Senior officials of the United States Government on Thursday met with Vice-President Yemi Osinbajo and expressed displeasure over the shooting of unarmed protesters at the Lekki toll plaza on Tuesday.

The US also demanded that the soldiers behind the shootings must be brought to book.

The Spokesperson for the State Department, Morgan Ortagus, said in a statement that the officials were led by Counselor of the US State Department, Ulrich BrechbĂĽhl.

Others at the meeting include: Assistant Secretary Robert Destro and Assistant Secretary Denise Natali.

The officials, according to the statement, raised concerns over the ongoing violence in Nigeria as well as human rights violations and human trafficking.

The statement read in part, “Counselor T. Ulrich Brechbühl met with Nigerian Vice President Yemi Osinbajo today in Abuja, Nigeria as part of a previously scheduled delegation, which included Assistant Secretary Robert Destro and Assistant Secretary Denise Natali, to raise US concerns about ongoing violence in Nigeria, human rights, religious freedom, and trafficking in persons, and to hear from senior Nigerian government officials how they are addressing those issues.

The counselor expressed the US condemnation of the use of excessive force by military forces that fired on unarmed demonstrators in Lagos. He expressed condolences to the victims of these shootings and urged the government of Nigeria to abide by its commitment to hold those responsible accountable under the law.”

According to the statement, Osinbajo as well as the counselor noted that the right to peaceful assembly and freedom of expression are essential human rights and core democratic principles.

President Muhammadu Buhari Thursday appealed to protesters to end the protest being held across the country to demand police reform.

Mr Buhari spoke in his first address to Nigerians two weeks after the protests began.

Dozens of people have been killed in violence that has broken out nationwide, mainly after security operatives attacked protesters in various cities.

ADDRESS TO THE NATION BY HIS EXCELLENCY, MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE ENDSARS PROTESTS, 22ND OCTOBER, 2020

Fellow Nigerians,

It has become necessary for me to address you having heard from many concerned Nigerians and having concluded a meeting with all the Security Chiefs.

2. I must warn those who have hijacked and misdirected the initial, genuine and well – intended protest of some of our youths in parts of the country, against the excesses of some members of the now disbanded Special Anti-Robbery Squad (SARS).

3. On Monday 12th October, I acknowledged the genuine concerns and agitations of members of the public regarding the excessive use of force by some members of SARS.

4. The choice to demonstrate peacefully is a fundamental right of citizens as enshrined in Section 40 of our Constitution and other enactments; but this right to protest also imposes on the demonstrators the responsibility to respect the rights of other citizens, and the necessity to operate within the law.

5. As a democratic government, we listened to, and carefully evaluated the five-point demands of the protesters. And, having accepted them, we immediately scrapped SARS, and put measures in place to address the other demands of our youth.

6. On approving the termination of SARS, I already made it clear that it was in line with our commitment to the implementation of extensive Police reforms.

Lekki shootings: CCTV footage available, says Sanwo-Olu
Lagos State Governor, Babajide Sanwo-Olu, has said that security cameras captured the shootings of protesters at the Lekki toll gate.

He said the footage would be submitted to the judicial panel on police brutality, extra-judicial killings and extortion.

The governor said this during a live program on ARISE TV on Thursday.

He said this when asked why the cameras capturing the protest was removed before the shootings of protesters at the Lekki toll gate.

In his response, he noted that the CCTV cameras have footage of what happened during the protests.

Sanwo-Olu also explained that the footage would be given to experts to analyse.

He said, “I will just speak up the truth on what actually happened. There are security personnel of The Lekki Concession Company on the ground. I had called the Managing Director that night when I saw the pictures. What he said to me is that because of the curfew that has been announced, they took a decision that they will take out installations that are critical to them. That camera that you saw is not a security camera or a motion camera. The camera is a laser camera for vehicles. It picks the tag on cars and number plate.

“It is not for a camera for human beings. It is an infrared camera that just picks the tag on the vehicles. Security cameras for the plaza are still available. These are some of the footage that we are going to use for our investigation. Security cameras are installed on top of towers and they are there because I have seen them. Nobody can touch the security camera.

“These are things that we can leave open for citizens to come and verify when the panel of enquiries start. We will adopt this as evidence so that experts can come and review what kind of camera are those shown at the footage.”

When asked if the footage of the cameras can be assessed, he replied “absolutely”.

About 100million barrels of crude oil illegally shipped from Nigeria in 2015, kept in tank farms in Qingdao, China’s eastern Shandong Province, was secretly sold for $800million, and the money shared by ranking members of the President Mohammadu Buhari cabal, investigations have revealed.
Buhari’s late Chief of Staff, Mallam Abba Kyari, Late Group General Manager, Nigerian National Petroleum Corporation, NNPC, Maikanti Baru, Attorney General and Minister of Justice, Abubakar Malami, Minister for Power, Saleh Mamman, as well as the current GMD, NNPC, Mele Kayi were reported to have shared of the $800 million.
Also reported to have participated in the sharing was the now suspended acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, Air Commodore Mohammed Umar Rtd, former Director-General, State Security Services, Mallam Lawal Daura.
Codenamed “The China Deal” illegal crude oil sale has become a subject of litigation in far-away Mexico following the refusal of the cabal to pay 5% of the value of 48 million barrels to SAMANO, an Americo- Mexican company that discovered the abandoned crude in Qingdao, Zhoushan and Rizhao, both in China.
Shortly before the 2015 general elections, several vessels of crude left the shores of Nigeria for China. By the time the crude berthed in the Chinese Port in Qingdao, oil buyers backed off after learning of a change of government.
The crude which had been discharged in several tank farms in the port city of Qingdao, Zhoushan, and Rizhao, were abandoned.
Upon Buhari’s inauguration, SAMANO approached certain officials of the new administration, alerting them of the Nigerian crude oil abandoned in China.
According to a court paper exclusively obtained, SAMANO, received a letter in August 2016 from Hamman Saleh, now Minister of Power, through his company, Northon Oil and Gas Services, inviting them to Nigeria to meet with Government officials to discuss the matter.
Sources confirmed that the invitation letter to SAMANO came after the company refused to send details of the found crude via electronic means.
A team from SAMANO, Mexico, led by Messrs. José Salazar Tinajero, arrived in Nigeria. He was accompanied by A. Nick Cadena, and Juan Carlos Jaramillo García, and they held a meeting at No 1 Gado Nasko Close, Asokoro, Abuja, the home of Air Commodore Umar, a close ally of President Buhari.
After the meeting, and with Buhari’s approval, Umar and other members of the cabal, including Mele Kyari, then GGM Crude, NNPC, set out to locate the crude oil
When Umar and Kyari got to China, they connived with others back in Nigeria and agreed to declare that the information was a hoax and that there was no crude oil in any of the tank farms in China.
According to a sworn affidavit, Umar and late Abba Kyari had assured SAMANO of 5 percent of the total value of 48 million barrels of crude oil found. However, to their shock, between October and November 2015, SAMANO officials who had returned to Mexico, received intelligence from China that the crude had been sold.
The affidavit claimed that when SAMANO confronted the Nigerian government about their own share of the sale of the crude, they were rebuffed and some of their officials blackmailed, arrested, and locked up in Nigeria.
The affidavit alleged that the GMD NNPC, Mr. Kyari, had told a SAMANO representative via WhatsApp chat that the late Abba Kyari and Umar had taken advantage of the information they provided and sold-off the crude and that they should forget about the deal, promising to make things up for SAMANO.
A very reliable source said that after the sale, the Nigerian officials shared the proceeds and told President Buhari that the buyers were no longer willing to buy the crude because it had no DNA.
According to the sources, crude oil secretly shipped to China in 2015 was over 100 million barrels. SAMANO was only able to trace 48 million barrels. The cabal was said to have found an additional 52 million barrels stored in other tank farms in China and sold them off.
SAMANO’s lawyer, Joaquin Esparza Mendez, said that the Mexican Court could not continue with the matter for lack of jurisdiction. He said the Judge had advised they file the case in Nigeria since the Whistleblowers Act for which they are relying on is domiciled in Nigeria.
Sources said that officials of SAMANO have no faith in the Nigerian judicial system and are very unlikely to file the case there. Instead, the Mexican company is said to be preparing to file the matter in a court in London once the pandemic is over.
I am in possession of documents relating to the crude deal, Vessels used, WhatsApp Chats, and others and will make them public as we continue to dig into the dirty deals.

WAEC reacts to Nigeria’s embargo on WASSCE

The West African Examinations Council (WAEC) has reacted to the abrupt U-turn made by the federal government on the resumption of schools across the country, and its earlier announcement of dates for the commencement of the 2020 May/June diet of the West African Senior School Certificate Examination (WASSCE).

The regional examination body said it is within the legitimate power of governments of the five-member countries to make such decisions.

In an exclusive telephone interview with PREMIUM TIMES, the WAEC’s Head of Nigeria’s Office (HNO), Patrick Areghan, said the examination body was still reviewing the situation and that it would make its position known soon.

Mr Areghan, who came into office in March 2020, was supposed to oversee the May/June 2020 examination, the first national examination under his watch until the coronavirus pandemic struck, forcing the indefinite postponement of the examination.

The HNO said he could not speak on whether the examinations would continue in the other four countries or not until the “coast is clear.”

He said; “We cannot make any categorical statement for now. We are operating in five-member countries and we cooperate with the government. We recognise the fact that the government has the right and power to take positions, and we cannot confront the government. We work hand in hand with the government.”

He, however, pledged to update the public as soon as final decisions are taken.

Minister’s position
Nigeria’s minister of education, Adamu Adamu, had on Wednesday announced the reversal of the government’s earlier position on schools’ resumption, saying the atmosphere is yet unsafe for teaching and learning in the country.

Mr Adamu’s position was based on the rising cases of coronavirus diseases in the country, saying children would find it difficult to observe the required protocols including social distancing, to keep themselves safe if allowed to return to schools.

The minister also said no Nigerian school will participate in the WASSCE earlier scheduled to hold between August 5 to September 5.

The Minister of State for Education, Chukwuemeka Nwajiuba, announced during a media briefing on July 6 that the examination will now take place between August 4 and September 5.

Speaking to State House correspondents at the end of the Federal Executive Council (FEC) meeting presided by President Muhammadu Buhari on Wednesday, Mr Adamu said Nigerian schools will not reopen any time soon “until it is safe to do so because of the COVID-19 pandemic”.

He said final year students preparing for the Senior Secondary Certificate Examination (SSCE) will not be allowed to return to school contrary to the earlier announcement.

Mr Adamu said the West African Examinations Council (WAEC) cannot determine the resumption date of schools for Nigeria.

He said he would prefer that “Nigerian students lose an academic year than to expose them to dangers.”

“Schools under the supervision of the Federal Ministry of Education will not reopen on August 4th or any time soon. Our schools will only open when we believe it is safe for our children and that is when the situation is right, not when the number of COVID-19 infection is going up in the nation. So, I just want to make that clear,” Mr Adamu said.

He said the government will not reopen schools now for examinations or any other reason “unless it is safe for our students because WAEC cannot determine for us what we do so schools will remain closed.”

“Yesterday, we called a meeting of stakeholders to tell us their situation and what needs to be done in order to reopen schools but while the meeting was going on, WAEC announced that they will start exams so let’s see who they are going to start with,” he said.

The minister appealed to schools that have already reopened to rescind their positions.

He also said state governments that have already announced the reopening of their schools should reconsider “because it is not safe for schools to open.”

He said, “I feel responsible for the children in Nigeria not just those in federal government-controlled schools. Please let us save our children from the pandemic.

“You can look at this scenario; just one infected child going into a class can infect everyone in the class and after classes, they go back to the hostel. Because children cannot observe social distancing as expected. If one child in the hostel is infected, the next morning everybody will be infected so this is not the right time to open schools.”

He explained that what he said was not part of resolutions at the day’s cabinet meeting “but he needed to clear the air on the matter.”

He said certain protocols have to be met and schools have to be decontaminated before they reopen.

Covid-19: NIGERIAN GOVERNMENT GIVES UPDATE ON LOCKDOWN

Presidential Task Force (PTF) on COVID-19 on Monday, said it would continue to monitor developments nationwide in order to take informed decisions by the end of June, on the second phase of the lockdown.

Boss Mustapha, the chairman of PTF on COVID-19 and the Secretary to the Government of the Federation (SGF), said this at the daily press briefing on Monday in Abuja.

Mustapha said that while pursuing that line of action, the PTF would like to re-echo the World Health Organisation (WHO), advisory to countries and their citizens not to equate any slowdown in numbers accompanied by loosening of restrictive measures to translate to a reduction in the dangers faced by humanity.

“Yesterday, June 21, 2020, Nigeria crossed the threshold of 20, 000, with our total number rising to 20, 244 confirmed cases.

“This signified to the PTF that more testing has been carried out in recent weeks.

“However, we are not deluded that we are getting enough samples to test. I wish to remind all our citizens that the best strategy remains to test, detect, isolate and treat.

“That has accounted for the massive expansion in the laboratory network and testing centers,” he stated.

The SGF said that the PTF has also continued to watch developments from other jurisdictions especially those that have similar climatic and demographics with us.

“Here Brazil is of particular interest. You would have
observed that the number of confirmed cases in Brazil have risen to 1,084,833 thus becoming the second highest in the whole world and reporting over 50,000 deaths.

“In Africa, WHO has reported that South Africa, Egypt, Nigeria and Ghana have proportionately been the most affected countries on the continent of Africa.

“All these combined, represent a serious wake up call for us all to be responsive and to take full responsibility.

“Our failure to take responsibility threatens the gains we have recorded which is not good for our large population.

Govt seals off Pastor Chris Oyakhilome’s church


The Akwa Ibom State Government on Sunday sealed off the premises of one of Pastor Chris Oyakhilome’s churches in Uyo, capital of the State.

The State Government sealed off the Christ Embassy Church, Nung Akpa Ime branch in Uyo for alleged attack on the State Coronavirus disease (COVID-19) Compliance Monitoring Team.

Dr Emmanuel Ekuwem, Secretary to State Government and Chairman of COVID-19 Management Committee made this known in a statement in Uyo on Sunday.

Ekuwem said the Church was sealed off for obstructing, attacking and brutalising members of the monitoring team.

He added that the sealing off of the Church was due to acts of lawlessness and to avoid the risk of community transmission of Coronavirus.

The secretary to the state government said that the Pastors and members involved in the attack would be made to face the full wrath of the law.

“In response to this act of lawlessness by the Church and in order to avoid the risk of community transmission of COVID-19 in Akwa Ibom State, the Christ Embassy Church building and premises are hereby sealed off with immediate effect until further notice.

“The suspected Pastors and relevant members of the church will be made to face the wrath of the law,” Ekuwem said.

It was gathered that when the monitoring team arrived at the Church on Sunday, at about 11a.m., some men prevented the team from gaining access into the Church premises.

It was also learnt that appeals by the leader of the monitoring team, Mr Enobong Uwah, and other members including the State Chairman of the Christian Association of Nigeria (CAN), Rev. Ndueso Ekwere, were rebuffed.

After the ease of lockdown, the Akwa Ibom Government reopened worship centres on June 7, based on the guidelines submitted by CAN.

Meanwhile, Pastor Chris had during a televised service while faulting the COVID-19 guidelines issued by the government for the gradual reopening of churches, said pastors who are afraid of COVID-19 do not believe in God.

Pastor Chris alleged that church leaders are responsible for the guidelines placed on churches, stressing that some leaders have insisted that the government should ensure that churches remain closed.

“We have to pray for our leaders and pastors who are scared of the virus. You can’t believe in Jesus Christ and be afraid of virus. Jesus touched people with leprosy and healed them. But these people who are afraid are pretending to be representing the Christians. It’s a shame. I think the leaders are laughing at them.

“If you are a Christian and minister of the gospel and you are afraid of the virus, you have no gospel. Your gospel has ended. The moment you start giving such guidelines to people in the church, you’ve repudiated your faith in Christ.

“You may not know this but the reason many churches are still shut down is not just government but church leaders who insisted that government should not let the churches open, except the churches follow these wicked guidelines.

“Some of those guidelines like wearing of gloves before laying hands on the sick, suspending holy communion, holy communion that Jesus Christ told us to take, now we are told to suspend them because of a pandemic, this is crazy,” Pastor Chris said.

Over 140 killed by bandit

The past week witnessed several killings in various violent attacks across Nigeria.

A PREMIUM TIMES analysis revealed that over 140 people were killed in separate attacks by armed men, with many others injured.

Many houses and other properties were also torched in the attacks.

The data for this report were gathered from newspaper publications where cases were confirmed by police, defence headquarters, government officials or families of the victims.

Sunday:
PREMIUM TIMES reported that gunmen attacked three communities in Guma Local Government Area of Benue State.

The attack was confirmed by the state’s police spokesperson, Catherine Anene, who could not establish the number of casualties in the onslaught.

One of the locals, who simply gave his name as Jonah, named the villages as Torkula, Kponko and Kaseyo, all in Mbadwem council ward. He said that the invaders stormed the villages and started shooting in all directions, thereby killing people and injuring others in the process.

It was also reported that Nigerian troops in a clearance operation against cattle rustlers and criminals killed three bandits and captured four others in a cordon and search operation at Yauyau and Zandam villages in Zamfara state.

According to a statement by the Coordinator, Defence Media Operations, John Enenche, items recovered from the bandits include: seven dane guns, three cell phones and two motorcycles.

In Rivers State, an officer of the Nigeria Security and Civil Defense Corps (NSCDC) was killed by unknown gunmen. The security agency’s spokesperson, Ekunola Gbenga, on Sunday, said Godwin Mbula, a chief corps assistant, was lynched by men “suspected to be oil bunkerers (thieves).” He said they went to the “manifold known as Gio to siphon oil, but were resisted by the NSCDC men guiding the manifold”.

Residents of Yantumaki community in Danmusa Local Government Area of Katsina, on Tuesday, went on the streets to protest against insecurity after the district head of the community, Atiku Abubakar, was shot dead by gunmen at his residence.

A health personnel, identified as Mansir Yusuf, and his daughter were also kidnapped in the community. The protesters, mostly youth and underage children, blocked highways, castigating the government over security negligence.

“Gunmen killed our district head, and came back again. This means that they will be coming, since they are not facing any challenge anytime they carry attacks. The government needs to do the needful before the situation went out of control,” a senior community leader said.

The worst of last week’s bloody incident was recorded in Borno on Tuesday afternoon after terrorists attacked Gubio and killed no fewer than 81 people. Also, seven persons, including a village head, were abducted by the insurgents with 13 others injured.

In a separate attack, armed men killed no fewer than 20 people in Faskari Local Government Area of Katsina State. The police spokesperson in Katsina, Gambo Isah, told PREMIUM TIMES that the attack occurred in Kadisau community when the bandits arrived on over 200 motorcycles.

“The bandits attempted to loot food items. However, the residents resisted their attempt. As a result, the gunmen opened fire and killed 14 residents on the spot. 26 were also injured. Among the injured victims, six died on Wednesday morning. We recorded 20 deaths, and 20 injuries during the unfortunate incident,” Mr Isah said.

The police in Adamawa State on Wednesday announced the arrest of 32 suspects involved in a communal clash in the state. It erupted over a land dispute between Lunguda and Waja communities in Guyuk and Lafiya Lamurde local government areas of the state

The police spokesman in the state, Suleiman Nguroje, who confirmed the arrest over the latest round of violence, said many houses and valuables were destroyed, forcing residents to flee the affected communities.

Gunmen on Wednesday morning killed two people and abducted several others along the Lokoja – Abuja expressway. It occurred at about 7:00 a.m. between Acheni and Gegu villages in Kogi State.

The governor, Yahaya Bello, in a statement by his Chief Press Secretary, Mohammed Onogwu, confirmed the incident.

A breakaway faction of Boko Haram released a video showing the ex*****on of a soldier and a police officer. In the 49 seconds video, the two security personnel who were abducted the previous week while travelling between Maiduguri and Monguno introduced themselves after which they were summarily shot dead.

According to the slain security personnel, they were on a trip from Maiduguri to Monguno when they were ambushed and abducted by the insurgents whom they described as “Tilafa army”.

One of the slain personnel who spoke in Hausa said, “my name is Yohanah Kilus, I am a policeman, my rank is Inspector, I was abducted between Maiduguri and Monguno; I am presently in the custody of Tilafa soldiers.”

The second abducted personnel said: “I am 13NA/70/8374, Lance Corporal Emmanuel Oscar, I was captured by Tilafa’s along Maiduguri to Monguno.”

Shortly after that, the video showed two armed men pointing AK47 rifles at the two personnel kneeling with their faces blindfolded. Shots were simultaneously fired and the two security personnel were killed.

Early Saturday morning, bandits murdered the village head of Mazoji in Matazu Local Government Area of Katsina State, Dikko Usman.

The Special Adviser to Governor Aminu Masari on security, Ibrahim Katsina, confirmed the incident. Witnesses said the bandits stormed Mazoji village in large numbers on motorcycles, armed with weapons late Friday night, and operated till early Saturday morning when the village head was killed.

Also, one person was confirmed dead and many others injured after Nigerian soldiers attacked officials of the COVID-19 Committee in Borno State. The soldiers, disregarding the ongoing interstate travel ban, forced their way through the entrance gate to Borno and allowed hundreds of illegal travelers into the town.

The armed personnel, who arrived in three gun trucks, allegedly threatened to open fire on the COVID-19 committee members led by the state attorney general and a commissioner of health.

While breaking through the barricade, the soldiers rammed through a patrol truck of the State Rapid Response Squad which forced the vehicle somersaulting in the bush. All local security personnel in the vehicle sustained injuries. The driver of the RRS truck died hours later at the Borno Specialist Hospital.

The soldiers also knocked down some commercial tricycles (Keke Napep). Three women, including a pregnant woman and a baby, sustained fractures.

– Members of ISWAP, a breakaway faction of Boko Haram, on Saturday staged another deadly attack on a village in Gubio local government killing at least 31 residents and injuring many others, security sources told PREMIUM TIMES Sunday.

This occurred less than four days after a similar attack in Gubio caused 81 deaths.

“They went there at about the time Monguno was being attacked and opened fire on the residents killing about 31 persons. We are not sure if the number would be more than that because we learned that some people fled into the bushes and the insurgents went shooting after them,” Malam Buni, a local vigilante official, said.

Also on Saturday, a student identified as Grace Oshiagwu was reportedly r***d and killed in Ibadan, the Oyo State capital, the third in the state in two weeks.

The deceased, 21, was a National Diploma student of The Oke-Ogun Polytechnic, Saki. The incident was confirmed by residents of the area and the police who only confirmed her murder.

The attack on Ms Oshiagwu happened on Saturday at Idi-ori Area, off Shasha Expressway, Akinyele Local Government Area in Ibadan.
