REFLECTION : TWO YEARS IN OFFICE
BAUCHI STATE UNDER GOVERNOR BALA ABDULKADIR MOHAMMED, CON, DAWN OF A NEW ERA IN HEALTHCARE DELIVERY
Governor Bala Abdulkadir Mohammed of Bauchi State in the past two years of his dynamic leadership has demonstrated his undying passion to improve the well-being of the citizens of the state
in the health sector, the Governor has made the delivery of healthcare a key priority, with more than 16 per cent of the state’s budget allocated to the sector.
The Bauchi State governor, who was elected on the platform of the People’s Democratic Party ( PDP)declared a state of emergency in the health sector in June 2019 , one month after he took reign of office in May 2019 . He wasted no time in making the delivery of healthcare a key priority, with more than 16 per cent of the state’s budget allocated to the sector. Bauchi State recorded outbreaks of Yellow Fever in September 2019 and in a quick response, Governor Mohammed initiated a vaccination campaign against the disease from 12 to 19 September 2019 during which time health workers vaccinated 500,000 people above the age of nine months. It was during this campaign that the Governor muted the idea of a Bauchi State Health Summit with all health partners to improve health indices in the state. The Health Summit eventually held to a huge success.
The Government tackled outbreaks of Lassa fever and COVID 19 pandmic despite the fact that at a point he and his deputy, Senator Baba Tela, who was the Chairman, State Task Force Committee on COVID-19, tested positive for virus. Thus, in the aspect of emergency response during disease outbreaks such as Lassa fever, yellow fever, cholera and other infectious diseases, Governor Bala Mohammed 's giant strides involved setting up treatment isolation centres at The Abubakar Tafawa Balewa University, Bauchi Specialist Hospitals and some General Hospitals. Strong efforts had been made to avert the spread of infectious diseases in the state successfully.
The people of Bauchi State have already started feeling the impact of the measures Government is taking to achieve universal coverage (UHC). Steady progress is being made towards the target of equipping each of the 323 electoral wards in the state with at least one functional primary health care PHC centre. In this regard, ability to create the trust environment with development partners has yielded great dividends.
1. In collaboration with UNICEF, the Bala Mohammed Administration has successfully renovated 108 PHC facilities across the state. The goal is to ensure that each of the 323 electoral wards in the state is equipped with at least one functional PHC centre so that every resident of Bauchi State can access healthcare delivery within a very short time .
2. In collaboration with the World Bank, under the AF-NSHIP, a total of 203 PHCs, spread across 10 out of the 20 local government areas in the state, have been upgraded or being upgraded presently. The main thrust of the upgrading is renovation of dilapidated infrastructure, purchase of medical consumables and payment of bonuses aimed at enhancing supervision by local government primary health care departments. The remaining 10 local governments are the next on priority list.
3. The complete rehabilitation and re-equipping of a minimum of one General Hospital in each of the the 20 LGAs, aimed at extending quality healthcare services to the doorsteps of the people.
4. In recognition that effective healthcare delivery is a function of the availability of appropriate and adequate manpower, Government has introduced highly competitive welfare packages for doctors, pharmacists in the services of the state. It is hoped that this will go a long way in addressing the gross inbalance in the doctor-patient ratio, a factor that has had adverse effect on healthcare delivery in the state.
5. Aggressive public enlightenment campaign resulted in 1.4 million children under the age of five years and 300, 000 women being vaccinated, during the 2019 Maternal and New-born Child-health Week.

Government is re-negotiating the Quadripartite Partnership on Primary Healthcare, with a clear determination to eliminating performance deficits such as lack of reliable data, fragmented management structure, lack of accountability and insufficient resource allocation which collectively, constituted serious impediments to its actualization, within the stipulated time frame. To this end, Government is delighted to report that its desire to re-negotiate and extend the agreement, has received the favourable consideration of Dangote Foundation, Bill Gates Foundation, UNICEF and USAID. As a sign of its commitment and goodwill to the partnership, Government has paid in full N333 million counterpart contribution.
7. Similarly, Government has paid its counterpart contributions and fulfilled all other commitments to its other development partners in health, in the previous year.
8. Government earmarked the sum of N2.5billion for the renovation and upgrading of 24 general hospitals across the state. The administration has begun building 12 new hospitals while 12 others in dilapidated condition would be renovated.
9. The plans to recruit 100 Medical Doctors and has already approved pre-service scheme for medical-related courses for over One thousand One Hundred and Sixty-Five Bauchi State Indigenes.
10. Bauchi State Government has launched a Maternal Newborn and Child Health (MNCH) Drug Revolving Fund (DRF) worth N480 million in collaboration with the United States Agency for International Development (USAID) under the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project. The partnership will ensure sustainable funding to procure and distribute malaria drugs and maternal newborn and child health (MNCH) commodities in the state.
11. Basic Health Care Provision Fund (BHCPF) is one of components, which makes supply- and demand-side investments for Primary Health Care (PHC). The BHCPF helps to implement more equitable and efficient health care financing � to provide essential services to the most vulnerable members of the population.
12. Governor Bala Abdulkadir Mohammed’s administration Under the Bauchi State Health Contributory Management Agency (BASHCMA), in its Vulnerable Program, has enrolled 44,250 beneficiaries to start enjoying free medical services to be paid from the Basic Health Care Provision Fund while the formal Sector Program efforts are at top gear to start the enrollment of beneficiaries.
13. Primary Health Care (PHC) is the cornerstone of the health policy in Nigeria and is the first point of contact for most Nigerians with the health care system. In 2019 Governor Bala's injected N339 million into the Primary Health Care MoU basket fund as the state counterpart funding to support the Primary Health Care integration process. The contribution had worked out on strengthening key PHC services, routine Immunizations, maternal, newborn and child health, skilled birth delivery, emergency response as well as monitoring and evaluation programs and data tracking as well as information management.
14. Governor Bala Mohammed against all odds approved and released the sum of over N350 million for the 2020 State contribution to the basket fund, after signing the reviewed Integrated PHC MoU addendum in conformity with the agreement reached in Seattle, USA in November of 2019 as currently, the state government is working towards the full implementation of the resolutions. Moreover, the Bala's Mohammed’s primary health care policy direction has also in this year approved and released N320 as part of counterpart funds for the year 2021. This effort has made the state to attract a lot of support from diverse stakeholders like World Bank, EU and UNICEF, USAID Global Affairs Canada, and other multilateral agencies while at one hand World Health Organization is giving technical support in this direction.
15. Government absorbed all volunteer health workers into the state civil service on permanent basis as result of their commitment and dedication to work to boost the manpower need of the health sector in state.
