Justice Enock Chacha Mwita, categorically stated: “Any decision by any state organ or state officer to deploy police officers to Haiti … contravenes the constitution and the law and is therefore unconstitutional, illegal and invalid.” This ruling fully vindicates Minority Leader Opiyo Wandayi who had in the earlier weeks in parliament fought tooth and nail against the illegal deployment when he highlighted the same provisions the High Court judges have highlighted. An undaunted Minority Leader Opiyo Wandayi recharged the crowds after an attempt was made by hired youth to disrupt the ODM membership recruitment event at Busia Border. *NG-CDF amendment bill sails through the second reading*
Many Kenyans will remember the apprehension that gripped the entire country when the NG-CDF was declared unconstitutional by the Supreme Court of Kenya.
In the weeks and months that followed, Hon Opiyo Wandayi led a solo battle to get not just the NG-CDF funds disbursed to the constituencies even as he mobilised MPs from across the political divide to seek lasting solutions into the quagmire that the Supreme Court had thrown the country into. The outlawing of the NG-CDF was critical and had far reaching ramifications.
This realisation gave birth to a Wandayi led initiative that would seek to 'legalise' the NG-CDF and align it to the constitution. Hence the birth of the NG-CDF Amendment Bill No.13 of 2023; co‐sponsored by the Leader of the Majority Party and the Leader of the Minority Party.
Today, the Amendment Bill which enjoys widespread and bipartisan support among MPs, underwent its second reading in the house and it was uninanimously supported. No MP can risk being seen publicly opposed to the revolutionary NG-CDF which Wandayi said can be used to benchmark worldwide given its direct benefits to the people at the grassroot.

National Assembly Minority leader Opiyo Wandayi declares Wednesday July 12th, 2023 as the date for the next round of nationwide civil disobedience. Wandayi said that the opposition will not cease the protests until they are heard.
To the police, Wandayi said; “We have simply notified you that come next Wednesday the whole country will come to a standstill as Kenyans of all walks of life participate in massive demonstrations in every width and breadth of the country!”
