President Weah Nominates Liberia Ambassador to the United States

Monrovia, Liberia – The President of the Republic, H.E. Dr. George Manneh Weah has nominated Mr. Jeff Gongoer Dowana as Liberia’s Ambassador Extraordinary and Plenipotentiary to the United States of America with concurrent Non-Resident Accreditation to Canada and Mexico.

President Weah made the nomination on Thursday, September 15, 2022. The nomination is subject to confirmation by the Honorable Liberian Senate.

Ambassador Jeff G. Dowana replaces Ambassador George W. Pattern who has been recalled.

Ambassador Dowana holds a Master of Science Degree in Organizational Leadership from the NYACK College in New York. He earlier earned a Bachelor of Arts Degree in Political Science from the University of Liberia.

He is a career diplomat who served at several postings including in London, New York, Washington DC, Paris, and his current assignment as Ambassador Plenipotentiary and Extraordinary to Kuwait.

★ The final listing for all those who applied to serve as Enumerators for the 2022 National Housing and population census will be published on LISGIS website between September 25 and September 30. If you did applied, please pay keen attention to this.

★ The total number of applications received is approximately over 29,000 and the total number of Enumerators needed to carryout the Census nationwide is 16,560. Successful applicants will be shortlisted on the above date mentioned and will be informed on how to check their application status via the link "census.lisgis.gov.lr".

★ Of this 16,560 successful applicants that will be shortlisted,13,800 will be direct enumerators,2,760 will be supervisors assigned across the country and the rest will be District Census Officers.

★ Training for Enumerators, Supervisors and District Census Officers will take place in mid October at 148 different training sites nationwide.

★ About 13,800 tables will be given to Enumerators to carryout Liberia first ever Digital National Housing and population census.

The House of Representatives on Tuesday, September 13, 2022 adjourned its Extra-Ordinary Session.

Giving statistical report on the special Session of the Honorable House of Representatives of the 54th Legislature which began on August 15, and ended on September 13, 2022 the Chair on Executive Representative Acarous Gray said a total of 18 Sessions were held, 11 Regular Sessions, 5 Executive/Secret Sessions, number of Bills introduced in the House amounted to 15 with 11 passed , number of Executive Bills passed were 6.

He named an Act to Amend certain sections of the New Elections Law of 1986 as amended through 2014, An Act to create the PYJ Polytechnic University College and grant it a chapter, and an Act to establish the Belle Balunma Magisterial Court in Belle District, Gbarpolu County among others as some of the Bills passed by the House of Representatives.

According to him, Executive Bills passed by that August Body include; an Act to ratify the Investment Incentive Agreement between Liberia and Modern Mills Liberia Incorporated, Financing Agreement (Liberia Urban Resilience Project) between Liberia and International Development Association, and the Amended PFM Law of 2021 to enable fiscal decentralization as contemplated by the Local Government Act of 2018.

The Chair on Executive further lamented that number of Executive Bills in Committee room are: Loan Agreement amongst the Republic of Liberia and African Development Bank and African Development Fund ( As Administrators of Transition Support Facility ) Mano River Union Road Development and Transport Facilitation Program-Phase 3).

A total of Senate Bills in Committee room is one.

Representative Gray noted that a total 6 Bills are currently in Committee Room of which 3 originated from the House of Representatives.

Providing more updates, Representative Gray said number of Senate Bills rejected was one which includes; An Act Adopting an Integrated Pension and Benefits Scheme for certain Categories of officials of Government of the Republic of Liberia and to Repeal And or Amend certain Portions of Title 19, Legislative Act, Title 12, Executive Law and title 17, Judiciary Law (1972) and the 2003 Act which amends these Laws.

Liberia: LDEA Arrests Two Nigerian Nationals with Huge Narcotic Drugs

Two Nigerian Nationals have been arrested with about seven hundred-eighty one (781) Kilograms of narcotic substance.

The drugs confiscated are, he**in and co***ne; the total market value is little over 6.1 Million according to the LDEA.

Stanley Igbo age 42 and Nwachukwu Ghigzie 47 were arrested on Friday September 2, 2022 in Gbarnga following a tipoff from an LDEA Officer who “pretended to be a Buyer”.

B**g County DEA commander Thomas Saye told a news conference following the arrest, that the suspects have been professing the sales of auto-parts at the Gbarnga Administrative building’s junction over the years.

“These guys have been selling drugs and pretending like their entire source of income is the sale of auto-parts. They only have small auto-parts but the main reason for their stay at the shop is the sale of these substances” Commander Saye adds.

According to him, they planned one of their intelligent Female Officers with about L$45,000 who went to the shop and acted like she wanted to buy some of the drugs for retail marketing.

He stated that when the officer got the full understanding about how the narcotic drugs are sold, she later alarmed the LDEA and the Police who immediately went on the scene to carry on the arrest.

“Before our Intelligent Officer would even get the clear understanding about how these guys are transacting their businesses, it was so difficult. At a certain point, he (the suspect) told her that he was not selling anything because he suspected that some security Personals were around but talking from one point to another, he later decided to sell the items to her at which time we got the information” he said.

Asked whether there is information about others who may have been in business’s connections with the suspects, Commander Saye said they cannot disclose their next target to the public but stated that they remain committed in doing the right thing amid the fights against drug trafficking.

In other cases, the B**g County LDEA Commander said Aleo Bankura, the Sierria Leonean National who was arrested on July 11 2022 with 191 kilogram of ma*****na is currently in court and will be taken to prison when proven guilty.

He also told the Media that they have launched a manhunt for David Mulbah, a town Chief from lower B**g who had over the past assitsted suspect Bankura in the sales of ma*****na.

Those appointed by President Weah include Mr. Lombayee M. Barlea, Statutory Superintendent of Tappita, Mr. Moses Dolo, Asst. Superintendent for Development of Saniquellie-Mah,
Mr. Josephus M. Paye, Sr., Asst. Superintendent for Development, Tappita, Mr. Daniel Bieh, Asst. Statutory Superintendent For Development, Yarwin-Mehnsonoh, and Mr. Alex Tomah, Asst. Statutory Superintendent For Development, Zoe-Geh

Rep. Gwion Meets GGCCC President Jallayu over College's Well-being

CAPITOL HILL, August 23, - The right Honorable, Representative Erol Madison Gwion, Sr. (Dist. #1, G.G. Co.) on Monday, August 22, 2022, sought audience with Dr. Solomon X.Y. Jallayu, president of the Grand Gedeh County Community College (GGCCC) at his Capitol Hill offices. The aim of the invite was to provide the Representative an undiluted narrative of the successes, challenges, and prospects at the College.

The Lawmaker firsthand lauded Dr. Jallayu and Administrative team for the stewardship of the college over the rather rough years dating back to transitioning the Institution from the ZMHS facilities to its own Campuses on the outskirts of Zwedru City, acknowledging the sacrifices they continue to make. The College is situated in the Constituency of Representative Gwion.

However, a key topic during the meeting was the "Tuition-free" policy as had been announced by the Administration of His Excellency President George Manneh Weah a couple of years ago to benefit public tertiary institutions of learning including GGCCC. Dr. Jallayu was unequivocally clear that there have been glitches in respect of the full actualization of the tuition-free scheme at the Institution thus compelling Administration to revert to the imposition to tuition fees on credit hours. For instance, a student would now pay up to US$75 per semester.

Several other vital issues aimed at improving the college's academic and institutional growth were on the table.

Rep. Gwion has promised to endeavor to work with relevant authorities in order to address the 'low-hanging fruits': he'd officially notify the Grand Gedeh County Legislative Caucus about what's at stake. The Lawmaker and the College president have both pledged to work together for the betterment of the lone college in the County.

Honorable Gwion reassures that his energy geared toward contributing to the improvement Education will not only be limited to his County, but will also consider the dimension of the national perspective which shall reflect in the exercise of his legislative function

President Weah Takes Montserrado By Storm As He Climaxes County Tours

Monrovia, Liberia: His Excellency, President George Manneh Weah, Monday, August 15, 2022 kicked off his tour of Montserrado County, receiving a massive welcome from jubilant citizens in Districts 15, 16 and 17 where he held town hall meetings. Similarly on Tuesday, August 17, 2022, thousands of citizens welcomed the President and entourage in Districts 9, 8 and 7 (Matadi, G.W. Gibson and West Point respectively.

Today, August 18, 2022, the Liberian Chief Executive, will interact with citizens in Districts 5 and 10.

President Weah’s motorcade was swarmed by thousands of cheering residents of Logan Town, New Kru Town and Brewerville who lined the streets, defying intermittent downpours of rain to give him a rousing welcome.

In Logan Town, which was the first of three-district tours, President Weah once again demonstrated his people-centered leadership style by disembarking his vehicle and walking with jubilant citizens from the main intercession to the Seventh Day Adventist Church where the Town Hall Meeting was held.

The President used his interactions with the people to thank citizens for the opportunity afforded him and his team to lead the country in order to change its development trajectory after 175 years of existence as an independent nation.

President Weah updated citizens of the massive nationwide developments his government has been undertaking in keeping with his vision and the promises made to the Liberian people during his bid for the presidency in 2017.

Besides the unprecedented level of development the government achieved in four years, President Weah assured citizens of more development projects in the area of health, education, roads and other infrastructures across the nation.

The Liberian President said the health of the Liberian people remains a fundamental priority of the government which is why more hospitals are being built and many others under construction as part of efforts to reform the health sector.

He assured the nation of the construction of a hospital similar to the John F. Kennedy Hospital, the largest referral hospital in Monrovia to date.

President Weah, instructed Health Minister to ensure that the wish of the people of New Kru not to move Redemption Hospital to Caldwell is upheld by ensuring that the hospital under construction in Caldwell be referred to as Redemption Hospital B, while the old Redemption Hospital is referred to as Redemption Hospital A.

President Weah told citizens that he and the CDC government were not interested in the politics of condemnation which has become the habit of those in opposition, but rather to work in the supreme interest of the Country.

He called on Liberians to prioritize dialogue as the most significant conduit to finding solutions to problems affecting national cohesion as opposed to street protests, which he maintained do not yield results but spur destruction and setback.

At the same time, President Weah assured residents of the three Districts of his government support in realizing some of the development projects they requested.

At the different Town Hall Meetings, citizens presented a plethora of requests to the Liberian President for his intervention in addressing and mitigating challenges they are faced with.

Citizens of District 15 which comprises Logan Town and parts of Caldwell appealed for President Weah's intervention for the establishment of a Court in the District, an Administrative Hall, football field, playground and others.

Also in District 16, which is composed of the Borough of New Kru Town and St. Paul Bridge, the citizens appealed for the completion of Coastal Defense Project, elevation of the Junior High School in St. Paul Bridge to High School, the elevation of D. Twe High School elevated to Vocational Training Center, among others.

Citizens of District 17 which comprises Brewerville, Banjor, Artington, and other areas appealed to President Weah for several development interventions, including construction of a hospital and access to electricity..

Similar feats were requested in Matadi, G.W. Gibson and West point

President Weah’s visits to the Districts are part and climax of the tour of Montserrado County in continuation of the nationwide tour which began last year.

Monrovia: Pres. Weah Suspends Designated Officials

Monrovia, Liberia - The President of Liberia has received with serious concern, a recent United States Treasury Department report which designates three of his officials for specialized sanctions under the Global Magnitsky Act.

President Weah views the allegations against the officials contained in the report as grave.

In view of this, President George Manneh Weah has suspended the named officials, Minister of State Nathaniel McGill, the Managing Director of the National Port Authority Bill Twehway, and Solicitor General Seyma Serenius Cyphus with immediate effect to enable them to face investigation.

The President has also designated the principal deputies of the suspended officials to act in their stead.

Treasury Sanctions Senior Liberian Government Officials for Public Corruption
August 15, 2022
WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated Liberian government officials Nathaniel McGill, Sayma Syrenius Cephus, and Bill Twehway for their involvement in ongoing public corruption in Liberia. These officials are designated pursuant to Executive Order (E.O.) 13818, which builds upon and implements the Global Magnitsky Human Rights Accountability Act and targets perpetrators of serious human rights abuse and corruption around the world.

“Through their corruption these officials have undermined democracy in Liberia for their own personal benefit,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. “Treasury’s designations today demonstrate that the United States remains committed to holding corrupt actors accountable and to the continued support of the Liberian people.”

Corruption has long undermined Liberia’s democracy and its economy, robbing the Liberian people of funds for public services, empowering illicit actors, degrading the business environment, and damaging the rule of law and effective governance in the country. Corruption also contributes to diminished confidence in government and public perception of impunity for those with power. These designations reaffirm the commitment of the United States to hold corrupt actors accountable. The United States is a proud and dedicated partner and friend of Liberia and stands with the people of Liberia in support of democracy and the rule of law and will continue to promote accountability for corrupt actors, regardless of their position or political affiliation. The United States is also committed to working with the people and Government of Liberia to elevate countering corruption as a priority, including by bolstering public sector anti-corruption capacity, and reviewing and re-evaluating criteria for bilateral and multilateral assistance, including around transparency and accountability. Holding corrupt actors accountable and bolstering anti-corruption efforts are both consistent with, and reflects our commitment to implementing, the United States Strategy on Countering Corruption.

CORRUPT LIBERIAN OFFICIALS
Nathaniel McGill (McGill) is Minister of State for Presidential Affairs and Chief of Staff to President George Weah. During his tenure in government, McGill has bribed business owners, received bribes from potential investors, and accepted kickbacks for steering contracts to companies in which he has an interest. McGill has manipulated public procurement processes in order to award multi-million dollar contracts to companies in which he has ownership, including by abusing emergency procurement processes to rig contract bids. McGill is credibly accused of involvement in a wide range of other corrupt schemes including soliciting bribes from government office seekers and misappropriating government assets for his personal gain. He has used government funds allocated to other Liberian government institutions to run his own projects, made off-the-books payments in cash to senior government leaders, and organized warlords to threaten political rivals. McGill has received an unjustified stipend from various Liberian government institutions and used his position to prevent his misappropriation from being discovered. McGill regularly distributes thousands of dollars in undocumented cash to other government officials for government and non-government activities.

McGill is being designated for being a foreign person who is a current government official who is responsible for or complicit in, or who has directly or indirectly engaged in, corruption, including the misappropriation of state assets, the expropriation of private assets for personal gain, corruption related to government contracts or the extraction of natural resources, or bribery.

Sayma Syrenius Cephus (Cephus) is the current Solicitor General and Chief Prosecutor of Liberia. Cephus has developed close relationships with suspects of criminal investigations and has received bribes from individuals in exchange for having their cases dropped. Cephus has worked behind the scenes to establish arrangements with subjects of money laundering investigations to cease investigations in order to personally benefit financially. He shields money launderers and helps clear them through the court system and has intimidated other prosecutors in an attempt to quash investigations. Cephus has also utilized his position to hinder investigations and block the prosecution of corruption cases involving members of the government. Cephus has been accused of tampering with and purposefully withholding evidence in cases involving members of opposition political parties to ensure conviction.
