CDC-COP Calls on the United States of America to Sanction Mamaka Bility & Slyverster Grisby for Subverting State Laws and Institutionalizing Corruption; Warns the 55th National Legislature Against Accepting $2.3M Bribe for Earthmoving Equipment Approval Or Risk Public Degradation

Greetings from the bastion of intellectualism and national consciousness. Our democracy is under attack as state institutions are ignored and laws are violated by the Boakai-Koung administration.

Fellow Liberians and Esteemed Members of the Press, on May 29, 2024, the CDC-COP called for the dismissal of Mamaka Bility for undermining Liberia's Public Procurement and Concession Commission (PPCC) laws and violating Sections 9.1 and 9.2 of the Code of Conduct. She stands accused of accepting a bribe to secure a contract for South African businessman Robert Gumede worth over US$50 million in earthmoving equipment. Despite our call, Mr. Joseph N. Boakai's refusal to dismiss Mamaka has validated concerns over corrupt practices, potentially leading to political consequences.

CDC-COP asserts that Mamaka Bility was employed as a lobbyist by the Guma Group of Companies, purportedly linked to terrorist financing, to secure a Mineral Resource Swap deal at Wologizi Mountain, Lofa County. Allegedly compensated with US$5 million, Mamaka's actions, including the receipt of 285 Yellow machines without transparent financing details, suggest bribery to expedite the deal. This collusion, aided by Minister of State for Presidential Affairs Slyverster Grisby, undermines Liberia's procurement procedures.

The CDC-COP views Mamaka's flaunting of earthmoving equipment without legitimate financial sourcing as a brazen display of corruption, facilitating foreign exploitation of Liberia's natural resources.

On August 15, 2022, the Biden administration sanctioned Hon. Nathaniel F. McGill for alleged misuse of his office. Today, with compelling evidence, Mamaka Bility and Sylvester Grisby stand accused of bypassing the PPCC, accepting bribes, evading due process, and introducing earthmoving equipment financed by a terrorist organization—a blatant challenge to transparency and accountability.

CDC-COP calls on the United States to immediately impose sanctions on Madam Mamaka Bility and Sylvester Grisby for their abuse of public office. Failure to act decisively may convey to Liberians that U.S. sanctions selectively target individuals rather than combatting wrongdoing.

Furthermore, CDC-COP warns all members of the 55th National Legislature against compromising legislative integrity by accepting bribes. Any attempt to reduce the legislature to a hub for corrupt deals risks legal and political repercussions from the Liberian masses. Boakai's Executive has consistently disrespected the Legislature by violating Article 34 d(iii) of Liberia's Constitution. We urge the Legislature to reject the $2.3 million bribe proposed by Boakai's Executive to expedite legislative approval for already acquired equipment, alongside dubious monetary inducements of $25,000 for each Representative and $30,000 for each Senator. Reject this offer and protect the Constitution of Liberia.

The CDC-COP assures the National Legislature that we will stand alongside the Liberian masses to protect the Constitution if the Legislature fails to do so.

Monday, July 8, 2024

Abuja, Nigeria – H.E Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, has made Liberia's case on democracy and good governance at the 65th Ordinary Summit of the ECOWAS Authority of Heads of State and Government. The Summit was held on Sunday, July 7, 2024 in Abuja, Nigeria.

He expressed gratitude for the warm reception and support extended to him and his delegation and thanked his colleagues for their congratulations and unwavering support following his inauguration as the 26th President of Liberia.

He also appreciated his eminent counterparts for recognizing Liberia's democracy and peaceful transition as a beacon of hope in the region and reaffirmed the Country’s commitment to working with all member states and development partners to promote Liberia's agenda for sustainable development on Agriculture, Roads, Rule of law, Education, Sanitation, and Tourism in line with ECOWAS Vision 2050, aimed at improving the living standards of the people.

The President emphasized his support for ECOWAS' engagement with Burkina Faso, Mali, and Niger to dissuade them from withdrawing from ECOWAS. He, therefore, expressed Liberia’s readiness to actively join the ECOWAS Authority's mediation efforts to facilitate the return of the three member states to the fold of ECOWAS, showing support for maintaining peace and prosperity in the region.

President Boakai announced Liberia's campaign for a non-permanent seat on the United Nations Security Council for the 2026-27 period. He sought ECOWAS' support and underlined Liberia's commitment to championing the causes of post-war developing states in addressing pressing issues such as migration resulting from terrorism, conflict, and climate change.

The President expressed optimism for a highly productive outcome of the 65th Ordinary Session of the ECOWAS Authority of Heads of State and Government and extended his best wishes to all participants for a fruitful outcome.

Meanwhile, the Liberian Chief Executive joined other ECOWAS Leaders to unanimously endorse President Bola Ahmed Tinubu of Nigeria for a second term as the Chairman of the Authority of ECOWAS Heads of State and Government.

In his acceptance speech, President Tinubu appointed the Senegalese President Bassirou Diomaye Faye as his Special Envoy to mediate in reversing the decision of the three member states (Niger, Mali and Burkina Faso) to withdraw from ECOWAS.

The date and venue of the 66th Ordinary Session of the Authority of ECOWAS Heads of State and Government will be announced later.

Update

Monrovia, Liberia – July 4, 2024– The Ministry of Commerce & Industry, in collaboration with the Management of the Liberia Petroleum Refining Company (LPRC), has announced reductions in the prices of petroleum products.

Gasoline (PMS) prices have decreased by ten United States cents (US$0.10), and fuel oil (AGO) prices have similarly dropped by ten United States cents (US$0.10).

According to a price circular jointly signed by the Minister of Commerce & Industry and the Managing Director of the LPRC, the new wholesale prices for gasoline and diesel are US$3.90 and US$4.43 respectively.

The retail pump prices are US$4.18 (or LRD 810.00) for gasoline and US$4.71 (or LRD 910.00) for diesel.

These adjustments reflect a reduction of ten United States cents (US$0.10) per gallon for both gasoline and diesel fuel.

The MoCI and LPRC Inspectorate Team will closely monitor compliance with these approved prices to prevent arbitrary increases in the pump prices of gasoline and diesel on the local market.

According to him, two weeks ago, former President Weah informed the Liberian government about an invitation extended to him for a diplomatic meeting in Accra, Ghana, with arrangements made for a private jet.

Speaking on a local radio Thursday, the CDC stalwart claimed that EPS officers were by 7am on Thursday deployed at the airport to facilitate the former President's departure.

He noted that upon the arrival of former President Weah and his team at the airport, they discovered that the Presidential Lounge which was expected to be used by the former Liberian leader during his departure was locked; something he said prevented them from accessing the area.

Nagbe further indicated that due to the closure of the VIP lounge, they advised former President Weha and his team to the regular terminal for security checks to avoid embarrassment.

LRRRC ADMITS ERROR IN FORMER LIBERIAN REFUGEE DRUG USE DATA

June 6, 2024

Following a comprehensive screening and validation of former Liberian refugees, the Liberia Refugees Repatriation and Resettlement Commission (LRRRC) announced a correction to previous information provided regarding drug use among returnees.

At the May 28, 2024, MICAT Press Conference, LRRRC’s Executive Director, Patrick Worzie, erroneously reported the extent of drug use among the refugees, adding that 80% of the Liberian refugees were addicted to Narcotics.

The LRRRC has clarified that the mistake stemmed from misinformation given to Hon. Worzie by the statisticians involved. Contrary to the initial report, the screening process revealed that only an average number of the returnees were on drugs, not a significant portion as previously stated. The Commission will release detailed numbers on the matter soon.

Apologizing for the error, the LRRRC acknowledged the misinformation shared at the government’s National Platform. As the leading government agency responsible for repatriation, the LRRRC reaffirmed its commitment to providing accurate information about the repatriation process. In response to this incident, the commission has taken serious administrative actions against the staff involved in the misinformation.

The LRRRC assures its local and international partners, as well as the public, that it remains dedicated to transparency and accuracy in all its communications and operations related to the repatriation and resettlement of refugees.

McGill Gives UP Government "Negative" in its Hundred Days Performance; Cautions President Boakai against Claiming Glory of WECC Establishment

By Staff writer

GBARNGA: May 11, 2024-- Margibi County Senator Nathaniel McGill says the Unity Party government under the leadership of President Joseph Nyamah Boakai has in its first Hundred working Days performed decimally, as such; he grades the government "Negative Zero".

The Margibi County Senator believes with the high expectations President Boakai gave massive Liberians during the 2023 elections' campaign and on the day of his inauguration, his government is yet to meet the expectations of Liberians by fulfilling his promises, especially in his first hundred working days.

Senator McGill named the high increase in the prices of essential commodities ringing from Rice and Gasoline in Liberia, the internal fighting within the Unity Party government, the many missteps in President Boakai's appointments, and the violation of tenure laws amongst others as key areas that the Liberian leader has failed in its Hundred Days deliverables.

The Margibi County Senator further added that the current rehabilitation of roads by the Unity Party government is not in the best interest of the country on grounds that most of the roads under rehabilitation will be greatly damaged in the pending Rainy Season.

At the same time, Senator McGill informed President Boakai that it was very frustrating for him (President Boakai) to have given a false impression and expectations to Liberians knowing that he could not meet the expectations of Liberians by living up to his government's hundred-day plans.

Meanwhile, the former CDC Prime Minister has cautioned President Boakai against claiming glory for the passage of the War and Economy Crimes Court Resolution.

According to the former State Minister, the passage of the resolution that supports the establishment of the War and Economy Crimes Court in Liberia was initiated by the members of the Liberian Legislature, as such; President Boakai and his supporters should stop boasting of being the ones that brought about the establishment of the Court in Liberia.

"The president never did it on his volution, the President did it based on the resolution from the Legislature, so Boakai didn't get up and sign it. It was done by members of the Legislature who told Boakai that he must sign the Executive order so Boakai can't take glory for it, it's the Legislature that should be taking glory for the establishment of the War and Economy Crimes Court in Liberia." Senator McGill added.

Moreover, the Margibi County Senator then attributed his support for the establishment of the War and Economy Crimes Court in Liberia to his willingness to face justice for economic crimes leveled against him by the United States Government.

He added that when the Court is established in Liberia, individuals accused of corruption and crimes against humanity will face Justice to asonorate themselves in the court of law so that the culture of impunity will come to an end in Liberia.

He made these assertions on Saturday, May 11, 2024, during a Live Radio appearance in Gbarnga, B**g County.

Nimba County District #7 Representative, Hon. Musa Hassan Bility demands an audit of the National Legislature by the General Auditing Commission; says it protect public funds and improve transparency and Accountability.

🗣️ I acknowledge receipt of your response to our request for audit of the Legislature. I note the information about the systems audit which was already addressed in my letter to you. I also note the reference to your “exclusive” authority to determine audit under Section 2.1.3(c) of the Act without acknowledging the authority of the Legislature and the president to request audit as well, under Section 5.5 of the same 2014 GAC Act.

Given the divergence of interests, I wish to remind of the below paragraph from my previous letter:

“Mr. Auditor General, a systems review is not the same as an audit. Therefore, in our unbending quest to protect public funds and improve transparency and accountability, I hereby request the General Auditing Commission to audit ( both statutory and performance ) the National Legislature from 2014- 2023, a period after the Amended GAC Act of 2014, covering the 53rd and 54th Legislatures. This request is supported by Section 5.5 of the 2014 Act of the GAC which states that :

“Generally, requests from outside the General Auditing Commission to the Auditor General to carry out audits or other work shall not be accepted EXCEPT that in circumstances that members of the Legislature or the President make a formal request to the Auditor General to carry out an audit or perform other works, the Auditor General shall consider such formal request to assess whether it is within the legal mandate of the General Auditing Commission, and if it could be carried out using resources within the approved budget of the General Auditing Commission.
b. If the request is outside the legal mandate, the request shall be declined and, where appropriate ,referred to another agency.
c. If existing resources are insufficient, to carry out this requested work, the request shall be accepted only if extra funding is provided to the GAC to carry it out.”

Mr. Auditor General, as a member of the Legislature requesting an audit, permit me to go a step further to inform you that this request for audit of the Legislature excluding matters relating to the merits of legislation is squarely and legally within the scope of your legal mandate, which include “audits of the Judicial Branch excluding matters relating to court decisions and audits of the Legislative branch excluding matters relating to the merits of legislation.” Section 2.1.3 (b)(iii), 2014 Amended Act. Additionally, this audit as requested can be carried out using resources within the approved budget of the GAC given that the draft 2024 budget presented to the Legislature has allotted US $1,288,250 Million for Auditing Services out of the total GAC proposed budget of US $4,466,803 Million Dollars.

I will not hesitate to go above your office even if it requires seeking legal actions through a writ of mandamus, to compel you to perform your duties”.

Given your response, it is apparent that the GAC has no intentions of conducting an audit of the National Legislature from 2014-2023 as requested. The failure of the GAC to grant this request in spite of the legal mandate and budget allocation of the GAC to conduct same, as per the GAC Act of 2014, is a violation of the Act. As you should know, your authority to determine audit under Section 2.1.3(c) does not negate the authority of members of the Legislature or the President to request audit under Section 5.5 of the same law. Hence, we are left with no alternative but to seek legal advice and subsequent legal actions on this matter. As mentioned, we will not compromise our quest to ensure that the Legislature is audited and public funds are accounted for, as spent.

Man, 30, Found Dead in B**g

By Global News Network staff writer

LELEKPAYEA, April 21, 2024: The lifeless body of an unidentified man believed to be in his early 30 years has been discovered in an unfinished building in Lelekpayea Community, Gbarnga, B**g County.

Lelekpayea is situated around Duala Market, along Boita Road North of Gbarnga.

An eyewitness account has it that the unidentified individual met his untimely demise after being accused of criminality, but was not seen with what he was accused of stealing.

Explaining to our reporter on Sunday, April 21, 2024, a resident of the community, Joe Gorson narrated that the incident happened at about midnight on Saturday, April 20, 2024.

According to Mr. Gorson, while in bed, he heard a loud noise of people believed to have been community residents chasing the deceased from the Duala Market region toward his house, a situation that prompted him to go out in the direction of the loud noise.

He furthered that upon his arrival at the incident scene, he met the deceased lying unconscious in a pool of blood with bruises on his skin while those individuals who may have committed the act were seen escaping the scene. He added that he could not identify anyone in the group because everyone was on an escape route at the time of his arrival at the crime scene.

Moreover, Mr. Godson who is a Community Radio journalist in B**g County told our reporter that after everyone had escaped the incident scene, he was later joined by three community dwellers who had also come to the noise, but they all left the scene due to the darkness.

Joe Gorson further explained that he and other community dwellers returned to the accident scene in the early morning hours of Sunday, April 21, 2024, at which time they saw the deceased at the point of death; a situation that led them to call on the Liberia National Police B**g Detachment and other community leaders to matter.

Meanwhile, Joe Gorson added that upon the arrival of the Police and community leaders, a fifteen-man jury was constituted by the LNP B**g Detachment to physically examine the body.

According to him, a report from the jury team was not read to the public, but the police promised to present the jury report to the Gbarnga City Cooperation for onward actions. As it stands, the body of the deceased is still on the crime scene and yet to be identified by any family members.

Mr. Godson sums to two, the death of the unidentified individuals in the community in recent months.
