*Kebbi Governor Suggests review in revenue sharing formula, says states should earn more than federal*

NAN/Daily Nigeria

Governor Nasir Idris of Kebbi has called for a review of the sharing formula of federal allocations to meet the democratic needs of citizens.

Mr Idris also called for a critical look at the issue of the establishment of the Police to be managed by state governments across the federation.

In an interview with newsmen on Friday in Abuja, Idris said the revenue sharing formula was lopsided in favour of the federal government to the detriment of the states.

He said the three arms of government have responsibilities to people that elected them, adding that one arm should not therefore take a proportion that is of disadvantage to the rest.

“A situation where the federal government takes 55 per cent of the total share of the revenue was to say the least unfair. We must look at the formula in order to meet our campaign promises to our citizens.

“When you look at it, the states and local governments are the closest to the people and most of challenges faced directly by citizens are handled by the states and local governments,” Idris said.

Revenue among the three arms of government is shared in accordance with the vertical formula, as determined by Revenue Mobilisation Allocation and Fiscal Commission and approved by the National Assembly.

The formula allocates 52.68%, 26.72% and 20.60% to the Federal, State and Local Governments, respectively.

Revenue allocation refers to the mechanism for sharing the country’s financial resources, with the overall objective of enhancing economic growth and development, minimising inter-governmental tensions and promoting national unity.

“It is at the state that you find the farmers, the artisans, the poorest of the poor and it is our responsibility as governors to make life meaningful and worth living for them.

“So, I believe that the federal government has fewer responsibilities in terms of direct interaction with Nigerians. Governors and local government chairmen deal directly with the people and that is a huge burden on them.

“Our revenues should be shared in such a way that state and local governments that often have direct interactions with the Nigerian people should collect higher percentage to meet their yearnings and aspirations.”

On proposed state police, Mr Idris said he was not against the idea, but urged for caution in wholeheartedly embracing an idea without deep analysis of its application and sustainability.

It is believed that the existence of state police in the various states of the country will help in combating the rising insecurity in the country.

It will also negate the wanton imposition on the states by the federal authorities and other agents in the state.

“The idea of a state police is to continue to protect the lives and properties of the citizenry and to curb criminal activities in the states.

“So, we need to look at the challenges the federal government was having with securing the people that the idea of the state police arose from.

“When I look at this issue, what came to my mind is to first increase the number of these security agents. Their number is very inadequate for Nigeria’s population of over 200 million.

“When we take it from here, then we can start to look at the financial capacity of some state that should serve as pilot states in which to test this new innovation.

“The states that can purchase equipment, take care of personnel welfare and other logistical demands,” he said.

The possible benefits of state police include improved knowledge of local context as well as that officers recruited and trained locally could have a deeper understanding of the specific issues and needs of their communities.

Some state government have started establishing community security outfits, especially in the troubled northern parts of the country.

“If we have a state police even the funding alone is going to be difficult for the state governments. For instance, how much is an armoured personnel carrier now? If you buy one for N300 million, how many do you need to effectively cover the state?

“How many do you need to secure big towns and big local governments? Can you sustain the funding as a state? How effective will your funding be? What about personnel? How effectively can you manage them,” the governor said.

Press Release

The Kebbi State Government says it will contribute N1 million as an intervention to each of the 2024 intending pilgrim.

The Commissioner for Information and Culture, Alhaji Yakubu Ahmed-Birnin-Kebbi disclosed this while addressing a press conference shortly after an emergency State Executive Council meeting chaired by the Deputy Governor, Sen. Umar Abubakar-Tafida on Monday in Birnin Kebbi.

It could be recalled that the National Hajji Commission of Nigeria (NAHCON) had recently announced that all intending pilgrims from Nigeria should pay a balance of N1.9 million to be able to perform the 2024 Hajj.

He stated that out of over 3,000 intending pilgrims from Kebbi State, government promised to support each with N1 million, while each of the pilgrims "is expected to complete the remaining balance of over N900,000."

The commissioner, who expressed satisfaction over the gesture, called on prospective pilgrims to balance up the remaining N0.9 million to perform Hajj.

Ahmed-BK recalled that recently, members of a committee from the Federal Ministry of Aviation visited Sir Ahmadu Bello International Airport, Birnin Kebbi, where they commended the Kebbi State Government for the facilities put in place at the airport.

He said the committee members were exited with what they met on ground and assured that the airport had all what it takes for the airlift of pilgrims in 2024 Hajj exercise.

Similary, the Hon Commissioner for Agriculture, Alhaji Shehu Mu'azu said a 13-man committee had been set up by the state government to investigate the recent crisis, where some hooligans attacked some food stuff wire houses and carted away with food items.

He assured that non of the state government's stores was attacked, while commending the security agencies in the state for bringing the situation under control.

The commissioner disclosed the hooligans attacked Dangote palliatives meant for people of the state which was not handled by the state government.

*Reps vow to recover two government helicopters sold to individuals*

The House of Representatives has vowed that it will recover two Bell Helicopters: Bell 206L4 BZB and Bell M2061- L4, belonging to the Nigerian College of Aviation Technology, Zaria, Kaduna State sold to private individuals.

Ademorin Kuye, Chairman, House of Reps Committee on Public Assets, said this at an investigative hearing on Thursday,

Kuye, at the hearing in Abuja, expressed concern over the sale of the two helicopters to private individuals when the college was left with no helicopter for training.

The committee also questioned the process leading to the sale of the helicopters as security agencies, including the Nigerian Air Force, Nigerian Navy and Nigeria Police, indicated interest in purchasing them.

The security agencies were, however, denied by the management of the NCAT.

The three security agencies, according to various submissions, did not only indicate interest to purchase the helicopters by writing, but also visited the college.

Shaka Imalighwe, Acting Rector, NCAT, said though he was the Deputy Rector of the college at the time the helicopters were sold, he was not part of the team/committee that facilitated the sale.

Imalighwe said he took over the management of the college in an acting capacity in January 2024.

The Committee said in spite of initial appeals to NCAT to provide certain documents regarding the process that led to the sale of the helicopters in May 2023, they had not been able to provide it.

This, according to Kuye, was in respect of approval of the Federal Executive Council and the Ministry of Aviation as well as newspaper publications advertising the intention to sell the helicopters.

Imalighwe told the committee that the helicopters were in service and being maintained by relevant aviation bodies when they were sold.

The acting Rector of the college also confirmed to the lawmakers that at the moment, there was no single helicopter in the institution for training.

The lawmakers argued that it was wrong for NCAT to have used an unlicensed auctioneer to sell the helicopters.

The committee directed the immediate past and current Minister of Aviation to appear before it in the next investigative hearing.

Also summoned was the Ministry of Works, Ministry of Finance Incorporated, and both immediate past and present Rectors of the College, among others.

*Court remands serving senator in prison over NYSC certificate forgery*

A High Court sitting in Apo, Abuja, has remanded a serving Senator, Benson Konbowei, in Kuje Correctional Centre for alleged forgery of the National Youth Service Corps, NYSC, exemption certificate.

The Bayelsa Central Senator was arraigned before Justice Christopher Oba on March 26, 2024.

In the charge marked: CR/028/2023, the Inspector General of Police accused Konbowei of fraudulently forging a document titled ‘Certificate of Exemption’ with number 000256454 and dated July 4, 2008.

The police said the Senator acted contrary to the provisions of Sections 366,156 and 158 of the Penal Code Act CAP 532 Laws of the Federation of Nigeria 1990 and was liable to punishment under Section 364 of the same Act.

Upon his arraignment earlier on Tuesday, the Senator pleaded not guilty to the charges.

The court allowed him to go home and fixed the hearing of his bail application for Thursday, March 28, 2024.

After listening to counsels in the matter, the Senator was granted N50m bail with two sureties by the court.

Justice Oba said the sureties must own landed properties with Certificates of Occupancy in the Federal Capital Territory.

The judge, however, ordered that the Senator be remanded in the Kuje Correctional Centre pending the perfection of his bail conditions.

The matter was adjourned till June 24, 25 and 27 for hearing.

The Imam of Masjid Al-Haram, Shaykh Abdur Rahman Al, has given an excellent formula for the last ten days of Ramadan.

1. Donate one dirham (one rupee) every day, if the day falls between Lailatul Qadr, you will get the reward of donating one rupee every day for 84 years or 1000 months.

2. Perform two rak'at nafal prayers daily, if the day falls in the middle of Lailatul Qadr, you will get the reward of performing two rak'at nafal prayers daily for up to 84 years.

3. Recite Surah Ikhlas three times daily, if the day falls in the middle of Lailatul Qadr, you will get the reward of reciting one Khatam Qur'an every day for 84 years.

He also said, spread these words among the people, those who will listen to your words and do deeds, you too will get rewards equal to their deeds, inshallah. Because the Messenger of Allah, may God bless him and grant him peace, said, "The one who guides good deeds will receive the same amount of reward as the doer, but there will be no deficiency in the reward of the doer." (Muslim, 2674)

May Allah grant us all to do more deeds. Amen.

FG upgrades FMC Birnin Kebbi to teaching hospital

The Federal Government has approved the upgrade of Federal Medical Centre, Birnin Kebbi, to a Teaching Hospital.

The upgrade was confirmed by the Public Relations Officer of the Federal Medical Centre, Birnin Kebbi, Malam Abdulmuminu Bawa Yauri. The federal teaching hospital in Birnin Kebbi will be used by the medical students of the Federal University Birnin Kebbi (FUBK) for their medical practicals and other health professional needs.

He noted that, while the upgrade continues under the Tinubu-led government, the management of the hospital, led by Dr Aliyu Hamza Balarabe, has welcomed it and will throw weight behind its success as it seeks to widen the scope of healthcare services to the people of Kebbi State.

As a federal university teaching hospital, the referral level of the hospital has been upscaled to meet the standards of a higher tertiary referral centre because already the federal medical centre Birnin Kebbi serves as a referral tertiary level hospital.

He congratulated the people of Kebbi State for the milestone development and reaffirmed the resolve of the now-federal university teaching hospital management of continued support and diligent discharge of official duties.

Hajj 2024: Rivers Governor Mr. Fubura Pays Balance for Muslim Pilgrims

In the middle of the 2024 Hajj operational uncertainties, one Governor that did not fail to declare his stand on the matter is the Rivers State Governor, His Excellency Siminalayi Fubara. When the minimum Hajj fare deposit was earlier announced, he paid up for his state’s Muslim intending pilgrims.

Information flowed in the social media around the time NAHCON’s first deadline of 31st December 2023 was about to expire.

It was related by the State’s Sole Administrator (S.A) of Muslim Pilgrims’ Welfare Board, Abdurrazaq Diepriye that to ensure the seats allocated to the state are preserved and utilized effectively by pilgrims, the governor’s office took a bold decision to meet the December deadline for securing the allocation.

According to him, in a decisive move, Mr Fubara authorized payment of the Hajj fare for all seats allocated to the state in order not to loss them. He described the move as a way to provide an opportunity for the Muslim population to participate in this sacred pilgrimage, promoting a sense of belonging and equal representation.

Mr Diepriye revealed that this marks the first time in six years that such a comprehensive gesture has been made, signaling a notable milestone in his style of governance.

This was no doubt a show of commitment to supporting the Muslim community in Rivers State.

This generous gesture not only signifies a shift towards fostering religious inclusiveness but also emphasizes the importance of unity among diverse faiths.

Unlike his predecessor Nyson Wike, the present minister of FCT who then declared Rivers as a Christian State signaling Muslims not expect any assistance from his government, the current Governor Fubara has been actively involved in supporting Muslims in the state, recognizing the significance of religious diversity in fostering a harmonious community.

It is also confirmed that Governor Fabura has been supporting Mosques with donations and currently, quietly empowering the mosques with Ramadan financial support for those observing the fast.

Governor Fabura is said to be the first to pay-up the unexpected balance of Hajj fare for all the state pilgrims, the balance that was announced by the Hajj Commission few days ago. Certainly, Rivers state pilgrims will go to sleep today knowing that their Governor has their backs covered in a gracious way.
