Excess crude account: FG earmarks N16.1 billion monthly to settle states’ N1 trillion debts

The Federal Government has set aside N16.1 billion monthly for the settlement of N1 trillion debts owed by state governments.

The money, which is in the form of debt swap, will be paid over eight years to resolve the debts incurred by states from bailout facilities.

This initiative represents a structured approach to mitigate states’ financial burdens, with payments corresponding to previous Federal Government withdrawals from the Excess Crude Account (ECA).

This was according to the minutes of the January 2024 meeting of the Federal Account Allocation Committee (FAAC), which was later presented and adopted during the following month’s meeting at the Main Auditorium of the Federal Ministry of Finance Headquarters on February 22, 2024. A copy of the minutes was seen by Nairametrics.

The strategic move can be traced to the previous finance minister’s term, who had instituted a committee involving the Federal Ministry of Finance, Accountant-General of the Federation (OAGF), Nigeria Governors’ Forum (NGF), among others, with the goal of reconciling withdrawals amounting to N3.9 trillion from the ECA.A a w

TURN AROUND MAINTENANCE OF PORTHARCOURT REFINERY: A PROGRESS THAT MUST BE SUSTAINED

In furtherance of the Nigerian Senate’s efforts to reduce the country’s dependence on imported petroleum products and promote a more efficient and self-sufficient petroleum industry, I led the Senate Ad-hoc Committee investigating the Turn Around Maintenance (TAM) Projects of Nigerian Refineries to an oversight visit to Port Harcourt Refinery on Friday, April 19, 2024.

During the tour, which was also attended by officials of the Nigerian National Petroleum Corporation Limited (NNPCL) led by the Corporation’s Executive Vice-President (Downstream), Mr. Dapo Segun, as well as staff of the Port-Harcourt Refinery led by the Managing Director, Ibrahim M. Onoja, I expressed my appreciation for the continuous progress in the Turn Around Maintenance of the facility.

I further commended the management and staff of the Port Harcourt Refinery for their dedication and hard work in improving the facility and urged them to continue to prioritize safety and environmental sustainability in their operations, as well as to explore more innovative technologies and best practices to enhance the efficiency and productivity of the refinery.

The oversight visit which was followed by a courtesy visit to Rivers State Governor, Siminalayi Fubara at the state’s Government House was a valuable opportunity to assess the progress of the TAM projects and to engage with key stakeholders in the petroleum industry. I am very impressed with the level of support that the present federal government under the leadership of President Bola Ahmed Tinubu, GCFR is providing to ensure timely completion of the projects and I am confident that with the speedy attention the project receives, the level of dependence on imported petroleum products will soon be drastically reduced. I am also impressed with the tireless efforts of the Group Chief Executive Officer of NNPCL, Mr Mele Kyari to ensure the success of the project.

Governor Ododo commends stakeholders, and party members over the massive turnout in Ondo Primaries

Kogi State Governor and chairman of the Ondo State All Progressives Congress (APC) governorship primary election committee has commended stakeholders and members of the party in Ondo state for their orderly conduct and massive turnout during the direct primary election in the state.

Governor Ododo gave the commendation while receiving reports from members of the APC Governorship Primary Election committee, security agencies and other stakeholders who monitored the conduct of the election in different parts of the 18 local government areas in the state.

According to Governor Ododo:

“I have received reports from our committee members and security agencies as well as NGOs monitoring the election including video footage and I can say that the process has been transparent and we are going to produce a candidate that will unify the APC ahead of the November, 2024 governorship election in the state.”

Responding to questions over the delay in the arrival of materials in some wards and local government areas, Governor Ododo said he was certain that the delay had no adverse effect on the conduct of the primary election.

The Kogi State Governor also expressed confidence that concerns noticed in the revalidated membership list would not have any major impact on the outcome of the primary election, stressing that the committee is well guided by the APC guidelines for the nomination of candidates for general elections and relevant provisions of the Electoral Act, 2022.

Governor Ododo called on the aspirants and their supporters to see the primary election as a contest among brothers and sisters in one family seeking to make the family better as the candidate of the party in the November 2024 Governorship election in Ondo State.

Ogun plans to extend Lagos Blue Line Metro Rail Project into Agbara

to extend Blue Rail Line to border towns

yesterday said that it will extend the Lagos Blue Rail Line project into the border towns of the state while assuring that it will also improve the infrastructural development of the state.

The State Commissioner of Finance and Economic Adviser to the Governor, Mr Dapo Okubadejo, disclosed this at a media event organised to highlight the state 2024 budget held at the Olusegun Osoba Press Centre, Oke-Mosan, Abeokuta.

Okubadejo, who was joined by some commissioners in the state, said the government will surpass the 2023 budget in terms of implementation.

He said, “2024 is focusing on the provision of infrastructure at the various economic development clusters while extending the Lagos Blue Rail Line Project into Agbara and ensuring the well-extending of the Lagos Red Rail Line Project to Ijoko and Ifo/Kajola in line with the ex*****on of the state’s multi-modal transport plan under the Lagos-Ogun Joint Development Commission initiative.

Okubadejo said the 2024 budget, which is put at N703.03 billion and tagged “The Budget of Sustained Growth and Development,” is made up of N287.37 billion in recurrent and N415.66 billion in capital expenditures.

He explained that N95.05 billion would be used for personnel costs, N27.35 billion as consolidated revenue, and N59.09 billion would go for public debt charges.

He noted that the present administration had been deliberate in dealing with serious economic challenges, such as high inflation, insecurity, and a dearth of infrastructure, among others, pointing out that the administration was leveraging on the state’s comparative advantage, adding that the present administration was aware of reducing bottlenecks associated with the cost of production through the creation of efficient logistics and innovation hubs.

Here’s a man who, we recently learned, borrowed Kaduna state to financial stupor, accumulating $350 million in foreign debt, N100 billion in local debt, and hundreds of billions more in contractor obligations, with only a spectacular flyover to show for bankrupting the state.

What’s more, it has now emerged that he negotiated the payment of the $350 million loan to begin after the end of his administration.

So here we have a corrupt, incompetent, and wasteful demagogue with zero emotional intelligence.

Here’s an ethno-religious and sectarian bigot and supremacist, a wanna-be tyrant who turned Kaduna into a gulag and police state.

Police Arrests, Detains Yahaya Bello’s ADC, Security Details

The Nigeria Police Force has detained a female police officer who was the aide-de-camp to embattled former Kogi State Governor, Yahaya Bello.

The ADC was arrested alongside other police officers attached to 48-year-old Bello, and is being detained at the State Criminal Investigation Department, Federal Capital Territory, Abuja.

Their arrests and detention followed a Thursday night order by the Inspector General of Police, Olukayode Egbetokun, directing their immediate withdrawal from the former governor.

Senior police sources, who spoke to our correspondent on the condition of anonymity because they did not have authorisation to comment publicly on the matter, noted that the officers were arrested on the suspicion that they aided and abetted Bello’s escape from operatives of the Economic and Financial Crimes Commission, who had gone to effect his arrest at his Abuja home on Wednesday.

“The ADC and the other police details attached to Yahaya Bello have been arrested and detained.

“They were arrested on the order of the IG, on the suspicion that they aided and abetted the former governor’s escape from the EFCC on Wednesday,” one of the sources told our correspondent in a telephone conversation on Friday.

Another source said, “Yahaya Bello’s female ADC and other police officers attached to him were brought to the command this morning, and they’ve been detained for aiding and abetting (the governor’s escape).”

Egbetokun had, on Thursday night, ordered the withdrawal of all police officers attached to Bello.

The order for the withdrawal was contained in a police wireless message sighted by our correspondent on Friday morning.

FG will require N3.2 trillion to subsidise electricity in 2024 without tariff hike- NERC

The Federal Government asserts it needs approximately N3.2 trillion to subsidize electricity in 2024 should the current tariff hike be reversed.

Mr. Sanusi Garba, Chairman of the Nigeria Electricity Regulatory Commission (NERC), disclosed this during a stakeholders’ meeting convened by the House of Representatives committee on Power in Abuja on Thursday.

Garba emphasized that the investments in the sector were insufficient to ensure consistent power supply nationwide. He further warned that without addressing foreign exchange fluctuations and gas payment issues, the sector would face collapse.

Prior to the tariff review, Electricity Distribution Companies (DisCos) were only required to pay 10 percent of their energy invoices, exacerbating liquidity challenges in the absence of sufficient subsidy funds.

Non-payment of subsidy has led to decreased gas supply and power generation, contributing to ongoing declines in generation and system collapse, largely stemming from liquidity issues.

Between January 2020 and 2023, tariff increments escalated from 55 percent to 94 percent of cost recovery.

He said, “If seating back and doing nothing is the way to go, it will mean that the National Assembly and the Executive would have to provide about N3.2 trillion to pay for subsidy in 2024,”

Garba further explained that only N185 billion of the N645 billion subsidy allocated in 2023 was backed by cash, resulting in a substantial funding gap of N459.5 billion.

Musiliu Oseni, Vice-Chairman of NERC, defended the recent tariff hike, asserting its necessity to prevent the sector from complete collapse.

Bayo Onanuga, spokesperson to President Bola Tinubu, has urged former governor of Kogi State, Yahaya Bello, to submit himself to the Economic and Financial Crimes Commission, EFCC.

According to Onanuga, Bello has no where to run to.

The statement came after EFCC declared Bello wanted for an alleged financial crime to the tune of N80.2 billion.

The anti-corruption agency called on those with vital information about the former Kogi governor’s whereabouts to reach the commission or the police.

The declaration followed the tussle between Bello and the EFCC.

The former governor was absent earlier in the day at the Federal High Court in Abuja for a suit instituted against him by the EFCC.

However, in a post on his X handle, Onanuga said Bello should submit himself to the EFCC and get a good lawyer.

He said: “Yahaya Bello, where will you run to? It’s better you submit yourself to the EFCC and get a good lawyer.”

Human Rights lawyer, Femi Falana SAN, yesterday declared that no court of law can prevent the Economic and Financial Crimes Commission (EFCC), from prosecuting the immediate past former governor of Kogi State, Yahaya Bello, over alleged money laundering to the tune of N80,246,470,088.88

Falana’s declaration was in reaction to Bello’s statement that the EFCC had disobeyed a court order by attempting to arrest him to answer the charge for money laundering.
