."

In his reaction to the conduct of the election, another resident, Ibrahim Kure said "This has shown us that people only go for the candidate they choose to trust they didn't go for the party and which is the right decision, now we are going to have competition among them to rule us well."

In his opinion, Umar Adamu Bako said that the results of the just concluded elections that many voters regard credibility in high regard.

"People have a thirst of wanting to vote for credible candidates caring less about their political parties.
If you want people in the 2023 election, you must go very close to them, if you don't have track records to bank on then you must make sure they share your vision, plan, and programs."

Another respondent, Muhammad Muhammad, said that the elections were not a true reflection of the yearnings of the people.
This, he said was because thousands of people were disenfranchised due to the insecurity in some parts of the state.

The Niger State House of Assembly had at a point, shared the same opinion, and had demanded that the NSIEC shift the polls until the situation improves.

Meanwhile, the Niger State Independent Electoral Commission (NSIEC) acknowledged that aside from some minor hitches, the elections were overall peaceful.

Additionally, social media is currently flooded with yet-to-be-confirmed footage and pictures of alleged electoral malpractices in some local government areas among which include Kontagora, Bida, and Katcha.

InsightMinna also observed that many voters had posted pictures of their ballot papers, an action which goes against the legal framework released by the Independent National Electoral Commission (INEC) ahead of the 2023 general elections.

The guideline by INEC states that telephones and other electronic devices capable of taking pictures are not allowed in voting cubicles.

As contained in Article 30 of the Guideline, “Prohibition of the Use of Telephones and Other Electronic/Photographic Devices in the Voting Cubicle,” states: “Telephones and other electronic devices capable of taking pictures are not allowed in voting cubicles.

“Voters may come to the Polling Unit with telephones and other electronic devices provided that they do not take them to the voting cubicles or take pictures of other voters while they are voting.”

Why We Are Boycotting LG Polls In Niger - PDP

As Niger State prepares to conduct the Local Government elections across the state, the People's Democratic Party (PDP) has said that it will not participate in the elections scheduled to be conducted tomorrow.

The PDP in a statement released on Tuesday said that it was still challenging the Niger State Independent Electoral Commission (NSIEC) "for non-compliance with Extent Laws and regulations for the conduct of elections."

The PDP also claimed that a large number of eligible voters were yet to receive their Permanent Voters Card(PVC).
The PDP's statement said "For the avoidance of doubt, let us restate that the People’s Democratic Party (PDP) will not participate in the Local Government election in Niger State for the following reasons;

"That we are in Court and the matter is still pending where we are challenging NSIEC for non-compliance with Extent Laws and regulations for the conduct of elections.

"As of today, not all eligible voters in Niger State have been issued with their PVCs, As a matter of fact, INEC has stated that it will commence the issuance of the PVC’s for new registrants as from the 12th November, 2022. What this means is that so many voters will be disenfranchised."

Recall that a Federal High Court sitting in Minna had on Monday ruled that the case brought before it by the PDP lacks jurisdiction and therefore transferred it to the State High Court.

The PDP had earlier filed a case in court, alleging a violation of the provision of the Constitution and the electoral act as it relates to the conduct of the local government elections in Niger State.

The PDP however said that it has commenced the process of ensuring the transition of the case from the Federal High Court to the State High Court.

"As a party we will take all necessary steps to continue with the case at the State High Court, Infact we have commenced the process to ensure that the Order of transfer is urgently complied with."

The budget had allocated about 67.21 percent of the total capital expenditure to the Economic Sector.
